On the challenges associated with the study of police use of deadly force in the United States: A response to Schwartz & Jahn.

ABSTRACT: In response to Gabriel Schwartz and Jaquelyn Jahn's descriptive study, "Mapping fatal police violence across U.S. metropolitan areas: Overall rates and racial/ethnic inequalities, 2013-2017," I provide three reflections. First, the framing of this issue is vitally important. Second, police-involved fatalities represent a nonrandom sample of all incidents involving police use of deadly force (i.e., physical force that causes or is likely to cause death), and unfortunately, we lack comprehensive data on use of deadly force that does not result in fatalities. Finally, to make sense of who is killed by the police, researchers must also identify who was exposed to the risk of being killed by the police.

Risk of being killed by police use of force in the United States by age, race-ethnicity, and sex.

Project description:We use data on police-involved deaths to estimate how the risk of being killed by police use of force in the United States varies across social groups. We estimate the lifetime and age-specific risks of being killed by police by race and sex. We also provide estimates of the proportion of all deaths accounted for by police use of force. We find that African American men and women, American Indian/Alaska Native men and women, and Latino men face higher lifetime risk of being killed by police than do their white peers. We find that Latina women and Asian/Pacific Islander men and women face lower risk of being killed by police than do their white peers. Risk is highest for black men, who (at current levels of risk) face about a 1 in 1,000 chance of being killed by police over the life course. The average lifetime odds of being killed by police are about 1 in 2,000 for men and about 1 in 33,000 for women. Risk peaks between the ages of 20 y and 35 y for all groups. For young men of color, police use of force is among the leading causes of death.

The deadliest local police departments kill 6.91 times more frequently than the least deadly departments, net of risk, in the United States.

Project description:I use data linking counts of homicides by police to police department (PD) and jurisdiction characteristics to estimate benchmarked (i.e. risk-adjusted) police homicide rates in 2008-2017 among the 711 local PDs serving 50,000 or more residents, a sample with demographics resembling all mid-to-large Census places. The benchmarked rate estimates capture PD deadliness by comparing PDs to peers whose officers face similar risks while adjusting for access to trauma care centers to account for differential mortality from deadly force. Compared to existing estimates, differences in benchmarked estimates are more plausibly attributable to policing differences, speaking to whether the force currently used is necessary to maintain safety and public order. I find that the deadliest PDs kill at 6.91 times the benchmarked rate of the least deadly PDs. If the PDs with above-average deadliness instead killed at average rates for a PD facing similar risks, police homicides would decrease by 34.44%. Reducing deadliness to the lowest observed levels would decrease them by 70.04%. These estimates also indicate the percentage of excess police homicides-those unnecessary for maintaining safety-if the baseline agency is assumed to be optimally deadly. Moreover, PD deadliness has a strong, robust association with White/Black segregation and Western regions. Additionally, Black, Hispanic, foreign-born, lower income, and less educated people are disproportionately exposed to deadlier PDs due to the jurisdictions they reside in. Police violence is an important public health concern that is distributed unevenly across US places, contributing to social disparities that disproportionately harm already marginalized communities.

Racialized police use of force and birth outcomes.

Project description:ObjectiveTo estimate associations between police use of force (PUOF) in local jurisdictions and birth outcomes of Black women compared to White women.MethodsUsing birth records linked to municipal police department data on PUOF incidents, we estimated associations between overall and racialized PUOF and birth outcomes of 75,461 Black women and 278,372 White women across 430 municipalities in New Jersey (2012-2016).ResultsOverall PUOF was not associated with birth outcomes of Black or White women. A 1% increase in racialized PUOF was associated with a 0.06% increase in the odds of low birth weight (β: 0.06; 95% CI: 0.03-0.09) and preterm birth (β: 0.06; 95% CI: 0.03-0.10) among Black women but had no associations with birth outcomes of White women.ConclusionsLack of associations between overall PUOF and birth outcomes coupled with significant associations between racialized PUOF and birth outcomes, among Black women only, is consistent with mounting evidence that structural racism adversely affects the health of Black people in the U.S.Policy implicationsThe findings point to the need to address health inequalities at the structural level.

Progress toward national estimates of police use of force.

Project description:This research builds on three decades of effort to produce national estimates of the amount and rate of force used by law enforcement officers in the United States. Prior efforts to produce national estimates have suffered from poor and inconsistent measurements of force, small and unrepresentative samples, low survey and/or item response rates, and disparate reporting of rates of force. The present study employs data from a nationally representative survey of state and local law enforcement agencies that has a high survey response rate as well as a relatively high rate of reporting uses of force. Using data on arrests for violent offenses and the number of sworn officers to impute missing data on uses of force, we estimate a total of 337,590 use of physical force incidents among State and local law enforcement agencies during 2012 with a 95 percent confidence interval of +/- 10,470 incidents or +/- 3.1 percent. This article reports the extent to which the number and rate of force incidents vary by the type and size of law enforcement agencies. Our findings demonstrate the willingness of a large proportion of law enforcement agencies to voluntarily report the amount of force used by their officers and the relative strengths and weaknesses of the Law Enforcement Management and Administrative Statistics (LEMAS) program to produce nationally representative information about police behavior.

Life Years Lost to Police Encounters in the United States.

Project description:How much life in the United States is lost to encounters with the police? I build on a demographic life table model by Edwards, Lee, and Esposito to estimate, for race- and gender-specific populations, how many years of life are lost in two categories of police encounter: (1) encounters involving officer use of force, and (2) all deaths involving police encounters. Average life years lost by individuals who are killed ranges from 39 years (white men) to 52 years (Native women). The loss of years per 100,000 people over their collective lifetimes is largest for Black men, with 5,696 years of life lost to all encounters with police, of which 3,772 years are lost to police use of force. This implies a loss of roughly 16,000 years of life for recent cohorts of Black men. These results provide context for current debates surrounding the cost and necessity of protests.

Supporting social hierarchy is associated with White police officers' use of force.

Project description:Three studies translate social dominance theory to policing, testing the relationship between individual officers' endorsement of social hierarchies and their tendency to use force against residents. This article demonstrates a link between officer psychological factors and force. Because police are empowered to use force to maintain social order, and because White officers hold a dominant racial identity, we hypothesized social dominance orientation (SDO) would relate to force positively for White officers. For Black officers, we hypothesized a weak relationship between SDO and force, if any. To test these predictions, we examined the relationships between SDO and force using negative binomial regression models stratified by officer race. In an eastern city, SDO relates to force incidents positively for White officers and negatively for Black officers. In a southern city, SDO relates to force positively for White officers, and not significantly for Black officers. Stratified by race and rank, a second eastern city shows a marginally significant, positive SDO/force relationship for White patrol officers, and no significant SDO/force relationship for Black patrol officers. Finally, testing our hypotheses on a dataset pooled across these cities revealed a positive SDO/force relationship among White officers, and no significant SDO/force relationship among Black officers. These findings are consistent with our hypotheses and suggest a need to examine the role that maintaining social hierarchies plays in police behaviors. Future research must continue to investigate these relationships, especially with larger samples of non-White officers, and information about officers' patrol environments.

Procedural justice training reduces police use of force and complaints against officers.

Project description:Existing research shows that distrust of the police is widespread and consequential for public safety. However, there is a shortage of interventions that demonstrably reduce negative police interactions with the communities they serve. A training program in Chicago attempted to encourage 8,480 officers to adopt procedural justice policing strategies. These strategies emphasize respect, neutrality, and transparency in the exercise of authority, while providing opportunities for civilians to explain their side of events. We find that training reduced complaints against the police by 10.0% and reduced the use of force against civilians by 6.4% over 2 y. These findings affirm the feasibility of changing the command and control style of policing which has been associated with popular distrust and the use of force, through a broad training program built around the concept of procedurally just policing.

Trends in youth opinions about police agencies in the United States, 2017-2021.

Project description:IntroductionAs civil unrest about policing in the United States (US) continue, research on changing opinions about police agencies is needed, especially among younger populations. These opinions may be associated with distress and other health outcomes that come with public health implications.MethodsWe aggregated and used yearly 2017 to 2021 data on 12th-grade youth living in the US from the Monitoring the Future cross-sectional study (n = 7132). We categorized opinions about police agency job performance into 1) very poor/poor (hereafter: poor), 2) fair/good/very good, and 3) no opinion. To examine trends in policy agency opinions over time, we conducted logistic regression between year and opinions, adjusted for age, sex, and race and ethnicity, and included a two-way interaction between year and race and ethnicity to determine differences across racial and ethnic groups by year.ResultsFrom 2017 to 2020, the proportion of youth who believed police did a poor job remained constant. However, from 2020 to 2021, this proportion increased from 24.4% to 50.0%. Results from regression models showed that year 2021 (vs. 2017) was associated with nearly three times higher odds of perceiving police agencies do a poor job (OR: 2.90, 95% CI: 1.87-4.52). The interaction between year and race and ethnicity indicated that each racial and ethnic group in 2021 had higher odds of perceiving police agencies do a poor job compared to 2017, with associations strongest for non-Hispanic Black (OR: 6.46, 95% CI: 3.74-11.18) and non-Hispanic multiracial (OR: 7.38, 95% CI: 2.99-18.25) youth.ConclusionsNegative opinions about police agencies increased from 2017 to 2021, and differences were observed by race and ethnicity. Shifting youth views about police agencies in the US reflect the greater social context of the period, with potential implications for public health.

Police Force Size and Civilian Race.

Project description:We report novel empirical estimates of the race-specific effects of larger police forces in the United States. Each additional police officer abates approximately 0.1 homicides. In per capita terms, effects are twice as large for Black versus White victims. Larger police forces also make fewer arrests for serious crimes, with larger reductions for crimes with Black suspects, implying that police force growth does not increase racial disparities among the most serious charges. At the same time, larger police forces make more arrests for low-level "quality-of-life" offenses, with effects that imply a disproportionate impact for Black Americans.

Twitter response to the United States Preventive Services Task Force recommendations against screening with prostate-specific antigen.

Project description:ObjectiveTo examine public and media response to the draft (October 2011) and finalised (May 2012) recommendations of the United States Preventive Services Task Force (USPSTF) against prostate-specific antigen (PSA) testing via Twitter, a popular social network with over 200 million active users.Materials and methodsWe used a mixed-methods design to analyse posts on Twitter, known as 'tweets'. Using the search term 'prostate cancer', we archived tweets in the 24-h periods following the release of both the draft and the finalised USPSTF recommendations. We recorded tweet rate per h and developed a coding system to assess the type of user and sentiment expressed in tweets and linked articles.ResultsAfter the draft and finalised USPSTF recommendations were released, 2042 and 5357 tweets focused on the USPSTF report, respectively. The tweet rate nearly doubled within 2 h of both announcements. Fewer than 10% of tweets expressed an opinion about screening, and the majority of these were pro-screening during both periods. By contrast, anti-screening articles were tweeted more frequently in both the draft and finalised study periods. Between the draft and the finalised recommendations, the proportion of anti-screening tweets and anti-screening article links increased (P = 0.03 and P < 0.01, respectively).ConclusionsThere was increased Twitter activity surrounding the USPSTF draft and finalised recommendations. The percentage of anti-screening tweets and articles appeared to increase, perhaps due to the interval public comment period. Despite this, most tweets did not express an opinion, suggesting a missed opportunity in this important arena for advocacy.
