Project description:Governments in modern societies undertake an array of complex functions that shape politics and economics, individual and group behavior, and the natural, social, and built environment. How are governments structured to execute these diverse responsibilities? How do those structures vary, and what explains the differences? To examine these longstanding questions, we develop a technique for mapping Internet "footprint" of government with network science methods. We use this approach to describe and analyze the diversity in functional scale and structure among the 50 US state governments reflected in the webpages and links they have created online: 32.5 million webpages and 110 million hyperlinks among 47,631 agencies. We first verify that this extensive online footprint systematically reflects known characteristics: 50 hierarchically organized networks of state agencies that scale with population and are specialized around easily identifiable functions in accordance with legal mandates. We also find that the footprint reflects extensive diversity among these state functional hierarchies. We hypothesize that this variation should reflect, among other factors, state income, economic structure, ideology, and location. We find that government structures are most strongly associated with state economic structures, with location and income playing more limited roles. Voters' recent ideological preferences about the proper roles and extent of government are not significantly associated with the scale and structure of their state governments as reflected online. We conclude that the online footprint of governments offers a broad and comprehensive window on how they are structured that can help deepen understanding of those structures.

Project description:BackgroundClimate change is one of the greatest threats to public health in this century. The UK is one of six countries that has enshrined in law a commitment to become net zero by 2050. However, there is a lack of guidance and structure for local government in the UK, which has responsibility for public health, to reach this goal and help their communities mitigate and adapt to the health and health inequality impacts of climate change. This study aimed to identify common barriers and facilitators related to addressing the health and health inequality impacts of climate change in local governments.MethodsUsing Normalisation Process Theory, we developed a two-round survey for people working in local authorities to identify the barriers and facilitators to including the health and health inequality impact of climate change in their climate action plans. The survey was delivered online via Qualtrics software. In the first-round respondents were able to express their views on barriers and facilitators and in the second round they ranked common themes identified from the first round. Two hundred and fifty people working in local government were invited to take part and n = 28 (11.2%) completed the first round of the survey and n = 14 completed the second round. Thematic analysis was used in Round 1 to identify common themes and weighted rankings were used to assess key barriers and facilitators in Round 2.ResultsKey facilitators were the need to save money on energy, and successful partnership working already in place including across local government, with local communities and external stakeholders. Key barriers were insufficient staff, resources and lack of support from management/leaders, and lack of local evidence.ConclusionTo mitigate and adapt to the health impacts of climate change, local government must nurture a culture of innovation and collaboration to ensure that different departments work together This means not just working with external partners, but also collaborating and co-producing with communities to achieve health equity and mitigate the debilitating effect of climate change on public health.

Project description:IntroductionDuring the coronavirus disease 2019 (COVID-19) vaccination campaign, non-English-communicating individuals have faced inequities in access to resources for vaccine education and uptake. We characterized the language translation status of states' COVID-19 vaccine websites to inform discussion on the sufficiency of translated information and strategies for expanding the availability of multilingual vaccine information.MethodsWe identified the primary COVID-19 vaccine website for all 50 states, the District of Columbia, and the federal government ("jurisdictions") and determined the languages into which information about obtaining the vaccine (access) and vaccine safety and efficacy had been translated, as of October 2021. We compared these findings with data from the American Community Survey to determine how many individuals had these online resources available in their primary language.ResultsOnly 56% of jurisdictions provided professionally translated information about COVID-19 vaccine safety and efficacy, and only 50% provided professionally translated information about how to register for or obtain the COVID-19 vaccine, in at least one language. Consequently, ∼26 million Americans may not have accurate vaccine safety and efficacy information available, and ∼29 million Americans may not have vaccine access information available, from their jurisdiction in their primary language. Furthermore, translated information often was limited in scope and/or number of languages provided.ConclusionTranslation of COVID-19 vaccine information on state government websites currently is insufficient to meet the needs of non-English-communicating populations. This analysis can inform discussions about resource needs and operational considerations for adequate provision of multilingual, critical health information.

Project description:Conservation tillage technology adoption has contributed significantly to sustainable agricultural development, but its effectiveness has been hindered by conflicts among governments, agribusinesses, and rural households. The collaboration among governments, agribusinesses, and rural households (GAR collaboration) is a significant institutional innovation for advancing green agricultural development. This study constructs a theoretical framework incorporating environmental characteristics, collaboration capacity, and the effectiveness of green agricultural technology adoption to analyze the impact and heterogeneity effects of GAR collaboration. Using village-level survey data from Shaanxi, Ningxia, and Gansu Provinces, with a focus on conservation tillage technology, this study explores the mechanisms by which GAR collaboration influences green technology adoption. The findings reveal that: (1) GAR collaboration mechanisms are crucial for improving the effectiveness of green agricultural technology adoption; (2) Environmental characteristics directly affect the adoption effectiveness and indirectly influence it through collaboration capacity; (3) Village size has a heterogeneous effect on the impact of GAR collaboration, being more pronounced in smaller villages; and (4) GAR collaboration primarily enhances the adoption effectiveness by reducing transaction costs and defection risks. These insights contribute to the theoretical foundations of collaborative approaches in green agriculture and provide practical solutions to improve technology adoption.

Project description:IntroductionState policies and programs affect population health; yet, little is known about the connections between health and the political institutions and actors that prescribe and execute those policies and programs.MethodsThe 2-way fixed-effects regression models were fitted to data from the National Center for Health Statistics, 1969-2014, to estimate logged infant mortality rate differentials between Republican- and non-Republican‒controlled state legislatures. These data were used in 2020 to hypothesize that net of trend, fluctuations in infant mortality rates-overall and by race-correlate with the party that controls state legislatures (the Lower House, the Upper House, and Congress).ResultsFindings show that state infant and postneonatal mortality rates are substantively higher under Republican-controlled state legislatures than under non-Republican‒controlled ones. The effect size is larger for postneonatal than for neonatal mortality. Findings suggest that effects may be greater for Black than for White infants, although the race-specific results are estimated imprecisely. The governor's party shows no substantive impacts on infant mortality rates net of party control of the Lower House.ConclusionsFindings support the proposition that the social determinants of health are constructed, at least in part, by the power vested in governments.

Project description:Predicting the behavior of objects in the environment is an important requirement to overcome latencies in the sensorimotor system and realize precise actions in rapid situations. Internal forward models that were acquired during motor training might not only be used for efficiently controlling fast motor behavior but also to facilitate extrapolation performance in purely perceptual tasks. In this study, we investigated whether preceding virtual cart-pole balancing training facilitates the ability to extrapolate the virtual pole motion. Specifically, subjects had to report the expected pole orientation after an occlusion of the pole of 900ms duration. We compared a group of 10 subjects, proficient in performing the virtual cart-pole balancing task, to 10 naïve subjects without motor experience in cart-pole balancing task. Our results demonstrate that preceding motor training increases the accuracy of pole movement extrapolation, although extrapolation is not trained explicitly. Additionally, we modelled subjects' behaviors and show that the difference in extrapolation performance can be explained by individual differences in the accuracy of internal forward models. When subjects are provided with feedback about the true orientation of the pole after the occlusion in a second phase of the experiment, both groups improve rapidly. The results indicate that the perceptual capability to extrapolate the state of the cart-pole system accurately is implicitly trained during motor learning. We discuss these results in the context of shared representations and action-perception transfer.

An Openly searchable and navigable network of bibliographic information and associated knowledge representations, a Bibliographic Knowledge Network, across all branches of Science, Technology and Medicine, has been designed and initiated. For this large scale endeavour, the engagement and cooperation of the multiple stakeholders in STM publishing - authors, librarians, publishers and administrators - is sought.

Project description:In 2020, almost 50% of dictatorships included multiple parties in their government. Existing research has not studied this systematically, and generally considers granting outsiders access to ministerial cabinets a risky and costly strategy. This article provides evidence of authoritarian multiparty governments (AMGs) being a global and increasingly common phenomena. We argue that AMGs are a power-sharing strategy whereby autocrats co-opt outsiders through cabinet appointments to divide the opposition and consolidate their rule. Using individual-level data on ministers' partisan affiliation in autocracies worldwide, we show that AMGs positively correlate with ethnic divides, civil war, and "democratic" institutions, and we use new measures of power sharing to demonstrate that coalition partners often exert a real influence through their ministerial mandates. Our findings suggest that AMG is an overlooked survival strategy for autocrats and highlight the need to focus more on the organization and composition of the political executive in autocracies.
