Understanding extreme sea levels for broad-scale coastal impact and adaptation analysis.

ABSTRACT: One of the main consequences of mean sea level rise (SLR) on human settlements is an increase in flood risk due to an increase in the intensity and frequency of extreme sea levels (ESL). While substantial research efforts are directed towards quantifying projections and uncertainties of future global and regional SLR, corresponding uncertainties in contemporary ESL have not been assessed and projections are limited. Here we quantify, for the first time at global scale, the uncertainties in present-day ESL estimates, which have by default been ignored in broad-scale sea-level rise impact assessments to date. ESL uncertainties exceed those from global SLR projections and, assuming that we meet the Paris agreement goals, the projected SLR itself by the end of the century in many regions. Both uncertainties in SLR projections and ESL estimates need to be understood and combined to fully assess potential impacts and adaptation needs.

Project description:Understanding uncertainties in extreme wind-wave events is essential for offshore/coastal risk and adaptation estimates. Despite this, uncertainties in contemporary extreme wave events have not been assessed, and projections are still limited. Here, we quantify, at global scale, the uncertainties in contemporary extreme wave estimates across an ensemble of widely used global wave reanalyses/hindcasts supported by observations. We find that contemporary uncertainties in 50-year return period wave heights ([Formula: see text]) reach (on average) ~2.5 m in regions adjacent to coastlines and are primarily driven by atmospheric forcing. Furthermore, we show that uncertainties in contemporary [Formula: see text] estimates dominate projected 21st-century changes in [Formula: see text] across ~80% of global ocean and coastlines. When translated into broad-scale coastal risk analysis, these uncertainties are comparable to those from storm surges and projected sea level rise. Thus, uncertainties in contemporary extreme wave events need to be combined with those of projections to fully assess potential impacts.

Projections of global-scale extreme sea levels and resulting episodic coastal flooding over the 21st Century.

Project description:Global models of tide, storm surge, and wave setup are used to obtain projections of episodic coastal flooding over the coming century. The models are extensively validated against tide gauge data and the impact of uncertainties and assumptions on projections estimated in detail. Global "hotspots" where there is projected to be a significant change in episodic flooding by the end of the century are identified and found to be mostly concentrated in north western Europe and Asia. Results show that for the case of, no coastal protection or adaptation, and a mean RCP8.5 scenario, there will be an increase of 48% of the world's land area, 52% of the global population and 46% of global assets at risk of flooding by 2100. A total of 68% of the global coastal area flooded will be caused by tide and storm events with 32% due to projected regional sea level rise.

Non-linear interaction modulates global extreme sea levels, coastal flood exposure, and impacts.

Project description:We introduce a novel approach to statistically assess the non-linear interaction of tide and non-tidal residual in order to quantify its contribution to extreme sea levels and hence its role in modulating coastal protection levels, globally. We demonstrate that extreme sea levels are up to 30% (or 70 cm) higher if non-linear interactions are not accounted for (e.g., by independently adding astronomical and non-astronomical components, as is often done in impact case studies). These overestimates are similar to recent sea-level rise projections to 2100 at some locations. Furthermore, we further find evidence for changes in this non-linear interaction over time, which has the potential for counteracting the increasing flood risk associated with sea-level rise and tidal and/or meteorological changes alone. Finally, we show how accounting for non-linearity in coastal impact assessment modulates coastal exposure, reducing recent estimates of global coastal flood costs by ~16%, and population affected by ~8%.

Global probabilistic projections of extreme sea levels show intensification of coastal flood hazard.

Project description:Global warming is expected to drive increasing extreme sea levels (ESLs) and flood risk along the world's coastlines. In this work we present probabilistic projections of ESLs for the present century taking into consideration changes in mean sea level, tides, wind-waves, and storm surges. Between the year 2000 and 2100 we project a very likely increase of the global average 100-year ESL of 34-76 cm under a moderate-emission-mitigation-policy scenario and of 58-172 cm under a business as usual scenario. Rising ESLs are mostly driven by thermal expansion, followed by contributions from ice mass-loss from glaciers, and ice-sheets in Greenland and Antarctica. Under these scenarios ESL rise would render a large part of the tropics exposed annually to the present-day 100-year event from 2050. By the end of this century this applies to most coastlines around the world, implying unprecedented flood risk levels unless timely adaptation measures are taken.

A global analysis of extreme coastal water levels with implications for potential coastal overtopping.

Project description:Climate change and anthropogenic pressures are widely expected to exacerbate coastal hazards such as episodic coastal flooding. This study presents global-scale potential coastal overtopping estimates, which account for not only the effects of sea level rise and storm surge, but also for wave runup at exposed open coasts. Here we find that the globally aggregated annual overtopping hours have increased by almost 50% over the last two decades. A first-pass future assessment indicates that globally aggregated annual overtopping hours will accelerate faster than the global mean sea-level rise itself, with a clearly discernible increase occurring around mid-century regardless of climate scenario. Under RCP 8.5, the globally aggregated annual overtopping hours by the end of the 21st-century is projected to be up to 50 times larger compared to present-day. As sea level continues to rise, more regions around the world are projected to become exposed to coastal overtopping.

The 2023 extreme coastal El Nino: Atmospheric and air-sea coupling mechanisms.

Project description:In the boreal spring of 2023, an extreme coastal El Niño struck the coastal regions of Peru and Ecuador, causing devastating rainfalls, flooding, and record dengue outbreaks. Observations and ocean model experiments reveal that northerly alongshore winds and westerly wind anomalies in the eastern equatorial Pacific, initially associated with a record-strong Madden-Julian Oscillation and cyclonic disturbance off Peru in March, drove the coastal warming through suppressed coastal upwelling and downwelling Kelvin waves. Atmospheric model simulations indicate that the coastal warming in turn favors the observed wind anomalies over the far eastern tropical Pacific by triggering atmospheric deep convection. This implies a positive feedback between the coastal warming and the winds, which further amplifies the coastal warming. In May, the seasonal background cooling precludes deep convection and the coastal Bjerknes feedback, leading to the weakening of the coastal El Niño. This coastal El Niño is rare but predictable at 1 month lead, which is useful to protect lives and properties.

Extreme Coastal Water Levels Exacerbate Fluvial Flood Hazards in Northwestern Europe.

Project description:Compound flooding, such as the co-occurrence of fluvial floods and extreme coastal water levels (CWL), may lead to significant impacts in densely-populated Low Elevation Coastal Zones. They may overstrain disaster management owing to the co-occurrence of inundation from rivers and the sea. Recent studies are limited by analyzing joint dependence between river discharge and either CWL or storm surges, and little is known about return levels of compound flooding, accounting for the covariance between drivers. Here, we assess the compound flood severity and identify hotspots for northwestern Europe during 1970-2014, using a newly developed Compound Hazard Ratio (CHR) that compares the severity of compound flooding associated with extreme CWL with the unconditional T-year fluvial peak discharge. We show that extreme CWL and stronger storms greatly amplify fluvial flood hazards. Our results, based on frequency analyses of observational records during 2013/2014's winter storm Xaver, reveal that the river discharge of the 50-year compound flood is up to 70% larger, conditioned on the occurrence of extreme CWL, than that of the at-site peak discharge. For this event, nearly half of the stream gauges show increased flood hazards, demonstrating the importance of including the compounding effect of extreme CWL in river flood risk management.

Sea Level and Socioeconomic Uncertainty Drives High-End Coastal Adaptation Costs.

Project description:Sea-level rise and associated flood hazards pose severe risks to the millions of people globally living in coastal zones. Models representing coastal adaptation and impacts are important tools to inform the design of strategies to manage these risks. Representing the often deep uncertainties influencing these risks poses nontrivial challenges. A common uncertainty characterization approach is to use a few benchmark cases to represent the range and relative probabilities of the set of possible outcomes. This has been done in coastal adaptation studies, for example, by using low, moderate, and high percentiles of an input of interest, like sea-level changes. A key consideration is how this simplified characterization of uncertainty influences the distributions of estimated coastal impacts. Here, we show that using only a few benchmark percentiles to represent uncertainty in future sea-level change can lead to overconfident projections and underestimate high-end risks as compared to using full ensembles for sea-level change and socioeconomic parametric uncertainties. When uncertainty in future sea level is characterized by low, moderate, and high percentiles of global mean sea-level rise, estimates of high-end (95th percentile) damages are underestimated by between 18% (SSP1-2.6) and 46% (SSP5-8.5). Additionally, using the 5th and 95th percentiles of sea-level scenarios underestimates the 5%-95% width of the distribution of adaptation costs by a factor ranging from about two to four, depending on SSP-RCP pathway. The resulting underestimation of the uncertainty range in adaptation costs can bias adaptation and mitigation decision-making.

A global reanalysis of storm surges and extreme sea levels.

Project description:Extreme sea levels, caused by storm surges and high tides, can have devastating societal impacts. To effectively protect our coasts, global information on coastal flooding is needed. Here we present the first global reanalysis of storm surges and extreme sea levels (GTSR data set) based on hydrodynamic modelling. GTSR covers the entire world's coastline and consists of time series of tides and surges, and estimates of extreme sea levels. Validation shows that there is good agreement between modelled and observed sea levels, and that the performance of GTSR is similar to that of many regional hydrodynamic models. Due to the limited resolution of the meteorological forcing, extremes are slightly underestimated. This particularly affects tropical cyclones, which requires further research. We foresee applications in assessing flood risk and impacts of climate change. As a first application of GTSR, we estimate that 1.3% of the global population is exposed to a 1 in 100-year flood.

Coastal flood damage and adaptation costs under 21st century sea-level rise.

Project description:Coastal flood damage and adaptation costs under 21st century sea-level rise are assessed on a global scale taking into account a wide range of uncertainties in continental topography data, population data, protection strategies, socioeconomic development and sea-level rise. Uncertainty in global mean and regional sea level was derived from four different climate models from the Coupled Model Intercomparison Project Phase 5, each combined with three land-ice scenarios based on the published range of contributions from ice sheets and glaciers. Without adaptation, 0.2-4.6% of global population is expected to be flooded annually in 2100 under 25-123 cm of global mean sea-level rise, with expected annual losses of 0.3-9.3% of global gross domestic product. Damages of this magnitude are very unlikely to be tolerated by society and adaptation will be widespread. The global costs of protecting the coast with dikes are significant with annual investment and maintenance costs of US$ 12-71 billion in 2100, but much smaller than the global cost of avoided damages even without accounting for indirect costs of damage to regional production supply. Flood damages by the end of this century are much more sensitive to the applied protection strategy than to variations in climate and socioeconomic scenarios as well as in physical data sources (topography and climate model). Our results emphasize the central role of long-term coastal adaptation strategies. These should also take into account that protecting large parts of the developed coast increases the risk of catastrophic consequences in the case of defense failure.
