Visions for the North Sea: the societal dilemma behind specifying good environmental status.

ABSTRACT: We augment discussions about the Good Environmental Status of the North Sea by developing two extreme visions and assessing their societal benefits. One vision ('Then') assumes restoration of benthic functioning; we contend that trawling had already degraded the southern North Sea a century ago. Available information is used to speculate about benthic functioning in a relatively undisturbed southern North Sea. The second vision ('Now') draws on recent benthic functioning. The supply of five ecosystem services, supported by benthic functioning, is discussed. 'Then' offers confidence in the sustainable supply of diverse services but restoration of past function is uncertain and likely to be paired with costs, notably trawling restraints. 'Now' delivers known and valued services but sustained delivery is threatened by, for example, climate change. We do not advocate either vision. Our purpose is to stimulate debate about what society wants, and might receive, from the future southern North Sea.

Project description:There is broad agreement that agriculture has to become more sustainable in order to provide enough affordable, healthy food at minimal environmental and social costs. But what is "more sustainable"? More often than not, different stakeholders have opposing opinions on what a more sustainable future should look like. This normative dimension is rarely explicitly addressed in sustainability assessments. In this study, we present an approach to assess the sustainability of agricultural development that explicitly accounts for the normative dimension by comparing observed development with various societal visions. We illustrate the approach by analyzing farm- and landscape-scale development as well as sustainability outcomes in a Swiss case study landscape. Observed changes were juxtaposed with desired changes by Avenir Suisse, a liberal think tank representing free-market interests; the Swiss Farmers Association, representing a conservative force; and Landwirtschaft mit Zukunft, an exponent of the Swiss agroecological movement. Overall, the observed developments aligned most closely with desired developments of the liberal think-tank (72%). Farmer interviews revealed that in the case study area farms increased in size (+ 57%) and became more specialized and more productive (+ 223%) over the past 20 years. In addition, interpretation of aerial photographs indicated that farming became more rationalized at the landscape level, with increasing field sizes (+ 34%) and removal of solitary field trees (- 18%). The case study example highlights the varying degrees to which current developments in agriculture align with societal visions. By using societal visions as benchmarks to track the progress of agricultural development, while explicitly addressing their narratives and respective systems of values and norms, this approach offers opportunities to inform also the wider public on the extent to which current developments are consistent with different visions. Project description:The edge of the North West European Shelf (NWES) is characterised by a steep continental slope and a northward flowing slope current. These topographic/hydrographic features separate oceanic water and shelf water masses hence potentially separate phytoplankton communities. The slope current may facilitate the advective transport of phytoplankton, with mixing at the shelf edge supporting nutrient supply and therefore phytoplankton production. On the west Scottish shelf in particular, little is known about the phytoplankton communities in and around the shelf break and adjacent waters. Hence, to improve our understanding of environmental drivers of phytoplankton communities, biological and environmental data were collected on seven cross-shelf transects across the Malin and Hebridean Shelves during autumn 2014. Density profiles indicated that shelf break and oceanic stations had a 100 m deep mixed surface layer while stations on the shelf were generally well mixed. Analysis of similarity and multidimensional scaling of phytoplankton counts revealed that phytoplankton communities on the shelf were significantly different to those found at the shelf break and at oceanic stations. Shelf stations were dominated by dinoflagellates, with diatoms contributing a maximum of 37% of cells. Shelf break and oceanic stations were also dinoflagellate dominated but displayed a lower species diversity. Significant difference between shelf and shelf break stations suggested that the continental slope limited cross shelf phytoplankton exchange. Northern and southern phytoplankton communities on the shelf were approximately 15% dissimilar while there was no latitudinal gradient for stations along the slope current, suggesting this current provided south to north connectivity. Fitting environmental data to phytoplankton ordination showed a significant relationship between phytoplankton community dissimilarities and nutrient concentrations and light availability on the shelf compared to shelf break and oceanic stations in the study area.
