Closing a Backdoor to Dual Citizenship: The German Citizenship Law Reform of 2000 and the Abolishment of the "Domestic Clause".

ABSTRACT: The German citizenship law underwent a paradigmatic amendment in 2000. One often overlooked change of this reform was the abolishment of the domestic clause ("Inlandsklausel") that implied a substantial restriction to de facto dual citizenship acceptance. Combining data from the German Socio-Economic Panel Study (waves 1993-2006) with original data on origin country policies on dual citizenship and citizenship reacquisition, we analyse the impact of the abolishment of the domestic clause on naturalization rates. We apply a difference-in-difference design to investigate the causal impact of this element of the reform which has remained under-studied. We do not find an impact of the abolishment of the domestic clause on naturalization rates, neither among the general migrant population, nor among Turkish migrants who are alleged to be targeted specifically by this reform. These results suggest that a more restrictive approach to dual citizenship did not dissuade migrants from acquiring German citizenship after 2000.

Project description:BackgroundIn 2005, Ethiopia took a bold step in reforming its abortion law as part of the overhaul of its Penal Code. Unsafe abortion is one of the three leading causes of maternal mortality in low-income countries; however, few countries have liberalized their laws to permit safer, legal abortion.MethodsThis retrospective case study describes the actors and processes involved in Ethiopia's reform and assesses the applicability of theories of agenda setting focused on internal versus external explanations. It draws on 54 interviews conducted in 2007 and 2012 with informants from civil society organizations, health professionals, government, international nongovernmental organizations and donors, and others familiar with the reproductive health policy context in Ethiopia as well as on government data, national policies, and media reports. The analytic methodology is within-case analysis through process tracing: using causal process observations (pieces of data that provide information about context, process, or mechanism and can contribute to causal inference) and careful description and sequencing of factors in order to describe a novel political phenomenon and evaluate potential explanatory hypotheses.ResultsThe analysis of key actors and policy processes indicates that the ruling party and its receptiveness to reform, the energy of civil society actors, the "open windows" offered by the vehicle of the Penal Code reform, and the momentum of reforms to improve women's status, all facilitated liberalization of law on abortion. Results suggest that agenda setting theories focusing on national actors-rather than external causes-better explain the Ethiopian case. In addition, the stronger role for government across areas of policy work (policy specification and politics, mobilization for enactment and for implementation), and the collaborative civil society and government policy relationships working toward implementation are largely internal, unlike those predicted by theories focusing on external forces behind policy adoption.ConclusionsEthiopia's policymaking process can inform policy reform efforts related to abortion in other sub-Saharan Africa settings.

Project description:Argentina's 2021 abortion law grants the right to abortion on-request up to 14 weeks' gestation, as well as continuing to allow abortion after 14 weeks on specific grounds. The early years after law reform provide a unique opportunity to assess progress and identify barriers, to both inform program improvements and guide other countries undergoing reform. This study assesses the first two years of law implementation. We surveyed a purposive sample of 45 key informants about implementation successes and barriers. In addition, we surveyed 223 public health facilities (selected through stratified systematic random sampling) in three provinces: Buenos Aires, Chaco and La Rioja. We collected information on abortion services, resources, personnel, training, and obstacles to provision. We present weighted results on characteristics of abortion provision by facilities, representative of each province, complemented by key informant perspectives. Two years into law reform, abortions under 14 weeks were offered in a large number of facilities at all levels, while later abortions were offered mainly in hospitals. Facilities adhered to protocols, had adequate supplies, and kept comprehensive records. Over 90% of abortions were performed using misoprostol, with MVA accounting for most of the remainder. Major barriers to provision included insufficient personnel, exacerbated by high levels of conscientious objection (over 60% of hospitals had at least 2 objecting doctors), and inadequate training in methods other than misoprostol, particularly among health centers. Argentina has made impressive advances in the short time since law reform. Implementation could be improved by increasing personnel (through incentives, task-shifting, and enforcement of conscientious objection regulations), strengthening training on different abortion techniques, and expanding public information campaigns about abortion rights and services available. In the face of diminished support for abortion under the new government, measures to strengthen abortion services and reduce stigma are critical, if reproductive rights are to be upheld.

Project description:Korean is a language with the verb at the end of a clause/sentence. In chaining several clauses [each consisting of a subject and a verb] in a sentence, a conjunction (e.g., -ko "and then," -ese "because, and so") is suffixed to the verb of a non-final clause. Korean has an extensive set of conjunctions that connect to the next clause, expressing temporal, causal, and contrastive relations among others. In this paper, I lay out a developmental trajectory of clause chaining construction in Korean based on longitudinal and cross-sectional data samples, focusing on conjunctive forms and functions as well as morphological and syntactic properties of connected clauses in a sentence. The database comes from longitudinal naturalistic speech data of five children collected regularly over different time periods between 2 and 5 years of age, and from elicited descriptions of short video events from children - aged 3, 4, 6, 8, and 10 years - and adults. The results show that, at least from 2 years of age, the Korean children in the sample start connecting clauses using appropriate conjunctions. Within 6 months, they acquire several major conjunctions that express temporal, causal, conditional, and contrastive relations between events. By 4 years of age, the children's clause chains are quite adult-like in terms of the repertoire of conjunctive forms and functions, and of the morphological and syntactic features of the clauses that connect to the main clause. In particular they learn to express temporal relations that have some disjuncture between events. However, 4-year-olds still lack the ability to appropriately refer to differential subjects of the chained clauses and also to connect multiple clauses in a sentence. The elicitation data reveal that further development in clause chaining occurs over several years - with a milestone at 10 years - and through adulthood, particularly in relation to appropriate referential marking, conjunction frequency, and segmentation of a macro event into sub-events for clause-chaining construction. These developmental processes are presented from a cognitive perspective, in particular with regard to concept of temporal relation, reference specification involving two or more entities, and perceptual saliency of event type.
