In this study, we provide a universal approach to Gene Expression Engineering (GeneEE) for creating artificial expression systems. GeneEE leads to the generation of artificial 5<sup>'</sup> regulatory sequences (ARES) consisting of promoters and 5<sup>'</sup> untranslated regions.
