Evaluating the Ability of Remote Sensing Observations to Identify Significantly Severe and Potentially Tornadic Storms.

ABSTRACT: Remote sensing observations, especially those from ground-based radars, have been used extensively to discriminate between severe and nonsevere storms. Recent upgrades to operational remote sensing networks in the United States have provided unprecedented spatial and temporal sampling to study such storms. These networks help forecasters subjectively identify storms capable of producing severe weather at the ground; however, uncertainties remain in how to objectively identify severe thunderstorms using the same data. Here, three large-area datasets (geostationary satellite, ground-based radar, and ground-based lightning detection) are used over 28 recent events in an attempt to objectively discriminate between severe and nonsevere storms, with an additional focus on severe storms that produce tornadoes. Among these datasets, radar observations, specifically those at mid- and upper levels (altitudes at and above 4 km), are shown to provide the greatest objective discrimination. Physical and kinematic storm characteristics from all analyzed datasets imply that significantly severe [≥2-in. (5.08 cm) hail and/or ≥65-kt (33.4 ms^-1) straight-line winds] and tornadic storms have stronger upward motion and rotation than nonsevere and less severe storms. In addition, these metrics are greatest in tornadic storms during the time in which tornadoes occur.

Project description:Community forests are known to play an important role in preserving forests in Cambodia, a country that has seen rapid deforestation in recent decades. The detailed evaluation of the ability of community-protected forests to retain forest cover and prevent degradation in Cambodia will help to guide future conservation management. In this study, a combination of remotely sensing data was used to compare the temporal variation in forest structure for six different community forests located in the Phnom Kulen National Park (PKNP) in Cambodia and to assess how these dynamics vary between community-protected forests and a wider study area. Medium-resolution Landsat, ALOS PALSAR data, and high-resolution LiDAR data were used to study the spatial distribution of forest degradation patterns and their impacts on above-ground biomass (AGB) changes. Analysis of the remotely sensing data acquired at different spatial resolutions revealed that between 2012 and 2015, the community forests had higher forest cover persistence and lower rates of forest cover loss compared to the entire study area. Furthermore, they faced lower encroachment from cashew plantations compared to the wider landscape. Four of the six community forests showed a recovery in canopy gap fractions and subsequently, an increase in the AGB stock. The levels of degradation decreased in forests that had an increase in AGB values. However, all community forests experienced an increase in understory damage as a result of selective tree removal, and the community forests with the sharpest increase in understory damage experienced AGB losses. This is the first time multitemporal high-resolution LiDAR data have been used to analyze the impact of human-induced forest degradation on forest structure and AGB. The findings of this work indicate that while community-protected forests can improve conservation outcomes to some extent, more interventions are needed to curb the illegal selective logging of valuable timber trees.

Project description:ImportanceTelemedicine in retinopathy of prematurity (ROP) has the potential for delivering timely care to premature infants at risk for serious ROP.ObjectiveTo describe the characteristics of eyes at risk for ROP to provide insights into what types of ROP are most easily detected early by image grading.Design, setting, and participantsSecondary analysis of eyes with referral-warranted (RW) ROP (stage 3 ROP, zone I ROP, plus disease) on diagnostic examination from the Telemedicine Approaches to Evaluating Acute-Phase Retinopathy of Prematurity (e-ROP) study was conducted from May 1, 2011, to October 31, 2013, in 1257 premature infants with birth weights less than 1251 g in 13 neonatal units in North America. Data analysis was performed between February 1, 2016, and June 5, 2017.InterventionsSerial imaging sessions with concurrent diagnostic examinations for ROP.Main outcomes and measuresTime of detecting RW-ROP on image evaluation compared with clinical examination.ResultsIn the e-ROP study, 246 infants (492 eyes) were included in the analysis; 138 (56.1%) were male. A total of 447 eyes had RW-ROP on diagnostic examination. Image grading in 123 infants (mean [SD] gestational age, 24.8 [1.4] weeks) detected RW-ROP earlier than diagnostic examination (early) in 191 (42.7%) eyes by about 15 days and detected RW-ROP in 123 infants (mean [SD] gestational age, 24.6 [1.5] weeks) at the same time (same) in 200 (44.7%) eyes. Most of the early eyes (153 [80.1%]) interpreted as being RW-ROP positive on imaging evaluation agreed with examination findings when the examination subsequently documented RW-ROP. At the sessions in which RW-ROP was first found by examination, stage 3 or more in 123 infants (mean [SD] gestational age, 24.8 [1.4] weeks) ROP was noted earlier on image evaluation in 151 of 191 early eyes (79.1%) and in 172 of 200 of same eyes (86.0%) (P = .08); the presence of zone I ROP was detected in 57 of 191 (29.8%) early eyes vs 64 of 200 (32.0%) same eyes (P = .90); and plus disease was noted in 30 of 191 (15.7%) early eyes and 45 of 200 (22.5%) same eyes (P = .08).Conclusions and relevanceIn both early and same eyes, zone I and/or stage 3 ROP determined a significant proportion of RW-ROP; plus disease played a relatively minor role. In most early RW-ROP eyes, the findings were consistent with clinical examination and/or image grading at the next session. Because ROP telemedicine is used more widely, development of standard approaches and protocols is essential.

Project description:Agricultural index insurance contracts increasingly use remote sensing data to estimate losses and determine indemnity payouts. Index insurance contracts inevitably make errors, failing to detect losses that occur and issuing payments when no losses occur. The quality of these contracts and the indices on which they are based, need to be evaluated to assess their fitness as insurance, and to provide a guide to choosing the index that best protects the insured. In the remote sensing literature, indices are often evaluated with generic model evaluation statistics such as R2 or Root Mean Square Error that do not directly consider the effect of errors on the quality of the insurance contract. Economic analysis suggests using measures that capture the impact of insurance on the expected economic well-being of the insured. To bridge the gap between the remote sensing and economic perspectives, we adopt a standard economic measure of expected well-being and transform it into a Relative Insurance Benefit (RIB) metric. RIB expresses the welfare benefits derived from an index insurance contract relative to a hypothetical contract that perfectly measures losses. RIB takes on its maximal value of one when the index contract offers the same economic benefits as the perfect contract. When it achieves none of the benefits of insurance it takes on a value of zero, and becomes negative if the contract leaves the insured worse off than having no insurance. Part of our contribution is to decompose this economic well-being measure into an asymmetric loss function. We also argue that the expected well-being measure we use has advantages over other economic measures for the normative purpose of insurance quality ascertainment. Finally, we illustrate the use of the RIB measure with a case study of potential livestock insurance contracts in Northern Kenya. We compared 24 indices that were made with 4 different statistical models and 3 remote sensing data sources. RIB for these indices ranged from 0.09 to 0.5, and R2 ranged from 0.2 to 0.51. While RIB and R2 were correlated, the model with the highest RIB did not have the highest R2. Our findings suggest that, when designing and evaluating an index insurance program, it is useful to separately consider the quality of a remote sensing-based index with a metric like the RIB instead of a generic goodness-of-fit metric.

Project description:Efficient termination of cover crops is an important component of cover crop management. Information on termination efficiency can help in devising management plans but estimating herbicide efficacy is a tedious task and potential remote sensing technologies and vegetative indices (VIs) have not been explored for this purpose. This study was designed to evaluate potential herbicide options for the termination of wheat (Triticum aestivum L.), cereal rye (Secale cereale L.), hairy vetch (Vicia villosa Roth.), and rapeseed (Brassica napus L.), and to correlate different VIs with visible termination efficiency. Nine herbicides and one roller-crimping treatment were applied to each cover crop. Among different herbicides used, glyphosate, glyphosate + glufosinate, paraquat, and paraquat + metribuzin provided more than 95% termination for both wheat and cereal rye 28 days after treatment (DAT). For hairy vetch, 2,4-D + glufosinate and glyphosate + glufosinate, resulted in 99 and 98% termination efficiency, respectively, followed by 2,4-D + glyphosate and paraquat with 92% termination efficiency 28 DAT. No herbicide provided more than 90% termination of rapeseed and highest control was provided by paraquat (86%), 2,4-D + glufosinate (85%), and 2,4-D + glyphosate (85%). Roller-crimping (without herbicide application) did not provide effective termination of any cover crop with 41, 61, 49, and 43% termination for wheat, cereal rye, hairy vetch, and rapeseed, respectively. Among the VIs, Green Leaf Index had the highest Pearson correlation coefficient for wheat (r = -0.786, p = <0.0001) and cereal rye (r = -0.804, p = <0.0001) with visible termination efficiency rating. Whereas for rapeseed, the Normalized Difference Vegetation Index (NDVI) had the highest correlation coefficient (r = -0.655, p = <0.0001). The study highlighted the need for tankmixing 2,4-D or glufosinate with glyphosate for termination instead of blanket application of glyphosate alone for all crops including rapeseed and other broadleaf cover crops.
