Data sharing and collaborations with Telco data during the COVID-19 pandemic: A Vodafone case study.

ABSTRACT: With the outbreak of COVID-19 across Europe, anonymized telecommunications data provides a key insight into population level mobility and assessing the impact and effectiveness of containment measures. Vodafone's response across its global footprint was fast and delivered key new metrics for the pandemic that have proven to be useful for a number of external entities. Cooperation with national governments and supra-national entities to help fight the COVID-19 pandemic was a key part of Vodafone's response, and in this article the different methodologies developed are analyzed, as well as the key collaborations established in this context. In this article we also analyze the regulatory challenges found, and how these can pose a risk of the full benefits of these insights not being harnessed, despite clear and efficient Privacy and Ethics assessments to ensure individual safety and data privacy.

Project description:This article contributes an empirical analysis of information sharing practices on Twitter relating to the use of face masks in the context of COVID-19. Behavioural changes, such as the use of face masks, are often influenced by people's knowledge and perceptions, which in turn can be affected by the information available to them. Face masks were not recommended for use by the UK public at the beginning of the COVID-19 pandemic. Due to developments in scientific understanding, the guidance changed and by the end of 2020 they were mandatory on public transport and in shops. This research examines tweets in this longitudinal context and, therefore, provides novel insights into the dynamics of crisis communication in an ongoing crisis event with emerging scientific evidence. Specifically, analysis of the content of tweets, external resources most frequently shared, and users sharing information are considered. The conclusions contribute to developing understanding of the digital information ecology and provide practical insights for crisis communicators. Firstly, the analysis shows changes in the frequency of tweets about the topic correspond with key guidance and policy changes. These are, therefore, points in time official channels of information need to utilise the public's information seeking and sharing practices. Secondly, due to changes in face mask guidance and policy, the current literature on digital information ecology is insufficient for capturing the dynamic nature of a long-term ongoing crisis event. Challenges can arise due to the prolonged circulation of out-of-date information, i.e. not strategic misinformation, nor "mis"-information at all, which can have serious ramifications for crisis communication practitioners. Thirdly, the role of traditional media and other journalism/broadcasting platforms in shaping conversations is evident, as is the potential for scientific organisations' and individual people's Twitter user accounts. This plurality of contributors needs to be acknowledged and understood to inform crisis communication strategies.

Project description:BackgroundThe COVID-19 pandemic strained healthcare systems around the world. This study aims to understand the preparedness of private remote hospitals in Lebanon to respond to the pandemic and evaluate the impact of inter-hospital collaborations on the hospitals' readiness.MethodsA multi-centered study was conducted between August 2020 and June 2021 in ten Lebanese private remote hospitals based on a mixed-methods embedded approach where the quantitative supported the qualitative. Through the AUB-USAID (American University of Beirut-United States Agency for International Development) COVID-19 project, these hospitals received personal protective equipment and medical equipment in addition to COVID-19-related training using the Train-the-Trainer model. The quantitative part used knowledge and evaluation questionnaires and a pre-post-intervention hospital preparedness checklist. The qualitative approach adopted semi-structured interviews with a purposive sample from key hospital personnel. Quantitative data were analyzed using SPSS version 27, and a p-value of <0.05 was considered to be statistically significant. For the qualitative data, a thematic analysis was performed by adopting the six-phase process described by Braun and Clarke.ResultsOf the 393 healthcare workers who attended the training and completed the evaluation questionnaire, 326 completed the pre- and post-training knowledge questionnaire. A significant improvement was observed in mean knowledge scores following training for infection control, nursing, and polymerase chain reaction sampling staff (p-value < 0.001, p-value < 0.001, and p-value = 0.006, respectively), but not for housekeeping staff. More than 93% of the participants showed high trainer and content evaluation scores. As for the hospitals' preparedness assessments, there was a clear improvement in the pre- and post-assessment scores for each hospital, and there was a significant difference in the mean of the total scores of partner hospitals pre- and post-USAID-AUB project (p-value = 0.005). These findings were supported by the qualitative analysis, where nine hospitals expressed the positive impact of the USAID-AUB intervention in improving their preparedness to respond to the COVID-19 pandemic at a critical time when it was highly needed. Despite the intervention, persistent challenges remained.ConclusionsA timely and proactive collaborative program between academic/tertiary care centers and remote community hospitals that includes sharing supplies and expertise is feasible and highly effective during public health emergencies.
