ABSTRACT: U.S. state parks are a considerable part of the nation's recreation landscape. Understanding their management concerns, including impacts from pandemics, is imperative for sustainably achieving park objectives. Our study aimed to 1) examine park managers' responses to a novel stressor (COVID-19); 2) aid managers in communicating these strategies to visitors in their pre-visit phase; and 3) test a park management framework's ability to adapt to this novel stressor in this pre-visit phase. Manning and colleagues' outdoor recreation strategies and practices framework provides parks with up to 24 response options to an issue: four strategies intersecting with six practices. This framework has been limited to common in-park concerns and visitors. We examined how park systems communicate with potential visitors about COVID-19, to advance the framework toward broader concerns and scales. We analyzed the 50 U.S. state park systems' official COVID-19 communications at the traditional start of the peak use season (summer 2020). We qualitatively coded these for reference to the framework's components and mentions of scale. This highlighted that while "limit use" and "reduce impact of use" were the only strategies used, different practices and recognitions of beyond-park and beyond-visit scales were acknowledged (e.g., "please recreate close to home"). We suggest the data reveal a seventh practice in use and for framework inclusion: "influence pre-visit decisions." The pandemic provided an opportunity for parks to communicate their managerial responses with consistency and creativity, as well as an opportunity for researchers and managers to advance the strategies and practices framework.

Management implications

The temporal issue of COVID-19 as a stressor and the spatial nature of its impact across whole social landscapes implores park managers to pay special attention to the critical time in a potential visitor's visit-cycle: the planning and anticipation stages. It is here that effective messaging about the park's integration of expert authority data, detailed communication about park-level responses, and awareness of beyond-park contexts can help potential visitors decide how to safely recreate. This examination highlights the importance of pre-visit safety messaging and provides specific examples of how the outdoor recreation strategies and practices framework can assist park managers in targeting visitor use management communications and actions. Given this strategies and practices framework's usefulness to park managers and ubiquity across parks, we examine ways to expand it to consider broader and emergent contexts.

Project description:BackgroundCommunication is a central tool used to manage the balance between outdoor recreation and environmental protection in natural areas. Several studies have evaluated different communication measures in case studies, but rarely are these measures compared across contexts. We review the literature guided by the question: what is the scope of evidence of on-site communication to change human behavior towards a more sustainable direction in outdoor recreation? Taking natural areas as our starting point, we map research-based distribution and abundance of communication measures, with emphasis on their outcomes and study design.MethodsThe target population for our mapping review are outdoor recreationists and nature-based tourists who visit natural or near-natural settings. We examined studies that have crafted written, oral and visual intervention measures to change behavior by using persuasion, education and information rather than legal restrictions or bans. Examples of challenges addressed with communication measures include proper waste disposal, using designated trails, minimizing wear and tear at campsites, avoid disturbing wildlife, and encouraging appropriate and safe behavior. We did not restrict our search geographically. We searched publication databases for peer-reviewed published articles (WoS, Scopus) and forward and backward citation chasing. To identify grey literature we used the database IRMA and internet searches in Google Scholar supplemented with specialist searches. Inclusion criteria and related search terms were based on PICO and included population (P: people participating in outdoor recreation in natural settings), terms that denoted intervention (I: on-site communication measures in situ vs. C: no communication measures) and terms that denoted outcome (O: changed behavior). We screened first by title and abstract and finally full text. For each article selected for full-text screening, metadata was extracted on key variables of interest such as behavior category, context, targeted population, study design and outcomes.Review findingsOverall, we identified 54 studies that were assessed in the review. Our review documents growing academic interest looking at actual behavior change in outdoor recreation. Theory is often subsidiary to attempted behavioral change via communication and different situational aspects, such as targeted visitor populations and environmental context, as well as psychological factors remain underexplored in the literature. The primary communication medium in the reviewed papers is passive use of signs. Awareness raising is the dominant communication mode, but other modes such as emotions, identity, and social norms are common. The geographic distribution of the studies is highly skewed to the United States.ConclusionsThe amassed studies have an uneven focus on different settings and mediums used to change behavior. Research could benefit from investigating different contexts and the state of the natural environment before and after interventions. We advocate for casting a wider disciplinary net and interest in qualitative investigations to produce data-rich studies of where and how sustainable behavior is encouraged and eventually achieved. Collectively, different disciplinary perspectives are required to understand the aspects that contribute to sustainable, and sustained, behavior change. It is important to distinguish what aspects of behavior change could be generalized across settings, and which purely contextual aspects drive behavior change.

Project description:Outdoor recreation has experienced a boom in recent years and continues to grow. While outdoor recreation provides wide-ranging benefits to human well-being, there are growing concerns about the sustainability of recreation with the increased pressures placed on ecological systems and visitor experiences. These concerns emphasize the need for managers to access accurate and timely recreation data at scales that match the growing extent of the recreation footprint. Here, we compare spatial and temporal patterns of winter and summer recreation using traditional (trail cameras, infrared counters, aerial surveys, participatory mapping) and application-based tools (Strava Metro, Strava Global Heatmap, Wikiloc) across the Columbia and Canadian Rocky Mountains of western Canada. We demonstrate how recreation use can be estimated using traditional and application-based tools, although their accuracy and utility varies across space, season and activity type. We found that trail cameras and infrared counters captured similar broad-scale patterns in count estimates of pedestrians and all recreation activities. Aerial surveys captured areas with low recreation intensity and participatory mapping captured coarser information on the intensity and extent of recreation across large spatial and temporal scales. Application-based data provided detailed spatiotemporal information on recreation use, but datasets were biased towards specific activities. Strava Metro data was more suited for capturing broad-scale spatial patterns in biking than pedestrian recreation. Application-based data should be supplemented with data from traditional tools to identify biases in data and fill in data gaps. We provide a comparison of each tool for measuring recreation use, highlight each tools' strengths and limitations and applications to address real-world monitoring and management scenarios. Our research contributes towards a better understanding of which tool, or combinations of tools, to use that can expand the rigor and scope of recreation research. These findings support decision-making to mitigate pressures on wildlife and their habitats while allowing for high-quality recreation experiences.

We will screen first by title, followed by abstract and finally full text. For each article selected for full-text screening, metadata will be extracted on key variables of interest. The extracted data from the coding will be used to group and compare the studies to reveal knowledge gaps and knowledge clusters. We will briefly describe findings from the included studies. The review will help identify what type of human behavior researchers have addressed with communication in nature management and conservation. In addition it will highlight which communication measures are frequently used in each behavioral context. It will identify which frameworks and communication theories have been the basis for designing intervention measures and provide support to practitioners and researchers in future framing and implementation of communication measures in natural settings.

Project description:Species' distributions are influenced by a combination of landscape variables and biotic interactions with other species, including people. Grizzly bears and black bears are sympatric, competing omnivores that also share habitats with human recreationists. By adapting models for multi-species occupancy analysis, we analyzed trail camera data from 192 trail camera locations in and around Jasper National Park, Canada to estimate grizzly bear and black bear occurrence and intensity of trail use. We documented (a) occurrence of grizzly bears and black bears relative to habitat variables (b) occurrence and intensity of use relative to competing bear species and motorised and non-motorised recreational activity, and (c) temporal overlap in activity patterns among the two bear species and recreationists. Grizzly bears were spatially separated from black bears, selecting higher elevations and locations farther from roads. Both species co-occurred with motorised and non-motorised recreation, however, grizzly bears reduced their intensity of use of sites with motorised recreation present. Black bears showed higher temporal activity overlap with recreational activity than grizzly bears, however differences in bear daily activity patterns between sites with and without motorised and non-motorised recreation were not significant. Reduced intensity of use by grizzly bears of sites where motorised recreation was present is a concern given off-road recreation is becoming increasingly popular in North America, and can negatively influence grizzly bear recovery by reducing foraging opportunities near or on trails. Camera traps and multi-species occurrence models offer non-invasive methods for identifying how habitat use by animals changes relative to sympatric species, including humans. These conclusions emphasise the need for integrated land-use planning, access management, and grizzly bear conservation efforts to consider the implications of continued access for motorised recreation in areas occupied by grizzly bears.
