Formalizing land rights can reduce forest loss: Experimental evidence from Benin.

ABSTRACT: Many countries are formalizing customary land rights systems with the aim of improving agricultural productivity and facilitating community forest management. This paper evaluates the impact on tree cover loss of the first randomized control trial of such a program. Around 70,000 landholdings were demarcated and registered in randomly chosen villages in Benin, a country with a high rate of deforestation driven by demand for agricultural land. We estimate that the program reduced the area of forest loss in treated villages, with no evidence of anticipatory deforestation or negative spillovers to other areas. Surveys indicate that possible mechanisms include an increase in tenure security and an improvement in the effectiveness of community forest management. Overall, our results suggest that formalizing customary land rights in rural areas can be an effective way to reduce forest loss while improving agricultural investments.

Formalizing tenure of Indigenous lands improved forest outcomes in the Atlantic Forest of Brazil.

Project description:Across the globe, the legal land rights and tenure of many Indigenous peoples are yet to be recognized. A growing body of research demonstrates that tenure of Indigenous lands improves livelihoods and protects forests in addition to inherently recognizing human rights. However, the effect of tenure on environmental outcomes has scarcely been tested in regions with high development pressure, such as those with persisting forest-agriculture conflicts. In this paper, we conduct an event study and a difference-in-differences analysis to estimate the average treatment effect of land tenure on forest cover change for 129 Indigenous lands in the Atlantic Forest of Brazil from 1985 to 2019. We found that forest outcomes in Indigenous lands improved following tenure compared to pretenure and that forest outcomes improved in tenured compared to nontenured lands. We also found that formalized tenure, rather than incomplete tenure, was necessary to improve forest outcomes. Our study is the first rigorous analysis of the effect of tenure on Indigenous lands in the globally important Atlantic Forest biome and contributes to a growing body of literature on the role of rights-based approaches to conservation. The evidence presented in this study may support efforts to secure the legal rights and autonomy of Indigenous peoples.

Global property rights and land use efficiency.

Project description:The study investigates the global impact of land property rights on land use efficiency (LUE), as measured by the key indicator for United Nations Sustainable Development Goal 11.3.1, namely Land Consumption Rate to Population Growth Rate. By utilizing human-land change data from 165 countries spanning the period between 1990 and 2020, we have developed a fixed effects model and employed legal origins as an instrumental variable to examine the influence of land property rights security on LUE. Our findings demonstrate that the security of land property rights significantly influences LUE, with common law countries exhibiting higher levels of LUE compared to civil law countries while controlling for other variables. Stability in property rights encourages long-term investments in infrastructure and sustainable land management practices, thereby enhancing land productivity and mitigating urban sprawl. Furthermore, safeguarding property rights limits governments' power to expropriate lands, facilitating rational and efficient land transactions that contribute towards achieving Sustainable Development Goals.

Proximal Association of Land Management Preferences: Evidence from Family Forest Owners.

Project description:Individual behavior is influenced by factors intrinsic to the decision-maker but also associated with other individuals and their ownerships with such relationship intensified by geographic proximity. The land management literature is scarce in the spatially integrated analysis of biophysical and socio-economic data. Localized land management decisions are likely driven by spatially-explicit but often unobserved resource conditions, influenced by an individual's own characteristics, proximal lands and fellow owners. This study examined stated choices over the management of family-owned forests as an example of a resource that captures strong pecuniary and non-pecuniary values with identifiable decision makers. An autoregressive model controlled for spatially autocorrelated willingness-to-harvest (WTH) responses using a sample of residential and absentee family forest owners from the U.S. State of Missouri. WTH responses were largely explained by affective, cognitive and experience variables including timber production objectives and past harvest experience. Demographic variables, including income and age, were associated with WTH and helped define socially-proximal groups. The group of closest identity was comprised of resident males over 55 years of age with annual income of at least $50,000. Spatially-explicit models showed that indirect impacts, capturing spillover associations, on average accounted for 14% of total marginal impacts among statistically significant explanatory variables. We argue that not all proximal family forest owners are equal and owners-in-absentia have discernible differences in WTH preferences with important implications for public policy and future research.

The role of property rights in shaping the effectiveness of protected areas and resisting forest loss in the Yucatan Peninsula.

Project description:The impact of different types of land tenure in areas with high biodiversity and threats of deforestation remains poorly understood. We apply rigorous quasi-experimental methods and detailed geospatial data to assess the role of tenure regimes-communally held lands (specifically, ejidos), private property, and their impact on the effectiveness of protected areas, in reducing forest loss in a biodiversity hotspot- the Yucatan peninsula in Mexico. We find evidence that, while protected areas are effective on average, their impact depends on the underlying type of tenure regime and forest, proxied by biomass levels and biome. Protecting communally held land may reduce deforestation, specifically the loss of medium- and high-biomass forests, compared to forests under private property regimes. Our results have important policy implications for the conservation and climate change mitigation efforts on the Yucatan. However, the high variance in forest loss rates among ejidos indicates that other characteristics of ejidos may be central to understanding community-based forest conservation opportunities.

Collective property rights reduce deforestation in the Brazilian Amazon.

Project description:In this paper, we draw on common-pool resource theory to argue that indigenous territories, when granted full property rights, will be effective at curbing deforestation. Using satellite data, we test the effect of property rights on deforestation between 1982 and 2016. In order to identify causal effects, we combine a regression discontinuity design with the orthogonal timing of homologation. We find that observations inside territories with full property rights show a significant decrease in deforestation, while the effect does not exist in territories without full property rights. While these are local average treatment effects, our results suggest that not only do indigenous territories serve a human-rights role, but they are a cost-effective way for governments to preserve their forested areas. First, obtaining full property rights is crucial to recognize indigenous peoples' original right to land and protect their territories from illegal deforestation. Second, when implemented, indigenous property rights reduce deforestation inside indigenous territories in the Amazon rainforest, and could provide an important positive externality for Brazil and the rest of the world in terms of climate change mitigation.

Resource extraction and infrastructure threaten forest cover and community rights.

Project description:Mineral and hydrocarbon extraction and infrastructure are increasingly significant drivers of forest loss, greenhouse gas emissions, and threats to the rights of forest communities in forested areas of Amazonia, Indonesia, and Mesoamerica. Projected investments in these sectors suggest that future threats to forests and rights are substantial, particularly because resource extraction and infrastructure reinforce each other and enable population movements and agricultural expansion further into the forest. In each region, governments have made framework policy commitments to national and cross-border infrastructure integration, increased energy production, and growth strategies based on further exploitation of natural resources. This reflects political settlements among national elites that endorse resource extraction as a pathway toward development. Regulations that protect forests, indigenous and rural peoples' lands, and conservation areas are being rolled back or are under threat. Small-scale gold mining has intensified in specific locations and also has become a driver of deforestation and degradation. Forest dwellers' perceptions of insecurity have increased, as have documented homicides of environmental activists. To explain the relationships among extraction, infrastructure, and forests, this paper combines a geospatial analysis of forest loss overlapped with areas of potential resource extraction, interviews with key informants, and feedback from stakeholder workshops. The increasing significance of resource extraction and associated infrastructure as drivers of forest loss and rights violations merits greater attention in the empirical analyses and conceptual frameworks of Sustainability Science.

Experimental evidence shows minor contribution of nitrogen deposition to global forest carbon sequestration.

Project description:Human activities have drastically increased nitrogen (N) deposition onto forests globally. This may have alleviated N limitation and thus stimulated productivity and carbon (C) sequestration in aboveground woody biomass (AGWB), a stable C pool with long turnover times. This 'carbon bonus' of human N use partly offsets the climate impact of human-induced N2 O emissions, but its magnitude and spatial variation are uncertain. Here we used a meta-regression approach to identify sources of heterogeneity in tree biomass C-N response (additional C stored per unit of N) based on data from fertilization experiments in global forests. We identified important drivers of spatial variation in forest biomass C-N response related to climate (potential evapotranspiration), soil fertility (N content) and tree characteristics (stand age), and used these relationships to quantify global spatial variation in N-induced forest biomass C sequestration. Results show that N deposition enhances biomass C sequestration in only one-third of global forests, mainly in the boreal region, while N reduces C sequestration in 5% of forests, mainly in the tropics. In the remaining 59% of global forests, N addition has no impact on biomass C sequestration. Average C-N responses were 11 (4-21) kg C per kg N for boreal forests, 4 (0-8) kg C per kg N for temperate forests and 0 (-4 to 5) kg C per kg N for tropical forests. Our global estimate of the N-induced forest biomass C sink of 41 (-53 to 159) Tg C yr-1 is substantially lower than previous estimates, mainly due to the absence of any response in most tropical forests (accounting for 58% of the global forest area). Overall, the N-induced C sink in AGWB only offsets ~5% of the climate impact of N2 O emissions (in terms of 100-year global warming potential), and contributes ~1% to the gross forest C sink.

First Experimental Evidence for Reversibility of Ammonia Loss from Asparagine.

Project description:Ammonia loss from L-asparaginyls is a nonenzymatic reaction spontaneously occurring in all proteins and eventually resulting in damaging isoaspartate residues that hamper protein function and induce proteinopathy related to aging. Here, we discuss theoretical considerations supporting the possibility of a full repair reaction and present the first experimental evidence of its existence. If confirmed, the true repair of L-asparaginyl deamidation could open new avenues for preventing aging and neurodegenerative diseases.

Collective property rights lead to secondary forest growth in the Brazilian Amazon.

Project description:Forests serve a crucial role in our fight against climate change. Secondary forests provide important potential for conservation of biodiversity and climate change mitigation. In this paper, we explore whether collective property rights in the form of indigenous territories (ITs) lead to higher rates of secondary forest growth in previously deforested areas. We exploit the timing of granting of property rights, the geographic boundaries of ITs and two different methods, regression discontinuity design and difference-in-difference, to recover causal estimates. We find strong evidence that indigenous territories with secure tenure not only reduce deforestation inside their lands but also lead to higher secondary forest growth on previously deforested areas. After receiving full property rights, land inside ITs displayed higher secondary forest growth than land outside ITs, with an estimated effect of 5% using our main RDD specification, and 2.21% using our difference-in-difference research design. Furthermore, we estimate that the average age of secondary forests was 2.2 y older inside ITs with secure tenure using our main RDD specification, and 2.8 y older when using our difference-in-difference research design. Together, these findings provide evidence for the role that collective property rights can play in the push to restore forest ecosystems.
