Panel dataset on de jure central bank independence in 21 OECD countries (excluding the Eurozone).

ABSTRACT: This panel dataset provides an assessment of the independence of central banks in 21 OECD countries (excluding the Eurozone), focusing on their monetary policy autonomy as determined by legislation in 2010, 2015, and 2020. Our data collection adopts a novel approach, building upon the innovated methodology proposed by Cukierman et al. (1992), while incorporating revised components of the index that place greater emphasis on current standards of central bank independence. Additionally, we introduce new criteria to evaluate budgetary independence, an important aspect of central bank autonomy (Swinburne and Castello-Branco, 1991). The dataset serves as a valuable resource for empirical studies seeking to analyze the impact of monetary policy independence on economic performance. Furthermore, policymakers can draw insights from this index to enhance legislative frameworks and promote stronger performance in central bank independence.

Populism and De Facto Central Bank Independence.

Project description:Although central bank independence is a core tenet of monetary policy-making, it remains politically contested: In many emerging markets, populist governments are in frequent public conflict with the central bank. At other times, the same governments profess to respect the monetary authority's independence. We model this conflict drawing on the crisis bargaining literature. Our model predicts that populist politicians will often bring a nominally independent central bank to heel without having to change its legal status. To provide evidence, we build a new data set of public pressure on central banks by classifying over 9000 analyst reports using machine learning. We find that populist politicians are more likely than non-populists to exert public pressure on the central bank, unless checked by financial markets, and also more likely to obtain interest rate concessions. Our findings underscore that de jure does not equal de facto central bank independence in the face of populist pressures.

Evaluation of central bank independence, macroprudential policy, and credit gap in developing countries.

Project description:This study aims to examine whether Central Bank Independence (CBI) and Macroprudential Policy (MAPP) are capable of assisting the improvement of stability in the financial system, regarding the credit gap for 20 developing markets from 2000 to 2021. To examine this financial association, a panel threshold nonlinear model was implemented, based on the potentially time-varying influence of the CBI and MAPP index on the credit gap. The effects of this relationship also emphasized the CBI degree, whose greater level often stabilized the financial sector better. In this case, a stronger effect is commonly prioritized when CBI is below its trend. Based on the analysis, the selected experimental countries were categorized into two groups. The results showed that the nations with a higher CBI degree had greater stability in the financial system. Tighter MAPP also improved financial stability when CBI was below its trend. However, it did not enhance stability when CBI was more than the threshold level.

Population Age Structure and Greenhouse Gas Emissions from Road Transportation: A Panel Cointegration Analysis of 21 OECD Countries.

Project description:Using panel data from 21 Organization for Economic Cooperation and Development (OECD) countries collected between 2000 and 2016, this study analyzes the effect of age structure on greenhouse gas (GHG) emissions from road transportation. Previous studies have failed to reflect the driver's behavior patterns, especially by age group. We apply the Fully-Modified Ordinary Least Squares (FMOLS) method, including the age structure effect by reorganizing 17 age groups into a polynomial structure. The age structure exhibits an asymmetric inverted U-shaped effect on GHG emissions. Initially, people emit more GHGs as they age, and reach peak emissions in their late 20s, after which emissions fall until around the age of 70, when GHG emissions remain constant because of minimum mobility demand. Factors, such as higher income, increased vehicle ownership, and raised transport volumes increase emission rates. On the other hand, fuel transition and increased fuel price, population density, urbanization rate, and fuel economy reduce GHG emissions. Furthermore, we perform a projection of GHG emissions until 2050, and conclude that the effect of age structure is limited because of the minimum mobility demand of the elderly. We conclude that various policy measures, such as increased fuel economy and urbanization, must be considered in order to achieve sustainable transport.

Factors influencing deceased organ donation rates in OECD countries: a panel data analysis.

Project description:ObjectivesThis study aims to investigate factors with a significant influence on deceased organ donation rates in Organisation for Economic Co-operation and Development (OECD) countries and determine their relative importance. It seeks to provide the necessary data to facilitate the development of more efficient strategies for improving deceased organ donation rates.DesignRetrospective study.SettingPublicly available secondary annual data.ParticipantsThe study includes 36 OECD countries as panel members for data analysis.Outcome measuresMultivariable panel data regression analysis was employed, encompassing data from 2010 to 2018 for all investigated variables in the included countries.ResultsThe following variables had a significant influence on deceased organ donation rates: 'opt-in' system (β=-4.734, p<0.001, ref: 'opt-out' system), only donation after brain death (DBD) donors allowed (β=-4.049, p=0.002, ref: both DBD and donation after circulatory death (DCD) donors allowed), number of hospital beds per million population (pmp) (β=0.002, p<0.001), total healthcare employment pmp (β=-0.00012, p=0.012), World Giving Index (β=0.124, p=0.008), total tax revenue as a percentage of gross domestic product (β=0.312, p=0.009) and percentage of population aged ≥65 years (β=0.801, p<0.001) as well as high education population in percentage (β=0.118, p=0.017).ConclusionsCompared with the promotion of socioeconomic factors with a positive significant impact on deceased organ donation rates, the following policies have been shown to significantly increase rates of deceased organ donation, which could be further actively promoted: the adoption of an 'opt-out' system with presumed consent for deceased organ donation and the legal authorisation of both DBD and DCD for transplantation.

Does ICT maturity catalyse economic development? Evidence from a panel data estimation approach in OECD countries.

Project description:To date, definitions of information and communication technology (ICT) development used in quantitative studies on the relationship between economic development and ICT are incomplete and often based on single indicators. Thus, this study investigates the link between ICT maturity and economic development in the Organisation of Economic Cooperation and Development (OECD) countries. A novel composite index of ICT maturity that includes previously neglected dimensions of ICT maturity, such as affordability and quality of internet connectivity, is utilised. The baseline estimations using the feasible generalised least squares indicate that ICT maturity is associated with an increase in economic development by 1%-3.8% in OECD countries. These findings have been cross-validated by applying the generalised method of moments estimation. Results imply that the holistic development of ICT, including infrastructure, skills, and affordability, can augment economic development.

Analyzing economic feasibility for investing in nursing care: Evidence from panel data analysis in 35 OECD countries.

Project description:ObjectiveTo analyze economic feasibility for investing in nursing care.MethodThe number of practicing nurses' density per 1000 population as a proxy for nursing staff and Gross Domestic Product (GDP) per capita (current US$) were collected in 35 member countries of Organization for Economic Co-operation and Development (OECD) over 2000-2016 period. The statistical technique of panel data analysis including unit root test, cointegration analysis, Granger causality test, dynamic long-run model analysis and error correction model were applied to measure economic impact of nursing-related services.ResultsThere was a committed bilateral relationship between nurse-staffing level and GDP with long-run magnitudes of 1.39 and 0.41 for GDP-lead-nurse and nurse-lead-GDP directions in OECD countries, respectively. Moreover, the highest long-run magnitudes of the effect nursing staff has on increasing GDP per capita were calculated in Finland (2.07), Sweden (1.92), Estonia (1.68), Poland (1.52), Czech Republic (1.48), Norway (1.47) and Canada (1.24).ConclusionOur findings verify that although the dependency of nursing characteristics to GDP per capita is higher than the reliance of GDP to number of nurses' density per 1000 population, investing in nursing care is economically feasible in OECD countries i.e. nursing is not only a financial burden (or cost) on health care systems, but also an economic stimulus in OECD countries. Hence, we alert governments and policy makers about the risk of underestimating the economic impacts of nurses on economic systems of OECD countries.

Convergence and determinants of health expenditures in OECD countries.

Project description:This study examines the trend and determinants of health expenditures in OECD countries over the 1975-2004 period. Based on recent developments in the economic growth literature we propose and test the hypothesis that health care expenditures in countries of similar economic development level may converge. We hypothesise that the main drivers for growth in health care costs include: aging population, technological progress and health insurance. The results reveal no evidence that health expenditures among OECD countries converge. Nevertheless, there is evidence of convergence among three sub-groups of countries. We found that the main driver of health expenditure is technological progress. Our results also suggest that health care is a (national) necessity, not a luxury good as some other studies in this field have found.

Nurse-staffing level and quality of acute care services: Evidence from cross-national panel data analysis in OECD countries.

Project description:BackgroundMost of previous studies aimed to estimate the effect of nurse staffing on quality of acute hospital care have used stochastic methods and their results are mixed.ObjectiveTo measure the magnitude of effect of nurse-staffing level on increasing quality of acute care services in long-run.DataThe number of practicing nurses' density per 1000 population as the proxy of nurse-staffing level and three Health Care Quality Indicators (HCQI) included 30-day mortality per 100 patients based on acute myocardial infarction (MORTAMIO), hemorrhagic stroke (MORTHSTO) and ischemic stroke (MORTISTO) were collected as a part of ongoing project by OECD.org in panels of 26 OECD countries over 2005-2015 period.MethodPanel data analysis.ResultsThere were committed relationships from nurse-staffing level to the enhancement of HCQI i.e. 1% increase in nurse-staffing level would reduce the rates of patient mortality based on MORTAMIO, MORTHSTO and MORTISTO by 0.65%, 0.60% and 0.80%, respectively. Furthermore, the role of nurse-staffing level in increasing overall HCQI were simulated at the highest level in Sweden (-3.53), Denmark (-3.31), Canada (-2.59), Netherlands (-2.33), Finland (-2.09), Switzerland (-1.72), Australia (-1.64) and United States (-1.53).ConclusionA higher proportion of nurses-staffing level is associated with higher quality of acute care services in OECD countries. Also, the nursing characteristics of Sweden, Denmark, Canada, Netherlands, Finland, Switzerland, Australia and United States would be good patterns for other countries to maximize nursing outcomes in the care of patients with acute and life-threatening conditions by reducing the risk of complication, mortality and adverse clinical outcomes.

Taxation and economic sophistication: Evidence from OECD countries.

Project description:Taxation policies can explain the differences in countries' capacity to produce and export more sophisticated products. We develop a theoretical model considering elements from standard models of economic growth to highlight that a country's productive structure is implied by the appropriate fiscal policy that is necessary for the development of sophisticated products. We show that economies that rely less on capital relative to labor taxation tend to produce more complex products, while countries that rely more heavily on capital relative to labor taxation produce simple products. These relationships remain robust across alternative econometric specifications. Furthermore, we demonstrate the differential effect of a country's level of economic development on the nexus between the structure of taxation and economic sophistication. We show that the negative impact of capital taxes on economic sophistication becomes stronger for countries that are more developed.

Impact of nurse staffing on reducing infant, neonatal and perinatal mortality rates: Evidence from panel data analysis in 35 OECD countries.

Project description:ObjectivesTo investigate the magnitude of effect nurse staffing had on decreasing the newborn mortality rates in member countries of Organisation for Economic Co-operation and Development (OECD).MethodsThe statistical technique of panel data analysis was applied to explore the possibility of association between the number of nurses' density per 1,000 population and infant, neonatal and perinatal mortality rates (IMR, NMR and PMR) per 1000 births. The observations of 35 OECD countries were collected over the period of 2000 through 2016.ResultsThere were significant associations between nurse staffing and IMR, NMR and PMR i.e. a 1% increase in nurse-staffing level reduced IMR, NMR and PMR by 0.98%, 0.97% and 0.96%, respectively. Furthermore, the role of nursing-related services in declining the average of newborn mortality rates were investigated at the highest level in Slovenia (-5.50), Sweden (-3.34), Iceland (-2.51), Czech Republic (-1.86), Japan (-1.64) and Finland (-1.64). Moreover, if the current relationship between nurse-staffing level and newborn mortality rates are disturbed with nursing shortage (e.g. in Slovak Republic and Israel), then it takes about 17 years for the mortality rates to reduce and restore back to the previous equilibrium.ConclusionsA higher proportion of nurses' density per 1,000 population is associated with lower newborn mortality rates. In addition, the nursing-related services of Slovenia, Sweden, Iceland, Czech Republic, Japan and Finland with the highest impact on improving the health level of newborns would be good patterns for other developed countries in maternity and child health care .
