This study gathered evidence from Germany and the United States on public opinion towards fair distribution of COVID-19 vaccines across the world. Project description:Despite ongoing calls for a more even global distribution of COVID-19 vaccines, there remains a great disparity between high- and low-income countries. We conducted representative surveys among the adult populations in the United States (N = 1,000) and Germany (N = 1,003) in June 2021 to assess public opinion in these countries on the distributive justice of COVID-19 vaccines. We conducted two instances of analytic hierarchy processes (AHP) to elicit how the public weighs different principles and criteria for vaccine allocation. In further discrete choice experiments, respondents were asked to split a limited supply of vaccine doses between a hypothetical high-income and a hypothetical low-income country. AHP weights in the United States and Germany were 37.4% (37.2-37.5) and 49.4% (49.2-49.5) for "medical urgency", 32.7% (32.6-32.8) and 25.4% (25.2-25.5) for "equal access for all", 13.7% (13.6-13.8) and 13.3% (13.2-13.4) for "production contribution", and 16.3% (16.2-16.4) and 12.0% (11.9-12.1) for "free market rules", respectively, with 95% CI shown in parentheses. In the discrete choice experiment, respondents in the United States and Germany split available vaccine doses such that the low-income country, which was three times more populous than the high-income country, on average received 53.9% (95% CI: 52.6-55.1) and 57.5% (95% CI: 56.3-58.7) of available doses, respectively. When faced with a dilemma where a vulnerable family member was waiting for a vaccine, 20.7% (95% CI: 18.2-23.3) of respondents in the United States and 18.2% (95% CI: 15.8-20.6) in Germany reduced the amount they allocated to the low-income country sufficiently to secure a vaccine for their family member. Our results indicate that the public in the United States and Germany favours utilitarian and egalitarian distribution principles of vaccines for COVID-19 over libertarian or meritocratic principles. This implies that political decisions favouring higher levels of redistribution would be supported by public opinion in these two countries.

Project description:Opposition to LGBT rights remains a contemporary fixture within the United States in spite of increasingly liberalizing attitudes toward LGBT individuals. In this paper, I argue that a potentially overlooked factor driving this opposition is rural identity-or an individual's psychological attachment to a rural area. Using data from the 2020 ANES, I find that rural identity predicts less favorable estimations of LGBT individuals. Rural identifiers are also less likely to support pro-LGBT policy measures than nonrural identifiers. Nevertheless, I find the magnitude of the effects of rural identity on anti-LGBT views to be surprisingly small. It is also the case that, on average, rural identifiers exhibit net-positive estimations of LGBT individuals and are broadly supportive of LGBT rights, suggesting that elected officials enacting anti-LGBT legislation in rural areas of the United States are potentially out of step with the preferences of their electorate. These findings also have implications for what it means to hold a rural identity beyond a generalized animosity toward urban areas, and for understanding urban-rural divergences in US public opinion on issues such as LGBT rights.

Project description:Rationale & objectiveUnderstanding national attitudes about living kidney donation will enable us to identify and address existing disincentives to living kidney donation. We performed a national survey to describe living kidney donation perceptions, perceived factors that affect the willingness to donate, and analyzed differences by demographic subgroups.Study designThe survey items captured living kidney donation awareness, living kidney donation knowledge, willingness to donate, and barriers and facilitators to living kidney donation.Setting & populationWe surveyed 802 US adults (aged 25-65 years) in June 2021, randomly selected from an online platform with diverse representation.Analytical approachWe developed summed, scaled indices to assess the association between the living kidney donation knowledge (9 items) and the willingness to donate (8 items) to self-reported demographic characteristics and other variables of interest using analysis of variance. All other associations for categorical questions were calculated using Pearson's χ2 and Fisher exact tests. We inductively evaluated free-text responses to identify additional barriers and facilitators to living kidney donation.ResultsMost (86.6%) of the respondents reported that they might or would definitely consider donating a kidney while they were still living. Barriers to living kidney donation included concerns about the risk of the surgery, paying for medical expenses, and potential health effects. Facilitators to living kidney donation included having information on the donation surgery's safety, knowing that the donor would not have to pay for medical expenses related to the donation, and hearing living kidney donation success stories. Awareness of the ability to participate in kidney-paired donation was associated with a higher willingness to donate.LimitationsPotential for selection bias resulting from the use of survey panels and varied incentive amounts, and measurement error related to respondents' attention level.ConclusionsMost people would consider becoming a living kidney donor. Increased rates of living kidney donation may be possible with investment in culturally competent educational interventions that address risks associated with donating, policies that reduce financial disincentives, and communication campaigns that raise awareness of kidney-paired donation and living kidney donation.

Project description:Global vaccine prices that are tiered across countries, equitable for poorer countries, and profitable for manufacturers (TEP) can promote global vaccine equity but its implementation may require political will and public support in rich countries. A survey experiment with a demographically representative sample of US adults was conducted between April and May 2021 to investigate public support for TEP and the likelihood of collective agreement on TEP relative to alternative global vaccine pricing strategies. The experiment varied vaccine cost and provision of information about the importance of equity and profitability considerations in global vaccine pricing across eight treatment conditions. TEP of low-cost vaccines received less support than TEP of high-cost vaccines, but TEP received more public support than any alternative pricing strategy. Information about equity and profitability considerations increased support for TEP of low-cost vaccines. TEP was also the most likely pricing strategy to achieve collective agreement among participants across all treatments.

Project description:While climate scientists have developed high resolution data sets on the distribution of climate risks, we still lack comparable data on the local distribution of public climate change opinions. This paper provides the first effort to estimate local climate and energy opinion variability outside the United States. Using a multi-level regression and post-stratification (MRP) approach, we estimate opinion in federal electoral districts and provinces. We demonstrate that a majority of the Canadian public consistently believes that climate change is happening. Belief in climate change's causes varies geographically, with more people attributing it to human activity in urban as opposed to rural areas. Most prominently, we find majority support for carbon cap and trade policy in every province and district. By contrast, support for carbon taxation is more heterogeneous. Compared to the distribution of US climate opinions, Canadians believe climate change is happening at higher levels. This new opinion data set will support climate policy analysis and climate policy decision making at national, provincial and local levels.

Project description:BackgroundIncreasing concern about the negative impact of alcohol on the Australian community has renewed calls for tighter regulatory controls. This paper reviews levels of and trends in public support for liquor control regulations, regulation of alcohol promotions, and alcohol pricing and taxation reforms in Australia between 1998 and 2009.MethodsSix electronic databases and twenty public health and alcohol organisation websites were searched for research literature, reports and media releases describing levels of public support for alcohol controls. Only studies which randomly selected participants were included.ResultsTwenty-one studies were included in the review. The majority of the Australian public support most proposed alcohol controls. Levels of support are divided between targeted and universal controls.ConclusionsImplementation of targeted alcohol policies is likely to be strongly supported by the Australian public, but universal controls are liable to be unpopular. Policy makers are provided with insights into factors likely to be associated with higher public support.

Project description:Community Choice Aggregation (CCA) is a rapidly expanding electricity supply model in the United States. By enabling local governments to obtain electricity for their residents, CCAs have the potential to increase the use of renewable energy while lowering costs. Recent studies have focused on how CCAs will impact renewable energy markets, since at least five more states are currently considering CCA-enabling legislation. However, little research has been done on partisan attitudes towards CCAs or how to shift public opinion to support the continued expansion of CCAs. We use a nationally representative survey experiment of 1,862 respondents to evaluate outreach and awareness campaigns by nonprofit and government organizations seeking to expand CCAs. We find that most Americans are currently unfamiliar with CCAs, but exposing them to educational outreach information increases their support for CCAs at the state, local, and personal levels. Furthermore, this information is equally effective at increasing support among both Democrats and Republicans, despite partisan polarization on renewable energy. However, this information did not significantly affect respondents' price sensitivity with regard to CCAs. Our results suggest that outreach and awareness campaigns can be effective at increasing support for CCA among both Democrats and Republicans.

Project description:Political advertisements can shift attitudes and behaviors to become more exclusionary toward social out-groups. However, people who engage in an antidiscrimination exercise in the context of an experiment may respond differently to such ads. What interventions might foster inclusive attitudes in the presence of political communications about social policy issues like transgender rights? We examined two scalable antidiscrimination exercises commonly used in applied settings: describing a personal narrative of discrimination and perspective-taking. We then showed people political ads that are favorable or opposed to transgender rights to determine whether those interventions moderate how receptive people are to the messages. Relying on two demographically representative survey experiments of adults in the United States (study 1 N = 1,291; study 2 N = 1,587), we found that personal recollections of discriminatory experiences did not reduce exclusionary attitudes, but perspective-taking had some effects, particularly among those who fully complied with the exercise. However, both studies revealed potential backfire effects; recalling a discriminatory experience induced negative attitudes among a subset of the participants, and participants who refused to perspective-take when prompted also held more negative attitudes. Importantly, political ads favorable toward transgender rights consistently resulted in more positive attitudes toward transgender people. Future work needs to carefully examine heterogeneous responses and resistance to antidiscrimination interventions and examine what particular aspects of the political ads induced the attitude change.

Project description:Attitudes to COVID-19 vaccination vary considerably within and between countries. Although the contribution of socio-demographic factors to these attitudes has been studied, the role of social media and how it interacts with news about vaccine development and efficacy is uncertain. We examined around 2 million tweets from 522,893 persons in the UK from November 2020 to January 2021 to evaluate links between Twitter content about vaccines and major scientific news announcements about vaccines. The proportion of tweets with negative vaccine content varied, with reductions of 20-24% on the same day as major news announcement. However, the proportion of negative tweets reverted back to an average of around 40% within a few days. Engagement rates were higher for negative tweets. Public health messaging could consider the dynamics of Twitter-related traffic and the potential contribution of more targeted social media campaigns to address vaccine hesitancy.

Project description:ObjectivesSyringe Distribution Programs (SDPs) are a well-proven public health response to the spread of HIV and other blood borne illnesses among people who inject drugs. Many SDPs in the United States are required to collect data from service users as a condition of either legal authorization to operate or as a condition of funding. We sought to describe the prevalence of such externally mandated data collection and impact on service delivery at syringe distribution programs (SDPs) in the United States via an online survey.MethodsOnline survey of SDPs in the US.Results63 SDPs participated. 95•2% collected data about individual service users, with 76•7% being mandated to do so by an external entity as a condition of legal authorization, and/or as a condition of funding. Only 21•7% of mandated respondents received any report back on how data was used. 60•0% reported that data collection acted as a barrier to providing syringes to people who use drugs due to service user fears about loss of anonymity and/or law enforcement. 33•3% reported that the computer literacy and language skills required to collect data meant otherwise appropriate members of the community could not he hired as staff or volunteers.ConclusionsData collection at SDPs may act as a barrier to service provision to populations at high risk for HIV and other blood born viruses, and place considerable logistic burdens on often under-resourced public health programs. Further, it is often unclear to SDPs what purpose their data is being put to. We argue that to be ethical, the purpose of data collection should be carefully considered and regularly reviewed to ensure data is being put to meaningful purpose which is commensurate with impacts on service delivery.
