A geospatial dataset of urban infrastructure for emergency response in Portugal.

ABSTRACT: Emergency response plays a critical role in mitigating the impact of disasters and ensuring public safety. Understanding a city's capability for emergency response is vital for effective disaster management and urban planning. This paper describes a comprehensive geospatial dataset that assesses the emergency response capability of cities in Portugal based on their urban infrastructure, accounting for the number of hospitals, police stations, fire department units, and metro/railway stations. These infrastructures are essential for attending to victims, mitigating emergency situations, and performing rescue operations. Besides that, the GeoJSON definitions of all Portuguese cities are also provided in the dataset, which were used to compute the number of the target facilities based on data from OpenStreetMap. The potential applications of this dataset are numerous, ranging from urban planning and resource allocation to disaster response strategy development. Moreover, it indicates where public investments are most required, especially when combined with others continuously updated public datasets with incidents in urban areas.

Project description:A growing body of empirical findings suggests that more satisfactory, compact, and traversable built environments can positively influence active travel, physical activity, and the walking experience. To this end, planning for better and more walkable places has been identified as a hot topic in urban studies and public health research, since. However, European-level indicators assessing aspects of pedestrian-friendly urban environments are largely lacking. This article introduces spatial and tabular data files of 17 pre-processed and microscale walkability indicators. The dataset presents relevant to the pedestrian environment information for 59 central urban areas from 26 European countries and aims to support policy analysis and assessment related to healthy and low-carbon transportation systems as well as sustainable communities. Methodologically, we applied a virtual (i.e., Google Street View) street audit tool, block-by-block and on both sides of each street and crossing segment separately. To this end, we digitized in polyline features observations and evaluations for a total of 112.577 street- and/or crossing-segments. The data collection process was a demanding and challenging process, which lasted for 21 months and involved 46 trained observers. The data tables in this paper present processed data of each audited item topic as a total share of street segments or crossings length by city. More specifically, the data tables contain indicators that describe the following seventeen themes: percent of segments with predominant commercial or/and entertainment buildings (active uses), percent of segments with access to park/plaza, percent of segments with transit stop(s), percent of segments with available public seats, percent of segments according to their street lighting conditions, percent of segments with well-maintained buildings, percent of segments where graffiti is not present, percent of segments where a bike lane is present, percent of segments where a sidewalk is present, percent of segments with well-maintained sidewalks, percent of segments with sidewalk buffers, percent of segments according to shading levels, percent of segments with wider sidewalks, percent of segments according to the number of road traffic lanes, percent of crossings with a pedestrian walk signal, percent of crossings with curb(s) ramp and percent of crossings with a marked pedestrian crosswalk. Additionally, a dedicated web-GIS platform has been designed and developed to visualize and disseminate collected data in openly available density maps of high spatial resolution (50 m × 50 m). The above data can be utilized to both raise awareness of unsatisfactory pedestrian environments and appoint them as a key health and environmental issue, as well as to assist European policy-makers to apply urban mobility strategies and monitor progress in urban sustainability and public health goals.

Project description:BackgroundDespite evidence of benefit after injury, helicopter emergency medical services (HEMS) overtriage remains high. Scene and transfer overtriage are distinct processes. Our objectives were to identify geographic variation in overtriage and patient-level predictors, and determine if overtriage impacts population-level outcomes.MethodsPatients 16 years or older undergoing scene or interfacility HEMS in the Pennsylvania Trauma Outcomes Study were included. Overtriage was defined as discharge within 24 hours of arrival. Patients were mapped to zip code, and rates of overtriage were calculated. Hot spot analysis identified regions of high and low overtriage. Mixed-effects logistic regression determined patient predictors of overtriage. High and low overtriage regions were compared for population-level injury fatality rates. Analyses were performed for scene and transfer patients separately.ResultsA total of 85,572 patients were included (37.4% transfers). Overtriage was 5.5% among scene and 11.8% among transfer HEMS (p < 0.01). Hot spot analysis demonstrated geographic variation in high and low overtriage for scene and transfer patients. For scene patients, overtriage was associated with distance (odds ratio [OR], 1.03; 95% confidence interval [CI], 1.01-1.06 per 10 miles; p = 0.04), neck injury (OR, 1.27; 95% CI, 1.01-1.60; p = 0.04), and single-system injury (OR, 1.37; 95% CI, 1.15-1.64; p < 0.01). For transfer patients, overtriage was associated with rurality (OR, 1.64; 95% CI, 1.22-2.21; p < 0.01), facial injury (OR, 1.22; 95% CI, 1.03-1.44; p = 0.02), and single-system injury (OR, 1.35; 95% CI, 1.18-2.19; p < 0.01). For scene patients, high overtriage was associated with higher injury fatality rate (coefficient, 1.72; 95% CI, 1.68-1.76; p < 0.01); low overtriage was associated with lower injury fatality rate (coefficient, -0.73; 95% CI, -0.78 to -0.68; p < 0.01). For transfer patients, high overtriage was not associated with injury fatality rate (p = 0.53); low overtriage was associated with lower injury fatality rate (coefficient, -2.87; 95% CI, -4.59 to -1.16; p < 0.01).ConclusionGeographic overtriage rates vary significantly for scene and transfer HEMS, and are associated with population-level outcomes. These findings can help guide targeted performance improvement initiatives to reduce HEMS overtriage.Level of evidenceTherapeutic, level IV.
