Economic insecurity and compliance with the COVID-19 restrictions.

ABSTRACT: The present research investigates economic insecurity as one potential determinant of citizens' compliance with restrictive policies implemented to combat the spread of the COVID-19 virus. Two pre-registered studies (N _{Study 1} = 305; N _{Study 2} = 175) were conducted in France during the second and the third wave of the pandemic to test correlational (Study 1) and causal (Study 2) links between economic insecurity, perceived constraints, and transgressions (self-reported, Study 1; intended, Study 2). We hypothesized that the effect of economic insecurity is particularly strong for restrictions involving social affiliations (e.g., not meeting with friends and families). Results indicated that economic insecurity indeed increases perceived constraints and the tendency to transgress but for all types of restrictions (involving social affiliation or not). We propose that economic insecurity poses a threat to individuals' self-agency, which triggers psychological reactance to any form of restrictions on individual freedom.

Social connections with COVID-19-affected areas increase compliance with mobility restrictions.

Project description:We study the role of social connections in compliance of U.S. households with mobility restrictions imposed in response to the coronavirus disease 2019 (COVID-19) pandemic, using aggregated and anonymized Facebook data on social connections and mobile phone data for measuring social distancing at the county level. Relative to the average restriction efficacy, a county with one-SD more social connections with China and Italy-the first countries with major COVID-19 outbreaks-has a nearly 50% higher compliance with mobility restrictions. By contrast, social connections of counties with less-educated populations, a higher Trump vote share, and a higher fraction of climate change deniers show decreased compliance with mobility restrictions. Our analysis suggests that social connections are conduits of information about the pandemic and an economically important factor affecting compliance with, and impact of, mobility restrictions.

Economic and social consequences of human mobility restrictions under COVID-19.

Project description:In response to the coronavirus disease 2019 (COVID-19) pandemic, several national governments have applied lockdown restrictions to reduce the infection rate. Here we perform a massive analysis on near-real-time Italian mobility data provided by Facebook to investigate how lockdown strategies affect economic conditions of individuals and local governments. We model the change in mobility as an exogenous shock similar to a natural disaster. We identify two ways through which mobility restrictions affect Italian citizens. First, we find that the impact of lockdown is stronger in municipalities with higher fiscal capacity. Second, we find evidence of a segregation effect, since mobility contraction is stronger in municipalities in which inequality is higher and for those where individuals have lower income per capita. Our results highlight both the social costs of lockdown and a challenge of unprecedented intensity: On the one hand, the crisis is inducing a sharp reduction of fiscal revenues for both national and local governments; on the other hand, a significant fiscal effort is needed to sustain the most fragile individuals and to mitigate the increase in poverty and inequality induced by the lockdown.

Passive surveillance assesses compliance with COVID-19 behavioural restrictions in a rural US county

Project description:Following the emergence of SARS-CoV-2, early outbreak response relied on behavioural interventions. In the USA, local governments implemented restrictions aimed at reducing movements and contacts to limit viral transmission. In Pennsylvania, restrictions closed schools and businesses in the spring of 2020 and interventions eased later through the summer. Here we use passive monitoring of vehicular traffic volume and mobile device-derived visits to points of interest as proxies for movements and contacts in a rural Pennsylvania county. Rural areas have limited health care resources, which magnifies the importance of disease prevention. These data show the lowest levels of movement occurred during the strictest phase of restrictions, indicating high levels of compliance with behavioural intervention. We find that increases in movement correlated with increases in reported SARS-CoV-2 cases 9–18 days later. The methodology used in this study can be adapted to inform outbreak management strategies for other locations and future outbreaks that use behavioural interventions to reduce pathogen transmission.

Economic insecurity during the COVID-19 pandemic among healthcare workers by educational attainment.

Project description:Prior to the COVID-19 pandemic, healthcare workers with less formal education (eg, nursing assistants and home care aides) vs more formal education (eg, physicians and nurses) were more likely to experience economic insecurity, the real and/or perceived risk of financial losses. Given the unprecedented impact of COVID-19 on healthcare workers, we sought to describe economic insecurity among these workers during the pandemic. Using data from the U.S. Census Bureau's Household Pulse Survey from July 2021 to July 2023, we examined economic insecurity among healthcare workers by educational attainment. Higher proportions of healthcare workers with an associate degree or below reported difficulty paying usual expenses, food insufficiency, and being behind on rent/mortgage payments compared to healthcare workers with a bachelor's degree or higher. Accounting for other sociodemographic characteristics, higher educational attainment was associated with significantly lower odds of economic insecurity. Since the public health emergency has ended and temporary policies to support low-wage workers during the pandemic have sunsetted, targeted policies to promote economic security among financially vulnerable low-wage workers are critical to enable recruitment and retention of these essential healthcare workers.

Association between Compliance with COVID-19 Restrictions and the Risk of SARS-CoV-2 Infection in Poland.

Project description:During the coronavirus disease 19 (COVID-19) pandemic it has become very important to comply with preventive measures. We aimed to assess compliance with applicable restrictions and to explore the links between the level of compliance and the risk of COVID-19. This cross-sectional study included Polish adults who were asked to complete a validated questionnaire. The study period was from 1 November 2020 to 31 January 2021 and a computer-assisted web interview method was chosen to perform the survey. The study involved 562 women and 539 men. COVID-19 was reported in 11.26% of participants. A good level of compliance with the sanitary restrictions was reported for 38.87% of participants, an average level of compliance for 47.96%, and a low level of compliance for 13.17%. A reduced risk of COVID-19 was associated with the following preventive measures: regular use of protective masks, social and physical distancing in public places, regular use of hand sanitizers with high ethanol content, and the use of disposable gloves in public places. Our survey revealed satisfactory public compliance with the pandemic restrictions. Sanitary and epidemiologic measures to prevent the pandemic were shown to be adequate and effective.

Physical Disability and Older Adults' Perceived Food and Economic Insecurity During the COVID-19 Pandemic.

Project description:ObjectivesWe examined whether older adults with physical disability were vulnerable to three types of perceived economic insecurity (difficulty paying regular bills, difficulty paying medical bills, and income loss) and two types of perceived food insecurity (economic obstacles and logistical obstacles) during the early months of the coronavirus disease 2019 (COVID-19) pandemic. We evaluated the extent to which associations are moderated by three personal characteristics (age, sex, and race/ethnicity) and two pandemic-specific risk factors (job loss and COVID-19 diagnosis).MethodData are from a random 25% subsample of Health and Retirement Study participants who completed a COVID-19 module introduced in June 2020. We estimated logistic regression models to predict each of five self-reported hardships during the pandemic.ResultsBivariate analyses showed that persons with three or more functional limitations were more likely to report both types of food insecurity, and difficulty paying regular and medical bills since the start of the pandemic, relative to those with no limitations. After controlling for health conditions, effects were no longer significant for paying medical bills, and attenuated yet remained statistically significant for other outcomes. Patterns did not differ significantly on the basis of the moderator variables. Job loss substantially increased the risk of economic insecurity but not food insecurity.DiscussionOlder adults with more functional limitations were vulnerable to economic and food insecurity during the pandemic, potentially exacerbating the physical and emotional health threats imposed by COVID-19. Supports for older adults with disability should focus on logistical as well as financial support for ensuring their food security.

COVID-19 pandemic and agriculture in Romania: effects on agricultural systems, compliance with restrictions and relations with authorities.

Project description:Like most economic sectors, agriculture has been significantly affected by the COVID-19 pandemic. This study was designed to understand the impact of the initial stages of the pandemic on the agricultural sector in Romania. A web-based research study of farmers was conducted using an online questionnaire. Participants (n = 148) were self-selected, by answering the questionnaire online. The results highlighted that the pandemic was having an impact on agricultural costs, labor, farm management and food security. Among the farmers who were asked to describe the effects of the COVID-19 pandemic on delays with agricultural work, only 35.1% indicated that they had not registered delays. When farmers were asked if they anticipated a future increase in costs in agriculture as a result of the COVID-19 pandemic, 45.9% of respondents felt that costs would increase. Fifty-seven percent of participants reported that they would continue to apply measures to reduce the impacts of the pandemic. Our findings and analysis indicated that agricultural systems were vulnerable and that the agricultural sector must be closely monitored and supported to maintain food security in times of crisis. For food security and better resilience of agri-food systems in Romania, the study identified needs for more automation and mechanization in farms, digital solutions for the public and private sector and continuous dialogue between farmers and authorities. We suggest the pandemic can be an opportunity for the reevaluation of agricultural production systems in Romania and beyond, and for the development of more innovative strategies, sustainable practices and digital solutions in agriculture.Supplementary informationThe online version contains supplementary material available at 10.1007/s12571-021-01239-8.

The socio-economic impacts of Covid-19 restrictions: Data from the coastal city of Mombasa, Kenya.

Project description:The novel corona virus disease (Covid-19) outbreak has caused great uncertainty in all spheres of human life. The experience has been incredibly humbling given that no country or section of society, regardless of its wealth or status, has been spared. The pandemic is not only a health crisis, but is also having serious damaging effects on societies, economies and vulnerable groups. Timely response is necessary in order to alleviate human suffering and to prevent irreversible destruction of livelihoods. This paper provides preliminary data on the socio-economic impacts of Covid-19 in the coastal city of Mombasa, Kenya, at the time of government-imposed curfews and cessation of movement. We conducted online surveys for two weeks during the restrictions period. The data was collected using online questionnaires directed at the city residents. The data highlights the mobile gender gap resulting from gender inequalities, residents' reliance on the government for Covid-19 information but lack of trust for government interventions, inadequate provisions of essential services, and the residents' lack of preparedness to tackle similar challenges in the future.

Food Insecurity during COVID-19.

Project description:For a decade, Feeding America's Map the Meal Gap (MMG) has provided sub-state-level estimates of food insecurity for both the full population and for children. Along with being extensively used by food banks, it is widely used by state and local governments to help plan responses to food insecurity in their communities. In this paper, we describe the methods underpinning MMG, detail the approach Feeding America has used to make projections about the geography of food insecurity in 2020, and how food insecurity rates may have changed due to COVID-19 since 2018. We project an increase of 17 million Americans who are food insecure in 2020 but this aggregate increase masks substantial geographic variation found in MMG.

Compliance with local travel restrictions and face masks during first phase of COVID-19 pandemic in Ireland: a national survey.

Project description:This study examines compliance with local travel restrictions and assesses early uptake of mask wearing, during the initial phase of the coronavirus disease of 2019 (COVID-19) pandemic in Ireland, to inform the ongoing outbreak response. A series of four nationally representative telephone surveys were developed. Information was collected at a household level and from primary respondents. Multivariable logistic regression estimated the association between sociodemographic characteristics and compliance with the local travel restriction and with mask use in primary respondents. Household compliance with local travel restrictions was similar by region, household size and social position. 73.4% of all household members complied, with high levels maintained over time. Higher proportions reported travelling for non-permitted reasons with time. Older age, female gender and attending higher education were independently associated with compliance to local travel restrictions. Among primary respondents, no factors were independently associated with mask use. High compliance with local travel restrictions during the early stages of the pandemic demonstrates the engagement of the population with public health guidance. Although high compliance with local travel restrictions was generally maintained over time, non-permitted activities increased. Early adoption of mask use before required by national policy or legislation provides further evidence of the responsiveness of the population.
