Flood Risk to Hospitals on the United States Atlantic and Gulf Coasts From Hurricanes and Sea Level Rise.

ABSTRACT: Hurricanes have caused major healthcare system disruptions. No systematic assessment of hurricane risk to United States hospital-based healthcare delivery has been performed. Here, we show that 25 of 78 metropolitan statistical areas (MSAs) on the United States Atlantic and Gulf Coasts have half or more of their hospitals at risk of flooding from relatively weak hurricanes. 0.82 m of sea level rise expected within this century from climate change increases the odds of hospital flooding 22%. Furthermore, in 18 MSAs at least half of the roads within 1.6 km of hospitals were at risk of flooding from a category 2 storm. These findings identify previously undescribed risks to hospital-based care delivery in Atlantic and Gulf Coast communities. They suggest that lower intensity hurricanes can have outsized impacts on healthcare access, particularly in places where per capita bed availability is low.

Climate change exacerbates hurricane flood hazards along US Atlantic and Gulf Coasts in spatially varying patterns.

Project description:One of the most destructive natural hazards, tropical cyclone (TC)-induced coastal flooding, will worsen under climate change. Here we conduct climatology-hydrodynamic modeling to quantify the effects of sea level rise (SLR) and TC climatology change (under RCP 8.5) on late 21st century flood hazards at the county level along the US Atlantic and Gulf Coasts. We find that, under the compound effects of SLR and TC climatology change, the historical 100-year flood level would occur annually in New England and mid-Atlantic regions and every 1-30 years in southeast Atlantic and Gulf of Mexico regions in the late 21st century. The relative effect of TC climatology change increases continuously from New England, mid-Atlantic, southeast Atlantic, to the Gulf of Mexico, and the effect of TC climatology change is likely to be larger than the effect of SLR for over 40% of coastal counties in the Gulf of Mexico.

River-discharge effects on United States Atlantic and Gulf coast sea-level changes.

Project description:Identifying physical processes responsible for historical coastal sea-level changes is important for anticipating future impacts. Recent studies sought to understand the drivers of interannual to multidecadal sea-level changes on the United States Atlantic and Gulf coasts. Ocean dynamics, terrestrial water storage, vertical land motion, and melting of land ice were highlighted as important mechanisms of sea-level change along this densely populated coast on these time scales. While known to exert an important control on coastal ocean circulation, variable river discharge has been absent from recent discussions of drivers of sea-level change. We update calculations from the 1970s, comparing annual river-discharge and coastal sea-level data along the Gulf of Maine, Mid-Atlantic Bight, South Atlantic Bight, and Gulf of Mexico during 1910-2017. We show that river-discharge and sea-level changes are significantly correlated ([Formula: see text]), such that sea level rises between 0.01 and 0.08 cm for a 1 [Formula: see text] annual river-discharge increase, depending on region. We formulate a theory that describes the relation between river-discharge and halosteric sea-level changes (i.e., changes in sea level related to salinity) as a function of river discharge, Earth's rotation, and density stratification. This theory correctly predicts the order of observed increment sea-level change per unit river-discharge anomaly, suggesting a causal relation. Our results have implications for remote sensing, climate modeling, interpreting Common Era proxy sea-level reconstructions, and projecting coastal flood risk.

Atlantic meridional overturning circulation increases flood risk along the United States southeast coast.

Project description:The system of oceanic flows constituting the Atlantic Meridional Overturning Circulation (AMOC) moves heat and other properties to the subpolar North Atlantic, controlling regional climate, weather, sea levels, and ecosystems. Climate models suggest a potential AMOC slowdown towards the end of this century due to anthropogenic forcing, accelerating coastal sea level rise along the western boundary and dramatically increasing flood risk. While direct observations of the AMOC are still too short to infer long-term trends, we show here that the AMOC-induced changes in gyre-scale heat content, superimposed on the global mean sea level rise, are already influencing the frequency of floods along the United States southeastern seaboard. We find that ocean heat convergence, being the primary driver for interannual sea level changes in the subtropical North Atlantic, has led to an exceptional gyre-scale warming and associated dynamic sea level rise since 2010, accounting for 30-50% of flood days in 2015-2020.

Sea-level rise exponentially increases coastal flood frequency.

Project description:Sea-level rise will radically redefine the coastline of the 21st century. For many coastal regions, projections of global sea-level rise by the year 2100 (e.g., 0.5-2 meters) are comparable in magnitude to today's extreme but short-lived increases in water level due to storms. Thus, the 21st century will see significant changes to coastal flooding regimes (where present-day, extreme-but-rare events become common), which poses a major risk to the safety and sustainability of coastal communities worldwide. So far, estimates of future coastal flooding frequency focus on endpoint scenarios, such as the increase in flooding by 2050 or 2100. Here, we investigate the continuous shift in coastal flooding regimes by quantifying continuous rates of increase in the occurrence of extreme water-level events due to sea-level rise. We find that the odds of exceeding critical water-level thresholds increases exponentially with sea-level rise, meaning that fixed amounts of sea-level rise of only ~1-10 cm in areas with a narrow range of present-day extreme water levels can double the odds of flooding. Combining these growth rates with established sea-level rise projections, we find that the odds of extreme flooding double approximately every 5 years into the future. Further, we find that the present-day 50-year extreme water level (i.e., 2% annual chance of exceedance, based on historical records) will be exceeded annually before 2050 for most (i.e., 70%) of the coastal regions in the United States. Looking even farther into the future, the present-day 50-year extreme water level will be exceeded almost every day during peak tide (i.e., daily mean higher high water) before the end of the 21st century for 90% of the U.S. coast. Our findings underscore the need for immediate planning and adaptation to mitigate the societal impacts of future flooding.

Sea level rise drives increased tidal flooding frequency at tide gauges along the U.S. East and Gulf Coasts: Projections for 2030 and 2045.

Project description:Tidal flooding is among the most tangible present-day effects of global sea level rise. Here, we utilize a set of NOAA tide gauges along the U.S. East and Gulf Coasts to evaluate the potential impact of future sea level rise on the frequency and severity of tidal flooding. Using the 2001-2015 time period as a baseline, we first determine how often tidal flooding currently occurs. Using localized sea level rise projections based on the Intermediate-Low, Intermediate-High, and Highest projections from the U.S. National Climate Assessment, we then determine the frequency and extent of such flooding at these locations for two near-term time horizons: 2030 and 2045. We show that increases in tidal flooding will be substantial and nearly universal at the 52 locations included in our analysis. Long before areas are permanently inundated, the steady creep of sea level rise will force many communities to grapple with chronic high tide flooding in the next 15 to 30 years.

Sea level rise outpaced by vertical dune toe translation on prograding coasts.

Project description:Sea level is rising due to climate change and is expected to influence the development and dynamics of coastal dunes. However, the anticipated changes to coastal dunes have not yet been demonstrated using field data. Here, we provide evidence of dune translation that is characterized by a linear increase of the dune toe elevation on the order of 13-15 mm/year during recent decades along the Dutch coast. This rate of increase is a remarkable 7-8 times greater than the measured sea level rise. The observed vertical dune toe translation coincides with seaward movement of the dune toe (i.e., progradation), which shows similarities to prograding coasts in the Holocene both along the Dutch coast and elsewhere. Thus, we suspect that other locations besides the Dutch coast might also show such large ratios between sea level rise and dune toe elevation increase. This phenomenon might significantly influence the expected impact of sea level rise and climate change adaptation measures.

Spatiotemporal patterns of extreme sea levels along the western North-Atlantic coasts.

Project description:The western North-Atlantic coast experienced major coastal floods in recent years. Coastal floods are primarily composed of tides and storm surges due to tropical (TCs) and extra-tropical cyclones (ETCs). We present a reanalysis from 1988 to 2015 of extreme sea levels that explicitly include TCs for the western North-Atlantic coastline. Validation shows a good agreement between modeled and observed sea levels and demonstrates that the framework can capture large-scale variability in extreme sea levels. We apply the 28-year reanalysis to analyze spatiotemporal patterns. Along the US Atlantic coasts the contribution of tides can be significant, with the average contribution of tides during the 10 largest events up to 55% in some locations, whereas along the Mexican Southern Gulf coast, the average contribution of tides over the largest 10 events is generally below 25%. At the US Atlantic coast, ETCs are responsible for 8.5 out of the 10 largest extreme events, whereas at the Gulf Coast and Caribbean TCs dominate. During the TC season more TC-driven events exceed a 10-year return period. During winter, there is a peak in ETC-driven events. Future research directions include coupling the framework with synthetic tropical cyclone tracks and extension to the global scale.

Demographics and risk of isolation due to sea level rise in the United States.

Project description:Within coastal communities, sea level rise (SLR) will result in widespread intermittent flooding and long-term inundation. Inundation effects will be evident, but isolation that arises from the loss of accessibility to critical services due to inundation of transportation networks may be less obvious. We examine who is most at risk of isolation due to SLR, which can inform community adaptation plans and help ensure that existing social vulnerabilities are not exacerbated. Combining socio-demographic data with an isolation metric, we identify social and economic disparities in risk of isolation under different SLR scenarios (1-10 ft) for the coastal U.S. We show that Black and Hispanic populations face a disproportionate risk of isolation at intermediate levels of SLR (4 ft and greater). Further, census tracts with higher rates of renters and older adults consistently face higher risk of isolation. These insights point to significant inequity in the burdens associated with SLR.

Probabilistic sea level rise flood projections using a localized ocean reference surface.

Project description:Projecting sea level rise (SLR) impacts requires defining ocean surface variability as a source of uncertainty. We analyze ocean surface height data from a Regional Ocean Modeling System reanalysis to produce an ocean reference surface (ORS) as a proxy for the local mean higher high water. This method allows incorporation of ocean surface level uncertainty into bathtub modeling and generation of probability-based projections of SLR-induced flooding. For demonstration, we model the NOAA Intermediate, Intermediate-high and High regional SLR scenarios at three locations on the island of O'ahu, Hawai'i. We compare 80% probability-based flood projections generated using our approach to those generated using the Tidal Constituents and Residual Interpolation (TCARI) method. TCARI is the predecessor of VDatum, the standard method used by NOAA available only for the continental U.S., Puerto Rico, and U.S. Virgin Islands. For validation, ORS pixel values representing the Honolulu tide gauge location are compared to tide gauge observations. The more realistic distribution of daily higher high water provided by ORS improves projections of SLR-induced flooding for locations where VDatum is not available. We highlight the importance of uncertainty and user-defined probability in identifying locations of flooding and pathways for additional sources of flooding.

Coastal flood damage and adaptation costs under 21st century sea-level rise.

Project description:Coastal flood damage and adaptation costs under 21st century sea-level rise are assessed on a global scale taking into account a wide range of uncertainties in continental topography data, population data, protection strategies, socioeconomic development and sea-level rise. Uncertainty in global mean and regional sea level was derived from four different climate models from the Coupled Model Intercomparison Project Phase 5, each combined with three land-ice scenarios based on the published range of contributions from ice sheets and glaciers. Without adaptation, 0.2-4.6% of global population is expected to be flooded annually in 2100 under 25-123 cm of global mean sea-level rise, with expected annual losses of 0.3-9.3% of global gross domestic product. Damages of this magnitude are very unlikely to be tolerated by society and adaptation will be widespread. The global costs of protecting the coast with dikes are significant with annual investment and maintenance costs of US$ 12-71 billion in 2100, but much smaller than the global cost of avoided damages even without accounting for indirect costs of damage to regional production supply. Flood damages by the end of this century are much more sensitive to the applied protection strategy than to variations in climate and socioeconomic scenarios as well as in physical data sources (topography and climate model). Our results emphasize the central role of long-term coastal adaptation strategies. These should also take into account that protecting large parts of the developed coast increases the risk of catastrophic consequences in the case of defense failure.
