This note describes the sources and methods used to construct the World Carbon Pricing Database (WCPD). This database contains a harmonized record of the sectoral coverage and prices associated with carbon pricing mechanisms implemented worldwide at the national and subnational levels over the period 1990-2020. The dataset follows IPCC 2006 sectoral disaggregation, which allows for a straightforward integration with other datasets following the same structure. ...[more]

Project description:Understanding the impact of climate fiscal policies on vulnerable groups is a prerequisite for equitable climate mitigation. However, there has been a lack of attention to the impacts of such policies on the elderly, especially the low-income elderly, in existing climate policy literature. Here, we quantify and compare the distributional impacts of carbon pricing on different age-income groups in the United States, the United Kingdom, and Japan and then on different age groups in other 28 developed countries. We find that the elderly are more vulnerable to carbon pricing than younger groups in the same income group. In particular, the low-income elderly and elderly in less wealthy countries face greater challenges because carbon pricing lead to both higher rate of increase in living cost among low-income elderly and greater income inequality within the same age group. In addition, the low-income elderly would benefit less than the younger groups within the same income group in the commonly proposed carbon revenues recycling schemes. The high vulnerability of the low-income elderly to carbon pricing calls for targeted social protection along with climate mitigation polices toward an aging world.

Project description:This note describes the sources and methods used to calculate the emissions-weighted carbon price (ECP), the average price applied to CO2 emissions across all sources of emissions within a territorial jurisdiction by all carbon pricing mechanisms in force. It provides a transparent summary of the stringency of carbon pricing mechanisms in force within a given jurisdiction and allows for a straightforward comparison of that stringency across jurisdictions. It also describes the methodology behind two closely connected calculations: (i) sector-level carbon prices (by IPCC categories of emissions by sources and by categories of economic activity, respectively), (ii) industry- and country-level carbon costs.

Project description:Human activities are threatening to push the Earth system beyond its planetary boundaries, risking catastrophic and irreversible global environmental change. Action is urgently needed, yet well-intentioned policies designed to reduce pressure on a single boundary can lead, through economic linkages, to aggravation of other pressures. In particular, the potential policy spillovers from an increase in the global carbon price onto other critical Earth system processes has received little attention to date. To this end, we explore the global environmental effects of pricing carbon, beyond its effect on carbon emissions. We find that the case for carbon pricing globally becomes even stronger in a multi-boundary world, since it can ameliorate many other planetary pressures. It does however exacerbate certain planetary pressures, largely by stimulating additional biofuel production. When carbon pricing is allied with a biofuel policy, however, it can alleviate all planetary pressures.

Project description:Carbon pricing is a crucial tool in the efforts to address and mitigate climate change. In 2014, only 12% of carbon emissions fell under carbon pricing at USD7 per tonne; now, about 23% of greenhouse gas emissions are priced at USD32 per tonne. However, the regressive nature of carbon pricing can disproportionately affect lower-income populations and potentially reduce political support and public awareness. This raises questions about the dynamics of increasing carbon pricing rates and the optimal balance between inequality, emissions, and economic growth. We find that a critical level of carbon pricing can induce tipping points; incentivizing technological adoption and fuel switching behaviour of energy producers. By combining carbon pricing with redistributive measures at these tipping points, we demonstrate that emissions can be rapidly reduced while maintaining economic growth and decreasing inequality. We also introduce real-time metrics for detecting sector-specific tipping points, without requiring counterfactual analysis. Our research has important implications for the ongoing debate around the relationship between economic growth, inequality, and environmental sustainability.

Project description:IntroductionCalifornia's Workers' Compensation System (CAWCS) Department of Industrial Relations questioned the adequacy of the current Medi-Cal fee-schedule pricing and requested analysis of alternatives that maximize price availability and maintain budget neutrality.ObjectivesTo compare CAWCS pharmacy-dispensed (PD) drug prices under alternative fee schedules, and identify combinations of alternative benchmarks that have prices available for the largest percentage of PD drugs and that best reach budget neutrality.MethodsClaims transaction-level data (2011-2013) from CAWCS were used to estimate total annual PD pharmaceutical payments. Medi-Cal pricing data was from the Workman's Compensation Insurance System (WCIS). Average Wholesale Prices (AWP), Wholesale Acquisition Costs (WAC), Direct Prices (DP), Federal Upper Limit (FUL) prices, and National Average Drug Acquisition Costs (NADAC) were from Medi-Span. We matched National Drug Codes (NDCs), pricing dates, and drug quantity for comparisons. We report pharmacy-dispensed (PD) claims frequency, reimbursement matching rate, and paid costs by CAWCS as the reference price against all alternative price benchmarks.ResultsOf 12,529,977 CAWCS claims for pharmaceutical products 11.6% (1,462,814) were for PD drugs. Prescription drug cost for CAWCS was over $152M; $63.9M, $47.9M, and $40.6M in 2011-2013. Ninety seven percent of these CAWCS PD claims had a Medi-Cal price. Alternative mechanisms provided a price for fewer claims; NADAC 94.23%, AWP 90.94%, FUL 73.11%, WAC 66.98%, and DP 14.33%. Among CAWCS drugs with no Medi-Cal price in PD claims, AWP, WAC, NADAC, DP, and FUL provided prices for 96.7%, 63.14%, 24.82%, 20.83%, and 15.08% of claims. Overall CAWCS paid 100.52% of Medi-Cal, 60% of AWP, 97% of WAC, 309.53% of FUL, 103.83% of DP, and 136.27% of NADAC.ConclusionsCAWCS current Medi-Cal fee-schedule price list for PD drugs is more complete than all alternative fee-schedules. However, all reimbursement approaches would require combinations of pricing benchmarks. We suggest keeping primary reimbursement at 100% of Medi-Cal and for drugs without a primary Medi-Cal price calculating the maximum fee as 60% of AWP and then 97% of WAC. Alternatively, we suggest using NADAC as a primary fee-schedule followed by either 60% AWP and 97% WAC or AWP-40% for drugs with no NADAC price. Fee-schedules may not offer the best price and a formulary approach may provide more flexibility.

Project description:BackgroundThis paper describes the rationale, development and final protocol of the Healthy Diets Australian Standardised Affordability and Pricing (ASAP) method which aims to assess, compare and monitor the price, price differential and affordability of healthy (recommended) and current (unhealthy) diets in Australia. The protocol is consistent with the International Network for Food and Obesity / non-communicable Diseases Research, Monitoring and Action Support's (INFORMAS) optimal approach to monitor food price and affordability globally.MethodsThe Healthy Diets ASAP protocol was developed based on literature review, drafting, piloting and revising, with key stakeholder consultation at all stages, including at a national forum.DiscussionThe protocol was developed in five parts. Firstly, for the healthy (recommended) and current (unhealthy) diet pricing tools; secondly for calculation of median and low-income household incomes; thirdly for store location and sampling; fourthly for price data collection, and; finally for analysis and reporting. The Healthy Diets ASAP protocol constitutes a standardised approach to assess diet price and affordability to inform development of nutrition policy actions to reduce rates of diet-related chronic disease in Australia. It demonstrates application of the INFORMAS optimum food price and affordability methods at country level. Its wide application would enhance monitoring and utility of dietary price and affordability data from a health perspective in Australia. The protocol could be adapted in other countries to monitor the price, price differential and affordability of current and healthy diets.

Project description:In the context of environmental deterioration and people's growing environmental protection awareness, governments or regions have put forward corresponding carbon emission reduction policies. Among them, the carbon trading mechanism, as an effective means to promote enterprises to implement emission reduction measures, plays a crucial role in regulating enterprise behavior and promoting social sustainable development. Since various industries and sectors support each other in social and economic development, it is more reasonable to study the carbon emission reduction optimization decisions of society and enterprises from the perspective of the supply chain. To achieve the carbon reduction target of the supply chain system, manufacturing enterprises usually need to incur additional costs to invest in emission reduction technologies, and retail enterprises also need to conduct low-carbon publicity to increase product market share. On one hand, considering the impact of the government's emission reduction constraints and consumers' low-carbon preferences, manufacturers will take corporate social responsibility (CSR) into consideration to enhance product competitiveness. On the other hand, smaller retailers are more concerned about being treated fairly than about their own profits due to the extra cost of low-carbon advertising. In this paper, considering the background of carbon trading, the manufacturer's CSR and retailer's fairness concern behavior are introduced into the decision-making process of the low-carbon supply chain (LCSC), and the relevant emission reduction decision-making model is constructed by using Stackelberg game theory and backward derivation method. Through comparative analysis of relevant parameters, members' profits and utilities, this paper focuses on the influence of CSR and fairness concerns on system decision-making. The results show that the optimal way for LCSC decision-making is to cooperate with fair-concerned retailers and manufacturers with CSR. When manufacturers consider social responsibility within a certain range and retailers bear part of the cost of social responsibility as followers, it can not only effectively improve the emission reduction level of the supply chain and the profits of each entity, but also help to increase the enthusiasm of each entity for carbon emission reduction and the overall social welfare.
