Project description:The purposes are to use water resources efficiently and ensure the sustainable development of social water resources. The edge computing technology and GIS (Geographic Information Science) image data are combined from the perspective of sustainable development. A prediction model for the water resources in the irrigation area is constructed. With the goal of maximizing comprehensive benefits, the optimal allocation of water quality and quantity of water resources is determined. Finally, the actual effect of the model is verified through specific instance data in a province. Results demonstrate that the proposed irrigation area ecological prediction model based on edge computing and GIS images can provide better performance than other state of the art models on water resources prediction. Specifically, the accuracy can remain above 90%. The proposed model for ecological water demand prediction in the irrigation area and optimal allocation of water resources is based on the principle of quality water supply. The optimal allocation of water resources reveals the sustainable development ideas and the requirements of the optimal allocation model, which is very reasonable. The improvement of the system is effective and feasible, and the optimal allocation results are reasonable. This allocation model aims at the water quality and quantity conditions, water conservancy project conditions, and specific water demand requirements in the study area. The calculation results have great practicability and a strong guiding significance for the sustainable utilization and management of the irrigation area.

Project description:A novel newsvendor model-based framework for regional industrial water resources allocation that considers uncertainties in water supply and demand was proposed in this study. This framework generates optimal water allocation schemes while minimizing total costs. The total cost of water allocation consists of the allocated water cost, the opportunity loss for not meeting water demand, and the loss of the penalty for exceeding water demand. The uncertainties in water demand and supply are expressed by cumulative distribution functions. The optimal water allocation for each water use sector is determined by the water price, the unit loss of the penalty and opportunity loss, and the cumulative distribution functions. The model was then applied to monthly water allocation for domestic, industrial, and agricultural water use in two counties of Huizhou City, China, whose water supply mainly depends on Baipenzhu Reservoir. The water demand for each water use sector and the monthly reservoir inflow showed good fits with the uniform and P-III distributions, respectively. The water demand satisfied ratio for each water use sector was stable and increased for the optimal water allocation scheme from the newsvendor model-based framework, and the costs were lower compared with the actual water allocation scheme. The novel framework is characterized by less severe water shortages, lower costs, and greater similarity to actual water use compared with the traditional deterministic multi-objective analysis model, and demonstrates strong robustness in the advantages of lower released surplus water and higher water demand satisfied ratio. This novel framework yields the optimal water allocation for each water use sector by integrating the properties of the market (i.e., determining the opportunity loss for not meeting water demand) with the government (i.e., determining the water price and the loss of the penalty for exceeding water demand) under the strictest water resources management systems.

Project description:Under different environmental stresses, bacteria optimize the allocation of cellular resources through a variety of mechanisms. Recently, researchers have used phenomenological models to quantitatively characterize the allocation of bacterial protein resources under metabolic and translational limitations. Some stresses interfere with protein maturation, thereby enhancing the expression of chaperones and proteases. However, the reallocation of protein resources caused by such environmental stresses has not been modeled quantitatively. Here, we developed a dynamic model of coarse-grained protein resource fluxes based on a self-replicator that includes protein maturation and degradation. Through flux balance analysis, it produces a constrained optimization problem that can be solved analytically. Accordingly, we predicted protein allocation fractions as functions of growth rate under different limitations, which are basically in line with empirical data. We cultured Escherichia coli in media containing different concentrations of chloramphenicol, acetic acid, and paraquat and measured the functional relationship between the expression level of β-galactosidase driven by a constitutive promoter and the bacterial growth rate, respectively. Taking into account the possible mode of stress limitation on the fluxes, our model reproduces this experimentally measured relationship. In addition, our model is in good agreement with the experimental relationship between growth rate and proteome fraction of unnecessary protein in E. coli, considering the unoptimized upregulation of chaperones with useless protein overexpression. The results provide a more systematic view of bacterial stress adaptation that may help in designing for bioengineering or medical interventions.

Project description:This paper presents a simple bi-level multi-objective linear program (BLMOLP) with a hierarchical structure consisting of reservoir managers and several water use sectors under a multi-objective framework for the optimal allocation of limited water resources. Being the upper level decision makers (i.e., leader) in the hierarchy, the reservoir managers control the water allocation system and tend to create a balance among the competing water users thereby maximizing the total benefits to the society. On the other hand, the competing water use sectors, being the lower level decision makers (i.e., followers) in the hierarchy, aim only to maximize individual sectoral benefits. This multi-objective bi-level optimization problem can be solved using the simultaneous compromise constraint (SICCON) technique which creates a compromise between upper and lower level decision makers (DMs), and transforms the multi-objective function into a single decision-making problem. The bi-level model developed in this study has been applied to the Swat River basin in Pakistan for the optimal allocation of water resources among competing water demand sectors and different scenarios have been developed. The application of the model in this study shows that the SICCON is a simple, applicable and feasible approach to solve the BLMOLP problem. Finally, the comparisons of the model results show that the optimization model is practical and efficient when it is applied to different conditions with priorities assigned to various water users.

Project description:Global warming and anthropogenic changes can result in the heterogeneity of water availability in the spatiotemporal scale, which will further affect the allocation of water resources. A lot of researches have been devoted to examining the responses of water availability to global warming while neglected future anthropogenic changes. What's more, only a few studies have investigated the response of optimal allocation of water resources to the projected climate and anthropogenic changes. In this study, a cascade model chain is developed to evaluate the impacts of projected climate change and human activities on optimal allocation of water resources. Firstly, a large set of global climate models (GCMs) associated with the Daily Bias Correction (DBC) method are employed to project future climate scenarios, while the Cellular Automaton-Markov (CA-Markov) model is used to project future Land Use/Cover Change (LUCC) scenarios. Then the runoff simulation is based on the Soil and Water Assessment Tool (SWAT) hydrological model with necessary inputs under the future conditions. Finally, the optimal water resources allocation model is established based on the evaluation of water supply and water demand. The Han River basin in China was selected as a case study. The results show that: (1) the annual runoff indicates an increasing trend in the future in contrast with the base period, while the ascending rate of the basin under RCP 4.5 is 4.47%; (2) a nonlinear relationship has been identified between the optimal allocation of water resources and water availability, while a linear association exists between the former and water demand; (3) increased water supply are needed in the water donor area, the middle and lower reaches should be supplemented with 4.495 billion m3 water in 2030. This study provides an example of a management template for guiding the allocation of water resources, and improves understandings of the assessments of water availability and demand at a regional or national scale.

Project description:BACKGROUND:Health resources are limited, which means spending should be focused on the people, places and programs that matter most. Choosing the mix of programs to maximize a health outcome is termed allocative efficiency. Here, we extend the methodology of allocative efficiency to answer the question of how resources should be distributed among different geographic regions. METHODS:We describe a novel geographical optimization algorithm, which has been implemented as an extension to the Optima HIV model. This algorithm identifies an optimal funding of services and programs across regions, such as multiple countries or multiple districts within a country. The algorithm consists of three steps: (1) calibrating the model to each region, (2) determining the optimal allocation for each region across a range of different budget levels, and (3) finding the budget level in each region that minimizes the outcome (such as reducing new HIV infections and/or HIV-related deaths), subject to the constraint of fixed total budget across all regions. As a case study, we applied this method to determine an illustrative allocation of HIV program funding across three representative oblasts (regions) in Ukraine (Mykolayiv, Poltava, and Zhytomyr) to minimize the number of new HIV infections. RESULTS:Geographical optimization was found to identify solutions with better outcomes than would be possible by considering region-specific allocations alone. In the case of Ukraine, prior to optimization (i.e. with status quo spending), a total of 244,000 HIV-related disability-adjusted life years (DALYs) were estimated to occur from 2016 to 2030 across the three oblasts. With optimization within (but not between) oblasts, this was estimated to be reduced to 181,000. With geographical optimization (i.e., allowing reallocation of funds between oblasts), this was estimated to be further reduced to 173,000. CONCLUSIONS:With the increasing availability of region- and even facility-level data, geographical optimization is likely to play an increasingly important role in health economic decision making. Although the largest gains are typically due to reallocating resources to the most effective interventions, especially treatment, further gains can be achieved by optimally reallocating resources between regions. Finally, the methods described here are not restricted to geographical optimization, and can be applied to other problems where competing resources need to be allocated with constraints, such as between diseases.

Project description:Nutrient intake is often measured with substantial error both in commonly used surrogate instruments such as a food frequency questionnaire (FFQ) and in gold standard-type instruments such as a diet record (DR). If there is a correlated error between the FFQ and DR, then standard measurement error correction methods based on regression calibration can produce biased estimates of the regression coefficient (?) of true intake on surrogate intake. However, if a biomarker exists and the error in the biomarker is independent of the error in the FFQ and DR, then the method of triads can be used to obtain unbiased estimates of ?, provided that there are replicate biomarker data on at least a subsample of validation study subjects. Because biomarker measurements are expensive, for a fixed budget, one can use a either design where a large number of subjects have one biomarker measure and only a small subsample is replicated or a design that has a smaller number of subjects and has most or all subjects validated. The purpose of this paper is to optimize the proportion of subjects with replicated biomarker measures, where optimization is with respect to minimizing the variance of ln(??). The methodology is illustrated using vitamin C intake data from the European Prospective Investigation into Cancer and Nutrition study where plasma vitamin C is the biomarker. In this example, the optimal validation study design is to have 21% of subjects with replicated biomarker measures.

Project description:The uncertainty in climate change and high water demand pose pressure on the natural water resources supply. Not only does this require better understanding but also a call for immediate interventions, mitigation and adaptive measures. This study evaluates catchment water resources in the Luwombwa sub-catchment in Zambia through statistical analysis in the downscaling of past, present and future climatic variables from the CMIP6 climatic model. These variables are then integrated into WEAP - a semi-distributed hydrological and water evaluation model - to perform water demand and allocation scenario modelling. Mult-site calibration and validation were conducted on five selected micro-catchments within Luwombwa sub-catchment. The model performance was assessed usng the R2, NSE and PBIAS as the objective functions. Satisfactory values of 92 % for R2, 82 % for NSE and 6.9 % for PBIAS were achieved. This allowed for scenario modelling on water demand and allocation among competing users. Three future scenarios (2022-2050) were developed from the historical to baseline (1988-2022) and included state of water resources availability under climate change, expansion of irrigation area and impact of dam construction in the sub-catchment. The study reveals a decrease of 20 % in sub-catchment's water availability resulting from 9.3 % (equivalent to 4oC) rise in maximum temperature and 4.5 % reduction in rainfall within the entire sub-catchment. This is especially under the persistence of SSP370 climate variability scenario projections downscaled from four GCM models by the year 2050. The study further revealed that the change point for anticipated future climate extremes is likely to occur between 2027 and 2030. The results are indicative of downward trends in streamflow under climate change and socioeconomic development leading to increase in water value and water scarcity. The insights from the study are critical to inform formulation of effective catchment water resources management strategies such as the development of management plans and adapation measures in the face of climate change and the needs for different stakeholders involvement.

Project description:Farmland management and irrigation scheduling are vital to a productive agricultural economy. A multistage stochastic programming model is proposed to maximize farmers' annual profit under uncertainty. The uncertainties considered include crop prices, irrigation water availability, and precipitation. During the first stage, pre-season decisions including seed type and plant density are made, while determinations of when to irrigate and how much water to be used for each irrigation are made in the later stages. The presented case study, based on a farm in Nebraska, U.S.A., showed that a 10% profit increase could be achieved by taking the corn price and irrigation water availability uncertainties into consideration using two-stage stochastic programming. An additional 13% profit increase could be achieved by taking precipitation uncertainty into consideration using multistage stochastic programming. The stochastic model outperforms the deterministic model, especially when there are limited water supplies. These results indicate that multistage stochastic programming is a promising method for farm-scale irrigation management and can increase farm profitability.

Project description:Vaccination is an effective way to prevent an epidemic. It results in immunity for the vaccinated individuals, but it also reduces the infection pressure for unvaccinated people. Thus people may actually escape infection without being vaccinated: the so-called "herd effect." We analytically study the relation between the herd effect and the vaccination fraction for the seminal SIR compartmental model, which consists of a set of differential equations describing the time course of an epidemic. We prove that the herd effect is in general convex-concave in the vaccination fraction and give precise conditions on the epidemic for the convex part to arise. We derive the significant consequences of these structural insights for allocating a limited vaccine stockpile to multiple non-interacting populations. We identify for each population a unique vaccination fraction that is most efficient per dose of vaccine: our dose-optimal coverage. We characterize the solution of the vaccine allocation problem and we show the crucial importance of the dose-optimal coverage. A single dose of vaccine may be a drop in the ocean, but multiple doses together can save a population. To benefit from this, policy makers should select a subset of populations to which the vaccines are allocated. Focusing on a limited number of populations can make a significant difference, whereas allocating equally to all populations would be substantially less effective.
