Risky Development: Increasing Exposure to Natural Hazards in the United States.

ABSTRACT: Losses from natural hazards are escalating dramatically, with more properties and critical infrastructure affected each year. Although the magnitude, intensity, and/or frequency of certain hazards has increased, development contributes to this unsustainable trend, as disasters emerge when natural disturbances meet vulnerable assets and populations. To diagnose development patterns leading to increased exposure in the conterminous United States (CONUS), we identified earthquake, flood, hurricane, tornado, and wildfire hazard hotspots, and overlaid them with land use information from the Historical Settlement Data Compilation data set. Our results show that 57% of structures (homes, schools, hospitals, office buildings, etc.) are located in hazard hotspots, which represent only a third of CONUS area, and ∼1.5 million buildings lie in hotspots for two or more hazards. These critical levels of exposure are the legacy of decades of sustained growth and point to our inability, lack of knowledge, or unwillingness to limit development in hazardous zones. Development in these areas is still growing more rapidly than the baseline rates for the nation, portending larger future losses even if the effects of climate change are not considered.

Project description:There is increasing evidence from across the globe that climate change results in changes in the frequency, location, and impact of natural hazards. Much of this evidence is conceptual, inferential, or simply assumed. To provide objective support to confirm these hypotheses, we constructed county-level time-series datasets (2000-2019) for nine natural hazards for the entire United States. Hazards considered for this study included hurricanes, tropical storms, landslides, wildfires, earthquakes, drought, inland flooding, coastal flooding, and tornadoes. Geospatial analysis techniques were used to calculate the percentage (range: 0-100) of land area in each county exposed to each natural hazard for all the years that hazard data were available. The best available data were acquired from publicly accessible sources. Cumulative distribution functions were calculated for each hazard in five-year intervals to test for statistically significant changes in distribution patterns across the five-year time periods using the Kolmogorov-Smirnov test. There were significant changes in hurricanes, tropical storms, and drought over the two decades; changes in tornadoes, landslides, and wildfires were not significant in terms of frequency, likely due to the site-specific nature of their occurrences. The intensity and spatial distribution and an emerging hot spot and spatial trend analyses and an emerging hot spot and spatial trend analyses were also completed (except for flooding events and earthquakes due to insufficient data). All datasets provide empirical support for earlier inferences concerning the connections between the hazards and climate change. Analyses showed apparent changes in the frequency and intensity of hurricanes, tropical storms, and drought-related to climate change factors. Internal and coastal flooding also demonstrated these connections, although the length of the dataset did not permit significant testing but shows significant hot spots and trending locations. Tornadoes, landslides, and wildfires showed significant hot spots and trending locations, but the specific locational nature of the data did not show significant changes in frequency. Earthquakes showed no significant changes over the time period.

Project description:IntroductionExisting asthma-specific job-exposure matrices (JEMs) do not necessarily reflect current working conditions in the USA and do not directly function with occupational coding systems commonly used in the USA. We initiated a project to modify an existing JEM to address these limitations, and to apply the new JEM to the entire US employed population to estimate quantitatively the extent of probable work-related asthma exposures nationwide.MethodsWe started with an asthma-specific JEM that was developed for northern Europe (the N-JEM) and modified it to function with the 2010 US Standard Occupational Classification (SOC-2010) codes and to reflect working conditions in the USA during the post-2000 period. This involved cross walking from the 1988 International Standard Classification of Occupations (ISCO-88) codes used in the N-JEM to the SOC-2010 codes, transferring the N-JEM exposure assignments to the SOC-2010 codes, and modifying those assignments to reflect working conditions in the USA. The new US asthma JEM (USA-JEM) assigns exposures to 19 agents organized into five categories. The USA-JEM and N-JEM were applied to the same sample of working adults with asthma to compare how they performed, and the USA-JEM was also applied to the entire 2015 US working population to estimate the extent of occupational asthma exposures nationally.ResultsThe USA-JEM assigns at least one asthma-related probable exposure to 47.5% and at least one possible exposure to 14.9% of the 840 SOC-2010 detailed occupations, and 9.0% of the occupations have both probable exposure to at least one agent and possible exposure to at least one other agent. The USA-JEM has greater sensitivity for cleaning products, highly reactive disinfectants and sterilants, and irritant peak exposures than the N-JEM. When applied to the entire 2015 US working population, the USA-JEM determined that 42.6% of workers had probable exposure to at least one type of occupational asthma agent.DiscussionA new asthma-specific JEM for application in the USA was developed. Additional work is needed to compare its performance to similar JEMs and, if possible, to exposure assessments generated on a case-by-case basis.
