Exiting after Brexit: public perceptions of future European Union member state departures.

ABSTRACT: Public opinion scholarship suggests that Europeans broadly interpret Brexit as a cautionary fable rather than an encouraging blueprint to follow. Yet, Brexit singularly demonstrates the possibility of European disintegration, and is but one of multiple recent crises that have brought the potential for member state departures into focus. Drawing on new survey data from 16 countries and using logistic regressions, this article charts Europeans' perceptions of the likelihood future EU exits over the next decade. It finds evidence of asymmetric motivated reasoning: Euroscepticism and pro-Brexit views strongly associate with perceiving exits likely, while among Europhiles this association is only ameliorated, not reversed. This reveals two gaps with repercussions for understanding EU public opinion dynamics. First, between Eurosceptic policy elites' softened policy stances on exit and their supporters' steadfast sense that further departures remain likely. Second, between Europhiles' scepticism of Brexit and a residual lack of confidence in EU cohesion.

Project description:Introduction Port State Control (PSC) is a vital element of sustainable maritime transportation. Inspections of PSC regimes have been ensuring the continuity of the global supply chain as they enforce shipping to implement the maritime regulations to be safe, secure, and environmentally friendly. Objective Since the beginning of the COVID-19 Pandemic, the number of onboard ship inspections has decreased inherently for protecting PSC officersand seafarers, while PSC regimes have developed a policy to focus on a high-risk ship based on historical inspection records. In this context, planning for a “new normal” in maritime transportation, it is essential to realize the change in ship inspection numbers and the trend of deficiency - detention factors for the maritime sector to provide current standards. This study aims to present the difference in ship inspection trends between 2017-2020 by focusing on COVID-19 pandemic outbreak data. Methods Comparative analysis with Paris MOU ship inspection & detention figures and entropy-based Grey Relevance Analysis has been used as a methodology to reveal the change in inspection trends after COVID-19. Results After the pandemic outbreak caused by COVID-19, the number of ship inspections under Paris MOU fell dramatically, however, inspection and detention rate remained the same, also entropy-based Grey Relevance Analysis indicates that detention remarks have also changed compared to last year deficiencies. Detention caused by nautical publication and cleanliness in the engine room has an increasing trend on detentions. Conclusion Inspection statistics indicate consistent figures even during the pandemic outbreak, which indicates the current sample group for Paris MOU inspection is healthy. At the same time, entropy-based Grey Relevance Analysis presents a broader insight that the inspection trend on detention deficiencies has varied. Familiarization with the changing trends in inspections will cause fewer detentions of the ships. Project description:ObjectiveSedentary behaviour is increasingly recognized as an important health risk, but comparable data across Europe are scarce. The objective of this study was to explore the prevalence and correlates of self-reported sitting time in adults across and within the 28 European Union Member States.MethodsThis study reports data from the Special Eurobarometer 412. In 2013, 27,919 randomly selected Europeans (approximately 1000 per Member State) were interviewed face-to-face. Sitting time on a usual day was self-reported and dichotomised into sitting less- and more than 7.5 hours per day. Uni- and multivariate odds ratios of sitting more than 7.5 hours per day were assessed by country and socio-demographic variables using binary logistic regression analyses. The analyses were stratified by country to study the socio-demographic correlates of sitting time within the different countries.ResultsA total of 26,617 respondents were included in the analyses. Median sitting time was five hours per day. Across Europe, 18.5 percent of the respondents reported to sit more than 7.5 hours per day, with substantial variation between countries (ranging from 8.9 to 32.1 percent). In general, northern European countries reported more sitting than countries in the south of Europe. 'Current occupation' and 'age when stopped education' were found to be the strongest correlates of sitting time, both across Europe and within most Member States. Compared to manual workers, the odds ratio of sitting more than 7.5 hours per day was 5.00 for people with white collar occupations, 3.84 for students, and 3.65 for managers.ConclusionsThere is substantial variation in self-reported sitting time among European adults across countries as well as socio-demographic groups. While regular surveillance of (objectively measured) sedentary behaviour is needed, the results of this study provide entry points for developing targeted interventions aimed at highly sedentary populations, such as people with sedentary occupations.

Project description:BACKGROUND:Tuberculosis (TB) control programmes rely heavily on laboratories to support both clinical care and public health. Qualified personnel with adequate technical and managerial skills comprise an integral component of any quality assured laboratory. Training a new generation of TB laboratory specialists was identified as a critical priority in the European Union /European Economic Area (EU/EEA). A tailored training programme for TB reference laboratory professionals was developed and implemented within the European Reference Laboratory Network for Tuberculosis to increase the pool of technical experts available to step into leadership roles in the TB laboratory community. Three cohorts of selected laboratory specialists participated in a series of trainings from 2009 to 2016. METHODS:We conducted an evaluation of the training programme using a structured questionnaire administered via the EUSurvey website, with the aim of documenting the benefits and contribution as well as suggesting improvements and future direction of the programme. All graduated participants and all current ERLTB-Net members were invited to participate in the online survey and descriptive quantitative analysis was performed. RESULTS:The evaluation found significant benefits for both the participants and the participants' institutions, with improvements being reported in laboratory practices and management including implementation of new diagnostic techniques and career progression for participants. The training programme differed from other international and European initiatives in a number of important ways; the curriculum is unique in the scope and range of topics covered; the programme targets senior level professionals and future directors; cohorts were limited to 8-10 participants; and the programme involved a number of workshops (5-7) taking place over a two-year period. Relationships and collaborations established between individuals and institutions were valued as an important success of the initiative. Suggestions on how the impact of the programme could be enhanced included equipping participants to perform laboratory assessments in low-resource settings outside the EU, thus bolstering global TB control. CONCLUSION:Based on the findings presented the training programme has proved to be successful in developing leadership, expertise, partnerships and networks to support TB laboratories and has contributed significant benefits to strengthening European National Reference laboratories in the fight against TB.
