Project description:We investigate the effectiveness of business shutdowns to contain the Covid-19 disease. In March 2020, Italy shut down operations in selected sectors of its economy. Using a difference-in-differences approach, we find that municipalities with higher exposure to closed sectors experienced subsequently lower mortality rates. The implied life savings exceed 9,400 people over a period of less than a month. We also find that business closures exhibited rapidly diminishing returns and had large effects outside the closed businesses themselves, including spillovers to other municipalities. Overall, the results suggest business shutdowns are effective, but should be selectively implemented and centrally coordinated.

Project description:IntroductionVaping and vape shops pose risk for COVID-19 and its transmission.ObjectivesWe examined vape shop non-compliance with state-ordered business closures during COVID-19, changes in their marketing and experiences among consumers.MethodsAs part of a longitudinal study of vape retail in six metropolitan statistical areas (MSAs; Atlanta, Boston, Minneapolis, Oklahoma City, San Diego and Seattle), we conducted: (1) legal research to determine whether statewide COVID-19 orders required vape shops to close; (2) phone-based and web-based surveillance to assess vape shop activity in March-June 2020 during shelter-in-place periods; and (3) a concurrent online survey of e-cigarette users about their experiences with vape retail.ResultsNon-essential business closure varied in timing/duration across states and applied to vape shops in California, Massachusetts, Minnesota, Oklahoma (for a brief period) and Washington (Georgia's orders were ambiguous). Surveillance analysis focused on the five MSAs in these states. Of 156 vape shops, 53.2% were open as usual, 11.5% permanently closed and 3.8% temporarily closed; 31.4% offered pick-up/delivery services. Among survey respondents (n=354, M age =23.9±4.6; 46.9% male, 71.8% white, 13.0% Hispanic), 27.4% worried their vape shop would close/go out of business during COVID-19; 7.3% said their vape shop did so. Few noticed increases in vape product delivery options (7.3%), discounts/price promotions (9.9%) and/or prices (9.3%). While 20.3% stockpiled vape products, 20.3% tried to reduce use and 15.8% tried to quit.ConclusionsMany vape shops were non-compliant with state COVID-19 orders. E-cigarette users were as likely to stockpile vape products as to attempt to reduce or quit using e-cigarettes.

Project description:Misperceptions about COVID-19 health risks may be associated with preferences for school and business closures and fear of becoming seriously ill. We analyzed data from the Franklin Templeton-Gallup Economic of Recovery Study (July-December 2020, N = 35,068). Primary outcomes were whether a respondent favored closure of businesses or in-person schooling for elementary/secondary students. We also assessed respondents' fear of COVID-19 illness. We assessed risk misperceptions using respondents' estimates of the proportion of deaths from COVID-19 that occurred in persons under 55 years-old, the proportion of hospitalizations for COVID-19 that occurred in persons under 55 years-old, the mortality rate among patients hospitalized with COVID-19, and the rate of hospitalization for patients infected with COVID-19. The proportion of respondents who favored business closures ranged from 37% to 53%, and the proportion of respondents who favored school closures ranged from 38% to 44%. Most participants reported beliefs about COVID-19 health risks that were inaccurate, and overestimation of health risk was most common. For example, while deaths in persons younger than 55 years-old accounted for 7% of total U.S. deaths, respondents estimated that this population represented 43% of deaths. Overestimating COVID-19 health harms was associated with increased likelihood of fear of serious illness if infected, preferences for business closures, and preferences for school closures. U.S. survey respondents overestimated several COVID-19 risks, and overestimation was associated with increased fear of serious illness and stronger preferences for business/school lockdowns.

Project description:BackgroundAn unacceptably high percentage of our nation's low-income, minority youth (age<18 years) are not regularly physically active. One reason for this could be their lack of access to quality youth physical activity opportunities (YPAOs). Our previous research found that small businesses (<500 employees), which represent over 99.64% (27.9/28.0 million businesses in United States) of all employers, are powerful resources for creating and improving YPAOs. In accordance with the socioecological model and established philanthropic principles, we developed an alpha version of an intervention (alpha-i) for increasing small businesses' involvement with YPAOs.ObjectiveThe aims of this proposed study are to (1) create a beta version (beta-i) of the intervention and (2) conduct a pilot study of its impact on small business support for YPAOs and YPAO utilization by the youth in low-income, minority neighborhoods.MethodsThe alpha-i will be refined using information from focus groups and surveys conducted with small business owners and managers, YPAO providers, and parents and guardians of the youths from low-income, predominantly minority neighborhoods. A cluster randomized controlled trial will then be conducted for 1 year to examine the effects of the refined intervention (beta-i) on small business support for YPAOs in 10 low-income, minority neighborhoods. The control group of neighborhoods (n=10) will be provided with a standard practice intervention. The primary outcome for aim 2 will be the percentage of small businesses not supporting YPAOs at baseline that subsequently provide support for YPAOs at follow-up. We also will consider the US dollar equivalent of all types of support (monetary, goods/services, and time) donated for YPAOs by small businesses. In addition, we will examine the impact of the increased small business support for YPAOs on YPAO utilization by the youth.ResultsAs of May 1, 2019, all YPAOs and small businesses in the study neighborhoods have been identified, and surveys have begun with these groups. In addition, 9 focus groups were completed, and the data have been transcribed. We anticipate that manuscripts regarding these aspects of the study will be submitted in fall 2019.ConclusionsThe proposed study is significant because it will provide evidence that an easily replicated approach can be used to increase small business support for YPAOs and that this support results in greater use of the YPAOs by youth. Project description:Without a vaccine, practicing social distancing and protective hygiene are the most effective measures to curb the spread of COVID-19. In order to understand how the urban poor mitigate their risk of infection, we conducted a survey with more than 1,400 poor households in two of the African cities with the most COVID-19 infections, Accra and Greater Johannesburg, early in the pandemic, during lockdowns of public life. We find that many of the urban poor already engage in the appropriate hygienic behavior and follow social distancing rules. However, despite citywide lockdowns, about 25-40% of people still report attending large gatherings, 10-20% report receiving guests at home, and 30-35% report leaving the house more than once per week. Lack of cooperation with governmental regulations seems to be more related to a lack of infrastructure or poverty rather than unwillingness to engage in behavioral change. Interestingly, even with the stricter lockdown in South Africa, people are at least equally likely to deviate from social distancing rules. Our results indicate that more South African respondents perceive their government's actions as too extreme and underestimate COVID-19 cases in their country. About half of the sample in both countries report knowing (mainly through TV) about current COVID-19 case numbers. Most participants know that coughing is a symptom, but only half mention fever and difficulty breathing, and very few people mention tiredness. Ghanaians seem to be somewhat better informed. While lack of information is an issue, misinformation appears to be limited. We conclude that a costly shutdown of public life is only effective-and might even be prevented-with a well-informed population, who perceives their government's actions as appropriate and who has access to the infrastructure required to follow WHO safety regulations.

Project description:PurposeTo determine whether sex or age influence whether coronavirus disease 2019 (COVID-19) health care closures affect the health, recovery, and access to resources of preoperative and postoperative orthopaedic sports medicine patients.MethodsElectronic questionnaires assessing physical and emotional health, the value of virtual care, and access to resources were distributed to patients with postponed (PP) orthopaedic restorative surgeries and those within 3 months' postoperative (PO), at the time of the COVID-19 health care closures. The EQ-5D-3L was included as a standardized measure of general health. Chi-square tests compared responses between sexes and age groups. Unpaired t-tests compared the EQ visual analog scale (VAS) by sex, and a one-way analysis of variance (ANOVA) compared the EQ VAS by age.ResultsFemales in the PO group were more likely to report that their recovery was delayed (49.5% vs 36%) and that closures had negatively affected their recovery (P = .013). Females in the PP group reported more symptoms of pain/discomfort on the EQ-5D-3L (P = .023). In the PP group, patients aged 25 to 44 years were most likely to identify pain as a concern (P = .54). In the PO group, patients younger than 45 years reported a significantly lower mean EQ VAS health state (P = .017). For the final analysis, there were 115 subjects in the PP group and 198 in the PO group.ConclusionThis study demonstrated significant sex- and age-specific differences in health and recovery among orthopaedic sports medicine patients as a result of the COVID-19 health care closures. Females reported significantly more pain, anxiety, and delay in their rehabilitation, while younger patients reported greater negative impacts and worse overall health state.

Project description:COVID-19-era lockdown policies resulted in many older persons entering unemployment, facing financial difficulties and social restrictions, and experiencing declining health. Employing the Survey of Health, Ageing and Retirement in Europe's first COVID-19 module (summer 2020) (N = 11,231) and the Karlson-Holm-Breen method for decomposition of effects within non-linear probability models (logistic regression modelling), we examined associations of pandemic-era lost work with older Europeans' (50-80 years of age) self-assessed health, depressive symptoms, and anxiety symptoms, and mediation through households' difficulties making ends meet, loneliness, and curtailed face-to-face contact with non-relatives. We find that lost work was associated with detriments in all three health outcomes. Total mediation was 23% for worsened self-assessed health, 42% for depressive symptoms, and 23% for anxiety symptoms. In all cases, combined mediation through the two social activity variables was approximately twice the magnitude of mediation through household financial difficulties. This evidence highlights the extent of employment's value for friendship formation and sustenance, and social activity, during the pandemic-era social restrictions. This might be accentuated among older persons because of the social constrictions often concomitant to advancing age. These results emphasize that the social correlates of lost employment, beyond the financial concomitants, should receive thorough research and policy attention, perhaps especially for older adults during public health crises.

Project description:We document large temporal and geographical discrepancies among prominent trackers that measure in-person, hybrid, and remote schooling in the U.S. during COVID-19. We then propose a new measure of effective in-person learning (EIPL) that combines information on schooling modes with cell phone data on school visits and estimate it for a large, representative sample of U.S. public and private schools. The EIPL measure, which we make publicly available, resolves the discrepancies across trackers and is more suitable for many quantitative questions. Consistent with other studies, we find that a school's share of non-white students and pre-pandemic grades and size are associated with less in-person learning during the 2020-21 school year. Notably, we also find that EIPL was lower for schools in more affluent and educated localities with higher pre-pandemic spending and more emergency funding per student. These results are in large part accounted for by systematic regional differences, in particular political preferences.
