ABSTRACT:

Purpose

Although the outbreak of the Corona Virus Disease 2019 (COVID-19) occurred on a global scale, governments from different countries adopted different policies and achieved different anti-epidemic effects. The purpose of this study is to investigate whether and how the government response affected the transmission scale of COVID-19 on the dynamic perspective.

Methodology

This paper uses a dynamic generalized moment method to research the relationship between the government response and COVID-19 case fatality rate by using panel data from eight countries: China, United States, Canada, Australia, Italy, France, Japan, and South Korea.

Findings

We have the following findings: 1. Government responses have a significant impact on the scale of COVID-19 transmission. 2. The rate of increase of government responses on the growth rate of COVID-19 case fatality rate has the characteristics of cyclicity and repeatability, that is, with the increase in the growth rate of government responses, the COVID-19 case fatality rate shows the following cyclical motion law: increasing first, reaching the maximum point, and then declining, and finally reaching the minimum point and then rising; ultimately, its convergence becomes 0. The cyclical fluctuations of COVID-19 in the long term may be caused by the decline in the level of government response, the mutation of the virus, and the violation of restrictive policies by some citizens. 3. The government response has a lag in controlling the spread of COVID-19.

Originality/value

Since there is a lack of literature on the impact of government responses on the development of COVID-19 from a long-term and dynamic perspective. This paper fills this gap in empirical research. We provide and expand new empirical evidence based on the current literature. This paper provides the basis for government decision-making and will help to formulate the response to other major public health events that may occur in the future.

Project description:The procurement and provision of expert-driven, evidence-informed, and independent science advice is integral to timely decision-making during public health emergencies. The 2019 coronavirus disease (COVID-19) pandemic has underscored the need for sound evidence in public health policy and exposed the challenges facing government science advisory mechanisms. This paper is a jurisdictional case study describing (i) the federal science advice bodies and mechanisms for public health in Canada (i.e., the federal science advice "ecosystem"); and (ii) how these bodies and mechanisms have mobilized and evolved to procure expertise and evidence to inform decisions during the first two years of the COVID-19 pandemic. We reviewed publicly accessible Government of Canada documents, technical reports, and peer-reviewed articles available up to December 2021. Canada's federal landscape of science advisory bodies for public health within the Health Portfolio was largely shaped by Canada's experiences with the 2003 severe acute respiratory syndrome and 2009 H1N1 outbreaks. In parallel, Canada has a designated science advisory apparatus that has seen frequent reforms since the early 2000s, with the current Office of the Chief Science Advisor created within the Science Portfolio in 2018. The COVID-19 pandemic has further complicated Canada's science advice ecosystem, with involvement from departments, expert advisory groups, and partnerships within both the federal Health and Science Portfolios. Although the engagement of federal departments outside the health sector is promising, the COVID-19 experience in Canada supports the need to institutionalize science advisory bodies for public health to improve pandemic preparedness and ensure rapid mobilization of well-coordinated and independent advice in future emergencies. This review also identified pressing areas for further inquiry to strengthen science advice for public health in Canada, including to assess the independence of science advisory actors and the interaction between federal and subnational authorities.

Project description:Kenneth Gillingham is an Associate Professor of Economics at Yale University, with a primary appointment in the School of Forestry & Environmental Studies. In 2015 to 2016, he served as the Senior Economist for Energy and the Environment at the White House Council of Economic Advisers. His research interests cover energy and environmental economics, industrial organization, technological change, and energy modeling. He held a Fulbright to New Zealand and has worked for Resources for the Future and Pacific Northwest National Laboratory. He received a PhD and two MS degrees from Stanford University and an AB from Dartmouth College. Christopher Knittel is the George P. Shultz Professor of Applied Economics in the Sloan School of Management at the Massachusetts Institute of Technology (MIT). He is also the Director of MIT's Center for Energy and Environmental Policy Research, which serves as the hub for social science research on energy and the environmental since the late 1970s. Professor Knittel is also the Co-Director of the MIT Energy Initiative's Electric Power System Low Carbon Energy Center and a co-director of The E2e Project, a research initiative between MIT, UC Berkeley, and the University of Chicago to undertake rigorous evaluation of energy efficiency investments. Jing Li holds the inaugural William Barton Rogers Career Development Chair of Energy Economics at the MIT Sloan School of Management. From 2017-2018, Jing Li was a Postdoctoral Associate of the MIT Energy Initiative. Jing's research interests lie in energy economics and industrial organization, focusing on development and adoption of new technologies. Her most recent work examines compatibility and investment in electric vehicle recharging networks in the United States and cost pass-through in the E85 retail market. Jing received double BSc degrees in Mathematics and Economics from MIT in 2011 and her PhD in Economics from Harvard in 2017. Marten Ovaere is a Postdoctoral Associate in the School of Forestry & Environmental Studies of Yale University. His research interests lie in energy and environmental economics, with a focus on electricity markets, carbon pricing, and renewable energy. Marten holds a MSc in Economics, a MSc in Energy Engineering, and a PhD in Economics from KU Leuven. Mar Reguant is an Associate Professor in Economics at Northwestern University. She received her PhD from MIT in 2011. Her research uses high-frequency data to study the impact of auction design and environmental regulation on electricity markets and energy-intensive industries. She has numerous awards, including a Sloan Research Fellowship in 2016, the Sabadell Prize for Economic Research in 2017, a Presidential Early Career Award for Scientists and Engineers award in 2019, and the European Association of Environmental and Resource Economists Award for Researchers in Environmental Economics under the Age of Forty in 2019.
