How climate policy commitments influence energy systems and the economies of US states.

ABSTRACT: In the United States, state governments have been the locus of action for addressing climate change. However, the lack of a holistic measure of state climate policy has prevented a comprehensive assessment of state policies' effectiveness. Here, we assemble information from 25 individual policies to develop an aggregate index of state climate policies from 2000-2020. The climate policy index highlights variation between states which is difficult to assess in single policy studies. Next, we examine the environmental and economic consequences of state climate policy. A standard-deviation increase in climate policy is associated with a 5% reduction in per-capita electricity-sector CO2 emissions and a 2% reduction in economy-wide CO2 emissions per capita. We do not find evidence that more stringent climate policy harms states' economies. Our results make clear the benefits of state climate policy, while showing that current state efforts are unlikelyto meet the US goal under the Paris Climate Accord.

How can Azerbaijan meet its Paris Agreement commitments: assessing the effectiveness of climate change-related energy policy options using LEAP modeling.

Project description:Azerbaijan has committed to cut GHG emissions by 35% by 2030 under the Paris Agreement. By applying LEAP, a well-regarded forecasting model based on inventories defined under the IPCC (Intergovernmental Panel on Climate Change), GHG emissions projections are modeled in three scenarios: a without measures (WOM) scenario or business-as-usual, which assumes no change to current behavior, a with existing measures (WEM) scenario, which takes into account currently planned measures in Azerbaijan, and an EU policy scenario, which mirrors the existing mitigation measures of the European Union. The WOM scenario of total GHG emissions from the energy sector indicates that from 2010 to 2030, total emissions will increase by 67% in Azerbaijan. In the WEM scenario, forecasted GHG emissions are only 29.7% lower than the base year and still above the nation's Paris Agreement commitment. In the EU policy scenario, projected GHG emissions are 37.2% lower than the base year. Therefore, current mitigation measures are insufficient for Azerbaijan to meet its commitments to the Paris Agreement, and stronger measures than currently planned are necessary. Because of its status as a developing nation with limited resources, Azerbaijan must have funding from developed nations promised under the Paris Agreement to transition towards a less carbon-heavy economy.

Energy sprawl or energy efficiency: climate policy impacts on natural habitat for the United States of America.

Project description:Concern over climate change has led the U.S. to consider a cap-and-trade system to regulate emissions. Here we illustrate the land-use impact to U.S. habitat types of new energy development resulting from different U.S. energy policies. We estimated the total new land area needed by 2030 to produce energy, under current law and under various cap-and-trade policies, and then partitioned the area impacted among habitat types with geospatial data on the feasibility of production. The land-use intensity of different energy production techniques varies over three orders of magnitude, from 1.9-2.8 km(2)/TW hr/yr for nuclear power to 788-1000 km(2)/TW hr/yr for biodiesel from soy. In all scenarios, temperate deciduous forests and temperate grasslands will be most impacted by future energy development, although the magnitude of impact by wind, biomass, and coal to different habitat types is policy-specific. Regardless of the existence or structure of a cap-and-trade bill, at least 206,000 km(2) will be impacted without substantial increases in energy efficiency, which saves at least 7.6 km(2) per TW hr of electricity conserved annually and 27.5 km(2) per TW hr of liquid fuels conserved annually. Climate policy that reduces carbon dioxide emissions may increase the areal impact of energy, although the magnitude of this potential side effect may be substantially mitigated by increases in energy efficiency. The possibility of widespread energy sprawl increases the need for energy conservation, appropriate siting, sustainable production practices, and compensatory mitigation offsets.

European economies in terms of energy dependence.

Project description:The sustainable development and energy security are currently the priority challenges for the European Union countries. The sustainable and stable development of European economies is closely dependent on the stable access to energy resources. The constant increase of the demand for electricity requires long-term planning of the common European policy. The aim of the article is to analyse the fuel and energy resources situation of the member states with regard to their energy balances and with the determination of their import dependence in relation to fossil fuels, such as: coal, oil and natural gas. Based on the collected statistical data the analysis of clusters was presented in order to separate homogenous subsets, that is groups of the European Union Member States. The squared Euclidean distance has been adopted as the measure of similarities of the member states in the clusters, and the k-means algorithm has been used as the method of grouping. As a result of the analysis seven clusters were selected-groups of homogenous countries in terms of the import dependence due to the major energy resources (oil, natural gas and coal). The results of the paper can constitute bases for shaping the appropriate long-term common energy policy for the listed potential groups of countries. Statistical data were collected based on the Eurostat publication.

Local climate change cultures: climate-relevant discursive practices in three emerging economies.

Project description:In recent decades, greater acknowledgement has been given to climate change as a cultural phenomenon. This paper takes a cultural lens to the topic of climate change, in which climate-relevant understandings are grounded in wider cultural, political and material contexts. We approach climate-relevant accounts at the level of the everyday, understood as a theoretically problematic and politically contested space This is in contrast to simply being the backdrop to mundane, repetitive actions contributing to environmental degradation and the site of mitigative actions. Taking discourse as a form of practice in which fragments of cultural knowledge are drawn on to construct our environmental problems, we investigate citizens' accounts of climate-relevant issues in three culturally diverse emerging economies: Brazil, South Africa and China. These settings are important because greenhouse gas (GHG) emissions are predicted to significantly increase in these countries in the future. We conducted semi-structured interviews with a range of citizens in each country using a narrative approach to contextualise climate-relevant issues as part of people's lifestyle narratives. Participants overwhelmingly framed their accounts in the context of locally-salient issues, and few accounts explicitly referred to the phenomenon of climate change. Instead, elements of climate changes were conflated with other environmental issues and related to a wide range of cultural assumptions that influenced understandings and implied particular ways of responding to environmental problems. We conclude that climate change scholars should address locally relevant understandings and develop dialogues that can wider meanings that construct climate-relevant issues in vernacular ways at the local level.

Unprecedented climate events: Historical changes, aspirational targets, and national commitments.

Project description:The United Nations Paris Agreement creates a specific need to compare consequences of cumulative emissions for pledged national commitments and aspirational targets of 1.5° to 2°C global warming. We find that humans have already increased the probability of historically unprecedented hot, warm, wet, and dry extremes, including over 50 to 90% of North America, Europe, and East Asia. Emissions consistent with national commitments are likely to cause substantial and widespread additional increases, including more than fivefold for warmest night over ~50% of Europe and >25% of East Asia and more than threefold for wettest days over >35% of North America, Europe, and East Asia. In contrast, meeting aspirational targets to keep global warming below 2°C reduces the area experiencing more than threefold increases to <10% of most regions studied. However, large areas-including >90% of North America, Europe, East Asia, and much of the tropics-still exhibit sizable increases in the probability of record-setting hot, wet, and/or dry events.

Applying customer commitments to natural gas utility energy conservation.

Project description:Previous energy conservation research highlights the importance of behavior, customer commitments, and energy efficiency programs. Much has been written on the impact of behavior energy efficiency savings documented through home energy report programs. This research expands upon utility efforts to offer behavior utility programs and documents the impact of utility customer commitment research through a formalized utility pilot program. In this pilot program in Utah, the ThermWise® (ThermWise is the company related branding for Dominion Energy's energy efficiency programs in Utah.) Energy Pledge, natural gas utility residential customers agreed to a 2-year customer energy pledge pilot program (2019-2021). By enrolling in the pilot, customers set a goal for energy reduction. Customers received monthly text messages in the program with energy-saving tips, a monthly goal status email, cold winter text alerts, and annual emailed program reports. Initially, in 2019, over 2000 customers enrolled in the pilot program. Following the program, an evaluation revealed significant energy savings. Most compelling in those findings discovered that customers who agreed to allow their name to be published on a corporate website had over double the savings of other program participants. The pledge program confirms the impact of customer commitments on their energy use and offers promise for future utility programs encompassing commitments. Energy and climate policy implications on the deployment of low-carbon ammonia technologies.

Project description:The economic feasibility of low-carbon ammonia production pathways, such as steam methane reforming with carbon capture and storage, biomass gasification, and electrolysis, is assessed under various policy frameworks, including subsidies, carbon pricing, and renewable hydrogen regulations. Here, we show that employing a stochastic techno-economic analysis at the plant level and a net present value approach under the US Inflation Reduction Act reveals that carbon capture and biomass pathways demonstrate strong economic potential due to cost-effectiveness and minimal public support needs. Conversely, the electrolytic pathway faces significant economic challenges due to higher costs and lower efficiency. We conclude that efficient decarbonization of ammonia production requires adapting the Haber-Bosch process for variable bioenergy quality, ensuring safe CO2 transport and storage, advancing research to lower costs and improve efficiency in renewable energy and storage technologies, as well as creating a technologically neutral policy framework.

Between lives and economy: COVID-19 containment policy in open economies☆

Project description:This paper studies containment policies for combating a pandemic in an open-economy context. It does so via quantitative analyses using a model that incorporates a standard epidemiological compartmental model in a general equilibrium multi-country, multi-sector Ricardian model of international trade with input–output linkages. We quantitatively evaluate the long-run welfare and real-income losses due to the short-run pandemic shocks, and we study the role of trade in these effects. We devise a novel approach to computing national optimal policies. We find that (1) the long-run welfare and real-income losses due to just two years of pandemic shocks are substantial; (2) international trade helps buffer both the welfare and real-income losses, and it also saves lives; (3) the computed optimal policies indicate that most countries should have tightened their containment measures relative to what was done; and (4) compared to the case of autarky, the optimal policy under trade is generally more stringent.

Conventional monetary policy, COVID-19, and stock markets in emerging economies☆

Project description:We examine whether conventional monetary policy moderated the impact of the COVID-19 pandemic on stock markets. Using daily historical data on emerging economies, we show that the pandemic has an adverse impact on stock markets by reducing stock returns. We then show that, in the presence of conventional monetary policy, the adverse impact does not disappear. We probe into the robustness of these findings by considering, among others, alternative COVID-19 indicators, fixed effects, cointegrating dynamics, stock market characteristics, and monetary policy frameworks, and find them to be robust. An implication is that conventional monetary policy alone may not be an effective tool during the pandemic and that policymakers should coordinate conventional monetary policy with other policies to restore stock markets to their pre-crisis level.

Party preferences for climate policy and the renewable energy transition in Spain's multilevel democracy.

Project description:The growing influence of regional governments in shaping climate policy and driving the renewable energy transition in multilevel democracies like Spain provides incentives for parties in favor of decentralization to emphasize these issues. Recent research has shown that such parties act as climate pioneers at the regional tier of government, driven by their desire to assert stronger subnational authority. To investigate these dynamics at the national level, this article examines the manifestos of the parties that won seats in the 2016, 2019, and 2023 Spanish national elections. The empirical findings suggest that parties are more likely to prioritize climate change and the renewable energy transition if they are pro-decentralization. By emphasizing how multilevel governance strengthens these priorities through party competition and the quest for regional autonomy, this article fills an important gap spanning decentralization and policy preferences related to climate and renewable energy.
