Assessment of Welfare in Zoo Animals: Towards Optimum Quality of Life.

ABSTRACT: Zoos are required to maintain a high standard of animal welfare, and this can be assessed using a combination of resource-based and animal-based indices usually divided into behavioural indicators, physiological indicators and clinical/pathological signs. Modern animal welfare assessments should aim to encompass positive affective states and the indicators that are useful in assessing these are discussed. When developing factors to be scored for each species, there is huge variability in the available information about the natural biology for some zoo species and even less information concerning those animals in captivity. Wild baselines are not always the most accurate indicator of what is right for an animal in captivity, which makes the identification of factors to include within species-specific welfare assessment even more challenging. When planning a welfare strategy for any species, it is important that the full range of their biological requirements and needs are considered, but this can be challenging for some zoo species and it is not possible to define a “one size fits all” welfare strategy. The different approaches for welfare assessment are reviewed, including the development of the Animal Welfare Assessment Grid which offers an evidence-based tool for continual welfare assessment, using technology where appropriate, to facilitate decision making and lead to improvements in the animals’ quality of life.

Project description:Existing animal welfare standards for legislation and food certification programmes are primarily designed to avoid harms to the livestock, with minimal consideration given to their behavioural freedoms. Recent research has shown, however, that animal welfare should not only be evaluated by the absence of negative states but also by the presence of "good life" or positive experiences enjoyed by animals. The objective of the present study is to investigate the scientific validity and on-farm cost implications of utilising potential input-based measures of positive welfare as part of evaluation criteria for farm assurance schemes. Building upon the Farm Animal Welfare Council's concept of good life opportunities, an assessment was undertaken on 49 noncaged laying hen farms across the UK by measuring on-farm resources to facilitate positive experiences alongside commonly measured metrics for welfare outcomes. The financial cost of providing these resources on each enterprise was also estimated using a farm-scale costing tool. The results suggested that 63% of resource needs that facilitate the behaviour opportunities of laying hens are already being provided by these producers, far above legal and commercial requirements. This practice attracts no reward mechanism or direct financial benefit under the current market structure. Additional provision of opportunities was positively associated with behavioural outcomes, but only limited impact was observed on health and productivity measures. Economic modelling indicated that significant room exists to further improve welfare scores on these farms, on average by 97%, without incurring additional costs. Together we argue that these results can be seen as evidence of market failure since producers are providing positive welfare value to society that is not being currently recognised. It is therefore contended that measuring and rewarding the supply of good life opportunities could be a novel policy instrument to create an effective marketplace that appropriately recognises high welfare production.

Project description:PurposeThis study seeks to provide a framework for integrating animal welfare as a fourth pillar into a life cycle sustainability assessment and presents three alternative animal welfare indicators.MethodsAnimal welfare is assessed during farm life and during slaughter. The indicators differ in how they value premature death. All three consider (1) the life quality of an animal such as space allowance, (2) the slaughter age either as life duration or life fraction, and (3) the number of animals affected for providing a product unit, e.g. 1 Mcal. One of the indicators additionally takes into account a moral value denoting their intelligence and self-awareness. The framework allows for comparisons across studies and products and for applications at large spatial scales. To illustrate the framework, eight products were analysed and compared: beef, pork, poultry, milk, eggs, salmon, shrimps, and, as a novel protein source, insects.Results and discussionInsects are granted to live longer fractions of their normal life spans, and their life quality is less compromised due to a lower assumed sentience. Still, they perform worst according to all three indicators, as their small body sizes only yield low product quantities. Therefore, we discourage from eating insects. In contrast, milk is the product that reduces animal welfare the least according to two of the three indicators and it performs relatively better than other animal products in most categories. The difference in animal welfare is mostly larger for different animal products than for different production systems of the same product. This implies that, besides less consumption of animal-based products, a shift to other animal products can significantly improve animal welfare.ConclusionsWhile the animal welfare assessment is simplified, it allows for a direct integration into life cycle sustainability assessment. There is a trade-off between applicability and indicator complexity, but even a simple estimate of animal welfare is much better than ignoring the issue, as is the common practice in life cycle sustainability assessments. Future research should be directed towards elaborating the life quality criterion and extending the product coverage.

Project description:IntroductionMaintaining a high level of animal welfare is essential in zoos, sanctuaries and aquaria for ethical, legislative and functional reasons. Therefore, it is necessary to have welfare assessment protocols that can be incorporated into daily management programs. Currently, there are different approaches to assessing animal welfare in zoos. Those that can be applied to multiple species consist of checklists or qualitative assessments, with limitations, especially regarding the lack of guidance in the selection and interpretation of indicators. Validated protocols also exist, but they are for very few wild species. This study aimed to develop, test in the field, and describe an animal welfare assessment protocol for wild animals under human care, that can be applied to multiple species, intended to overcome the use of generic welfare checklists and offer an alternative to challenging and time consuming species-specific tools.MethodsThe development process consisted of the elaboration of a protocol, substantiated by published literature on zoo animal welfare and multidisciplinary focus group work, and its on-field feasibility test. This was performed on 14 species of different taxa housed in an Argentinian zoo. The protocol was structured in two forms: an initial form to serve as scan using various animal-based (ABM), resource-based (RBM), and management-based measurements (MBM), and a follow-up form using exclusively ABM. The protocol also included a user's manual with information about preliminary preparation, equipment required, steps from arrival until completion, and details on how to assess each indicator. The scoring method consisted in rating each indicator on a 3-point scale.Results23 ABM, 19 RBM, and three MBM were tested and selected to integrate Ackonc-AWA, a multidimensional protocol covering the five animal welfare domains and applicable to multiple species.DiscussionThis protocol was entirely developed in Spanish and can be applied noninvasively and at a low cost, which constitute features of high relevance for Latin America. Further applications of the described welfare assessment tool in other species and different institutional contexts will reinforce the validation of the proposed measurements and allow the systematic and routine evaluation of animal welfare in zoos.

Project description:The Five Freedoms have had major impact on animal welfare thinking internationally. However, despite clear initial statements that the words 'freedom from' should indicate 'as free as possible from', the Freedoms have come to be represented as absolute or fundamental freedoms, even rights, by some animal advocate and other groups. Moreover, a marked increase in scientific understanding over the last two decades shows that the Freedoms do not capture the more nuanced knowledge of the biological processes that is germane to understanding animal welfare and which is now available to guide its management. For example, the named negative experiences of thirst, hunger, discomfort and pain, and others identified subsequently, including breathlessness, nausea, dizziness, debility, weakness and sickness, can never be eliminated, merely temporarily neutralised. Each one is a genetically embedded element that motivates animals to behave in particular ways to obtain specific life-sustaining resources, avoid or reduce physical harm or facilitate recovery from infection or injury. Their undoubted negativity creates a necessary sense of urgency to respond, without which animals would not survive. Also, the temporary neutralisation of these survival-critical affects does not in and of itself generate positive experience. This questions the commonly held assumption that good animal welfare will result when these internally generated negative affects are minimised. Animals may also experience other negative affects that include anxiety, fear, panic, frustration, anger, helplessness, loneliness, boredom and depression. These situation-related affects reflect animals' perceptions of their external circumstances. Although they are elicited by threatening, cramped, barren and/or isolated conditions, they can often be replaced by positive affects when animals are kept with congenial others in spacious, stimulus-rich and safe environments which provide opportunities for them to engage in behaviours they find rewarding. These behaviours may include environment-focused exploration and food acquisition activities as well as animal-to-animal interactive activities, all of which can generate various forms of comfort, pleasure, interest, confidence and a sense of control. Animal welfare management should aim to reduce the intensity of survival-critical negative affects to tolerable levels that nevertheless still elicit the required behaviours, and should also provide opportunities for animals to behave in ways they find rewarding, noting that poor management of survival-critical affects reduces animals' motivation to utilize such rewarding opportunities. This biologically more accurate understanding provides support for reviewing the adequacy of provisions in current codes of welfare or practice in order to ensure that animals are given greater opportunities to experience positive welfare states. The purpose is to help animals to have lives worth living, which is not possible when the predominant focus of such codes is on survival-critical measures. Finally, an updated characterisation of animal welfare that incorporates this more accurate understanding is presented.
