Sunsetting coal power in China.

ABSTRACT: Reducing CO₂ emissions from coal-fired electricity generation in China is critical to limit global warming. Long-term projections of China's electricity supply tend to assume that coal generation will be a mainstay of China's electricity system through 2050, due to limitations in the scalability of hydropower, nuclear, and natural gas generation and the commercial availability of carbon capture and storage. This paper examines the resource, economic, and institutional implications of reducing and replacing coal generation in China with mostly renewable energy and energy storage by 2040. We find that the scale of solar, wind, and storage resources needed to do so is on the order of 100-150 GW/year of solar and wind capacity and 15 GW/year of energy storage from 2020 to 2025, growing to 250 GW/year and 90 GW/year, respectively, from 2025 to 2040. We then also evaluate the sensitivities if coal plants are retired by 2050.

A plant-by-plant strategy for high-ambition coal power phaseout in China.

Project description:More than half of current coal power capacity is in China. A key strategy for meeting China's 2060 carbon neutrality goal and the global 1.5 °C climate goal is to rapidly shift away from unabated coal use. Here we detail how to structure a high-ambition coal phaseout in China while balancing multiple national needs. We evaluate the 1037 currently operating coal plants based on comprehensive technical, economic and environmental criteria and develop a metric for prioritizing plants for early retirement. We find that 18% of plants consistently score poorly across all three criteria and are thus low-hanging fruits for rapid retirement. We develop plant-by-plant phaseout strategies for each province by combining our retirement algorithm with an integrated assessment model. With rapid retirement of the low-hanging fruits, other existing plants can operate with a 20- or 30-year minimum lifetime and gradually reduced utilization to achieve the 1.5 °C or well-below 2 °C climate goals, respectively, with complete phaseout by 2045 and 2055.

Chemical Speciation and Leaching Behavior of Hazardous Trace Elements in Coal Combustion Products from Coal-Fired Power Stations in China.

Project description:This paper reports on the chemical speciation and leaching behavior of a selected group of hazardous trace pollutants in lignite and lignite-petcoke blend co-combustion products from three power stations in China. The evaluation of speciation results showed that, during combustion, oxidizable elements, mainly As and Mo, bound to organic matter and sulfides in coals were mostly transferred to easily water-soluble forms or to slightly acidic states in the ashes. This manner was the most readily bioavailable condition for such an environment. The evaluation of the leaching results shows that the use of petroleum coke as co-fuel has an impact on the ash composition and on the leaching behavior of some inorganic trace pollutants such as Mo and V. The leaching results compared to the European waste acceptance criteria for landfills reveal that the Mo and As' leaching yield brand the coal combustion products as materials that necessitate preventative measures to reduce their potential leaching. Future work will be focused on the application of our novel chemical stabilization method to these coal ashes to reduce the mobility of elements such as Mo and As, and other potentially leachable elements, and on the use of the resulting ash with aggregate products as a substitute for concrete production.

Evaluating socio-economic and subjective well-being impacts of coal power phaseout in China.

Project description:Over the past decade, China has undergone an ambitious coal power phaseout that has induced a set of socio-economic rearrangements. To provide new insights into the socio-economic effects of this phaseout in addressing global climate change, we conducted an empirical analysis at both the macro and micro levels in China from 2014 to 2020. We found that the negative impacts of this phaseout led to 3.1% and 1.9% decreases in annual income for rural and urban populations, respectively. Despite facing macro-economic challenges, individuals report overall increased levels of happiness and life satisfaction. Collectively, these findings reveal a phenomenon in which macro socio-economic performance and subjective well-being (SWB) are driven in different directions during the phaseout. Our study uncovers potential socio-economic injustices as well as opportunities in the context of the coal power phaseout, highlighting the importance of flexibility in designing decarbonization strategies.

Quantifying coal power plant responses to tighter SO<sub>2</sub> emissions standards in China.

Project description:We evaluate the impact of China's new air pollution standards on sulfur dioxide (SO2) emissions by comparing newly available data from Continuous Emissions Monitoring Systems (CEMS) at coal power plants with satellite measures. First, we show that following the July 2014 deadline for implementing tighter emissions standards, stack concentrations of SO2 reported by CEMS declined by 13.9%. Second, on average the ratios of the declines of SO2 measures in the satellite data and the CEMS data are about 0.5. However, the degree of correspondence between the two data sources varies by policy stringency, with weak correspondence found in key regions facing the toughest new limits. Third, large plants achieved compliance earlier than small (typically) power and heat cogeneration plants. To achieve continued air quality improvement, our results suggest a need for increased scrutiny of emissions data quality and monitoring practices and clear long-term targets.

Daily Emission Patterns of Coal-Fired Power Plants in China Based on Multisource Data Fusion.

Project description:Daily emission estimates are essential for tracking the dynamic changes in emission sources. In this work, we estimate daily emissions of coal-fired power plants in China during 2017-2020 by combining information from the unit-based China coal-fired Power plant Emissions Database (CPED) and real-time measurements from continuous emission monitoring systems (CEMS). We develop a step-by-step method to screen outliers and impute missing values for data from CEMS. Then, plant-level daily profiles of flue gas volume and emissions obtained from CEMS are coupled with annual emissions from CPED to derive daily emissions. Reasonable agreement is found between emission variations and available statistics (i.e., monthly power generation and daily coal consumption). Daily power emissions are in the range of 6267-12,994, 0.4-1.3, 6.5-12.0, and 2.5-6.8 Gg for CO2, PM2.5, NO x , and SO2, respectively, with high emissions in winter and summer caused by heating and cooling demand. Our estimates can capture sudden decreases (e.g., those associated with COVID-19 lockdowns and short-term emission controls) or increases (e.g., those related to a drought) in daily power emissions during typical socioeconomic events. We also find that weekly patterns from CEMS exhibit no obvious weekend effect compared to those in previous studies. The daily power emissions will help to improve chemical transport modeling and facilitate policy formulation.

Location-specific co-benefits of carbon emissions reduction from coal-fired power plants in China.

Project description:Climate policies that achieve air quality co-benefits can better align developing countries' national interests with global climate mitigation. Since the effects of air pollutants are highly dependent on source locations, spatially nuanced policies are crucial to maximizing the achievement of co-benefits. Using the coal power industry as a case study, this study presents an interdisciplinary approach to assessing facility level co-benefits at every specific source location in China. We find that co-benefits range from US$51-$278 per ton CO2 reduction nationwide and are highly heterogeneous spatially, with "hotspot" regions that should be the priority of emissions reduction policies, and that provinces should use different techno-economic strategies to reduce emissions. The location-specific co-benefit value plus a carbon price serves as a unified environmental indicator that enables policy makers to more accurately understand the social costs of electricity generation from coal burning and provides a scientific framework for geographically nuanced policymaking.

Dataset on leaching properties of coal ashes from Malaysian coal power plant.

Project description:Coal combustion by-products (CCPs) (i.e. fly (FA) and bottom (BA) ashes) generated by power plants contain heavy metals. This research presents leaching properties of coal ashes (FA and BA) collected from Jimah coal-fired power station, Port Dickson, Negeri Sembilan using USEPA standard methods namely toxicity characteristic leaching procedure (TCLP), and synthetic precipitation leaching procedure (SPLP). Heavy metals like lead (Pb), zinc (Zn), copper (Cu) and arsenic (As) were quantified using atomic absorption spectrometer (AAS). The leached of heavy metals fluxes were Cu < Zn < Pb < As. As leached the most whilst indicating of possible contamination from As. Overall, the ranges of leached concentration were adhered to permissible limits of hazardous waste criteria for metal (Pb and As) and industrial effluent (Zn and Cu). The presented data has potential reuse as reference for the coal ash concrete mixed design application in construction industries.

Repositioning coal power to accelerate net-zero transition of China's power system.

Project description:Countries are urged to advance the energy transition in a just, orderly, and equitable manner, yet the appropriate pathway remains unclear. Using a provincial-level, hourly-dispatched power system model of China that incorporates intertemporal decisions on early retirement and carbon capture retrofitting, our study reveals that for coal-rich but gas-poor economies, repositioning coal power from a baseload resource to a flexibility provider can accelerate net-zero transition of the power system in three aspects. First, when achieving the same emissions reduction target, it mitigates stranded assets by decreasing the average lifespan loss of coal power by 7.9-9.6 years and enhancing the long-term competitiveness of retrofitted coal power. Second, it enables the integration of an additional 194-245 gigawatts of variable renewables by 2030 under the same carbon emissions reduction trajectory. Third, it reduces China's power system transition costs by approximately 176 billion U.S. Dollars, particularly in the face of costly gas power and energy storage technologies. These robust findings underscore the need for appropriate policies to incentivize the flexible dispatch, orderly retirement, and carbon capture retrofitting of coal power, thereby accelerating the decarbonization of China's power system.

Environmental Pollutants and Neurodevelopment: Review of Benefits From Closure of a Coal-Burning Power Plant in Tongliang, China.

Project description:Background. Understanding preventable causes of neurodevelopmental disorders is a public health priority. Polycyclic aromatic hydrocarbons (PAH) from combustion of fossil fuel, lead, and mercury are among known neurodevelopmental toxicants. Method. For the first time, we comprehensively review the findings from a study by the Columbia Center for Children's Environmental Health and Chinese partners that followed 2 groups of mother-child pairs, one from 2002 and another from 2005, in Tongliang County, China. Pregnant mothers in the 2 cohorts experienced different exposure to PAH because a local coal-burning power plant was shut down in 2004. Investigators assessed change in prenatal PAH exposure, measured using a biomarker (benzo[a]pyrene [BaP]-DNA adducts in cord blood). Developmental quotients were measured using the Gesell Developmental Scales at age 2 and IQ was assessed using the Wechsler Intelligence Scale for Children at age 5. Biologic markers of preclinical response were measured in cord blood: methylation status of long interspersed nuclear elements (LINE1), an indicator of genomic stability, and brain-derived neurotrophic factor (BDNF), a neuronal growth promoter. Analyses accounted for co-exposure to lead and mercury. Results. BaP-DNA adducts were significantly inversely associated with Gesell Developmental Scales scores in the first cohort but not in the second cohort; and levels of BDNF and LINE1 methylation were higher in the second cohort. Conclusion. In this study, reduced exposure to PAH was associated with beneficial effects on neurodevelopment as well as molecular changes related to improved brain development and health. These benefits should encourage further efforts to limit exposure to these toxic pollutants.

Gasification of coal and biomass as a net carbon-negative power source for environment-friendly electricity generation in China.

Project description:Realizing the goal of the Paris Agreement to limit global warming to 2 °C by the end of this century will most likely require deployment of carbon-negative technologies. It is particularly important that China, as the world's top carbon emitter, avoids being locked into carbon-intensive, coal-fired power-generation technologies and undertakes a smooth transition from high- to negative-carbon electricity production. We focus here on deploying a combination of coal and biomass energy to produce electricity in China using an integrated gasification cycle system combined with carbon capture and storage (CBECCS). Such a system will also reduce air pollutant emissions, thus contributing to China's near-term goal of improving air quality. We evaluate the bus-bar electricity-generation prices for CBECCS with mixing ratios of crop residues varying from 0 to 100%, as well as associated costs for carbon mitigation and cobenefits for air quality. We find that CBECCS systems employing a crop residue ratio of 35% could produce electricity with net-zero life-cycle emissions of greenhouse gases, with a levelized cost of electricity of no more than 9.2 US cents per kilowatt hour. A carbon price of approximately $52.0 per ton would make CBECCS cost-competitive with pulverized coal power plants. Therefore, our results provide critical insights for designing a CBECCS strategy in China to harness near-term air-quality cobenefits while laying the foundation for achieving negative carbon emissions in the long run.
