Grassland ecological compensation policy in China improves grassland quality and increases herders' income.

ABSTRACT: Many countries have undertaken large and high-profile payment-for-ecosystem-services (PES) programs to sustain the use of their natural resources. Nevertheless, few studies have comprehensively examined the impacts of existing PES programs. Grassland Ecological Compensation Policy (GECP) is one of the few pastorally focused PES programs with large investments and long duration, which aim to improve grassland quality and increase herder income. Here we present empirical evidence of the effects of GECP on grassland quality and herder income. Through a thorough and in-depth econometric analysis of remote sensing and household survey data, we find that, although GECP improves grassland quality (albeit to only a small extent) and has a large positive effect on income, it exacerbates existing income inequality among herders within their local communities. The analysis demonstrates that the program has induced herders to change their livestock production behavior. Heterogeneity analysis emphasizes the importance of making sure the programs are flexible and are adapted to local resource circumstances.

Project description:The Grassland Ecological Compensation Policy (abbreviated as GECP), which aims to realize the ecological protection by reducing the stock-carrying capacity of pastures and promote the transformation of pasture animal husbandry by improving the herders' breeding methods, has been a major project in China's grassland pastoral areas and grassland ecological construction. This study, thus, sought to measure the breeding efficiency of herders before and after the implementation of GECP. Moreover, the study also thought to analyze the effect and the effecting path of the implementation of GECP on the efficiency of herders' livestock breeding. GECP enables herders to obtain financial subsidies while minimizing the utilization of grassland, which brings challenges and opportunities to herders' traditional livestock production. This study used the two-stage data obtained from a randomly selected sample of 449 herders in the Inner Mongolia grassland area of China in 2018. Data envelopment analysis (DEA) and parallel mediating effect (PME) models were used to analyze the data. The results show that the general effect of GECP on the breeding efficiency of herders in the Inner Mongolia is positive (P < 0.01), and the change of breeding methods (direct effect) is the main influence path. Specifically, the grassland circulation behavior (P < 0.01) and the scale of breeding (P < 0.01) are part of the mediating effect. While the mediating effect of the breeding structure is not significant (P > 0.1). This study also shows that the non-agricultural and animal husbandry income of herders has a negative impact on the breeding efficiency (P < 0.01), and herders' age and breeding scale have a positive effect on the breeding efficiency (P<0.01). This study has not only answered the question whether the GECP can improve the efficiency of husbandry, but also focused on the analysis of the impacting mechanism of policies on efficiency. It is of great significance to further improve GECP and the related supporting policies and promote the transformation of China's grassland animal husbandry.

Project description:IntroductionSoil quality plays an irreplaceable role in plant growth for restored grassland. However, few studies investigate the comprehensive effects considering soil and vegetation properties during the restoration of desertified grassland, which restrict the virtuous circle of restored grassland ecosystem.MethodsBy setting three restoration patterns of enclosure plus grass (EG), enclosure intercropping shrub-grass (ESG), and enclosure plus sand-barrier and shrub-grass (ESSG) with three different restoration years (≤5, 7-9, and ≥15 years), we selected 28 physicochemical and microbial indicators, and constructed a minimum data set (MDS) to analyze the influences of restoration measurements on soil quality and ecological benefits in alpine desertified grassland.ResultsThe results showed that the MDS comprised seven soil quality indicators: silt, total nitrogen (TN), carbon-nitrogen ratio (C/N), total potassium (TK), microbial biomass carbon (MBC), microbial biomass phosphorus (MBP), and fungi. Soil quality index (SQI) and ecological restoration effect index (EREI) in restored grasslands significantly increased by 144.83-561.24% and 87.21-422.12%, respectively, compared with unrestored grassland, and their positive effects increased with extending restoration years. The increasing effects of SQI and EREI were the highest in ESSG, followed by EG and ESG. The increasing rate of SQI began to decrease after 5 years in EG and ESG, while it decreased after 7-9 years in ESSG, and that of EREI in EG was lower than ESSG in each restoration year. Our work revealed that ESSG was the optimum restoration pattern for desertified grassland, and anthropogenic monitoring and management measurements such as applying organic fertilization and mowing return reasonably should be carried out at the beginning of 5 years in EG and ESG as well as 7 years in ESSG to maintain sustainable ecological benefits.DiscussionThe study highlights that soil quality, including microbial properties, is a key factor to evaluate the restoration effects of desertified grassland.

Project description:Although the costs of reproduction are predicted to vary with the quality of the breeding habitat thereby affecting population dynamics and life-history trade-offs, empirical evidence for this pattern remains sparse and equivocal. Costs of reproduction can operate through immediate ecological mechanisms or through delayed intrinsic mechanisms. Ignoring these separate pathways might hinder the identification of costs and the understanding of their consequences. We experimentally investigated the survival costs of reproduction for adult little owls (Athene noctua) within a gradient of habitat quality. We supplemented food to nestlings, thereby relieving the parents' effort for brood provisioning. We used radio-tracking and Bayesian multistate modeling based on marked recapture and dead recovery to estimate survival rates of adult little owls across the year as a function of food supplementation and habitat characteristics. Food supplementation to nestlings during the breeding season increased parental survival not only during the breeding season but also during the rest of the year. Thus, the low survival of parents of unfed broods likely represents both, strong ecological and strong intrinsic costs of reproduction. However, while immediate ecological costs occurred also in high-quality habitats, intrinsic costs carrying over to the post-breeding period occurred only in low-quality habitats. Our results suggest that immediate costs resulting from ecological mechanisms such as predation, are high also in territories of high habitat quality. Long-term costs resulting from intrinsic trade-offs, however, are only paid in low-quality habitats. Consequently, differential effects of habitat quality on immediate ecological and delayed intrinsic mechanisms can mask the increase of costs of reproduction in low-quality breeding habitats. Intrinsic costs may represent an underrated mechanism of habitat quality affecting adult survival rate thereby considerably accelerating population decline in degrading habitats. This study therefore highlights the need for a long-term perspective to fully assess the costs of reproduction and the role of habitat quality in modifying these costs.
