ABSTRACT: Droughts reduce hydropower production and heatwaves increase electricity demand, forcing power system operators to rely more on fossil fuel power plants. However, less is known about how droughts and heat waves impact the county level distribution of health damages from power plant emissions. Using California as a case study, we simulate emissions from power plants under a 500-year synthetic weather ensemble. We find that human health damages are highest in hot, dry years. Counties with a majority of people of color and counties with high pollution burden (which are somewhat overlapping) are disproportionately impacted by increased emissions from power plants during droughts and heat waves. Taxing power plant operations based on each plant's contribution to health damages significantly reduces average exposure. However, emissions taxes do not reduce air pollution damages on the worst polluting days, because supply scarcity (caused by severe heat waves) forces system operators to use every power plant available to avoid causing a blackout.

Project description:AimWe assessed whether currently described marine biogeographic boundaries apply to shelf macrofauna and which environmental drivers were most associated with species differences among regions.LocationPacific coast of North America from the Strait of Juan de Fuca in Washington to the California-Mexico border.MethodsVan Veen grab samples were collected from soft sediment 28-138 m deep and sieved using 1 mm mesh. Spatial patterns of species richness, diversity, and abundance were examined in relation to latitude and environmental parameters (temperature, salinity, dissolved oxygen, sediment % fines, and total organic carbon). Analyses of latitudinal distribution patterns of individual species were combined with multivariate analyses of community composition to determine biogeographic and habitat boundaries for mid-depth continental shelf macrofauna.ResultsSpecies richness, diversity, and abundance significantly decreased with increasing latitude, primarily between 32 and 40° N. There were positive associations of richness, diversity (H'), and abundance with upwelling index, sediment % fines, and TOC (<2%). Temperature and DO also were significant for richness and H' but not abundance. Assessment of individual species ranges found major faunal transitions at latitudes 33-34°, 37°, 44°, and 46-47°. Major assemblage differences were found at 34.5°, and 42°. Within each latitudinal region, significantly different macrofauna communities were found in sediment with <5% fines.Main conclusionsThe biogeographic boundaries proposed under the Marine Ecoregions of the World schema are more closely aligned with shelf fauna distributions than those developed using west coast rocky intertidal communities. However, the proposed province boundary at Cape Mendocino is not apparent in the shelf macrofauna, and a transition appears to occur closer to the Oregon-California border. Further, the shelf macrofauna indicate the Channel Islands should be a separate subregion from mainland southern California Bight. Multivariate community analyses minimizing the impact of rare species appeared more useful in determining macrofaunal community biogeographic boundaries than analysis of individual species range endpoints, which are strongly influenced by uncommon species.

Project description:Climate change is already impacting coastal communities, and ongoing and future shifts in fisheries species productivity from climate change have implications for the livelihoods and cultures of coastal communities. Harvested marine species in the California Current Large Marine Ecosystem support U.S. West Coast communities economically, socially, and culturally. Ecological vulnerability assessments exist for individual species in the California Current but ecological and human vulnerability are linked and vulnerability is expected to vary by community. Here, we present automatable, reproducible methods for assessing the vulnerability of U.S. West Coast fishing dependent communities to climate change within a social-ecological vulnerability framework. We first assessed the ecological risk of marine resources, on which fishing communities rely, to 50 years of climate change projections. We then combined this with the adaptive capacity of fishing communities, based on social indicators, to assess the potential ability of communities to cope with future changes. Specific communities (particularly in Washington state) were determined to be at risk to climate change mainly due to economic reliance on at risk marine fisheries species, like salmon, hake, or sea urchins. But, due to higher social adaptive capacity, these communities were often not found to be the most vulnerable overall. Conversely, certain communities that were not the most at risk, ecologically and economically, ranked in the category of highly vulnerable communities due to low adaptive capacity based on social indicators (particularly in Southern California). Certain communities were both ecologically at risk due to catch composition and socially vulnerable (low adaptive capacity) leading to the highest tier of vulnerability. The integration of climatic, ecological, economic, and societal data reveals that factors underlying vulnerability are variable across fishing communities on the U.S West Coast, and suggests the need to develop a variety of well-aligned strategies to adapt to the ecological impacts of climate change.

Project description:Biological limit reference points (LRPs) for fisheries catch represent upper bounds that avoid undesirable population states. LRPs can support consistent management evaluation among species and regions, and can advance ecosystem-based fisheries management. For transboundary species, LRPs prorated by local abundance can inform local management decisions when international coordination is lacking. We estimated LRPs for western Pacific leatherbacks in the U.S. West Coast Exclusive Economic Zone (WCEEZ) using three approaches with different types of information on local abundance. For the current application, the best-informed LRP used a local abundance estimate derived from nest counts, vital rate information, satellite tag data, and fishery observer data, and was calculated with a Potential Biological Removal estimator. Management strategy evaluation was used to set tuning parameters of the LRP estimators to satisfy risk tolerances for falling below population thresholds, and to evaluate sensitivity of population outcomes to bias in key inputs. We estimated local LRPs consistent with three hypothetical management objectives: allowing the population to rebuild to its maximum net productivity level (4.7 turtles per five years), limiting delay of population rebuilding (0.8 turtles per five years), or only preventing further decline (7.7 turtles per five years). These LRPs pertain to all human-caused removals and represent the WCEEZ contribution to meeting population management objectives within a broader international cooperative framework. We present multi-year estimates, because at low LRP values, annual assessments are prone to substantial error that can lead to volatile and costly management without providing further conservation benefit. The novel approach and the performance criteria used here are not a direct expression of the "jeopardy" standard of the U.S. Endangered Species Act, but they provide useful assessment information and could help guide international management frameworks. Given the range of abundance data scenarios addressed, LRPs should be estimable for many other areas, populations, and taxa.
