Towards seasonal forecasting of flood probabilities in Europe using climate and catchment information.

ABSTRACT: We investigate whether the distribution of maximum seasonal streamflow is significantly affected by catchment or climate state of the season/month ahead. We fit the Generalized Extreme Value (GEV) distribution to extreme seasonal streamflow for around 600 stations across Europe by conditioning the GEV location and scale parameters on 14 indices, which represent the season-ahead climate or catchment state. The comparison of these climate-informed models with the classical GEV distribution, with time-constant parameters, suggests that there is a substantial potential for seasonal forecasting of flood probabilities. The potential varies between seasons and regions. Overall, the season-ahead catchment wetness shows the highest potential, although climate indices based on large-scale atmospheric circulation, sea surface temperature or sea ice concentration also show some skill for certain regions and seasons. Spatially coherent patterns and a substantial fraction of climate-informed models are promising signs towards early alerts to increase flood preparedness already a season ahead.

Project description:Malaria presents public health challenge despite extensive intervention campaigns. A 30-year hindcast of the climatic suitability for malaria transmission in India is presented, using meteorological variables from a state of the art seasonal forecast model to drive a process-based, dynamic disease model.The spatial distribution and seasonal cycles of temperature and precipitation from the forecast model are compared to three observationally-based meteorological datasets. These time series are then used to drive the disease model, producing a simulated forecast of malaria and three synthetic malaria time series that are qualitatively compared to contemporary and pre-intervention malaria estimates. The area under the Relative Operator Characteristic (ROC) curve is calculated as a quantitative metric of forecast skill, comparing the forecast to the meteorologically-driven synthetic malaria time series.The forecast shows probabilistic skill in predicting the spatial distribution of Plasmodium falciparum incidence when compared to the simulated meteorologically-driven malaria time series, particularly where modelled incidence shows high seasonal and interannual variability such as in Orissa, West Bengal, and Jharkhand (North-east India), and Gujarat, Rajastan, Madhya Pradesh and Maharashtra (North-west India). Focusing on these two regions, the malaria forecast is able to distinguish between years of "high", "above average" and "low" malaria incidence in the peak malaria transmission seasons, with more than 70% sensitivity and a statistically significant area under the ROC curve. These results are encouraging given that the three month forecast lead time used is well in excess of the target for early warning systems adopted by the World Health Organization. This approach could form the basis of an operational system to identify the probability of regional malaria epidemics, allowing advanced and targeted allocation of resources for combatting malaria in India.

Project description:Seasonal rainfall forecasts provide information several months ahead to support decision making. These forecasts may use dynamic, statistical, or hybrid approaches, but their comparative value is not well understood over Central America. This study conducts a regional evaluation of seasonal rainfall forecasts focusing on two of the leading dynamic climate ensembles: the Copernicus Climate Change Service seasonal forecasting system (C3S) and the North American Multimodel Ensemble (NMME). We compare the multimodel ensemble mean and individual model predictions of seasonal rainfall over key wet season periods in Central America to better understand their relative forecast skill at the seasonal scale. Three types of rainfall forecasts are compared: direct dynamic rainfall predictions from the C3S and NMME ensembles, a statistical approach using the lagged observed sea surface temperature (SST), and an indirect hybrid approach, driving a statistical model with dynamic ensemble SST predictions. Results show that C3S and NMME exhibit similar regional variability with strong performance in the northern Pacific part of Central America and weaker skill primarily in eastern Nicaragua. In the northern Pacific part of the region, the models have high skill across the wet season. Indirect forecasts can outperform the direct rainfall forecasts in specific cases where the direct forecasts have lower predictive power (e.g., eastern Nicaragua during the early wet season). The indirect skill generally reflects the strength of SST associations with rainfall. The indirect forecasts based on Tropical North Atlantic SSTs are best in the early wet season and the indirect forecasts based on Niño3.4 SSTs are best in the late wet season when each SST zone has a stronger association with rainfall. Statistical predictions are competitive with the indirect and direct forecasts in multiple cases, especially in the late wet season, demonstrating how a variety of forecasting approaches can enhance seasonal forecasting.

Project description:BackgroundWith enough advanced notice, dengue outbreaks can be mitigated. As a climate-sensitive disease, environmental conditions and past patterns of dengue can be used to make predictions about future outbreak risk. These predictions improve public health planning and decision-making to ultimately reduce the burden of disease. Past approaches to dengue forecasting have used seasonal climate forecasts, but the predictive ability of a system using different lead times in a year-round prediction system has been seldom explored. Moreover, the transition from theoretical to operational systems integrated with disease control activities is rare.Methods and findingsWe introduce an operational seasonal dengue forecasting system for Vietnam where Earth observations, seasonal climate forecasts, and lagged dengue cases are used to drive a superensemble of probabilistic dengue models to predict dengue risk up to 6 months ahead. Bayesian spatiotemporal models were fit to 19 years (2002-2020) of dengue data at the province level across Vietnam. A superensemble of these models then makes probabilistic predictions of dengue incidence at various future time points aligned with key Vietnamese decision and planning deadlines. We demonstrate that the superensemble generates more accurate predictions of dengue incidence than the individual models it incorporates across a suite of time horizons and transmission settings. Using historical data, the superensemble made slightly more accurate predictions (continuous rank probability score [CRPS] = 66.8, 95% CI 60.6-148.0) than a baseline model which forecasts the same incidence rate every month (CRPS = 79.4, 95% CI 78.5-80.5) at lead times of 1 to 3 months, albeit with larger uncertainty. The outbreak detection capability of the superensemble was considerably larger (69%) than that of the baseline model (54.5%). Predictions were most accurate in southern Vietnam, an area that experiences semi-regular seasonal dengue transmission. The system also demonstrated added value across multiple areas compared to previous practice of not using a forecast. We use the system to make a prospective prediction for dengue incidence in Vietnam for the period May to October 2020. Prospective predictions made with the superensemble were slightly more accurate (CRPS = 110, 95% CI 102-575) than those made with the baseline model (CRPS = 125, 95% CI 120-168) but had larger uncertainty. Finally, we propose a framework for the evaluation of probabilistic predictions. Despite the demonstrated value of our forecasting system, the approach is limited by the consistency of the dengue case data, as well as the lack of publicly available, continuous, and long-term data sets on mosquito control efforts and serotype-specific case data.ConclusionsThis study shows that by combining detailed Earth observation data, seasonal climate forecasts, and state-of-the-art models, dengue outbreaks can be predicted across a broad range of settings, with enough lead time to meaningfully inform dengue control. While our system omits some important variables not currently available at a subnational scale, the majority of past outbreaks could be predicted up to 3 months ahead. Over the next 2 years, the system will be prospectively evaluated and, if successful, potentially extended to other areas and other climate-sensitive disease systems.

Project description:The uncertainty in climate change and high water demand pose pressure on the natural water resources supply. Not only does this require better understanding but also a call for immediate interventions, mitigation and adaptive measures. This study evaluates catchment water resources in the Luwombwa sub-catchment in Zambia through statistical analysis in the downscaling of past, present and future climatic variables from the CMIP6 climatic model. These variables are then integrated into WEAP - a semi-distributed hydrological and water evaluation model - to perform water demand and allocation scenario modelling. Mult-site calibration and validation were conducted on five selected micro-catchments within Luwombwa sub-catchment. The model performance was assessed usng the R2, NSE and PBIAS as the objective functions. Satisfactory values of 92 % for R2, 82 % for NSE and 6.9 % for PBIAS were achieved. This allowed for scenario modelling on water demand and allocation among competing users. Three future scenarios (2022-2050) were developed from the historical to baseline (1988-2022) and included state of water resources availability under climate change, expansion of irrigation area and impact of dam construction in the sub-catchment. The study reveals a decrease of 20 % in sub-catchment's water availability resulting from 9.3 % (equivalent to 4oC) rise in maximum temperature and 4.5 % reduction in rainfall within the entire sub-catchment. This is especially under the persistence of SSP370 climate variability scenario projections downscaled from four GCM models by the year 2050. The study further revealed that the change point for anticipated future climate extremes is likely to occur between 2027 and 2030. The results are indicative of downward trends in streamflow under climate change and socioeconomic development leading to increase in water value and water scarcity. The insights from the study are critical to inform formulation of effective catchment water resources management strategies such as the development of management plans and adapation measures in the face of climate change and the needs for different stakeholders involvement.
