Ecological forecasts for marine resource management during climate extremes.

ABSTRACT: Forecasting weather has become commonplace, but as society faces novel and uncertain environmental conditions there is a critical need to forecast ecology. Forewarning of ecosystem conditions during climate extremes can support proactive decision-making, yet applications of ecological forecasts are still limited. We showcase the capacity for existing marine management tools to transition to a forecasting configuration and provide skilful ecological forecasts up to 12 months in advance. The management tools use ocean temperature anomalies to help mitigate whale entanglements and sea turtle bycatch, and we show that forecasts can forewarn of human-wildlife interactions caused by unprecedented climate extremes. We further show that regionally downscaled forecasts are not a necessity for ecological forecasting and can be less skilful than global forecasts if they have fewer ensemble members. Our results highlight capacity for ecological forecasts to be explored for regions without the infrastructure or capacity to regionally downscale, ultimately helping to improve marine resource management and climate adaptation globally.

Project description:Ecosystems are being altered by rapid and interacting changes in natural processes and anthropogenic threats to biodiversity. Uncertainty in historical, current and future effectiveness of actions hampers decisions about how to mitigate changes to prevent biodiversity loss and species extinctions. Research in resource management, agriculture and health indicates that forecasts predicting the effects of near-term or seasonal environmental conditions on management greatly improve outcomes. Such forecasts help resolve uncertainties about when and how to operationalize management. We reviewed the scientific literature on environmental management to investigate whether near-term forecasts are developed to inform biodiversity decisions in Australia, a nation with one of the highest recent extinction rates across the globe. We found that forecasts focused on economic objectives (e.g. fisheries management) predict on significantly shorter timelines and answer a broader range of management questions than forecasts focused on biodiversity conservation. We then evaluated scientific literature on the effectiveness of 484 actions to manage seven major terrestrial threats in Australia, to identify opportunities for near-term forecasts to inform operational conservation decisions. Depending on the action, between 30% and 80% threat management operations experienced near-term weather impacts on outcomes before, during or after management. Disease control, species translocation/reintroduction and habitat restoration actions were most frequently impacted, and negative impacts such as increased species mortality and reduced recruitment were more likely than positive impacts. Drought or dry conditions, and rainfall, were the most frequently reported weather impacts, indicating that near-term forecasts predicting the effects of low or excessive rainfall on management outcomes are likely to have the greatest benefits. Across the world, many regions are, like Australia, becoming warmer and drier, or experiencing more extreme rainfall events. Informing conservation decisions with near-term and seasonal ecological forecasting will be critical to harness uncertainties and lower the risk of threat management failure under global change.

Project description:Identifying and quantifying the effects of climate change that alter the habitat overlap of marine predators and their prey population distributions is of great importance for the sustainable management of populations. This study uses Bayesian joint models with integrated nested Laplace approximation (INLA) to predict future spatial density distributions in the form of common spatial trends of predator-prey overlap in 2050 under the "business-as-usual, worst-case" climate change scenario. This was done for combinations of six mobile marine predator species (gray seal, harbor seal, harbor porpoise, common guillemot, black-legged kittiwake, and northern gannet) and two of their common prey species (herring and sandeels). A range of five explanatory variables that cover both physical and biological aspects of critical marine habitat were used as follows: bottom temperature, stratification, depth-averaged speed, net primary production, and maximum subsurface chlorophyll. Four different methods were explored to quantify relative ecological cost/benefits of climate change to the common spatial trends of predator-prey density distributions. All but one future joint model showed significant decreases in overall spatial percentage change. The most dramatic loss in predator-prey population overlap was shown by harbor seals with large declines in the common spatial trend for both prey species. On the positive side, both gannets and guillemots are projected to have localized regions with increased overlap with sandeels. Most joint predator-prey models showed large changes in centroid location, however the direction of change in centroids was not simply northwards, but mostly ranged from northwest to northeast. This approach can be very useful in informing the design of spatial management policies under climate change by using the potential differences in ecological costs to weigh up the trade-offs in decisions involving issues of large-scale spatial use of our oceans, such as marine protected areas, commercial fishing, and large-scale marine renewable developments.
