Environmental Impacts of Global Offshore Wind Energy Development until 2040.

ABSTRACT: Continuous reduction in the levelized cost of energy is driving the rapid development of offshore wind energy (OWE). It is thus important to evaluate, from an environmental perspective, the implications of expanding OWE capacity on a global scale. Nevertheless, this assessment must take into account various scenarios for the growth of different OWE technologies in the near future. To evaluate the environmental impacts of future OWE development, this paper conducts a prospective life cycle assessment (LCA) including parameterized supply chains with high technology resolution. Results show that OWE-related environmental impacts, including climate change, marine ecotoxicity, marine eutrophication, and metal depletion, are reduced by ∼20% per MWh from 2020 to 2040 due to various developments including size expansion, lifetime extension, and technology innovation. At the global scale, 2.6-3.6 Gt CO₂ equiv of greenhouse gas emissions are emitted cumulatively due to OWE deployment from 2020 to 2040. The manufacturing of primary raw materials, such as steel and fibers, is the dominant contributor to impacts. Overall, 6-9% of the cumulative OWE-related environmental impacts could be reduced by end-of-life (EoL) recycling and the substitution of raw materials.

Project description:Although offshore wind energy development (OWED) offers a much-needed renewable energy alternative to fossil fuels, holistic and effective methods for evaluating environmental impacts on wildlife in both space and time have been lacking. The lengthy environmental compliance process, estimated to incur a 7-10 year permitting timeline [1], has been identified as a significant impediment to offshore energy development in U.S. waters. During operation, seabirds can collide and be displaced by turbines. During episodic pre-operation phases, cetaceans are most heavily impacted acoustically by pile driving (and similarly seismic air gun surveys for oil and gas exploration). The varying nature of impacts in space and time leads us to conclude that sites should be selected in space to minimize long-term operational impacts on seabirds, and timing of surveying and construction activities to be conducted in times of the year when sensitive migratory marine mammals are least present. We developed a novel spatiotemporal decision support framework that interactively visualizes tradeoffs between OWED industry profits and wildlife sensitivities, in both space and time. The framework highlights sites on a map that are the most profitable and least sensitive to seabirds. Within the U.S. Mid-Atlantic study area, the New York Call Areas are particularly well optimized for minimal impact on seabirds with maximal profits to OWED. For a given site, pre-operational activities (e.g. pile driving and seismic air gun surveying) are advised by cetacean sensitivity across months of the year that minimize impacts on migratory cetaceans, particularly those of highest conservation concern such as the North Atlantic right whale (Eubalaena Glacialis). For instance, within optimal sites for the New York Call Area the least impacting months are May and June. Other taxa are certainly affected by OWED and should be incorporated into this framework, but data on their distributions and/or sensitivities is currently less well known. Built with open-source software made publicly available, the authors hope this framework will be extended even more comprehensively into the future as our knowledge on species distributions and OWED sensitivities expands for streamlining environmental compliance.

Project description:In previous work, the authors demonstrated how data from climate simulations can be utilized to estimate regional wind power densities. In particular, it was shown that the quality of wind power densities, estimated from the UPSCALE global dataset in offshore regions of Mexico, compared well with regional high resolution studies. Additionally, a link between surface temperature and moist air density in the estimates was presented. UPSCALE is an acronym for UK on PRACE (the Partnership for Advanced Computing in Europe)-weather-resolving Simulations of Climate for globAL Environmental risk. The UPSCALE experiment was performed in 2012 by NCAS (National Centre for Atmospheric Science)-Climate, at the University of Reading and the UK Met Office Hadley Centre. The study included a 25.6-year, five-member ensemble simulation of the HadGEM3 global atmosphere, at 25km resolution for present climate conditions. The initial conditions for the ensemble runs were taken from consecutive days of a test configuration. In the present paper, the emphasis is placed on the single climate run for a potential future climate scenario in the UPSCALE experiment dataset, using the Representation Concentrations Pathways (RCP) 8.5 climate change scenario. Firstly, some tests were performed to ensure that the results using only one instantiation of the current climate dataset are as robust as possible within the constraints of the available data. In order to achieve this, an artificial time series over a longer sampling period was created. Then, it was shown that these longer time series provided almost the same results than the short ones, thus leading to the argument that the short time series is sufficient to capture the climate. Finally, with the confidence that one instantiation is sufficient, the future climate dataset was analysed to provide, for the first time, a projection of future changes in wind power resources using the UPSCALE dataset. It is hoped that this, in turn, will provide some guidance for wind power developers and policy makers to prepare and adapt for climate change impacts on wind energy production. Although offshore locations around Mexico were used as a case study, the dataset is global and hence the methodology presented can be readily applied at any desired location.
