Considering land tenure in REDD+ participatory measurement, reporting, and verification: A case study from Indonesia.

ABSTRACT: Measurement, Reporting, and Verification (MRV) systems are thought to be essential for effective carbon accounting and joint REDD+ carbon, conservation, and social development goals. Community participation in MRV (PMRV) has been shown to be both cost effective and accurate, as well as a method to potentially advance stakeholder empowerment and perceptions of legitimacy. Recognizing land tenure as a long-standing point of tension in REDD+ planning, we argue that its engagement also has a key role to play in developing a legitimate PMRV. Using household surveys, key informant interviews, and participatory mapping exercises, we present three 'lived' land tenure contexts in Indonesia to highlight their socially and ecologically situated natures and to consider the role of tenure pluralism in shaping PMRV. We then raise and interrogate three questions for incorporating lived land tenure contexts into a legitimate PMRV system: 1) Who holds the right to conduct PMRV activities?; 2) How are the impacts of PMRV differentially distributed within local communities?; and 3) What is the relationship between tenure security and motivation to participate in PMRV? We conclude with implementation lessons for REDD+ practitioners, including the benefits of collaborative practices, and point to critical areas for further research.

Project description:Participation of local communities in the Measurement, Reporting and Verification (MRV) of forest changes has been promoted as a strategy that lowers the cost of MRV and increases their engagement with REDD+. This systematic review of literature assessed the claims of participatory MRV (PMRV) in achieving REDD+ outcomes. We identified 29 PMRV publications that consisted of 20 peer-reviewed and 9 non peer-reviewed publications, with 14 publications being empirically based studies. The evidence supporting PMRV claims was categorized into empirical finding, citation or assumption. Our analysis of the empirical studies showed that PMRV projects were conducted in 17 countries in three tropical continents and across various forest and land tenure types. Most of these projects tested the feasibility of participatory measurement or monitoring, which limited the participation of local communities to data gathering. PMRV claims of providing accurate local biomass measurements and lowering MRV cost were well-supported with empirical evidence. Claims that PMRV supports REDD+ social outcomes that affect local communities directly, such as increased environmental awareness and equity in benefit sharing, were supported with less empirical evidence than REDD+ technical outcomes. This may be due to the difficulties in measuring social outcomes and the slow progress in the development and implementation of REDD+ components outside of experimental research contexts. Although lessons from other monitoring contexts have been used to support PMRV claims, they are only applicable when the enabling conditions can be replicated in REDD+ contexts. There is a need for more empirical evidence to support PMRV claims on achieving REDD+ social outcomes, which may be addressed with more opportunities and rigorous methods for assessing REDD+ social outcomes. Integrating future PMRV studies into local REDD+ implementations may help create those opportunities, while increasing the participation of local communities as local REDD+ stakeholders. Further development and testing of participatory reporting framework are required to integrate PMRV data with the national database. Publication of empirical PMRV studies is encouraged to guide when, where and how PMRV should be implemented.

Project description:REDD+ projects primarily focus on reducing carbon emissions from deforestation and forest degradation in developing countries. These projects are regularly evaluated against their core objective of conserving carbon stocks, but their contribution to biodiversity conservation has rarely been assessed. To assess the conservation value of the area and the relative performance of a REDD+ land use plan in Yaeda Valley, a semi-arid savannah ecosystem in northern Tanzania, we implemented an annual wildlife monitoring scheme. Based on direct sightings and indirect signs of wildlife, obtained from stratified walking transects conducted annually from 2015-2018, we estimated annual trends of mammal species richness and wildlife densities in three REDD+ and three non-REDD+ land-use strata. Our surveys document a near complete mammal community in the area. Species accumulation curves, and subsequent statistical comparisons, indicated highest mammal species richness in the woodland habitats (both REDD+ and non REDD+ strata) as compared to more human and livestock impacted areas, and suggested constant species richness from 2015-2018. To estimate stratum- and year-specific livestock and wildlife densities (cattle, donkey, goat and sheep combined, Thomson's gazelle, Kirk's dik-dik) and wildlife sign densities (aardvark, bushbuck, bushpig, Kirk's dik dik, eland, elephant, Maasai giraffe, greater kudu, hyena, impala, lesser kudu, warthog, wildebeest, Plains zebra), we fitted species-specific detection functions in a distance sampling framework. Species-specific densities varied between 2015 and 2018 and showed substantial increases and occasional declines in other species-stratum combinations. However, population growth rates were not systematically associated with specific land-use strata. Although our results do not explicitly provide evidence that REDD+ land-use plans directly co-benefit wildlife conservation, they show that REDD+ areas have the potential to maintain intact wildlife assemblages. To ensure effective long-term conservation outcomes, we advocate for a more formal integration of wildlife conservation goals in the REDD+ scheme.
