Health Co-Benefits of Green Building Design Strategies and Community Resilience to Urban Flooding: A Systematic Review of the Evidence.

ABSTRACT: Climate change is increasingly exacerbating existing population health hazards, as well as resulting in new negative health effects. Flooding is one particularly deadly example of its amplifying and expanding effect on public health. This systematic review considered evidence linking green building strategies in the Leadership in Energy and Environmental Design® (LEED) Rating System with the potential to reduce negative health outcomes following exposure to urban flooding events. Queries evaluated links between LEED credit requirements and risk of exposure to urban flooding, environmental determinants of health, co-benefits to public health outcomes, and co-benefits to built environment outcomes. Public health co-benefits to leveraging green building design to enhance flooding resilience included: improving the interface between humans and wildlife and reducing the risk of waterborne disease, flood-related morbidity and mortality, and psychological harm. We conclude that collaborations among the public health, climate change, civil society, and green building sectors to enhance community resilience to urban flooding could benefit population health.

Project description:IntroductionThe USA has the highest rate of community gun violence of any developed democracy. There is an urgent need to develop feasible, scalable and community-led interventions that mitigate incident gun violence and its associated health impacts. Our community-academic research team received National Institutes of Health funding to design a community-led intervention that mitigates the health impacts of living in communities with high rates of gun violence.Methods and analysisWe adapted 'Building Resilience to Disasters', a conceptual framework for natural disaster preparedness, to guide actions of multiple sectors and the broader community to respond to the man-made disaster of gun violence. Using this framework, we will identify existing community assets to be building blocks of future community-led interventions. To identify existing community assets, we will conduct social network and spatial analyses of the gun violence episodes in our community and use these analyses to identify people and neighbourhood blocks that have been successful in avoiding gun violence. We will conduct qualitative interviews among a sample of individuals in the network that have avoided violence (n=45) and those living or working on blocks that have not been a location of victimisation (n=45) to identify existing assets. Lastly, we will use community-based system dynamics modelling processes to create a computer simulation of the community-level contributors and mitigators of the effects of gun violence that incorporates local population-based based data for calibration. We will engage a multistakeholder group and use themes from the qualitative interviews and the computer simulation to identify feasible community-led interventions.Ethics and disseminationThe Human Investigation Committee at Yale University School of Medicine (#2000022360) granted study approval. We will disseminate study findings through peer-reviewed publications and academic and community presentations. The qualitative interview guides, system dynamics model and group model building scripts will be shared broadly.

Project description:Even if urban catchments are adequately drained by sewer infrastructures, flooding hotspots develop where ongoing development and poor coordination among utilities conspire with land use and land cover, drainage, and rainfall. We combined spatially explicit land use/land cover data from Luohe City (central China) with soil hydrology (as measured, green space hydraulic conductivity), topography, and observed chronic flooding to analyze the relationships between spatial patterns in pervious surface and flooding. When compared to spatial-structural metrics of land use/cover where flooding was commonly observed, we found that some areas expected to remain dry (given soil and elevation characteristics) still experienced localized flooding, indicating hotspots with overwhelmed sewer infrastructure and a lack of pervious surfaces to effectively infiltrate and drain rainfall. Next, we used curve numbers to represent the composite hydrology of different land use/covers within both chronic flooding and dry (non-flooding) circles of 750 m diameter, and local design storms to determine the anticipated average proportion of runoff. We found that dry circles were more permeable (curve number (mean ± std. error) = 74 ± 2, n = 25) than wetter, flooded circles (curve number = 87 ± 1). Given design storm forcing (20, 50, 100 years' recurrence interval, and maximum anticipated storm depths), dry points would produce runoff of 26 to 35 percent rainfall, and wet points of 52 to 61 percent of applied rainfall. However, we estimate by simulation that runoff reduction benefits would decline once infiltration-excess (Hortonian) runoff mechanisms activate for storms with precipitation rates in excess of an average of 21 mm/h, contingent on antecedent moisture conditions. Our spatial metrics indicate that larger amounts and patches of dispersed green space mitigate flooding risk, while aggregating buildings (roofs) and green space into larger, separate areas exacerbates risk.

Project description:Urban areas are currently facing the increasingly pressing issue of urban heat worldwide, which is being worsened by climate change and rising urbanization. As a result, there is a growing need for new approaches to enhance urban resilience and adapt to these challenges. The escalating occurrence and severity of urban heat events provide notable hazards, particularly to susceptible groups, necessitating proactive efforts to alleviate detrimental consequences. Therefore, this research addresses the inquiry, "What strategic approaches can be effectively employed to mitigate vulnerability and strengthen urban resilience in response to urban heat?" Thus, this study ascertains and examines approaches to enhance urban resilience, mitigate susceptibility, and implement adaptation strategies to combat urban heat. Utilizing the content analysis method, a comprehensive assortment of documents encompassing academic publications, policy documents, and reports was subjected to a systematic analysis employing the MAXQDA software. Databases searched included Web of Science, Scopus, and Google Scholar, and a total of 72 studies were included in the final analysis. The research reveals a wide range of novel ideas and practical measures that can be implemented to improve urban resilience and mitigate vulnerability to urban heat. Urban greening strategies, heatwave early warning sys-tems, and community involvement projects have exhibited differing effectiveness, application, and adaptation levels in many urban landscapes and socio-economic circumstances. Additionally, this research emphasizes the value of using multidimensional, context-specific strategies to address the unique challenges and needs of diverse urban regions and marginalized communities. Furthermore, structural changes, legislative reforms, and community-based solutions may be necessary to manage complex issues posed by urban heat. Therefore, effectively implementing adaptation strategies is vital to effectively combating challenges caused by urban heat in urban areas.

Project description:BackgroundResearch on health systems resilience has focused primarily on the theoretical development of the concept and its dimensions. There is an identified knowledge gap in the research on how to build resilience in health systems in practice and 'what works' in different contexts. The aim of this study is to identify practical strategies for building resilient health systems from the empirical research on health systems resilience.MethodsA scoping review included empirical research on health systems resilience from peer-reviewed literature. The search in the electronic databases PubMed, Web of Science, Global Health was conducted during January to March 2021 for articles published in English between 2013 to February 2021. A total of 1771 articles were screened, and data was extracted from 22 articles. The articles included empirical, applied research on strategies for resilience, that observed or measured resilience during shocks or chronic stress through collection of primary data or analysis of secondary data, or if they were a review study of empirical research. A narrative summary was done by identifying action-oriented strategies, comparing them, and presenting them by main thematic areas.ResultsThe results demonstrate examples of strategies used or recommended within nine identified thematic areas; use of community resources, governance and financing, leadership, surveillance, human resources, communication and collaboration, preparedness, organizational capacity and learning and finally health system strengthening.ConclusionsThe findings emphasize the importance of improved governance and financing, empowered middle-level leadership, improved surveillance systems and strengthened human resources. A re-emphasized focus on health systems strengthening with better mainstreaming of health security and international health regulations are demonstrated in the results as a crucial strategy for building resilience. A lack of strategies for recovery and lessons learnt from crises are identified as gaps for resilience in future.
