The coalitional politics of the European Union's environmental forest policy: Biodiversity conservation, timber legality, and climate protection.

ABSTRACT: European forest policymaking is shaped by progressing European integration, yet with notable ideological divisions and diverging interests among countries. This paper focuses on the coalitional politics of key environmental forest issues: biodiversity conservation, timber legality, and climate protection policy. Combining the Advocacy Coalition Framework and the Shifting Coalition Theory, and informed by more than 186 key informant interviews and 73 policy documents spanning a 20-year timeframe, we examine the evolution of coalitional forest politics in Europe. We find that the basic line-up has remained stable: an environmental coalition supporting EU environmental forest policy integration and a forest sector coalition mostly opposing it. Still, strategic alliances across these coalitions have occurred for specific policy issues which have resulted in a gradual establishment of an EU environmental forest policy. We conclude with discussion of our findings and provide suggestions for further research.

Project description:Over 20% of the world's tropical forests have been selectively logged, and large expanses are allocated for future timber extraction. Reduced-impact logging (RIL) is being promoted as best practice forestry that increases sustainability and lowers CO2 emissions from logging, by reducing collateral damage associated with timber extraction. RIL is also expected to minimize the impacts of selective logging on biodiversity, although this is yet to be thoroughly tested.We undertake the most comprehensive study to date to investigate the biodiversity impacts of RIL across multiple taxonomic groups. We quantified birds, bats and large mammal assemblage structures, using a before-after control-impact (BACI) design across 20 sample sites over a 5-year period. Faunal surveys utilized point counts, mist nets and line transects and yielded >250 species. We examined assemblage responses to logging, as well as partitions of feeding guild and strata (understorey vs. canopy), and then tested for relationships with logging intensity to assess the primary determinants of community composition.Community analysis revealed little effect of RIL on overall assemblages, as structure and composition were similar before and after logging, and between logging and control sites. Variation in bird assemblages was explained by natural rates of change over time, and not logging intensity. However, when partitioned by feeding guild and strata, the frugivorous and canopy bird ensembles changed as a result of RIL, although the latter was also associated with change over time. Bats exhibited variable changes post-logging that were not related to logging, whereas large mammals showed no change at all.Indicator species analysis and correlations with logging intensities revealed that some species exhibited idiosyncratic responses to RIL, whilst abundance change of most others was associated with time.Synthesis and applications. Our study demonstrates the relatively benign effect of reduced-impact logging (RIL) on birds, bats and large mammals in a neotropical forest context, and therefore, we propose that forest managers should improve timber extraction techniques more widely. If RIL is extensively adopted, forestry concessions could represent sizeable and important additions to the global conservation estate - over 4 million km2.

Project description:Balancing economic, ecological, and social values has long been a challenge in the forests of the Pacific Northwest, where conflict over timber harvest and old-growth habitat on public lands has been contentious for the past several decades. The Northwest Forest Plan, adopted two decades ago to guide management on federal lands, is currently being revised as the region searches for a balance between sustainable timber yields and habitat for sensitive species. In addition, climate change imposes a high degree of uncertainty on future forest productivity, sustainability of timber harvest, wildfire risk, and species habitat. We evaluated the long-term, landscape-scale trade-offs among carbon (C) storage, timber yield, and old forest habitat given projected climate change and shifts in forest management policy across 2.1 million hectares of forests in the Oregon Coast Range. Projections highlight the divergence between private and public lands under business-as-usual forest management, where private industrial forests are heavily harvested and many public (especially federal) lands increase C and old forest over time but provide little timber. Three alternative management scenarios altering the amount and type of timber harvest show widely varying levels of ecosystem C and old-forest habitat. On federal lands, ecological forestry practices also allowed a simultaneous increase in old forest and natural early-seral habitat. The ecosystem C implications of shifts away from current practices were large, with current practices retaining up to 105 Tg more C than the alternative scenarios by the end of the century. Our results suggest climate change is likely to increase forest productivity by 30-41% and total ecosystem C storage by 11-15% over the next century as warmer winter temperatures allow greater forest productivity in cooler months. These gains in C storage are unlikely to be offset by wildfire under climate change, due to the legacy of management and effective fire suppression. Our scenarios of future conditions can inform policy makers, land managers, and the public about the potential effects of land management alternatives, climate change, and the trade-offs that are inherent to management and policy in the region.

Project description:BackgroundNon-timber forest products (NTFPs) are important resources for sustenance of rural communities; a systematic planning to manage diverse NTFPs may immensely contribute to food and livelihood security of forest dwellers. Considering this, the present study has been undertaken in the Himachal Pradesh state in north India. It aims to provide detailed information on diversity, distribution, use pattern, and conservation status of selected NTFPs that have market potential, and suggest a possible way for their sustained management and possible role in livelihood upgradation of dependent communities.MethodologyAn inventory of NTFP species was prepared by collecting secondary information from published scientific studies in journals, books, and other periodicals as well as species being traded as per Forest department records. Search on various online databases were also used (Scopus, Google Scholar, PubMed, ISI Web of Science) using specific search terms such as "non-timber forest products," "NTFPs," "medicinal plants," "wild edible plants," and "Himachal Pradesh," "Western Himalaya," and "Northwest Himalaya." A list of potential NTFPs was prepared having market value. To evaluate the relative usefulness of different species, a quantitative valuation was also used by calculating various indices, such as use value (UV), relative frequency of citation (RFC), relative importance index (RI), cultural importance index (CI), and cultural value (CV).ResultsA total of 811 species have been screened that has significant potential for the State, and categorized in 18 groups as per their use. The family use value was highest for Asteraceae (FUV = 76.75). Among plant parts used, whole plants, roots (including rhizomes and tubers), leaves, flowers, fruits, seeds, stems, and barks were used by the forest dwellers. Maximum NTFPs were collected from the warm temperate zone, followed by the temperate, sub-alpine, sub-tropical, and alpine zones. Sixty-one percent of species had medicinal importance, followed by species used for food and fodder purposes. Although species richness of medicinal plants decreased with altitude, however, most plants extracted from high altitudes were high-value species fetching better income. As many as 125 NTFPs were identified under the diverse level of threats according to IUCN criteria and as per the local stakeholders' perceptions.ConclusionHigh dependence on NTFPs by poor and marginal communities for domestic needs as well as market demand of selected species leads to create excessive pressure on them. Unfortunately, the state agencies are not having any robust conservation plan for NTFPs. For long-term management of NTFPs sector, a species-specific conservation strategy, proper harvesting protocol, cultivation practices, the supply of quality planting material, product development and diversification, value chain development, and ensured market is greatly desired. This will not only lead to conserving NTFPs resources in their natural habitats but also lead a sustainable livelihood generation for forest dwellers.
