A global multi-hazard risk analysis of road and railway infrastructure assets.

ABSTRACT: Transport infrastructure is exposed to natural hazards all around the world. Here we present the first global estimates of multi-hazard exposure and risk to road and rail infrastructure. Results reveal that ~27% of all global road and railway assets are exposed to at least one hazard and ~7.5% of all assets are exposed to a 1/100 year flood event. Global Expected Annual Damages (EAD) due to direct damage to road and railway assets range from 3.1 to 22 billion US dollars, of which ~73% is caused by surface and river flooding. Global EAD are small relative to global GDP (~0.02%). However, in some countries EAD reach 0.5 to 1% of GDP annually, which is the same order of magnitude as national transport infrastructure budgets. A cost-benefit analysis suggests that increasing flood protection would have positive returns on ~60% of roads exposed to a 1/100 year flood event.

Seismic hazard analysis and financial impact assessment of railway infrastructure in the US West Coast: A machine learning approach.

Project description:This research examines the seismic hazard impact on railway infrastructure along the U.S. West Coast (Washington, Oregon and California), using machine learning to explore how measures of seismic hazard such as fault density, earthquake frequency, and ground shaking relate to railway infrastructure accidents. By comparing linear and non-linear models, it finds non-linear approaches superior, particularly noting that higher fault densities and stronger peak ground shaking correlate with increased infrastructure accident rates. Shallow earthquakes with magnitudes of 3.5 or greater and hypocentral depths <20 km also exhibit a pronounced correlation with the incidence of railway infrastructure accidents The study extends to financial impact analysis through Net Present Value and Monte Carlo Simulation, and evaluates damage costs from 2000-2023 to guide financial planning and risk management strategies. It highlights the crucial role of advanced financial tools in optimizing maintenance and long-term planning that could result in better preparedness in high seismic hazard regions and emphasizes the need for robust risk management strategies in enhancing railway operational safety that considers the local and regional tectonic and seismic activity and local ground shaking intensity.

Global multi-hazard risk assessment in a changing climate.

Project description:Natural hazards pose significant risks to people and assets in many regions of the world. Quantifying associated risks is crucial for many applications such as adaptation option appraisal and insurance pricing. However, traditional risk assessment approaches have focused on the impacts of single hazards, ignoring the effects of multi-hazard risks and potentially leading to underestimations or overestimations of risks. In this work, we present a framework for modelling multi-hazard risks globally in a consistent way, considering hazards, exposures, vulnerabilities, and assumptions on recovery. We illustrate the approach using river floods and tropical cyclones impacting people and physical assets on a global scale in a changing climate. To ensure physical consistency, we combine single hazard models that were driven by the same climate model realizations. Our results show that incorporating common physical drivers and recovery considerably alters the multi-hazard risk. We finally demonstrate how our framework can accommodate more than two hazards and integrate diverse assumptions about recovery processes based on a national case study. This framework is implemented in the open-source climate risk assessment platform CLIMADA and can be applied to various hazards and exposures, providing a more comprehensive approach to risk management than conventional methods.

Road Infrastructure and Primate Conservation: Introducing the Global Primate Roadkill Database.

Project description:As road infrastructure networks rapidly expand globally, especially in the tropics, previously continuous habitats are being fragmented, resulting in more frequent wildlife-vehicle collisions (WVC). Primates are widespread throughout many sub-/tropical countries, and as their habitats are fragmented, they are increasingly at risk of WVC. We created the Global Primate Roadkill Database (GPRD), the largest available standardized database of primate roadkill incidents. We obtained data from published papers, un-published and citizen science databases, anecdotal reports, news reports, and social media posts. Here, we describe the collection methods for the GPRD and present the most up-to-date version of the database in full. For each primate roadkill incident, we recorded the species killed, the exact location, and the year and month the roadkill was observed. At the time of publication, the GPRD includes 2862 individual primate roadkill records from 41 countries. As primates range in more than twice as many countries, the absence of data from these countries is not necessarily indicative of a lack of primate vehicular collisions. Given the value of these data for addressing both local and global research questions, we encourage conservationists and citizen scientists to contribute to the GPRD so that, together, we can better understand the impact road infrastructure has on primates and evaluate measures which may help mitigate risk-prone areas or species.

Rainfall-induced hydroplaning risk over road infrastructure of the continental USA.

Project description:Extreme rainfall causes transient ponding on roads, which increases the risk of vehicle accidents due to hydroplaning (HP), a phenomenon characterized by reduced friction between the pavement surface and the tires of moving vehicles. Before mitigation plans are drawn, it is important to first assess the spatio-temporal patterns of hydroplaning risk (HpR). This study quantifies HpR over the entire continental USA considering the coupled role of precipitation characteristics and pavement properties. Results show the southern United States to be a primary hotspot of HpR. About 22% of road sections experiencing HpR exhibit an increasing trend in the annual occurrence of HP events with time, indicating a riskier future ahead. Alarmingly, road sections that either experience higher HpR or increasing trend in annual occurrences of HP events are the ones with sizeable traffic. These results emphasize the need to prioritize HP-aware road design, traffic management, and signage in regions with high or fast-evolving risks.

A new method to compile global multi-hazard event sets.

Project description:This study presents a new method, the MYRIAD-Hazard Event Sets Algorithm (MYRIAD-HESA), that compiles historically-based multi-hazard event sets. MYRIAD-HESA is a fully open-access method that can create multi-hazard event sets from any hazard events that occur on varying time, space, and intensity scales. In the past, multi-hazards have predominately been studied on a local or continental scale, or have been limited to specific hazard combinations, such as the combination between droughts and heatwaves. Therefore, we exemplify our approach by compiling a global multi-hazard event set database, spanning from 2004 to 2017, which includes eleven hazards from varying hazard classes (e.g. meteorological, geophysical, hydrological and climatological). This global database provides new scientific insights on the frequency of different multi-hazard events and their hotspots. Additionally, we explicitly incorporate a temporal dimension in MYRIAD-HESA, the time-lag. The time-lag, or time between the occurrence of hazards, is used to determine potentially impactful events that occurred in close succession. Varying time-lags have been tested in MYRIAD-HESA, and are analysed using North America as a case study. Alongside the MYRIAD-HESA, the multi-hazard event sets, MYRIAD-HES, is openly available to further increase the understanding of multi-hazard events in the disaster risk community. The open-source nature of MYRIAD-HESA provides flexibility to conduct multi-risk assessments by, for example, incorporating higher resolution data for an area of interest.

Flow assignment model for quantitative analysis of diverting bulk freight from road to railway.

Project description:Since railway transport possesses the advantage of high volume and low carbon emissions, diverting some freight from road to railway will help reduce the negative environmental impacts associated with transport. This paper develops a flow assignment model for quantitative analysis of diverting truck freight to railway. First, a general network which considers road transportation, railway transportation, handling and transferring is established according to all the steps in the whole transportation process. Then general functions which embody the factors which the shippers will pay attention to when choosing mode and path are formulated. The general functions contain the congestion cost on road, the capacity constraints of railways and freight stations. Based on the general network and general cost function, a user equilibrium flow assignment model is developed to simulate the flow distribution on the general network under the condition that all shippers choose transportation mode and path independently. Since the model is nonlinear and challenging, we adopt a method that uses tangent lines to constitute envelope curve to linearize it. Finally, a numerical example is presented to test the model and show the method of making quantitative analysis of bulk freight modal shift between road and railway.

Influence of infrastructure, ecology, and underpass-dimensions on multi-year use of Standard Gauge Railway underpasses by mammals in Tsavo, Kenya.

Project description:Rail and road infrastructure is essential for economic growth and development but can cause a gradual loss in biodiversity and degradation of ecosystem function and services. We assessed the influence of underpass dimensions, fencing, proximity to water and roads, Normalized Difference Vegetation Index (NDVI), presence of other species and livestock on underpass use by large and medium-sized mammals. Results revealed hyenas and leopards used the underpasses more than expected whereas giraffes and antelopes used the underpasses less than expected. Generalized linear mixed-effects models revealed that underpass height influenced use by wildlife, with several species preferring to use taller underpasses. Electric fencing increased underpass use by funneling species towards underpasses, except for elephants and black-backed jackal for which it reduced underpass passage. We also found that the use of underpasses by livestock reduced the probability of use by nearly 50% for wildlife species. Carnivore species were more likely to cross underpasses used by their prey. Buffalo, livestock, and hyenas used underpasses characterized by vegetation with higher NDVI and near water sources while baboons, dik-diks and antelope avoided underpasses with high NDVI. Our findings suggest a need for diverse and comprehensive approaches for mitigating the negative impacts of rail on African wildlife.

Spatial mismatch analysis among hotspots of alien plant species, road and railway networks in Germany and Austria.

Project description:Road and railway networks are pervasive elements of all environments, which have expanded intensively over the last century in all European countries. These transportation infrastructures have major impacts on the surrounding landscape, representing a threat to biodiversity. Roadsides and railways may function as corridors for dispersal of alien species in fragmented landscapes. However, only few studies have explored the spread of invasive species in relationship to transport network at large spatial scales. We performed a spatial mismatch analysis, based on a spatially explicit correlation test, to investigate whether alien plant species hotspots in Germany and Austria correspond to areas of high density of roads and railways. We tested this independently of the effects of dominant environments in each spatial unit, in order to focus just on the correlation between occurrence of alien species and density of linear transportation infrastructures. We found a significant spatial association between alien plant species hotspots distribution and roads and railways density in both countries. As expected, anthropogenic landscapes, such as urban areas, harbored more alien plant species, followed by water bodies. However, our findings suggested that the distribution of neobiota is strongest correlated to road/railways density than to land use composition. This study provides new evidence, from a transnational scale, that alien plants can use roadsides and rail networks as colonization corridors. Furthermore, our approach contributes to the understanding on alien plant species distribution at large spatial scale by the combination with spatial modeling procedures.

Toward a framework for systemic multi-hazard and multi-risk assessment and management.

Project description:In our increasingly interconnected world, natural hazards and their impacts spread across geographical, administrative, and sectoral boundaries. Owing to the interrelationships between multi-hazards and socio-economic dimensions, the impacts of these types of events can surmount those of multiple single hazards. The complexities involved in tackling multi-hazards and multi-risks hinder a more holistic and integrative perspective and make it difficult to identify overarching dimensions important for assessment and management purposes. We contribute to this discussion by building on systemic risk research, especially the focus on interconnectedness, and suggest ways forward for an integrated multi-hazard and multi-risk framework that should be beneficial in real-world applications. In this article, we propose a six-step framework for analyzing and managing risk across a spectrum ranging from single-to multi- and systemic risk.

Application of a Multi-Hazard Risk Assessment for Local Planning.

Project description:The utility of a multi-hazard risk-scape at the county level is significant for county, state, regional, and national policy makers who rely on broad and consistent assessments of hazard exposure and losses. In previous work, the Patterns of Risk using an Integrated Spatial Multi-Hazard (PRISM) approach creates an index of county risk for this purpose. While helpful across large areas, the approach lacks information needed at more localized scales. In this paper, we employ the PRISM approach to all 2015 census tracts in the US. Use of a land-cover approach, with spatial extents and modeled data from 11 natural and 4 technological hazard types, determines spatial exposures. Furthermore, census counts allow for the estimation of population exposures in each tract by hazard type. The results of the tract-level index reveal exposure patterns that contrast the original PRISM model, with a concentration of risk shifting eastward. The distribution of land-cover and population exposure more closely resemble the county index, revealing the importance of scale and land-cover considerations, along with the need for additional investigation of risk drivers. We provide an application of the risk and multi-hazard exposures in two major metropolitan areas to demonstrate utility of the approach at this scale.
