Using citizen science data to monitor the Sustainable Development Goals: a bottom-up analysis.

ABSTRACT: Official data are not sufficient for monitoring the United Nations Sustainable Development Goals (SDGs): they do not reach remote locations or marginalized populations and can be manipulated by governments. Citizen science data (CSD), defined as data that citizens voluntarily gather by employing a wide range of technologies and methodologies, could help to tackle these problems and ultimately improve SDG monitoring. However, the link between CSD and the SDGs is still understudied. This article aims to develop an empirical understanding of the CSD-SDG link by focusing on the perspective of projects which employ CSD. Specifically, the article presents primary and secondary qualitative data collected on 30 of these projects and an explorative comparative case study analysis. It finds that projects which use CSD recognize that the SDGs can provide a valuable framework and legitimacy, as well as attract funding, visibility, and partnerships. But, at the same time, the article reveals that these projects also encounter several barriers with respect to the SDGs: a widespread lack of knowledge of the goals, combined with frustration and political resistance towards the UN, may deter these projects from contributing their data to the SDG monitoring apparatus.

Project description:Achieving the health and well-being related Sustainable Development Goals (SDGs) and the World Health Organization's (WHO) Triple Billion Targets depends on informed decisions that are based on concerted data collection and monitoring efforts. Even though data availability has been increasing in recent years, significant gaps still remain for routine surveillance to guide policies and actions. The COVID-19 crisis has shown that more and better data and strengthened health information systems are needed to inform timely decisions that save lives. Traditional sources of data such as nationally representative surveys are not adequate for addressing this challenge alone. Additionally, the funding required to measure all health and well-being related SDG indicators and Triple Billion Targets using only traditional sources of data is a challenge to achieving efficient, timely and reliable monitoring systems. Citizen science, public participation in scientific research and knowledge production, can contribute to addressing some of these data gaps efficiently and sustainably when designed well, and ultimately, could contribute to the achievement of the health and well-being related SDGs and Triple Billion Targets. Through a systematic review of health and well-being related indicators, as well as citizen science initiatives, this paper aims to explore the potential of citizen science for monitoring health and well-being and for mobilizing action toward the achievement of health and well-being related targets as outlined in the SDG framework and Triple Billion Targets. The results demonstrate that out of 58 health and well-being related indicators of the SDGs and Triple Billion Targets covered in this study, citizen science could potentially contribute to monitoring 48 of these indicators and their targets, mostly at a local and community level, which can then be upscaled at a national level with the projection to reach global level monitoring and implementation. To integrate citizen science with official health and well-being statistics, the main recommendation is to build trusted partnerships with key stakeholders including National Statistical Offices, governments, academia and the custodian agencies, which is mostly the WHO for these health and well-being related targets and indicators.

Project description:The koala (Phascolarctos cinereus) occurs in the eucalypt forests of eastern and southern Australia and is currently threatened by habitat fragmentation, climate change, sexually transmitted diseases, and low genetic variability throughout most of its range. Using data collected during the Great Koala Count (a 1-day citizen science project in the state of South Australia), we developed generalized linear mixed-effects models to predict habitat suitability across South Australia accounting for potential errors associated with the dataset. We derived spatial environmental predictors for vegetation (based on dominant species of Eucalyptus or other vegetation), topographic water features, rain, elevation, and temperature range. We also included predictors accounting for human disturbance based on transport infrastructure (sealed and unsealed roads). We generated random pseudo-absences to account for the high prevalence bias typical of citizen-collected data. We accounted for biased sampling effort along sealed and unsealed roads by including an offset for distance to transport infrastructures. The model with the highest statistical support (wAIC c ∼ 1) included all variables except rain, which was highly correlated with elevation. The same model also explained the highest deviance (61.6%), resulted in high R (2)(m) (76.4) and R (2)(c) (81.0), and had a good performance according to Cohen's κ (0.46). Cross-validation error was low (∼ 0.1). Temperature range, elevation, and rain were the best predictors of koala occurrence. Our models predict high habitat suitability in Kangaroo Island, along the Mount Lofty Ranges, and at the tips of the Eyre, Yorke and Fleurieu Peninsulas. In the highest-density region (5576 km(2)) of the Adelaide-Mount Lofty Ranges, a density-suitability relationship predicts a population of 113,704 (95% confidence interval: 27,685-199,723; average density = 5.0-35.8 km(-2)). We demonstrate the power of citizen science data for predicting species' distributions provided that the statistical approaches applied account for some uncertainties and potential biases. A future improvement to citizen science surveys to provide better data on search effort is that smartphone apps could be activated at the start of the search. The results of our models provide preliminary ranges of habitat suitability and population size for a species for which previous data have been difficult or impossible to gather otherwise.

Project description:Agricultural areas represent one of the major ecosystems of the world. Intensification of agricultural practices produced openfields characterized by low biological diversity. Nevertheless, the distance up to which intensive agricultural fields alter surrounding natural systems is rarely quantified. We determined the spatial scale at which agricultural landscapes alter the diversity of Odonates, a key taxon in wetland ponds, and we tested to what extent citizen science data can be used reliably for this purpose. We compiled 7731 observations made in a portion of the region Centre-Val-de-Loire (France) over 10 years by naturalists on 729 water bodies to analyze the effect of agricultural landscapes (mainly wheat, rapeseed, sunflower) on the species richness of both damselflies and dragonflies in lentic systems. Sixty species were reported over the 10-year period. For dragonflies, intensive agricultural landscapes best explained their richness at the scales of 800 and 1600 m for overall and autochthonous species, respectively, when using the full dataset. The spatial scale was smaller for damselflies, at 200 m for both overall and autochthonous species. These distances were not severely impacted when constraining the data to consider several biases. Multimodel averaging showed that the proportion of intensive agriculture decreased species richness, despite the potential biases inherent to an imperfect database acquired by citizens. This imperfect citizen dataset allows to infer the lowest effect size of agriculture on species richness. Quantitatively, this effect was more important for autochthonous species. Interestingly, both relatively rare taxa and common or generalist species can be under threat in intensive agricultural landscapes, calling for more ecotoxicological studies. The influence of agricultural practices from a distance implies that conservation and management plans of wetland ponds should consider the landscape ecological characteristics and not only the pond features. Conservation efforts focusing too locally on a site may be undermined because intensive agriculture from a distance limits the potential for the site to recover highly diverse communities. These distant effects should be integrated by policy-makers when deciding which wetland pond should benefit from a conservation plan or which conservation action may be planned, implementing, for instance, buffer zones and/or ecological corridors composed of natural vegetation.
