Promoting gender equality across the sustainable development goals.

ABSTRACT: Gender issues, and gender equality in particular, can be regarded as cross-cutting issues in the implementation of the Sustainable Development Goals (SDGs), even though it is unclear how they are taken into account. This study addresses this information gap by performing an assessment of the emphasis on gender issues across all the other 16 SDGs, in addition to SDG5, through a literature review and case study analysis, the basis for the newly developed framework, highlighting specific actions associated to each SDG. The 13 countries addressed in the 16 case studies include China, India, or Australia and illustrate the inclusion of SDG5 into the SDGs. Using an SDG matrix, the SDG targets are analysed. Those where an emphasis on gender equality is important in allowing them to be achieved are listed. The novelty of our approach resides in offering an in-depth analysis of how gender issues interact with the other SDGs, proposing a new analysis framework clearly identifying SDGs 1, 4, 11, 12, 14 and 16 demanding further attention for successful SD gender implementation and illustrating specific areas where further actions may be necessary, which may be used by policy-makers, raising further awareness on gender equality contribution to achieve the SDGs. A set of recommendations aimed at placing gender matters more centrally in the SDGs delivery are presented as a final contribution. These focus on the need for greater awareness and attention to good practices, to achieve successful implementation initiatives.

Project description:ObjectivesEquality is a central component of the Sustainable Development Goals (SDGs). We took one SDG indicator and benchmark-percent of family planning demand met with modern contraceptives, with a benchmark of at least 75% in all countries-as a case study to illuminate recommendations for monitoring equality. Specifically, we assessed levels, patterns, and trends in disparity by key background characteristics and identified disparity measures that are programmatically relevant and easy to interpret.MethodsData were from the Demographic and Health Surveys in 55 countries that have conducted at least 2 surveys since 1990. We calculated absolute difference among subgroups, disaggregated by age, education, household wealth quintile, urban/rural residence, subnational region/administrative unit, and marital status. Our unit of analysis was survey, and we conducted largely descriptive analyses. To understand trends in disparity, we used a fixed-effect linear regression model to estimate an annual rate of change in absolute differences.ResultsA significant level of disparity existed across various background characteristics, ranging from a median difference of 5 percentage points by marital status to 32 percentage points by administrative unit. On average across the study countries, national level of met demand has increased over time while disparity has declined in most disaggregates including by education, wealth, residence, and age. We found statistically significant positive correlations among 4 disparity measures-education, wealth, residence, and administrative unit. Disparities by wealth quintile were easiest to interpret over time and across countries.ConclusionsAt the global level, we recommend monitoring disparity in met demand by wealth quintile, which is strongly correlated with disparity by education, residence, and region and comparable across countries and over time. For monitoring by individual countries and for programmatic purposes, we further recommend monitoring disparity by first-level administrative unit, which can provide direct programmatic relevance.

Project description:ObjectivesThe COVID-19 pandemic threatens to widen existing gender inequities worldwide. A growing body of literature assesses the harmful consequences of public health emergencies (PHEs) for women and girls; however, evidence of what works to alleviate such impacts is limited. To inform viable mitigation strategies, we reviewed the evidence on gender-based interventions implemented in PHEs, including disease outbreaks and natural disasters.MethodsWe conducted a rapid scoping review to identify eligible studies by systematically searching the databases MEDLINE, Global Health and Web of Science with the latest search update on 28 May 2021. We used the Sustainable Development Goals as a guiding framework to identify eligible outcomes of gender (in)equality.ResultsOut of 13 920 records, 16 studies met our eligibility criteria. These included experimental (3), cohort (2), case-control (3) and cross-sectional (9) studies conducted in the context of natural disasters (earthquakes, droughts and storms) or epidemics (Zika, Ebola and COVID-19). Six studies were implemented in Asia, seven in North/Central America and three in Africa. Interventions included economic empowerment programmes (5); health promotion, largely focused on reproductive health (10); and a postearthquake resettlement programme (1). Included studies assessed gender-based outcomes in the domains of sexual and reproductive health, equal opportunities, access to economic resources, violence and health. There was a dearth of evidence for other outcome domains relevant to gender equity such as harmful practices, sanitation and hygiene practices, workplace discrimination and unpaid work. Economic empowerment interventions showed promise in promoting women's and girls' economic and educational opportunities as well as their sexual and reproductive health during PHEs. However, some programme beneficiaries may be at risk of experiencing unintended harms such as an increase in domestic violence. Focused reproductive health promotion may also be an effective strategy for supporting women's sexual and reproductive health, although additional experimental evidence is needed.ConclusionsThis study identified critical evidence gaps to guide future research on approaches to alleviating gender inequities during PHEs. We further highlight that interventions to promote gender equity in PHEs should take into account possible harmful side effects such as increased gender-based violence.Review registrationDOI 10.17605/OSF.IO/8HKFD.
