To help improve the culture of health in Oklahoma-a state that frequently ranks poorly on multiple measures of health and wellness-faculty librarians from an academic health sciences library sought to create a collaborative network of health information professionals in Oklahoma's public libraries through the implementation of the Health Information Specialists Program.Case presentation
Health sciences librarians offered a variety of consumer health information courses for public library staff across the state of Oklahoma for three years. Courses were approved by the Medical Library Association for credit toward the Consumer Health Information Specialization. A total of seventy-two participants from public libraries attended the courses, sixty-five achieved a Level I Consumer Health Information Specialization, and nine went on to achieve Level II.Conclusions
Feedback from participants in the Health Information Specialists Program has indicated a positive impact on the health information expertise of participants, who in turn have used the knowledge that they gained to help their patrons.

Project description:BackgroundObjectives of this study were to analyze the impact of including librarians and information specialist as methodological peer-reviewers. We sought to determine if and how librarians' comments differed from subject peer-reviewers'; whether there were differences in the implementation of their recommendations; how this impacted editorial decision-making; and the perceived utility of librarian peer-review by librarians and authors.MethodsWe used a mixed method approach, conducting a qualitative analysis of reviewer reports, author replies and editors' decisions of submissions to the International Journal of Health Governance. Our content analysis categorized 16 thematic areas, so that methodological and subject peer-reviewers' comments, decisions and rejection rates could be compared. Categories were based on the standard areas covered in peer-review (e.g., title, originality, etc.) as well as additional in-depth categories relating to the methodology (e.g., search strategy, reporting guidelines, etc.). We developed and used criteria to judge reviewers' perspectives and code their comments. We conducted two online multiple-choice surveys which were qualitatively analyzed: one of methodological peer-reviewers' perceptions of peer-reviewing, the other of published authors' views on the suggested revisions.ResultsMethodological peer-reviewers assessed 13 literature reviews submitted between September 2020 and March 2023. 55 reviewer reports were collected: 25 from methodological peer-reviewers, 30 from subject peer-reviewers (mean: 4.2 reviews per manuscript). Methodological peer-reviewers made more comments on methodologies, with authors more likely to implement their changes (52 of 65 changes, vs. 51 of 82 by subject peer-reviewers); they were also more likely to reject submissions (seven vs. four times, respectively). Where there were differences in recommendations to editors, journal editors were more likely to follow methodological peer-reviewers (nine vs. three times, respectively). The survey of published authors (87.5% response rate) revealed four of seven found comments on methodologies helpful. Librarians' survey responses (66.5% response rate) revealed those who conducted peer-reviews felt they improved quality of publications.ConclusionsLibrarians can enhance evidence synthesis publications by ensuring methodologies have been conducted and reported appropriately. Their recommendations helped authors revise submissions and facilitated editorial decision-making. Further research could determine if sharing reviews with subject peer-reviewers and journal editors could benefit them in better understanding of evidence synthesis methodologies.

Project description:Training and retaining a competent public health workforce are challenging. Residency programs for new and transitioning professionals are effective in other fields but rare in governmental public health. The New to Public Health Residency Program is a residency program for professionals entering public health practice. On the basis of the Foundational Public Health Services model, the program was designed using adult learning principles and best practices from nurse residency programs. Content created by public health experts is delivered over 12 months through online course sessions that include interactive learning activities. Additional program components include monthly synchronous online discussions and support from a mentor. Residents apply their learning through implementation of an evidence-based practice project at their workplace. The program is accredited for continuing professional development contact hours. Agencies with limited resources to support new public health employees may find the New to Public Health Residency Program a vital training resource.

Project description:ObjectiveReflective practice is common in nursing and other professions. In the published literature, there is very little about librarians' use of reflective practice and no studies of health librarians' use of reflective practice. This study examined the use of reflective practice among health sciences librarians, perceived benefits, and perceived barriers to use.MethodsThis cross-sectional study replicated the 2014 study by Greenall and Sen, using a version of their questionnaire. The research population in this study was health sciences librarians who were members of the MEDLIB-L email discussion list, Medical Library Association (MLA) chapter email discussion lists, and/or MLA section email discussion lists.ResultsThere were 106 librarians who completed the questionnaire, ranging from those new to the profession through midcareer to longtime librarians. While a high percentage of respondents considered themselves to be reflective practitioners (77%), a larger percentage (87%) reported that they consciously spent time reflecting. Respondents selected a wide variety of benefits of reflective practice, while barriers tended to center on lack of time, knowledge, skills, or experience.ConclusionThe diversity of benefits that respondents selected suggests that reflective practice can play an important positive role in librarians' professional development. Reported barriers to reflective practice suggest that there is a need for educational opportunities to develop skills.

Project description:Background:Public librarians are in a unique position to assist the general public with health information inquiries. However, public librarians might not have the training, detailed knowledge, and confidence to provide high-quality health information. Case Presentation:The authors created and delivered three workshops to public librarians in Suffolk County, New York, highlighting several National Library of Medicine resources. Each workshop focused on a different topic: general consumer health resources, genetics health resources, and environmental/toxicology resources. At the end of each workshop, participants were asked to complete the Training Session Evaluation form provided by the National Network of Libraries of Medicine (NNLM). All participants reported that they learned a new skill or about a new tool, that their ability to locate online health information improved, and that they planned to use the knowledge they gained in the future. Online tutorials covering the major resources from each workshop were created and made accessible to the public on several organizations' websites. Virtual reference services were initiated for public librarians who need further assistance with these resources and will continue to be provided on an ongoing basis. Financial support for the equipment and software utilized in each of these tasks was awarded by NNLM. Conclusions:Based on attendance and participant feedback, this model of health information outreach appears to have been successful in furthering the educational needs of public librarians and may be useful to others in creating a similar program in their communities.

Project description:BackgroundValuable learning derived from public health practice can be captured through practice-based case studies, also known as practice examples. Practice examples of participatory interventions supplement the evidence base by providing information on the complexities of implementation in communities. This paper reports on a Public Health England project to build a bank of community-centered practice examples based on robust processes of collection and curation.MethodsThe multidisciplinary project had three phases: (i) development and piloting a process to collect practice examples, (ii) refining review processes and gathering further examples via national and regional teams (iii) maintenance of an accessible collection on the library platform.ResultsThe project resulted in a searchable collection of 55 practice examples illustrating participatory approaches in public health practice. The collection shows diversity in terms of settings, population, focus and type of approach used to work with communities. A secondary outcome was the development of generic guidance and templates for further collections on public health topics.ConclusionsThis project illustrates how information on the implementation of community-centered approaches in real-life contexts can be gathered and disseminated through a transferable process. Having collections of practice examples supports knowledge exchange in public health as learning is shared.

Project description:Public health (PH) skills are core to building responsive and appropriate health systems, and PH personnel including medical specialists are embedded in many countries' health systems. In South Africa, the medical specialty in PH, Public Health Medicine (PHM), has existed for over 40 years. Four years of accredited training plus success in a single national exit exam allows specialist registration with the Health Professions Council of South Africa (HPCSA). However, there are few posts designated specifically for PHM specialists in SA's health system. In view of uncertain roles, this research was designed to determine specialists' career paths, their work, job satisfaction, and perspectives on the future of the specialty. We combined three databases to generate the study population and invited all specialists to participate in an online or hard-copy survey. We found that in 2010, PHM was a small specialty of less 200 physicians. Of the 151 contactable, eligible physicians, 55.6% completed the questionnaire. Participants represented an aging group (median age = 49) of specialists and recent graduates were increasingly women. They largely worked in academic institutions (as managers, teachers, and researchers) and in the public sector health system; were motivated by a sense of social justice and their training was formative, exposing them to work settings which they later entered; were largely highly satisfied at work, but many worked in non-specialist positions. Indeed, one fifth had not registered with the HPCSA as specialists. They were concerned about the specialty's poor visibility and identity, but did not see other PH professionals as a threat. They believed that the specialty should refine its competencies, demonstrate its value and advocate for service positions at all levels of the public sector health service. PHM has a contribution to make-reorienting services to protect communities, preventing ill health, analyzing disease burdens locally, identifying innovations in a resource-constrained health service, largely preoccupied with curative care services.

Project description:BackgroundThe volume of online health information available makes it difficult to navigate and check its validity and reliability. A community-based MedlinePlus training program was developed to improve participants' ability to access credible online health information.Case presentationThe program was a public-private partnership between a managed care organization and four local public libraries. A total of eight programs were held between October and November 2017. Each program had a 30-minute cooking demonstration followed by a 30-minute training on access to and navigation of the MedlinePlus website. Program participants were Medicaid beneficiaries, dually eligible for Medicare and Medicaid beneficiaries, and community members from a Pennsylvania county (n=39). A pre-and post-training questionnaire was administered to assess participants' knowledge and practice, and their ability to access health information on the MedlinePlus website. We conducted a retrospective analysis of the data collected during the MedlinePlus trainings. Results from the Wilcoxon Signed Rank test indicated no statistically significant change in participants' ability to access information (Z= -1.41, p=0.16) after attending the program.ConclusionAlthough the median pre- to post-program responses improved from 'incorrect' to 'correct,' the number of programs held, and low attendance might be the reason for non-significant results. Participants reported that the program was informative, the website was comprehensive and user-friendly, and they were impressed by the healthy and inexpensive meal preparation from discount store-bought food. Holding MedlinePlus training programs in conjunction with a cooking program and collaborating with local public libraries might be a promising format that needs additional research.

Project description:The institutions of the Public Health Service at the level of the federal government, the states and the local authorities play a central role in public health in Germany. To manage the many practical tasks of health protection, disease prevention and health promotion in accordance with legal requirements, employees with different skills work together and contribute to social coherence. There are no empirical data on nationwide staffing levels. For years, different actors have been reporting a decreasing number of public health consultants and associated quality of public health work. The aim of this study was to quantify the public health consultant decline and to present regional trends. Regularly collected and freely available data on medical consultants registered in Germany from 1998 to 2018 were descriptively analysed with regard to developments in the number of consultants in Germany, in the regions of the Medical Associations, by specialty and age. While the total number of medical consultants in Germany has continuously increased (52%), the number of those working in administrative positions, public corporate bodies, etc. has remained relatively constant at 2%. In contrast, the number of public health consultants working in administrative offices, public corporate bodies, etc. over the last 20 years has decreased by almost 30%. Similar developments can be seen in all regions, with some even larger decreases in some regions. Bavaria is the only region with a contrasting development. There is almost no new generation of public health consultants and the number of older consultants in this field is increasing. Against this background, the availability of a sufficient number of qualified professionals to manage administrative and other tasks relevant to population medicine must be questioned. These developments threaten public health in general, public concern for vulnerable population groups in particular, and ultimately the functioning of the democratic welfare state.

Project description:ObjectiveAn innovative funding scheme for health care librarians to attend an intensive short course in teaching evidence-based practice was established in the West of England in 2016. This evaluation aims to understand the value of the scheme and the impact of the training opportunity for the librarians, establish an evidence base for continuing with the funding scheme, and inform the development of plans to build additional capacity among health care librarians to provide critical appraisal training.MethodsSeven librarians working in health care system settings were funded by the scheme between 2016 and 2018. Post-course feedback forms gathered initial views on course content and delivery, which informed the development of questions for the qualitative phase of the evaluation. All seven librarians participated in group discussions and individual interviews.ResultsThe course boosted confidence, provided valuable new skills, and positively impacted careers of the librarians through access to new opportunities. It inspired the development of new approaches to critical appraisal training. An important need was identified among the librarians for more education in teaching. Librarians funded by the scheme have successfully cascaded the training to their colleagues.ConclusionThis evaluation supports the continuation of the funding scheme to further build capacity among health care librarians to teach evidence-based practice. It suggests additional investment in this type of specialist training, as well as in education in teaching skills, would be beneficial for health care librarians. Evidence from this evaluation is informing new plans to support these professionals with the vital service they provide, which contributes to the evidence-based culture of their organizations and to patient outcomes.

Project description:ObjectiveThe primary objective of this study was to determine how community college health sciences librarians perceive their proficiencies in the essential skills, knowledge, and abilities necessary for the practice of a health information professional as defined by the Medical Library Association (MLA) Competencies for Lifelong Learning and Professional Success. A secondary objective was to determine their current level of engagement with the professional community and identify barriers to further professional development.MethodsA survey was posted to various email discussion lists, and volunteer follow-up interviews were conducted.ResultsThe survey was completed by seventy-five community college health sciences librarians, and seven follow-up interviews were performed. Survey results indicated that community college health sciences librarians perceived themselves as having intermediate or advanced intermediate proficiency in the six MLA competencies. Survey and interview results indicated that community college health sciences librarians were engaged with the profession and faced the same barriers to continued professional development and continued education as other academic librarians.ConclusionThe results affirm that community college librarians who are responsible for collections and services in the health sciences meet the MLA competencies, which fills a gap in the literature regarding how these librarians develop professional competencies and are involved in professional associations. The results suggest that community college librarians can improve their skill levels by continuing their education and following trends in the literature.
