Hidden costs to building foundations due to sea level rise in a changing climate.

ABSTRACT: Coastal civil infrastructure is vulnerable to the effects of climate change. Hurricane storm surge and coastal flooding can cause significant hydrostatic and hydrodynamic loads on structures while saltwater intrusion (SWI) may lead to deterioration of foundations. The effects of saltwater intrusion due to Sea Level Rise (SLR) on the foundations of buildings and other civil infrastructure is poorly understood. Such damages may not be detected in a timely fashion nor be insured, leading to significant and unanticipated expenses for building owners. In this study, we evaluate the impact of SWI due to various SLR scenarios on the corrosion of reinforcement in foundations of nearly 137,000 residential buildings in low-lying areas surrounding Mobile Bay, AL. We find that the potential for costly damage is significant. Under an extreme SLR scenario, the annual expected repair costs for the foundations of the studied homes may reach as much as US$90 million by 2100.

Hidden vulnerability of US Atlantic coast to sea-level rise due to vertical land motion.

Project description:The vulnerability of coastal environments to sea-level rise varies spatially, particularly due to local land subsidence. However, high-resolution observations and models of coastal subsidence are scarce, hindering an accurate vulnerability assessment. We use satellite data from 2007 to 2020 to create high-resolution map of subsidence rate at mm-level accuracy for different land covers along the ~3,500 km long US Atlantic coast. Here, we show that subsidence rate exceeding 3 mm per year affects most coastal areas, including wetlands, forests, agricultural areas, and developed regions. Coastal marshes represent the dominant land cover type along the US Atlantic coast and are particularly vulnerable to subsidence. We estimate that 58 to 100% of coastal marshes are losing elevation relative to sea level and show that previous studies substantially underestimate marsh vulnerability by not fully accounting for subsidence.

Public understanding of climate change-related sea-level rise.

Project description:Sea-level rise resulting from climate change is impacting coasts around the planet. There is strong scientific consensus about the amount of sea-level rise to 2050 (0.24-0.32 m) and a range of projections to 2100, which vary depending on the approach used and the mitigation measures taken to reduce carbon emissions. Despite this strong scientific consensus regarding the reality of climate change-related sea-level rise, and the associated need to engage publics in adaptation and mitigation efforts, there is a lack of empirical evidence regarding people's understanding of the issue. Here we investigate public understanding of the amount, rate and causes of sea-level rise. Data from a representative sample of New Zealand adults showed a suprising tendency for the public to overestimate the scientifically plausible amount of sea-level rise by 2100 and to identify melting sea ice as its primary causal mechanism. These findings will be valuable for scientists communicating about sea-level rise, communicators seeking to engage publics on the issue of sea-level rise, and media reporting on sea-level rise.

Chronic flooding events due to sea-level rise in French Guiana.

Project description:As sea levels are rising, the number of chronic flooding events at high tide is increasing across the world coastlines. Yet, many events reported so far either lack observational evidence of flooding, or relate to coastal areas where ground subsidence or oceanic processes often enhance climate change-induced sea-level rise (SLR). Here we present observational and modelling evidence of high-tide flooding events that are unlikely to occur without SLR in French Guiana, where sea-level rise rates are close to the global average and where there is no significant ground subsidence. In particular, on 16 October 2020, a well-documented flooding event happened in Cayenne under calm weather conditions. Our probabilistic assessment of daily maximum water levels superimposed on SLR shows that this event can be modelled and is a consequence of SLR. As sea levels will continue to rise, we show that the number, severity and extent of such high-tide flooding events will increase across several urban areas of French Guiana, with an evolution depending on the topography. As concerns are growing regarding the economic impacts and adaptation challenges of high-tide chronic events across the world, our study provides new evidence that this early impact of SLR is emerging now.

Assessing population exposure to coastal flooding due to sea level rise.

Project description:The exposure of populations to sea-level rise (SLR) is a leading indicator assessing the impact of future climate change on coastal regions. SLR exposes coastal populations to a spectrum of impacts with broad spatial and temporal heterogeneity, but exposure assessments often narrowly define the spatial zone of flooding. Here we show how choice of zone results in differential exposure estimates across space and time. Further, we apply a spatio-temporal flood-modeling approach that integrates across these spatial zones to assess the annual probability of population exposure. We apply our model to the coastal United States to demonstrate a more robust assessment of population exposure to flooding from SLR in any given year. Our results suggest that more explicit decisions regarding spatial zone (and associated temporal implication) will improve adaptation planning and policies by indicating the relative chance and magnitude of coastal populations to be affected by future SLR.

Coastal flood damage and adaptation costs under 21st century sea-level rise.

Project description:Coastal flood damage and adaptation costs under 21st century sea-level rise are assessed on a global scale taking into account a wide range of uncertainties in continental topography data, population data, protection strategies, socioeconomic development and sea-level rise. Uncertainty in global mean and regional sea level was derived from four different climate models from the Coupled Model Intercomparison Project Phase 5, each combined with three land-ice scenarios based on the published range of contributions from ice sheets and glaciers. Without adaptation, 0.2-4.6% of global population is expected to be flooded annually in 2100 under 25-123 cm of global mean sea-level rise, with expected annual losses of 0.3-9.3% of global gross domestic product. Damages of this magnitude are very unlikely to be tolerated by society and adaptation will be widespread. The global costs of protecting the coast with dikes are significant with annual investment and maintenance costs of US$ 12-71 billion in 2100, but much smaller than the global cost of avoided damages even without accounting for indirect costs of damage to regional production supply. Flood damages by the end of this century are much more sensitive to the applied protection strategy than to variations in climate and socioeconomic scenarios as well as in physical data sources (topography and climate model). Our results emphasize the central role of long-term coastal adaptation strategies. These should also take into account that protecting large parts of the developed coast increases the risk of catastrophic consequences in the case of defense failure.

Sea-level rise projections for Sweden based on the new IPCC special report: The ocean and cryosphere in a changing climate.

Project description:New sea-level rise projections for Sweden are presented. Compared to earlier projections, we have here, more carefully, taken regional variations in sea-level rise into consideration. The better treatment of regional variations leads to lower sea-level rise projections for Sweden. However, recent research has also shown that Antarctic ice loss, in high emission scenarios, could be greater than what was believed earlier. Taking also this into account, we find a near cancellation between the increased Antarctic contribution and the decrease owing to the better treatment of spatial inhomogeneities. Sweden's sensitivity to melt from Antarctica and Greenland is also estimated using a new set of sea-level fingerprint kernels, and the sensitivity to melt from Greenland is found to be weak. To illustrate the influence mean sea-level rise has on extreme sea levels, it is also shown how the return period of sea-level extremes changes as a function of time owing to mean sea-level rise in the different projections.

Climate-change-driven accelerated sea-level rise detected in the altimeter era.

Project description:Using a 25-y time series of precision satellite altimeter data from TOPEX/Poseidon, Jason-1, Jason-2, and Jason-3, we estimate the climate-change-driven acceleration of global mean sea level over the last 25 y to be 0.084 ± 0.025 mm/y2 Coupled with the average climate-change-driven rate of sea level rise over these same 25 y of 2.9 mm/y, simple extrapolation of the quadratic implies global mean sea level could rise 65 ± 12 cm by 2100 compared with 2005, roughly in agreement with the Intergovernmental Panel on Climate Change (IPCC) 5th Assessment Report (AR5) model projections.

Accelerated river avulsion frequency on lowland deltas due to sea-level rise.

Project description:Sea-level rise, subsidence, and reduced fluvial sediment supply are causing river deltas to drown worldwide, affecting ecosystems and billions of people. Abrupt changes in river course, called avulsions, naturally nourish sinking land with sediment; however, they also create catastrophic flood hazards. Existing observations and models conflict on whether the occurrence of avulsions will change due to relative sea-level rise, hampering the ability to forecast delta response to global climate change. Here, we combined theory, numerical modeling, and field observations to develop a mechanistic framework to predict avulsion frequency on deltas with multiple self-formed lobes that scale with backwater hydrodynamics. Results show that avulsion frequency is controlled by the competition between relative sea-level rise and sediment supply that drives lobe progradation. We find that most large deltas are experiencing sufficiently low progradation rates such that relative sea-level rise enhances aggradation rates-accelerating avulsion frequency and associated hazards compared to preindustrial conditions. Some deltas may face even greater risk; if relative sea-level rise significantly outpaces sediment supply, then avulsion frequency is maximized, delta plains drown, and avulsion locations shift inland, posing new hazards to upstream communities. Results indicate that managed deltas can support more frequent engineered avulsions to recover sinking land; however, there is a threshold beyond which coastal land will be lost, and mitigation efforts should shift upstream.

Doubling of coastal flooding frequency within decades due to sea-level rise.

Project description:Global climate change drives sea-level rise, increasing the frequency of coastal flooding. In most coastal regions, the amount of sea-level rise occurring over years to decades is significantly smaller than normal ocean-level fluctuations caused by tides, waves, and storm surge. However, even gradual sea-level rise can rapidly increase the frequency and severity of coastal flooding. So far, global-scale estimates of increased coastal flooding due to sea-level rise have not considered elevated water levels due to waves, and thus underestimate the potential impact. Here we use extreme value theory to combine sea-level projections with wave, tide, and storm surge models to estimate increases in coastal flooding on a continuous global scale. We find that regions with limited water-level variability, i.e., short-tailed flood-level distributions, located mainly in the Tropics, will experience the largest increases in flooding frequency. The 10 to 20 cm of sea-level rise expected no later than 2050 will more than double the frequency of extreme water-level events in the Tropics, impairing the developing economies of equatorial coastal cities and the habitability of low-lying Pacific island nations.

Tipping points of Mississippi Delta marshes due to accelerated sea-level rise.

Project description:Coastal marshes are threatened by relative sea-level (RSL) rise, yet recent studies predict marsh survival even under the high rates of RSL rise expected later in this century. However, because these studies are mostly based on short-term records, uncertainty persists about the longer-term vulnerability of coastal marshes. We present an 8500-year-long marsh record from the Mississippi Delta, showing that at rates of RSL rise exceeding 6 to 9 mm year-1, marsh conversion into open water occurs in about 50 years. At rates of RSL rise exceeding ~3 mm year-1, marsh drowning occurs within a few centuries. Because present-day rates of global sea-level rise already surpass this rate, submergence of the remaining ~15,000 km2 of marshland in coastal Louisiana is probably inevitable. RSL-driven tipping points for marsh drowning vary geographically, and those for the Mississippi Delta may be lower than elsewhere. Nevertheless, our findings highlight the need for consideration of longer time windows in determining the vulnerability of coastal marshes worldwide.
