Expanding Understanding of Motherhood Penalty: How Gaps in Family Policies Contribute to Gaps in Old-Age Earnings in Russia.

ABSTRACT: This study identifies policy shortcomings in the structure of Russian family policies and old-age pension calculations and shows how gaps in coverage contribute to the motherhood penalty in Russia. I first show that shortages in access to affordable childcare contribute to mothers' involuntary labor market inactivity leading to loss in earnings. I then discuss how childcare breaks are treated in terms of pensionable experience and present simulation of pension outcomes to show the negative impact of long childcare breaks on mothers' pensions.

Project description:This paper investigates the dynamics and drivers of gender gaps in employment rates, wages, and work hours during the COVID-19 pandemic, relying on Estonian Labor Force Survey data for 2009-2020. We document that the pandemic has, if anything, reduced gender inequality in all three domains. The evolution of inequalities revealed cyclical pattern mirroring infection rate, with upswings largely driven by parenthood and gender segregation into industries. The results suggest that labor market penalties for women with young children and women employed in affected sectors may last longer than the pandemic, threatening to widen gender inequality in a long run.Supplementary informationThe online version contains supplementary material available at 10.1057/s41294-022-00198-z.

The Motherhood Penalty of Immigrants in France: Comparing the Motherhood Wage Penalty of Immigrants From Europe, the Maghreb, and Sub-Sahara With Native-Born French Women.

Project description:To date, relatively few studies analyzed the motherhood penalty as experienced by immigrant women. The principal objective of this research is to establish whether the negative effect of motherhood on wages is higher for immigrants than it is for the native population; and how this effect may vary across different immigrant regions of origin. Using data from the Enquête Revenus Fiscaux et Sociaux from 2009 to 2012 (INSEE, 2009-2012), a series of linear regression models were calculated to examine whether the effect of motherhood on wages differs for immigrant women and native women; and to what extent this effect varies across different immigrant origin groups. Specifically, this study explores the effect of motherhood on immigrant labor market integration in France from three regions of origin, as compared to native French women: immigrants from sub-Saharan Africa, the Maghreb (Algeria, Tunisia, and Morocco), and from European countries (each and every region of origin is considered separately in comparison to native French women). The results revealed substantial differences in the motherhood penalty between the different regions of origin and assert the existence of an especially pronounced motherhood penalty for mothers from the Maghreb. Given the gap in the research with regards to the cost of motherhood for immigrants in the labor market of the host country, this research sheds light on specific mechanisms influencing the integration patterns of immigrant women. Moreover, by choosing France, which is one of the main immigration destinations in Europe, and a country where the motherhood penalty for the native population is almost non-existent, this study provides a new perspective on the intersection of motherhood, immigration, and region of origin in the immigrants' labor-market integration process.

The motherhood penalty and The fatherhood premium in employment during covid-19: evidence from The united states.

Project description:In this paper, we present evidence from the Current Population Survey examining the effects of the COVID-19 crisis on parental status and gender inequalities in employment in the United States. We show that the drop in the employment rate in post-outbreak months was largely driven by mass layoffs and not by workers quitting their jobs. Results from fixed-effects regression models show a strong fatherhood premium in the likelihood of being laid off for post-outbreak months compared to mothers, men without children, and women without children. We also found that the "fatherhood premium" was higher among lower-educated and mid-educated workers. These findings show that gaps in layoff rates exacerbated pre-existing forms of parental status and gender inequality in employment. Possible mechanisms are discussed, but more work is needed to explain why employers were less likely to lay off fathers following the outbreak, and the short- and long-term consequences of the COVID-19 pandemic in reinforcing parental status and gender inequality in employment in the United States.

Firm Pay Policies and the Gender Earnings Gap: The Mediating Role of Marital and Family Status

Project description:Using data from the Canadian Employer-Employee Dynamics Database between 2001 and 2015, the authors examine the impact of firms’ hiring and pay-setting policies on the gender earnings gap in Canada. Consistent with the existing literature and following Card, Cardoso, and Kline (2016), findings show that firm-specific premiums explain nearly one-quarter of the 26.8% average earnings gap between female and male workers. On average, firms’ hiring practices, due to differences in the relative proportion of women hired at high-wage firms (known as sorting), and pay-setting policies, due to differences in pay by gender within similar firms, each explain approximately one-half of this firm effect. The compositional difference between the two channels varies substantially over a worker’s life cycle, by parental and marital status, and across provinces.

National Family Policies and Mothers' Employment: How Earnings Inequality Shapes Policy Effects Across and Within Countries.

Project description:Although researchers generally agree that national family policies play a role in shaping mothers' employment, there is considerable debate about whether, how, and why policy effects vary across country contexts and within countries by mothers' educational attainment. We hypothesize that family policies interact with national levels of earnings inequality to differentially affect the employment outcomes of mothers by educational attainment. We develop hypotheses about the two most commonly studied family policies-early childhood education and care (ECEC) and paid parental leave. We test these hypotheses by establishing a novel linkage between the EU-Labour Force Survey and the Current Population Survey 1999-2016 (n = 23 countries, 299 country-years, 1.2 million mothers of young children), combined with an original collection of country-year indicators. Using multilevel models, we find that ECEC spending is associated with a greater likelihood of maternal employment, but the association is strongest for non-college educated mothers in high-inequality settings. The length of paid parental leave over six months is generally associated with a lower likelihood of maternal employment, but the association is most pronounced for mothers in high-inequality settings. We call for greater attention to the role of earnings inequality in shaping mothers' employment and conditioning policy effects.

Russia SimSmoke: the long-term effects of tobacco control policies on smoking prevalence and smoking-attributable deaths in Russia.

Project description:BackgroundRussia has high smoking rates and weak tobacco control policies. A simulation model is used to examine the effect of tobacco control policies on past and future smoking prevalence and premature mortality in Russia.MethodsThe Russia model was developed using the SimSmoke tobacco control model previously developed for the USA and other nations. The model inputs population size, birth, death and smoking rates specific to Russia. It assesses, individually and in combination, the effect of seven types of policies consistent with the WHO Framework Convention on Tobacco Control (FCTC): taxes, smoke-free air, mass media campaign, advertising bans, warning labels, cessation treatment and youth access policies. Outcomes are smoking prevalence and the number of smoking-attributable deaths by age and gender from 2009 to 2055.ResultsIncreasing cigarette taxes to 70% of retail price, stronger smoke-free air laws, a high-intensity media campaign and comprehensive treatment policies are each potent policies to reduce smoking prevalence and smoking-attributable premature deaths in Russia. With the stronger set of policies, the model estimates that, relative to the status quo trend, smoking prevalence can be reduced by as much as 30% by 2020, with a 50% reduction projected by 2055. This translates into 2 684 994 male and 1 011 985 female premature deaths averted from 2015-2055.ConclusionsSimSmoke results highlight the relative contribution of policies to reducing the tobacco health burden in Russia. Significant inroads to reducing smoking prevalence and premature mortality can be achieved through strengthening tobacco control policies in line with FCTC recommendations.

Diverging Trends and Expanding Educational Gaps in Smoking in China.

Project description:IntroductionThe male smoking rate in China declined moderately through the 1990s and early 2000s, but the decline has since stagnated. It is unclear why the decline stalled and whether it stalled uniformly across all social strata. Theories that view socioeconomic status as a fundamental cause of health predict that socioeconomic gaps in smoking may widen, but theories emphasizing the cultural context of health behavior cast doubt on the prediction. We investigated changes in the socioeconomic gaps in smoking during recent decades in China.MethodsWe applied growth-curve models to examine inter- and intra-cohort changes in socioeconomic gaps in male smoking in China using data from a national longitudinal survey spanning 25 years.ResultsWe found diverging trends in smoking in men with different education levels among the post-1980 cohorts; for high-education men, smoking participation consistently declined, but for low-education men, the decline stopped and possibly reversed. The stagnation in the decline in overall smoking rate since 2010 was mostly due to the stalling of the decline of smoking among low-education men in the most recent cohorts. The diverging trends were a continuation of a general trend in expanding educational gaps in smoking that emerged in the cohorts born after 1960. Our analysis also identified widening educational gaps over age within each cohort.ConclusionWe identified a long-term widening in educational gaps in smoking in China. An effective way to reduce smoking, social inequality in smoking and possibly health disparities in China is to target the smoking behavior of vulnerable groups.

Biosafety and biobanking: Current understanding and knowledge gaps.

Project description:Infectious disease outbreaks, such as 'Coronavirus disease 2019' (COVID-19), can constitute major global health threats with far-reaching consequences. As outbreaks develop, the international scientific community must provide high-quality scientific research-ready biological samples to solve the existing clinical and epidemiological questions to better combat the pandemic. Such examples are provided by dedicated biobank facilities, the latter collecting increasingly high volumes of biological samples. However, the more significant concentrations of infectious or potentially infectious biological materials can create a safety risk. The current short report describes the first attempt to identify the published scientific works on biobanking and safety. Three broad thematic areas have been identified: the physical security relevant to staff and sample integrity, the data safety aspects, and the governance parameters relating to the previous two. While the current publications reflect a broad alignment with existing standards and best practices in the biobanking field, they also demonstrate an opportunity for further in-depth work on this field in the post-COVID-19 era.
