Advancing early warning capabilities with CHIRPS-compatible NCEP GEFS precipitation forecasts.

ABSTRACT: CHIRPS-GEFS is an operational data set that provides daily bias-corrected forecasts for next 1-day to ~15-day precipitation totals and anomalies at a quasi-global 50-deg N to 50-deg S extent and 0.05-degree resolution. These are based on National Centers for Environmental Prediction (NCEP) Global Ensemble Forecast System version 12 (GEFS v12) precipitation forecasts. CHIRPS-GEFS forecasts are compatible with Climate Hazards center InfraRed Precipitation with Stations (CHIRPS) data, which is actively used for drought monitoring, early warning, and near real-time impact assessments. A rank-based quantile matching procedure is used to transform GEFS v12 "reforecast" and "real-time" forecast ensemble means to CHIRPS spatial-temporal characteristics. Matching distributions to CHIRPS makes forecasts better reflect local climatology at finer spatial resolution and reduces moderate-to-large forecast errors. As shown in this study, having a CHIRPS-compatible version of the latest generation of NCEP GEFS forecasts enables rapid assessment of current forecasts and local historical context. CHIRPS-GEFS effectively bridges the gap between observations and weather predictions, increasing the value of both by connecting monitoring resources (CHIRPS) with interoperable forecasts.

Project description:IntroductionThere is a global effort to address the school dropout phenomenon. The urgency to act on it comes from the harmful evidence that school dropout has on societal and individual levels. Early Warning Systems (EWS) for school dropout at-risk student identification have been developed to anticipate and help schools have a better chance of acting on it. However, several studies point to a doubt that Correct EWS may come too late because they use only publicly available and general student and school information. We hypothesize that having a tool to assess more subjective and inter-relational factors would help anticipate where and when to act to prevent school dropout. This study aimed to develop a multidimensional measure for assessing relational factors for predicting school dropout (SD) risk in the Brazilian context.MethodsWe performed several procedures, including (a) the specialized literature review, (b) the item development of the Relational Factors for the Risk of School Dropout Scale (IAFREE in Portuguese), (c) the content validity analysis, (d) a pilot study, and (e) the administration of the IAFREE to a large Brazilian sample of high school and middle school students (N = 15,924).ResultsAfter the theoretical steps, we found content validity for five relational dimensions for SD (Student-School, Student-School Professionals, Student-Family, Student-Community, and Student-Student) that include 12 facets of risk factors. At the empirical stage, confirmatory analysis corroborated the proposed theoretical model with 12 first-order risk factors and 5 s-order dimensions (36 items). Further, through the Item Response Theory analysis, we assessed the individual item parameters of the items, providing a brief measure without losing psychometric quality (IAFREE-12).DiscussionWe discuss how this model may fill gaps in Correct EWS models and how to advance it. The IAFREE is a good measure for scholars investigating the risk of SD. These results are important for implementing an early warning system for SD that looks into the complexity of the school dropout phenomenon.

Project description:Abstract Seasonal precipitation forecasting is highly challenging for the northwest fringes of Europe due to complex dynamical drivers. Hybrid dynamical–statistical approaches offer potential to improve forecast skill. Here, hindcasts of mean sea level pressure (MSLP) from two dynamical systems (GloSea5 and SEAS5) are used to derive two distinct sets of indices for forecasting winter (DJF) and summer (JJA) precipitation over lead‐times of 1–4 months. These indices provide predictors of seasonal precipitation via a multiple linear regression model (MLR) and an artificial neural network (ANN) applied to four Irish rainfall regions and the Island of Ireland. Forecast skill for each model, lead time, and region was evaluated using the correlation coefficient (r) and mean absolute error (MAE), benchmarked against (a) climatology, (b) bias corrected precipitation hindcasts from both GloSea5 and SEAS5, and (c) a zero‐order forecast based on rainfall persistence. The MLR and ANN models produced skilful precipitation forecasts with leads of up to 4 months. In all tests, our hybrid method based on MSLP indices outperformed the three benchmarks (i.e., climatology, bias corrected, and persistence). With correlation coefficients ranging between 0.38 and 0.81 in winter, and between 0.24 and 0.78 in summer, the ANN model outperformed MLR in both seasons in most regions and lead‐times. Forecast skill for summer was comparable to that in winter and for some regions/lead times even superior. Our results also show that climatology and persistence performed better than direct use of bias corrected dynamical outputs in most regions and lead‐times in terms of MAE. We conclude that the hybrid dynamical–statistical approach developed here—by leveraging useful information about MSLP from dynamical systems—enables more skilful seasonal precipitation forecasts for Ireland, and possibly other locations in western Europe, in both winter and summer.
