ABSTRACT: This data article describes a dataset of corruption approach and possible variables related, and this dataset was created by integrating eight different systems of Brazilian federal government and Federal District. We present real data from civil servants and militaries to comply with GDPR legislation, the attributes that could identify a person were removed, making the data anonymized.

Project description:This data article provides research data on the perception of public-sector corruption in Mauritius, captured using a survey questionnaire as well as a thematic framework for the analysis of corruption court cases prosecuted by the national anti-corruption body, namely, the Independent Commission against Corruption (ICAC). A sequential mixed methods design was adopted. First, a quantitative approach was used, whereby a questionnaire was developed and administered on 600 persons to gauge public opinion on the perceived seriousness of the phenomenon of public-sector corruption in the country while at the same time recording citizens' perceived effectiveness of the ICAC in its fight against public corruption in Mauritius. Second, to cross-validate the quantitative findings on the perceived effectiveness of the ICAC in fulfilling its mandate as an anti-corruption agency, a content analysis of court judgments prosecuted by ICAC from 2002 to 2018, was conducted to find out whether or not the respondents' perceptions of the prosecutorial efficacy of the ICAC was justified. The questionnaire, the raw dataset as well as the analysis of court judgments can be downloaded from the Mendeley Data repository (https://data.mendeley.com/datasets/h8k5ghvhgh/1). The data may be reused for similar research in other parts of the world. The research findings have been published in The International Journal of Law, Crime, and Justice.

A survey dataset on determinants of administrative corruption.

Project description:This data article describes a survey dataset on administrative corruption and its main determinants (culture, organizational culture, political instability, and institutional weakness) in addition to social class. Prior research was consulted to determine indicators of the constructs of administrative corruption. Each construct has four reflective indicators while social class has formative variables. All items are measured using a seven-point Likert scale and semantic differential scale types. Through Google Form, I collected 677 responses that reflect the perspective of the general public in Basra, Iraq. The paper shows how to build observed indicators for administrative corruption and its main causes, and a summary of the raw data. The dataset can be reused by other researchers and easily downloaded from the Mendeley Data repository (https://doi.org/10.17632/xh22fsmvmc.2). While the dataset is prepared for building and testing a model using a structural equation modeling approach, it sheds light on the debate regarding an increasingly important topic internationally, and especially in Middle Eastern countries, such as Iraq, that experience high rates of corruption and political instability.

Effect of public corruption on the COVID-19 immunization progress.

Project description:The coronavirus disease (COVID-19) outbreak has resulted in the death of over four million people since late 2019. To reduce the human and economic costs of COVID-19, different vaccines have been developed and distributed across countries. There has been significant cross-country variation in the vaccination of people against COVID-19. In this study, we focus on public corruption to explain the significant cause of cross-country variation in immunization progress. We suggest that countries with a higher degree of public corruption have been less successful in the vaccination of their population, controlling for other important determinants of immunization progress.

Social capital predicts corruption risk in towns.

Project description:Corruption is a social plague: gains accrue to small groups, while its costs are borne by everyone. Significant variation in its level between and within countries suggests a relationship between social structure and the prevalence of corruption, yet, large-scale empirical studies thereof have been missing due to lack of data. In this paper, we relate the structural characteristics of social capital of settlements with corruption in their local governments. Using datasets from Hungary, we quantify corruption risk by suppressed competition and lack of transparency in the settlement's awarded public contracts. We characterize social capital using social network data from a popular online platform. Controlling for social, economic and political factors, we find that settlements with fragmented social networks, indicating an excess of bonding social capital has higher corruption risk, and settlements with more diverse external connectivity, suggesting a surplus of bridging social capital is less exposed to corruption. We interpret fragmentation as fostering in-group favouritism and conformity, which increase corruption, while diversity facilitates impartiality in public life and stifles corruption.

Students' Perceptions of University Corruption in a Spanish Public University: A Path Analysis.

Project description:Most research on corruption in educational settings has focused on a cross-national and macro-level analysis; however, to our knowledge, few papers have sought to explore individual perceptions that explain corruption in higher education. The present research aimed to disentangle students' predictors of corrupt intention in a Spanish public university. A total of 933 undergraduate, postgraduate, and Ph.D. students filled out an online survey measuring four corruption scenarios: favoritism, bribery, fraud, and embezzlement. Path analysis (PA) revealed that justifiability, risk perception, and perceived prevalence of corruption were significant factors in predicting corrupt intention. Moreover, willingness to report a corrupt act was predicted by corrupt intention, justifiability, and risk perception. Corrupt behavior is a complex phenomenon explained not only by peers' behavior, but also by their individual justifications and perception of risk. Education is not free of corruption, and universities must address this urgent problem in order to avoid future economic, societal, and ethical problems.

Corruption, public trust and medical autonomy in the public health sector of Montenegro: Taking stock of the COVID-19 influence.

Project description:In this paper, we analyze the influence of corruption perception, experiences of corruptive behavior, and healthcare autonomy on the public trust in Montenegrin healthcare, by surveying the general population before and after the global COVID-19 pandemic. By providing a quasi-replication of a previous empirical study of corruption and trust in the Croatian public healthcare sector, we introduce the COVID-19 pandemic as a new research context. Before the pandemic, we found a consistent and significant negative influence of the corruptive practices and the generally perceived level of corruption (corruption salience) on the trust in public healthcare. The emergence of COVID-19 had mixed effects: while there is a slightly higher effect of corruption salience to the preference of public healthcare, corruptive experiences still matter but are tolerated much higher than before the pandemic. Public assessment of the autonomy of the health system increases preference for public healthcare, both before and after the pandemic, although the emergence of COVID-19 somewhat lowers this effect. The obtained results point to the most significant challenges of the 'post-COVID-19' social context to public health policymaking and management of public healthcare institutions. These include focusing the public healthcare reforms on corruption, reducing waiting times for different diagnostics and medical procedures in the public healthcare system, and regulating the 'dual practice' (simultaneous work in public and private healthcare institutions).

KINECAL: A Dataset for Falls-Risk Assessment and Balance Impairment Analysis.

Project description:The field of human action recognition has made great strides in recent years, much helped by the availability of a wide variety of datasets that use Kinect to record human movement. Conversely, progress towards the use of Kinect in clinical practice has been hampered by the lack of appropriate data. In particular, datasets that contain clinically significant movements and appropriate metadata. This paper proposes a dataset to address this issue, namely KINECAL. It contains the recordings of 90 individuals carrying out 11 movements, commonly used in the clinical assessment of balance. The dataset contains relevant metadata, including clinical labelling, falls history labelling and postural sway metrics. KINECAL should be of interest to researchers interested in the clinical use of motion capture and motion analysis.

Corruption, development and governance indicators predict invasive species risk from trade.

Project description:Invasive species have an enormous global impact, with international trade being the leading pathway for their introduction. Current multinational trade deals under negotiation will dramatically change trading partnerships and pathways. These changes have considerable potential to influence biological invasions and global biodiversity. Using a database of 47 328 interceptions spanning 10 years, we demonstrate how development and governance socio-economic indicators of trading partners can predict exotic species interceptions. For import pathways associated with vegetable material, a significantly higher risk of exotic species interceptions was associated with countries that are poorly regulated, have more forest cover and have surprisingly low corruption. Corruption and indicators such as political stability or adherence to rule of law were important in vehicle or timber import pathways. These results will be of considerable value to policy makers, primarily by shifting quarantine procedures to focus on countries of high risk based on their socio-economic status. Further, using New Zealand as an example, we demonstrate how a ninefold reduction in incursions could be achieved if socio-economic indicators were used to select trade partners. International trade deals that ignore governance and development indicators may facilitate introductions and biodiversity loss. Development and governance within countries clearly have biodiversity implications beyond borders.
