Impact of COVID-19 Restrictions in Portugal: A Questionnaire to Municipal and Animal Association Shelters.

ABSTRACT: The COVID-19 pandemic has an indirect impact on the health and welfare of animals. The aim of this work was to investigate the effect of COVID-19 on Municipal and Association animal shelters. A questionnaire was sent to 97 Municipal shelters and 65 Associations. Questions focused on public funding, management and animal welfare during COVID-19 restrictions. The response rate was 43.3% (42/97) for Municipal shelters and 38.5% (25/65) for Associations. Municipal shelters (67%) received over 80% of public funding, whereas 68% of the Associations received less than 50%. During the COVID-19 restrictions, financial difficulties were observed by 52% of Associations and 5% of Municipal shelters, and a lack of volunteers was observed by 56% of Associations and 17% of Municipal shelters. Operational difficulties were indicated by 43% of Associations and 12% of Municipal shelters, and a lack of instructions was observed by 31% of Municipal shelters and 4% of Associations. No significant differences were obtained on abandonment, adoption, clinical support, exercise and interaction. Decreased feed supply was reported by 40% of Associations and 5% of Municipal shelters. During the COVID-19 restrictions, Municipal shelters were more affected by the lack of instructions, and Associations were more affected by external factors such as a decrease in feed supply, volunteers and funding. Preparedness and contingency plans seem essential to face unpredicted crises.

Project description:BackgroundIn November 2020, similar to other European countries, Portugal implemented a tiered restrictions system to control the COVID-19 pandemic. We aimed to compare the COVID-19 growth rate across tiers to assess the effect of a tiered restrictions system in Portugal, using models with different times between tiers assessment. Our hypothesis was that being in a higher tier brings a faster deceleration in the growth rate than being in a lower tier.MethodsThe national database of notified COVID-19 cases and publicly available data were used to analyse the effect of the tiered restrictions system on the COVID-19 incidence growth rate. The tiers were based on the European Centre for Disease Control risk classification: moderate, high, very and extremely high. We used a generalised mixed-effects regression model to estimate the growth rate ratio (GRR) for each tier, comparing the growth rates of higher tiers using moderate tier as reference. Three models were fitted using different times between tiers assessment, separated by 14 days.ResultsWe included 156 034 cases. Very high tier was the most frequent combination in all the three moments assessed (21.2%), and almost 50% of the municipalities never changed tier during the study period. Immediately after the tiers implementation, a reduction was identified in the municipalities in high tier (GRR high tier: 0.90 [95%CI: 0.79; 1.02]) and very high tier (GRR very high tier: 0.68 [95%CI: 0.61; 0.77]), however with some imprecision in the 95% confidence interval for the high tier. A reduction in very high tier growth rate was identified two weeks (GRR: 0.79 [95%CI: 0.71; 0.88]) and four weeks (GRR: 0.77 [95%CI: 0.74; 0.82]) after the implementation, compared to moderate tier. In high tier, a reduction was also identified in both times, although smaller.ConclusionsWe observed a reduction in the growth rate in very high tier after the tiered restriction system was implemented, but we also observed a lag between tiered restriction system implementation and the onset of consequent effects. This could suggest the importance of early implementation of stricter measures for pandemic control. Thus, studies analysing a broader period of time are needed.

Project description:Although data about COVID-19 cases and deaths in the United States are readily available at the county-level, datasets on smaller geographic areas are limited. County-level data have been used to identify geospatial patterns of COVID-19 spread and, in conjunction with sociodemographic variables, have helped identify population health disparities concerning COVID-19 in the US. Municipality-level data are essential for advancing more targeted and nuanced understanding of geographic-based risk and resilience associated with COVID-19. We created a dataset that tracks COVID-19 cases and deaths by municipalities in the state of New Jersey (NJ), US, from April 22, 2020 to December 31, 2020. Data were drawn primarily from official county and municipality websites. The dataset is a spreadsheet containing cumulative case counts and case rates in each municipaly on three target dates, representing the peak of the first wave, the summer trough after the first wave, and the outbreak of the second wave in NJ. This dataset is valuable for four main reasons. First, the dataset is unique, because New Jersey's Health Department does not release COVID-19 data for the 77% (433/565) of municipalities with populations smaller than 20,000 individuals. Second, especially when combined with other data sources, such as publicly available sociodemographic data, this dataset can be used to advance epidemiological research on geographic differences in COVID-19, as well as to inform decision-making concerning the allocation of resources in response to the pandemic (e.g., strategies for targeted vaccine outreach campaigns). Third, county-level data mask important variations across municipalities, so municipality-level data permit a more nuanced exploration of health disparities related to local demographics, socioeconomic conditions, and access to resources and services. New Jersey is a good state to explore these patterns, because it is the most densely-populated and racially/ethnically diverse state in the US. Fourth, New Jersey was one of the few locations in the US with a high prevalence of COVID-19 during the first wave of the pandemic in the US. Thus, this dataset permits exploration of whether sociodemographic variables predicted COVID-19 differently as time progressed. To summarize, this unique municipality-level dataset in a diverse state with high COVID-19 cases is valuable for scholars and policy analysts to explore social and environmental factors related to the prevalence and transmission of COVID-19 in the US.

Project description:Each year, millions of dogs enter thousands of animal shelters across the United States. Life in the shelter can be stressful, and one type of intervention that improves dogs' experience is human interaction, particularly stays in foster homes. Prior research has demonstrated that fostering can reduce dogs' cortisol and increase their resting activity. Despite these benefits, little is understood about the utilization of foster caregiving in animal shelters, and even less so during a crisis. On March 11, 2020, the World Health Organization deemed the coronavirus outbreak a worldwide pandemic, and subsequently a nationwide emergency was declared in the United States. Nearly all states issued stay-at-home orders to curb the spread of the virus. During this time, media outlets reported increased interest in the adoption and fostering of shelter pets. This study explores canine foster caregiving at 19 US animal shelters during the first 4 months of the COVID-19 pandemic. In our investigation, we found that shelters' utilization of foster caregiving increased from March to April 2020 but returned to initial pandemic levels by June 2020. Slightly less than two-fifths of foster caregivers were community members with no prior relationship with the shelter, and these caregivers were over four times more likely to adopt their fostered dogs than those with a pre-existing relationship to the shelter. Individuals fostering with the intention to adopt, in fact, adopted their dogs in nearly three-quarters of those instances. With regards to shelters' available resources, we found that very low-resource shelters relied more heavily on individuals with prior relationships to provide foster caregiving while very high-resource shelters more often recruited new community members. We also found that our lowest resourced shelters transferred more dogs out of their facilities while more resourced shelters rehomed dogs directly to adopters. To our knowledge, these findings represent the first in-depth reporting about dog fostering in US animal shelters and, more specifically, foster caregiving during the COVID-19 pandemic. In total, they provide greater understanding of how monetary and human resources were utilized to affect the care and ultimately, the outcomes of shelter dogs during this time.

Project description:BackgroundDuring Stent for Life Initiative in Portugal lifetime, positive changes in ST elevation myocardial infarction treatment were observed, by the increase of Primary Angioplasty numbers and improvements in patients' behaviour towards myocardial infarction, with an increase in those who called 112 and the lower proportion attending non primary percutaneous coronary intervention centres. Despite public awareness campaigns and system educational programmes, patient and system delay did not change significantly over this period. The aim of this study was to address the public awareness campaign effectiveness on peoples' behaviour facing STEMI, and how Covid-19 has affected STEMI treatment.MethodsData from 1381 STEMI patients were collected during a one-month period each year, from 2011 to 2016, and during one and a half month, matching first lockdown in Portugal 2020. Four groups were constituted: Group A (2011); Group B (2012&2013); Group C (2015&2016) and group D (2020).ResultsThe proportion of patients who called 112, increased significantly (35.2% Group A; 38.7% Group B; 44.0% Group C and 49.6% Group D, p = 0.005); significant reduction was observed in the proportion of patients who attended healthcare centres without PPCI (54.5% group A; 47.6% Group B; 43.2% Group C and 40.9% Group D, p = 0.016), but there were no differences on groups comparison. Total ischemic time, measured from symptoms onset to reperfusion increased progressively from group A [250.0 (178.0-430.0)] to D [296.0 (201.0-457.5.8)] p = 0.012, with statistically significant difference between group C and D (p = 0.034).ConclusionsDuring the term of SFL initiative in Portugal, patients resorted less to primary health centres and called more to 112. These results can be attributed the public awareness campaign. Nevertheless, patient and system delays did not significantly change over this period, mainly in late years of SFL, probably for low efficacy of campaigns and in 2020 due to Covid-19 pandemic.
