A bridge over sustainable water: Politicians' perceptions about the preconditions for collective action.

ABSTRACT: Sustainable water resource management is a core interest for all societies. As water systems are often common resources, the management of water systems requires coordinated action among actors along the water. For flowing water, a complication for coordination is upstream-downstream relations where what happens upstream affects downstream, but not the other way around. In this study we present results from a survey experiment with politicians in Sweden, focusing on whether and to what extent their willingness to cooperate is affected by their placement upstream or downstream along a fictive water system. Our findings indicate that politicians from upstream and downstream municipalities share the view that upstream politicians bear greater responsibility for undertaking preventive actions and are willing to assume remedial responsibility for problems caused by them. These results challenge the notion that self-interest is the primary obstacle to resolving environmental collective action problems.

'A bridge over troubled water': a case report.

Project description:BackgroundMyocardial bridge (MB) is the most common inborn coronary artery variant, in which a portion of myocardium overlies a major epicardial coronary artery segment. Myocardial bridge has been for long considered a benign condition, although it has been shown to cause effort-related ischaemia.Case summaryWe present the case of a 17-year-old female patient experiencing chest pain during physical activity. Since her symptoms became unbearable, electrocardiogram and echocardiography were performed together with a coronary computed tomography scan, revealing an MB on proximal-mid left anterior descending artery. In order to unequivocally unmask the ischaemic burden lent by MB, the patient underwent coronary angiography and physiological invasive test: instantaneous wave-free ratio (iFR) and fractional flow reserve (FFR) were calculated, both at baseline and after dobutamine infusion (5 µg/kg/min). At baseline, iFR value was borderline (= 0.89), whereas after dobutamine infusion and increase in the heart rate, the patient suffered chest pain. This symptom was associated with a decrease in the iFR value up to 0.77. Consistently, when FFR was performed, a value of 0.92 was observed at baseline, while after inotrope infusion the FFR reached the haemodynamic significance (= 0.79). Therefore, a medical treatment with bisoprolol was started.DiscussionOur clinical case shows the importance of a comprehensive non-invasive and invasive assessment of MB in young patients experiencing chest pain, with significant limitation in the daily life. The coronary functional indexes allow to detect the presence of MB-derived ischaemia, thus guiding the decision to undertake a medical/surgical therapy.

From river blindness control to elimination: bridge over troubled water.

Project description:BackgroundAn estimated 25 million people are currently infected with onchocerciasis (a parasitic infection caused by the filarial nematode Onchocerca volvulus and transmitted by Simulium vectors), and 99% of these are in sub-Saharan Africa. The African Programme for Onchocerciasis Control closed in December 2015 and the World Health Organization has established a new structure, the Expanded Special Project for the Elimination of Neglected Tropical Diseases for the coordination of technical support for activities focused on five neglected tropical diseases in Africa, including onchocerciasis elimination.AimsIn this paper we argue that despite the delineation of a reasonably well-defined elimination strategy, its implementation will present particular difficulties in practice. We aim to highlight these in an attempt to ensure that they are well understood and that effective plans can be laid to solve them by the countries concerned and their international partners.ConclusionsA specific concern is the burden of disease caused by onchocerciasis-associated epilepsy in hyperendemic zones situated in countries experiencing difficulties in strengthening their onchocerciasis control programmes. These difficulties should be identified and programmes supported during the transition from morbidity control to interruption of transmission and elimination.

Bridge ties bind collective memories.

Project description:From families to nations, what binds individuals in social groups is, to a large degree, their shared beliefs, norms, and memories. These emergent outcomes are thought to occur because communication among individuals results in community-wide synchronization. Here, we use experimental manipulations in lab-created networks to investigate how the temporal dynamics of conversations shape the formation of collective memories. We show that when individuals that bridge between clusters (i.e., bridge ties) communicate early on in a series of networked interactions, the network reaches higher mnemonic convergence compared to when individuals first interact within clusters (i.e., cluster ties). This effect, we show, is due to the tradeoffs between initial information diversity and accumulated overlap over time. Our approach provides a framework to analyze and design interventions in social networks that optimize information sharing and diminish the likelihood of information bubbles and polarization.

Perceptions of intolerant norms both facilitate and inhibit collective action among sexual minorities.

Project description:This article presents the results of three studies that examine how the perceived opinions of others are related to sexual minorities' support for social change toward greater equality. Results of two cross-sectional studies (Study 1: N = 1,220; Study 2: N = 904) reveal that perceived intolerance (i.e., perceived intolerant societal norms) is indirectly related to intentions to engage in collective action in both negative and positive ways: the negative effect was mediated by lower perceptions of perceived efficacy; positive effects were mediated by greater anger (about the legal situation and public opinion) and greater perceived need for a movement. Study 3 (N = 408) replicates this conflicting effect with a delayed outcome measure by showing that perceived intolerant norms were indirectly, both negatively and positively, associated with actual collective action engagement. We discuss the theoretical and practical implications of our expanded social identity model of collective action.

Biased perceptions explain collective action deadlocks and suggest new mechanisms to prompt cooperation.

Project description:When individuals face collective action problems, their expectations about others' willingness to contribute affect their motivation to cooperate. Individuals, however, often misperceive the cooperation levels in a population. In the context of climate action, people underestimate the pro-climate positions of others. Designing incentives to enable cooperation and a sustainable future must thereby consider how social perception biases affect collective action. We propose a theoretical model and investigate the effect of social perception bias in non-linear public goods games. We show that different types of bias play a distinct role in cooperation dynamics. False uniqueness (underestimating own views) and false consensus (overestimating own views) both explain why communities get locked in suboptimal states. Such dynamics also impact the effectiveness of typical monetary incentives, such as fees. Our work contributes to understanding how targeting biases, e.g., by changing the information available to individuals, can comprise a fundamental mechanism to prompt collective action.

Linking knowledge with action in the pursuit of sustainable water-resources management.

Project description:Managing water for sustainable use and economic development is both a technical and a governance challenge in which knowledge production and sharing play a central role. This article evaluates and compares the role of participatory governance and scientific information in decision-making in four basins in Brazil, Mexico, Thailand, and the United States. Water management institutions in each of the basins have evolved during the last 10-20 years from a relatively centralized water-management structure at the state or national level to a decision structure that involves engaging water users within the basins and the development of participatory processes. This change is consistent with global trends in which states increasingly are expected to gain public acceptance for larger water projects and policy changes. In each case, expanded citizen engagement in identifying options and in decision-making processes has resulted in more complexity but also has expanded the culture of integrated learning. International funding for water infrastructure has been linked to requirements for participatory management processes, but, ironically, this study finds that participatory processes appear to work better in the context of decisions that are short-term and easily adjusted, such as water-allocation decisions, and do not work so well for longer-term, high-stakes decisions regarding infrastructure. A second important observation is that the costs of capacity building to allow meaningful stakeholder engagement in water-management decision processes are not widely recognized. Failure to appreciate the associated costs and complexities may contribute to the lack of successful engagement of citizens in decisions regarding infrastructure.

Perceptions of the present shape imagined futures: Unravelling the interplay between perceived anomie, collective future thinking and collective action in the French context.

Project description:In four studies (Ntotal = 1832 French participants), we tested if perceiving present society as disintegrated and disregulated (i.e. perceived anomie) would foster the projection of a negative national future and feelings of collective angst; which would in turn predict increased present intentions to engage in actions aimed at defending the country. Perceived anomie was measured (Pilot Study) or manipulated (Studies 1-3). In the Pilot study, we found that perceiving high disregulation in present society was associated with the evocation of distressing national futures (e.g. war/misery), stronger collective angst and greater support for action against outgroups (e.g. closing borders). Similarly, when anomie was made salient (vs. not), participants projected more negative French futures (Study 1), believed more that the situation of France will deteriorate in the future (Study 2) and reported stronger collective angst (both studies); which in turn predicted greater support/intentions to engage in different type of defensive collective action and especially anti-immigration actions (both studies). In Study 3, the effects were not significant despite descriptive patterns in the expected direction. Altogether, these results suggest that the way people think about the national future is shaped by their perceptions of the present and contributes to predict their current actions.

The neurobiology of collective action.

Project description:This essay introduces a neurologically-informed mathematical model of collective action (CA) that reveals the role for empathy and distress in motivating costly helping behaviors. We report three direct tests of model with a key focus on the neuropeptide oxytocin as well as a variety of indirect tests. These studies, from our lab and other researchers, show support for the model. Our findings indicate that empathic concern, via the brain's release of oxytocin, is a trigger for CA. We discuss the implications from this model for our understanding why human beings engage in costly CA.

How chimpanzees solve collective action problems.

Project description:We presented small groups of chimpanzees with two collective action situations, in which action was necessary for reward but there was a disincentive for individuals to act owing to the possibility of free-riding on the efforts of others. We found that in simpler scenarios (experiment 1) in which group size was small, there was a positive relationship between rank and action with more dominant individuals volunteering to act more often, particularly when the reward was less dispersed. Social tolerance also seemed to mediate action whereby higher tolerance levels within a group resulted in individuals of lower ranks sometimes acting and appropriating more of the reward. In more complex scenarios, when group size was larger and cooperation was necessary (experiment 2), overcoming the problem was more challenging. There was highly significant variability in the action rates of different individuals as well as between dyads, suggesting success was more greatly influenced by the individual personalities and personal relationships present in the group.
