Project description:The Panel on Plant Health performed a pest categorisation of the spider mite Oligonychus perditus Pritchard and Baker (1955) (Acari, Tetranychidae), for the EU. O. perditus is a well-defined and distinguishable species, native to China, Japan, Korea and Taiwan, and recognised mainly as a pest of Juniperus spp., Chamaecyparis spp. and Platycladus spp. It is absent from the EU and is listed in Annex IIAI of Directive 2000/29/EC. Its host plants, Juniperus spp. and Chamaecyparis spp., are also listed in Annex III of Directive 2000/29/EC. Plants for planting, cut flowers and branches are considered as pathways for this pest, which is also able to disperse naturally with the wind, over rather short distances. O. perditus has repeatedly been intercepted in the EU but does not appear to have established, although a small population of O. perditus survived 8 years on a single imported plant in the Netherlands. As the host range of O. perditus coincides with that of the closely related cosmopolitan Oligonychus ununguis, which occurs in the EU, it is quite likely that the presence of O. perditus in the EU would cause little additional damage. Cultural control (sanitation and destruction of infested material) and chemical control (acaricides, e.g. abamectin) are the major control methods. All criteria assessed by EFSA for consideration as a potential quarantine pest are met, though there are some uncertainties regarding impacts. The species is presently absent from the EU, and thus, the criteria for consideration as a potential regulated non-quarantine pest are not met.

Project description:Following a request from the European Commission, the EFSA Panel on Plant Health performed a pest categorisation of Clavibacter sepedonicus, a well-defined and distinguishable bacterial plant pathogen of the family Microbacteriaceae. C. sepedonicus causes bacterial ring rot of potato and is reported from North America, Asia and Europe. The bacterium is mostly tuber transmitted, but it can also enter host plants through wounds or via contaminated equipment. C. sepedonicus is regulated in Council Directive 2000/29/EC (Annex IAII, as Clavibacter michiganensis subsp. sepedonicus) as a harmful organism whose introduction into the EU is banned. In addition, Council Directive 1993/85/EEC concerns the measures to be taken within EU Member States (MS) against C. sepedonicus to (a) detect it and determine its distribution, (b) prevent its occurrence and spread, and (c) control it with the aim of eradication. The pest is present in several EU MS, but in all cases with a restricted distribution and under official control. C. sepedonicus could enter the EU and spread primarily via host plants for planting (i.e. potato tubers). The pest could establish in the EU, as the main host (potato) is commonly grown and climatic conditions are favourable. Direct potato losses following infection by C. sepedonicus can be substantial and are due to the destruction of the vascular tissue, wilting of the plant and rotting of the tubers. Infected hosts can remain asymptomatic. The main knowledge gaps are the geographic distribution of the pest and the host range. The criteria assessed by the Panel for consideration of C. sepedonicus as a potential quarantine pest are met, while, for regulated non-quarantine pests, the criterion on the widespread presence in the EU is not met.

Project description:The European Commission requested EFSA to conduct a pest categorisation of Grapholita prunivora (Lepidoptera: Tortricidae), an oligophagous moth whose larvae feed mostly on leaves and fruit of different Rosaceae including cultivated apples, plums, cherries and pecans. It overwinters in soil and bark crevices of its host plants. G. prunivora has reliable identification methods, both for adults and immature stages. It occurs in North America, where it can impact pome and stone fruit production, especially when broad spectrum insecticides targeting pome and stone fruit key pests are substituted by more selective crop protection methods (i.e. mating disruption, biological control). G. prunivora is regulated in the EU by EU Directive 2000/29/EC where it is listed in Annex IIAI using the synonym Enarmonia prunivora. Plants for planting, fruit, cut branches, and bark are potential pathways. Most, but not all hosts are regulated, e.g. pecan (Carya sp.). There are no records of interception of this species on Europhyt. Biotic and abiotic conditions are conducive for establishment and spread of G. prunivora in the EU. Therefore, were G. prunivora to establish, impact on pome and stone fruit production could be expected. Considering the criteria within the remit of EFSA to assess its regulatory plant health status, G. prunivora meets with no uncertainties the criteria for consideration as a potential Union quarantine pest (it is absent from the EU, potential pathways exist, and its establishment would cause an economic impact). Given that G. prunivora is not known to occur in the EU, it fails to meet this criterion required for regulated non-quarantine pest (RNQP) status.

Project description:The European Commission requested EFSA to conduct a pest categorisation of Acrobasis pirivorella (Lepidoptera: Pyralidae), a monophagous moth whose larvae exclusively feed on developing buds, flowers, and fruits of cultivated and wild Pyrus spp. A. pirivorella is a species with reliable methods available for identification. A. pirivorella occurs in north-east Asia only, causing significant damage in cultivated pears. It is regulated in the EU by Council Directive 2000/29/EC where it is listed in Annex IIAI. Within this regulation, plants for planting of Pyrus spp. is a closed pathway. This species has never been reported by Europhyt. Fruits and cut branches of Pyrus spp. are open pathways. Biotic and abiotic conditions are conducive for establishment and spread of A. pirivorella in the EU. Were A. pirivorella to establish, impact on pear production is expected. Considering the criteria within the remit of EFSA to assess its regulatory plant health status, A. pirivorella meets the criteria for consideration as a potential Union quarantine pest (it is absent from the EU, potential pathways exist and its establishment would cause an economic impact). Project description:The Panel on Plant Health performed a pest categorisation of Aleurocanthus spp., a well-defined insect genus of the whitefly family Aleyrodidae (Arthropoda: Hemiptera). Difficulties within the taxonomy of the genus give doubt about the ability to accurately identify some members to species level. Nevertheless, the genus is thought to currently include about ninety species mainly reported from tropical and subtropical areas. The genus is listed in Council Directive 2000/29/EC and is regulated on Citrus, Fortunella and Poncirus. Several Aleurocanthus species are highly polyphagous; Aleurocanthus spiniferus has hosts in 38 plant families; Aleurocanthus woglumi has more than 300 hosts including Pyrus, Rosa and Vitis vinifera as well as Citrus. A. spiniferus is present in the EU in restricted areas of Italy and Greece, where it is under official control. No other Aleurocanthus spp. are known to occur in the EU. Host plants for planting, excluding seeds, and cut flowers or branches are the main pathways for entry. Outside of the EU, the genus can be found in regions that have climate types which also occur within the EU, suggesting establishment is possible. Aleurocanthus spp. can be significant pests of crops that are also grown in the EU. Phytosanitary measures are available to reduce the likelihood of entry into the EU, e.g. sourcing host plants for planting from pest free areas. As a genus Aleurocanthus does satisfy all the criteria that are within the remit of EFSA to assess and required by risk managers to give it consideration as a Union quarantine pest. Aleurocanthus does not meet all of the criteria to allow it consideration by risk managers as a Union regulated non-quarantine pest (RNQP). Specifically, Aleurocanthus is not widespread in the EU.

C. sasakii is not currently regulated in the EU although C. niponensis, a valid species of no economic significance that was previously mistakenly synonymised with C. sasakii, is regulated in Annex IIAI of 2000/29 EC. C. sasakii is a well-defined species that is recognised as a major pest of apples, peaches and pears in eastern China, Japan, Korea and Far East Russia. C. sasakii is not known to occur in the EU. Adult C. sasakii emerge in the spring or early summer. Eggs are laid on host fruits. Larvae burrow into the fruit to develop. Infested fruits often drop early. Larvae exit fruit and overwinter in the soil. In the more southern areas of distribution, there can be two or more generations per year. Import of host fruit provides a potential pathway into the EU. C. sasakii occurs in a range of climates in Asia, some of which occur in the EU. Wild and commercially grown hosts are available within the EU. C. sasakii has the potential to establish within the EU where there could be one or two generations per year. Impacts could be expected in apples, pears and other rosaceous fruit crops. The level of impacts would be uncertain. Phytosanitary measures are available to reduce the likelihood of introduction of C. sasakii. C. sasakii meets all the criteria assessed by EFSA PLHP to satisfy the definition of a Union quarantine pest. C. sasakii does not meet the criteria of occurring within the EU, nor plants for planting being the principal means of spread, so does not satisfy all the criteria for it to be regarded as a Union regulated non-quarantine pest (RNQP).

Project description:The Panel on Plant Health performed a pest categorisation of Arrhenodes minutus, a well-defined wood-boring insect species in the family Brentidae (Insecta: Coleoptera). It can be identified using taxonomic keys. A. minutus is only present in southern Canada and eastern USA down to Florida. The main host plants of A. minutus are species of the genera Quercus, Ulmus, Fagus and Populus. The pest larvae bore galleries in the wood, causing structural damage to the timber. The pest is also a vector of the quarantine pest Breziella (Ceratocystis) fagacearum. A. minutus most often lays its eggs in wounded parts of the trees where sap is oozing. The female bores minute holes with her snout and deposits one egg in each of them. The larvae bore a straight gallery against the grain. When the gallery nearly reaches the other side of the bole, it makes a sharp U-turn towards the point of origin. These galleries cause structural damage to the timber. The life cycle lasts generally 3 years, but some individuals develop in 2 years and a few require 4 years. The main pathways are wood and possibly plants for planting. Specific phytosanitary requirements exist for Quercus and Populus only, while Ulmus is regulated in relation to other pests. Establishment would be favoured by the wide distribution of host trees in the EU territory and by climatic conditions locally comparable to those of the pest's native range. A. minutus meets all the criteria assessed by EFSA for consideration as potential Union quarantine pest. The criteria for considering it as a potential Union regulated non-quarantine pest are not met since the species is absent from the EU.

M. farlowii is the causal agent of a leaf and twig rust of hemlocks (Tsuga spp.) in eastern North America. The pathogen is regulated in Council Directive 2000/29/EC (Annex IAI) as a harmful organism whose introduction into the EU is banned. M. farlowii is not reported to be present in Europe and could enter the EU via host plants for planting and cut branches. Cones and fruits are listed as plant parts that can carry the pest in trade and transport, but are not regulated. The pathogen could establish in the EU, as climatic conditions are favourable and Tsuga spp. have been planted as ornamentals and in plantations in several EU countries. M. farlowii would be able to spread following establishment by human movement of host plants for planting and cut branches, as well as natural spread. Should the pathogen be introduced in the EU, impacts can be expected on Tsuga spp. plantations, ornamental trees and especially nurseries. Hemlock rust is considered a destructive rust attacking Tsuga spp., particularly Tsuga canadensis in nurseries. The main uncertainties concern whether the impact of the pathogen in plantations under European conditions could be different than observed in eastern North America, whether fruit/cones of Tsuga can be a pathway of entry, and the dissemination potential of the pathogen under European conditions. However, M. farlowii is found in North America in most of the natural distribution range of T. canadensis, suggesting little dispersal limitation of the pathogen. The criteria assessed by the Panel for consideration as a potential quarantine pest are met, whilst, for regulated non-quarantine pests, the criterion on the pest presence in the EU is not met.

Project description:The EFSA Panel on Plant Health (PLHP) performed a pest categorisation of Spodoptera litura (Lepidoptera: Noctuidae) for the EU. S. litura is widely distributed across South and East Asia and Oceania. It is established in tropical and subtropical regions where there are no, or few, frost days each year. It can extend its range into cooler temperate regions during summer months. S. litura is highly polyphagous feeding on hosts within at least 40 botanical families, including economically important crops within Brassicaceae, Cucurbitaceae, Fabaceae, Malvaceae, Poaceae and Solanaceae. Larvae are primarily leaf feeders and can cause complete defoliation. At high population densities almost all plant parts are eaten. S. litura is a serious pest in the Asia-Pacific region where it causes losses to many economically important cultivated field crops and crops such as eggplants, sweet peppers and tomatoes in protected cultivation. As a species that appears limited by winter temperatures, only a small area of the EU provides climatic conditions where establishment outdoors may be possible although cultivated and wild hosts are distributed across the EU. S. litura has been intercepted in the EU many times on ornamentals and leafy vegetables. Outbreaks have occurred in EU glasshouses and have been eradicated. Phytosanitary measures are available to inhibit entry. S. litura satisfies the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest. S. litura does not meet the criteria of occurring in the EU, and plants for planting being the principal means of spread for it to be regarded as a potential Union regulated non-quarantine pest.

Project description:The Panel on Plant Health performed a pest categorisation of Scaphoideus luteolus, a well-defined phloem sap-feeding insect species in the family Cicadellidae (Insecta: Hemiptera). It can be identified using taxonomic keys. S. luteolus is only present in the eastern part of the USA. The main host plants of S. luteolus are species of the genus Ulmus (U. americana, U. alata, U. bergmanianna, U. szechuanica, U. rubra), but specimens have also been collected on Vitis sp., Salix sp. and Populus sp. The species does not cause damage by itself, but it is the only confirmed vector of the phytoplasma Candidatus Phytoplasma ulmi (CPu), which is present in North America where it causes heavy damage to the local elms, as well as in some European countries where the local elms are considered less susceptible. S. luteolus has three developmental stages (egg, nymph, adult). It overwinters in the egg stage, takes 36-42 days to complete nymphal stage, and adults are found throughout the summer period. Both nymphs and adults are capable of transmitting CPu and, after acquiring the pathogen, remain infective for the rest of their life. The main pathways are cut branches and plants for planting. These pathways are not regulated for the main host, Ulmus, though requirements are in place in relation to other pests on Ulmus. These pathways are also not regulated for Salix. Establishment would be favoured by the wide coverage of Ulmus spp. in the EU territory and by climatic conditions comparable to those of the pest's native range. S. luteolus meets all the criteria assessed by EFSA for consideration as potential Union quarantine pest. The criteria for considering it as a potential Union regulated non-quarantine pest are not met since the species is absent from the EU.
