The road to carbon neutrality in China's building sector.

ABSTRACT: The building sector is integral to climate change mitigation in China as well as the globe. By considering the impact of green innovation, we explore the long-term trend of carbon emissions in China's building sector until 2060, encompassing its entire life cycle. Results show that CO₂ emissions of China's building sector will peak at 6.98-7.69 Bt in 2035 and maintain at 1.11 Bt in 2060 under the business-as-usual (BAU) scenario. The "3060 dual carbon goal" will only be achieved under the technological breakthrough (TB) scenario. These findings show that existing or relatively lax policies are insufficient to achieve the "3060" goal for the building sector. China should actively pursue green technological innovation throughout the building sector's life cycle, with a focus on accelerating the green and low-carbon production of key products, such as steel and cement, at the building material production stage.

Reducing China's building material embodied emissions: Opportunities and challenges to achieve carbon neutrality in building materials.

Project description:Embodied emissions from the production of building materials account for 17% of China's carbon dioxide (CO2) emissions and are important to focus on as China aims to achieve its carbon neutrality goals. However, there is a lack of systematic assessments on embodied emissions reduction potential of building materials that consider both the heterogeneous industrial characteristics as well as the Chinese buildings sector context. Here, we developed an integrated model that combines future demand of building materials in China with the strategies to reduce CO2 emissions associated with their production, using, and recycling. We found that measures to improve material efficiency in the value-chain has the largest CO2 mitigation potential before 2030 in both Low Carbon and Carbon Neutrality Scenarios, and continues to be significant through 2060. Policies to accelerate material efficiency practices, such as incorporating embodied emissions in building codes and conducting robust research, development, and demonstration (RD&D) in carbon removal are critical.

Mitigation of China's carbon neutrality to global warming.

Project description:Projecting mitigations of carbon neutrality from individual countries in relation to future global warming is of great importance for depicting national climate responsibility but is poorly quantified. Here, we show that China's carbon neutrality (CNCN) can individually mitigate global warming by 0.48 °C and 0.40 °C, which account for 14% and 9% of the global warming over the long term under the shared socioeconomic pathway (SSP) 3-7.0 and 5-8.5 scenarios, respectively. Further incorporating changes in CH4 and N2O emissions in association with CNCN together will alleviate global warming by 0.21 °C and 0.32 °C for SSP1-2.6 and SSP2-4.5 over the long term, and even by 0.18 °C for SSP2-4.5 over the mid-term, but no significant impacts are shown for all SSPs in the near term. Divergent responses in alleviated warming are seen at regional scales. The results provide a useful reference for the global stocktake, which assesses the collective progress towards the climate goals of the Paris Agreement.

Reducing transition costs towards carbon neutrality of China's coal power plants.

Project description:The same cumulative carbon emission reduction target can correspond to multiple emission reduction pathways. This study explores how different coal power transition pathways with the same cumulative emissions reductions impact the transition costs, by assessing the dynamic transition processes for coal plants adopting multiple mitigation technologies concurrently or sequentially, such as flexibility operation, biomass and coal co-firing, carbon capture and storage, and compulsory retirement. We develop a plant-level dynamic optimization model and apply it to China's 4200+ coal plants. We find that under deep decarbonization, the majority of Chinese coal plants retrofit with multiple technologies to reduce emissions and retire naturally at lower costs while contributing to grid stability. Optimizing the pathway can potentially save over 700 billion U.S. Dollars for achieving the same target or increase cumulative emissions reduction from 30% to 50% at no additional cost. This analysis can help inform a cost-effective coal phase-out under China's carbon neutrality.

Carbon capture in power sector of China towards carbon neutrality and its comparison to renewable power.

Project description:CO2 capture from coal power plants is an important and necessary solution to realizing carbon neutrality in China, but CCS demonstration deployment in power sector is far behind expectations. Hence, the reduction potential of energy consumption and cost for CCS and its competitiveness to renewable powers are very important to make roadmaps and policies toward carbon neutrality. Unlike the popular recognition that capturing CO2 from flue gases is technically and commercially mature, this paper notes that it has been proved to be technically feasible but far beyond technology maturity and high energy penalty leads to its immaturity and therefore causes high cost. Additionally, the potential energy penalty reduction of capture is investigated thermodynamically, and future CO2 avoidance cost is predicted and compared to renewable power (solar PV and onshore wind power). Results show that energy penalty for CO2 capture can be reduced by 48%-57%. When installation capacity reaches a similar scale to that of solar PV in China (250 GW), CO2 capture cost in coal power plants can be reduced from the current 28-40 US$/ton to 10-20 US$/ton, and efficiency upgrade contributes to 67%-75% in cost reduction for high coal price conditions. In China, CO2 capture in coal power plants can be cost competitive with solar PV and onshore wind power. But it is worth noting that the importance and share of CCS role in CO2 emission reduction is decreasing since renewable power is already well deployed and there is still a lack of large-scale CO2 capture demonstrations in China. Innovative capture technologies with low energy penalties need to be developed to promote CCS. Results in this work can provide informative references for making roadmaps and policies regarding CO2 emission reductions that contribute towards carbon neutrality.

Cost dynamics of onshore wind energy in the context of China's carbon neutrality target.

Project description:Wind energy has become one of the most important measures for China to achieve its carbon neutrality goal. The spatial and temporal evolvement of economic competitiveness for wind energy becomes an important concern in shaping the decarbonization pathway in China. There has been an urgent need in power system planning to model the future dynamics of cost decline and supply potential for wind power in the context of carbon neutrality until 2060. Existing studies often fail to capture the rapid decline in the cost of wind power generation in recent years, and the prediction of wind power cost decline is more conservative than the reality. This study constructs an integrated model to evaluate the cost-competitiveness and grid parity potential of China's onshore wind electricity at fine spatial resolution with updated parameters. Results indicate that the total onshore wind potential amounts to 54.0 PWh. The average levelized cost of wind power is expected to decline from CNY 0.39 kWh-1 in 2020 to CNY 0.30 and CNY 0.21 kWh-1 in 2030 and 2060. 28.3%, 67.6%, and 97.6% of the technical potentials hold power costs lower than coal power in 2020, 2030, and 2060.

Assessing the cost-effectiveness of carbon neutrality for light-duty vehicle sector in China.

Project description:China's progress in decarbonizing its transportation, particularly vehicle electrification, is notable. However, the economically effective pathways are underexplored. To find out how much cost is necessary for carbon neutrality for the light-duty vehicle (LDV) sector, this study examines twenty decarbonization pathways, combining the New Energy and Oil Consumption Credit model and the China-Fleet model. We find that the 2060 zero-greenhouse gas (GHG) emission goal for LDVs is achievable via electrification if the battery pack cost is under CNY483/kWh by 2050. However, an extra of CNY8.86 trillion internal subsidies is needed under pessimistic battery cost scenarios (CNY759/kWh in 2050) to eliminate 246 million tonnes of CO2-eq by 2050 ensuring over 80% market penetration of battery electric vehicles (BEVs) in 2050. Moreover, the promotion of fuel cell electric vehicles is synergy with BEVs to mitigate the carbon abatement difficulties, decreasing up to 34% of the maximum marginal abatement internal investment.

China's multi-sector-shared CCUS networks in a carbon-neutral vision.

Project description:China's carbon-neutral vision necessitates carbon capture, utilization, and storage (CCUS), which is still in its infancy due to inadequate infrastructure and indeterminate technology diffusion. To address the concerns, this study links spatially explicit CO2 source-sink matching with bottom-up energy-environment-economy planning to propose China's multi-sector-shared CCUS networks, with plant-level industrial transfer and infrastructure reuse considered. Nearly 19000-km trunk lines are needed by a capture of 1.74 Gt/yr in 2050, with 12-, 16-, 20-, and 24-inch pipelines enjoying the largest share of over 65%. Inspiringly, some CO2 routes accounting for 50% of the total length match well with the rights-of-way for oil and gas pipeline corridors. Regional cost-competitiveness improvement is observed given available offshore storage, with 0.2 Gt/yr redirected to the northern South China Sea. Furthermore, the interprovincial heterogeneity and intersectoral externality of CCUS scaling-up are unveiled, requiring a rational allocation of benefits and costs inherent in the value chains.

Measurement of China's green development level and its spatial differentiation in the context of carbon neutrality.

Project description:China's green development in the context of carbon neutrality is facing both new constraints and new practices. In the new situation, it is crucial to further refine the indicator system and re-measure green development. Based on previous studies and carbon neutral background, the theoretical framework of green development is improved and an indicator system is constructed, and the panel entropy method, Thiel index and Moran index are used to measure and analyze green development level and its spatial evolution pattern in China from 2010 to 2019. The study shows that: (1) China's green development level is on the rise and its growth rate is high, and it generally shows a spatial distribution pattern of northeast >east > west > central, and the fastest growth rate in the east; (2) There are some spatial differences in green development level in China and the spatial differences are gradually narrowing, while only the spatial differences in the green wealth index and the inter-regional differences in the green growth index are slightly expanding; (3) There is no obvious spatial clustering phenomenon in China's green development level as a whole, and there is a positive spatial matching relationship between green development level and green wealth index and green growth index locally, which does not form a close correlation with green welfare index. The study proposes countermeasures based on stimulating the endogenous power of green development and narrowing the regional differences of green growth index, which are of reference value for China to promote green development in the context of carbon neutrality.

Cross-cutting scenarios and strategies for designing decarbonization pathways in the transport sector toward carbon neutrality.

Project description:The transport sector will play a pivotal role in achieving China's carbon neutrality goal by 2060. This study develops a regional transport-energy integrated model to analyze the long-term pathways and strategies toward the carbon-neutral ground transport sector in China. A set of scenarios are created to identify the effectiveness and feasibility of low-carbon policy measures based on the well-known transport strategies within the Avoid-Shift-Improve framework. Our simulations shed light on synergistic coupling and trade-offs among different strategies and instruments for prescribing a desirable mix of policy measures that maximize the synergies and minimize the trade-offs. Here, we show that a region-specific policy package designed from a balanced perspective under the Avoid-Shift-Improve framework has the potential to realize a deep decarbonization in the transport sector and will greatly assist in achieving China's carbon neutrality by 2060.

Pathways of China's PM<sub>2.5</sub> air quality 2015-2060 in the context of carbon neutrality.

Project description:Clean air policies in China have substantially reduced particulate matter (PM2.5) air pollution in recent years, primarily by curbing end-of-pipe emissions. However, reaching the level of the World Health Organization (WHO) guidelines may instead depend upon the air quality co-benefits of ambitious climate action. Here, we assess pathways of Chinese PM2.5 air quality from 2015 to 2060 under a combination of scenarios that link global and Chinese climate mitigation pathways (i.e. global 2°C- and 1.5°C-pathways, National Determined Contributions (NDC) pledges and carbon neutrality goals) to local clean air policies. We find that China can achieve both its near-term climate goals (peak emissions) and PM2.5 air quality annual standard (35 μg/m3) by 2030 by fulfilling its NDC pledges and continuing air pollution control policies. However, the benefits of end-of-pipe control reductions are mostly exhausted by 2030, and reducing PM2.5 exposure of the majority of the Chinese population to below 10 μg/m3 by 2060 will likely require more ambitious climate mitigation efforts such as China's carbon neutrality goals and global 1.5°C-pathways. Our results thus highlight that China's carbon neutrality goals will play a critical role in reducing air pollution exposure to the level of the WHO guidelines and protecting public health.
