Illegal wildlife trade and other organised crime: A scoping review.

ABSTRACT: The global illegal wildlife trade has been anecdotally linked to other serious crimes, such as fraud, corruption, and money laundering, as well as the cross-border trafficking of drugs, arms, counterfeit goods, and persons. As research on this topic is scarce and sporadic, we conducted a scoping literature review to gather information across multiple disciplines and evidence types on crime convergences in the illegal wildlife trade. We reviewed 150 papers published between 2000 and 2020. We found that the illegal trade in many of the most frequently trafficked species have reportedly converged with numerous other serious and organised crimes, most commonly drug trafficking. Convergences can occur in a variety of ways, although the diversification of organised crime groups, parallel trafficking of contraband, and use of enabling crimes (such as corruption and violence) were the most frequently described. Possible explanations for our results and future research directions are discussed.

Economic value of illegal wildlife trade entering the USA.

Project description:Illegal wildlife trade is one of the greatest threats to biodiversity. Understanding its economic value is a first step to establishing the magnitude of the problem. We develop a dataset of illegal wildlife trade prices and combine it with seizure data to estimate the economic value of illegal wildlife trade entering the USA. Using 2013 as a reference year, the results reveal that the economic value of illegal wildlife trade entering the USA was, using a conservative scenario where potential outliers were excluded, US$3.2 billion/year (uncertainty range (UR) 5th and 95th percentile of US$0.6-8.2 billion/year) and, without excluding potential outliers, US$4.3 billion/year (UR of US$1.3-9.6 billion/year). Our results for the USA alone are of a comparable magnitude to the lower bound of commonly used global estimates of the economic value of IWT of uncertain origin, suggesting that the global economic value of IWT is currently underestimated and requires an urgent revision.

Novel detection of provenance in the illegal wildlife trade using elemental data.

Project description:Despite being the fourth largest criminal market in the world, no forensic tools have been sufficiently developed to accurately determine the legal status of seized animals and their parts. Although legal trading is permissible for farmed or captive-bred animals, many animals are illegally removed from the wild and laundered by masquerading them as captive bred. Here we present high-resolution x-ray fluorescence (XRF) as a non-invasive and cost-effective tool for forensic classification. We tested the efficacy of this technique by using machine learning on a training set of zoo specimens and wild-caught individuals of short-beaked echidnas (Tachyglossus aculeatus), a small insectivorous monotreme in Australia. XRF outperformed stable isotope analysis (δ13C, δ15N), reducing overall classification error below 4%. XRF has the added advantage of providing samples every 200 μm on a single quill, enabling 100% classification accuracy by taking the consensus of votes per quill. This accurate and cost-effective forensic technique could provide a much needed in situ solution for combating the illegal laundering of wildlife, and conversely, assist with certification of legally bred animals.

Understanding the social impacts of enforcement activities on illegal wildlife trade in China.

Project description:Illegal wildlife trade enforcement is a cornerstone conservation strategy worldwide, yet we have a limited understanding on its social impacts. Using Chinese online wildlife seizure news (2003-2018), we evaluated the interactions among enforcement operations, news frequency, and social engagement (i.e., whistle-blowing) frequency. Our results showed that intensive enforcement operations, which commenced after 2012, have social impacts by increasing the frequency of all seizure news significantly by 28% [95% Confidence Interval (CI): 5%, 51%] and those via whistle-blowing by 24% [95% CI: 2%, 45%], when compared to counterfactual models where possible confounding factors were accounted for. Furthermore, we revealed the potential interaction between enforcement seizure news with and without social engagement, and the consequential social feedback process. Of the species identified from 'whistle-blowing' news, up to 28% are considered as high conservation priorities. Overall, we expanded our understanding of the enforcement impacts to social dimensions, which could contribute to improving the cost-effectiveness of such conservation efforts.

Evaluating the reliability of media reports for gathering information about illegal wildlife trade seizures.

Project description:Illegal wildlife trade (IWT) is threatening many species across the world. It is important to better understand the scale and characteristics of IWT to inform conservation priorities and actions. However, IWT usually takes place covertly, meaning that the data on species, trade routes and volumes is limited. This means that conservationists often have to rely on publicly available law enforcement reports of seizures as potential indicators of the magnitude and characteristics of IWT. Still, even these data may be difficult to access, leading conservationists to use media reports of seizures instead. This is the case in countries like Nepal, which have limited capacity in data keeping and reporting, and no centralized data management system. Yet reliance on media reports risks introducing further biases, which are rarely acknowledged or discussed. Here we characterize IWT in Nepal by comparing data from three sources of information on IWT between January 2005 and July 2017: seizure reports from three Nepali national daily newspapers, official seizure records for Kathmandu district, and data on additional enforcement efforts against IWT in Nepal. We found a strong positive correlation between the number of official and media-reported seizures over time, but media under-reported seizure numbers, with 78% of seizures going unreported. Seizures of charismatic, protected species were reported more often and seizure reports involving tigers were most likely to be reported (57%). Media reports appeared to be a good indicator of trends and the species being seized but not overall seizure number, with the media largely underestimating total seizure numbers. Therefore, media reports cannot be solely relied upon when it comes to informing conservation decision-making. We recommend that conservationists triangulate different data sources when using seizure data reported in the media to more rigorously characterise IWT.

Trends in illegal wildlife trade: Analyzing personal baggage seizure data in the Pacific Northwest.

Project description:The illegal import of wildlife and wildlife products is a growing concern, and the U.S. is one of the world's leading countries in the consumption and transit of illegal wildlife and their derivatives. Yet, few U.S. studies have analyzed the illegal wildlife trade (IWT) on a national or local scale. Moreover, to our knowledge, no studies have specifically examined the trends associated with IWT moving through personal baggage. This work aimed to better understand the magnitude of illegal wildlife importation into U.S. ports of entry by determining trends associated with illegal wildlife products from personal baggage seizures, using the Pacific Northwest (PNW) as a specific case study. To identify the most influential factors determining the numbers and types of personal baggage seizures into PNW, we analyzed 1,731 records between 1999 and 2016 from the Fish and Wildlife Service's (FWS) Law Enforcement Management Information System (LEMIS) database. We found five significant contributors: taxonomic classification of wildlife, categorical import date, wildlife product, source region, and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) status. While wildlife seizures across taxonomic categories have generally decreased in the PNW since 2008, other findings provide a reason for concern. More specifically, mammals were identified as the largest animal group of seized wildlife, and temporal trends indicate increases in seizures for this and several other taxonomic groups. Many of the seizures originated from overseas, with East Asia serving as the largest source. Our PNW case study can be a model for how large-scale geographical seizure data can be used to inform about the major factors that have historically and presently contribute to IWT, with conservation implications globally.

Evolutionary dynamics of organised crime and terrorist networks.

Project description:Crime is pervasive into modern societies, although with different levels of diffusion across regions. Its dynamics are dependent on various socio-economic factors that make the overall picture particularly complex. While several theories have been proposed to account for the establishment of criminal behaviour, from a modelling perspective organised crime and terrorist networks received much less attention. In particular, the dynamics of recruitment into such organisations deserve specific considerations, as recruitment is the mechanism that makes crime and terror proliferate. We propose a framework able to model such processes in both organised crime and terrorist networks from an evolutionary game theoretical perspective. By means of a stylised model, we are able to study a variety of different circumstances and factors influencing the growth or decline of criminal organisations and terrorist networks, and observe the convoluted interplay between agents that decide to get associated to illicit groups, criminals that prefer to act on their own, and the rest of the civil society.

A new multiplex qPCR assay to detect and differentiate big cat species in the illegal wildlife trade.

Project description:All species of big cats, including tigers, cheetahs, leopards, lions, snow leopards, and jaguars, are protected under the Convention on the International Trade in Endangered Species (CITES). This is due in large part to population declines resulting from anthropogenic factors, especially poaching and the unregulated and illegal trade in pelts, bones, teeth and other products that are derived from these iconic species. To enhance and scale up monitoring for big cat products in this trade, we created a rapid multiplex qPCR test that can identify and differentiate DNA from tiger (Panthera tigris), cheetah (Acinonyx jubatus), leopard (Panthera pardus), lion (Panthera leo), snow leopard (Panthera uncia), and jaguar (Panthera onca) in wildlife products using melt curve analysis to identify each species by its unique melt peak temperature. Our results showed high PCR efficiency (> 90%), sensitivity (detection limit of 5 copies of DNA per PCR reaction) and specificity (no cross amplification between each of the 6 big cat species). When paired with a rapid (< 1 h) DNA extraction protocol that amplifies DNA from bone, teeth, and preserved skin, total test time is less than three hours. This test can be used as a screening method to improve our understanding of the scale and scope of the illegal trade in big cats and aid in the enforcement of international regulations that govern the trade in wildlife and wildlife products, both ultimately benefiting the conservation of these species worldwide.

The scale of Nigeria's involvement in the trans-national illegal pangolin trade: Temporal and spatial patterns and the effectiveness of wildlife trade regulations.

Project description:The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits commercial trans-national trade in pangolin specimens. However, African pangolins are continually trafficked to Asia for traditional medicine, with Nigeria considered a key hub. Using reported Nigeria-linked pangolin seizure data and interviews with Nigerian law enforcement officials, we a) characterised Nigeria's involvement in global pangolin trafficking January 2010-September 2021, particularly observing trafficking trends after pangolin's CITES Appendix I listing; b) estimated the minimum number of pangolins whose scales are in Nigeria-linked seizures January 2010-September 2021, and; c) assessed ongoing efforts within Nigeria to curb pangolin trafficking. Nigeria-linked seizures involved 190,407 kg of pangolin derivatives (99.9% scales) from a minimum of 799,343 pangolins (95% confidence interval; 625,944-996,353) of four species (see caveats in Methods). All shipments confiscated in transit were destined for Asia, with a rapid increase in the mass of maritime shipments over time. Furthermore, stockpiling of pangolin derivatives for overseas shipment is perhaps a prominent trafficking model in Nigeria. Nigeria's law enforcement efforts improved from 2017, the same year Nigeria apparently began playing a hub role. The impact of pangolin's CITES Appendix I listing on pangolin trafficking was unclear, as the marked rise in seizures from 2017 when the listing became effective, coincided with improvements in Nigerian law enforcement efforts. COVID-19-induced travel restrictions likely reduced trafficking activities in 2020 but activities may have fully resumed in 2021. This study provides new information to inform effective enforcement and policy formulation efforts to protect African pangolins.

Illegal wildlife trade in local markets of Feuang and Mad districts of Vientiane Province, Lao People's Democratic Republic.

Project description:The Lao People's Democratic Republic has emerged as a hub for illegal flora and fauna trade, more specifically, species in protected categories. However, numerous local species are traded and given less consideration despite their importance. Hence, we observed the local markets in the Feuang and Mad districts of Vientiane Province in summer and winter seasons to determine the species for trade, as well as their volume and conservation status. Altogether, 602 specimens corresponding to 23 genera and 22 species were identified. Among them, the highest number of species was mammals, followed by birds, reptiles, amphibians, and insects. Six species are listed in threatened categories according to the International Union for Conservation of Nature and nine under Convention on International Trade in Endangered Species categories. The species in trade varied between seasons, as winter was the main poaching season for mammals and birds and summer was for amphibians, reptiles, and insects. This study revealed that food, traditional medicine, and curio production were the main reasons for wildlife trade. The lack of strong regulations, monitoring and law enforcement, and poverty are the major reasons for wildlife trade. Therefore, strong law enforcement, creating alternate income sources, and participatory conservation programs are required to effectively control wildlife trade in the Lao People's Democratic Republic.
