Police agencies on Facebook overreport on Black suspects.

ABSTRACT: A large and growing share of the American public turns to Facebook for news. On this platform, reports about crime increasingly come directly from law enforcement agencies, raising questions about content curation. We gathered all posts from almost 14,000 Facebook pages maintained by US law enforcement agencies, focusing on reporting about crime and race. We found that Facebook users are exposed to posts that overrepresent Black suspects by 25 percentage points relative to local arrest rates. This overexposure occurs across crime types and geographic regions and increases with the proportion of both Republican voters and non-Black residents. Widespread exposure to overreporting risks reinforcing racial stereotypes about crime and exacerbating punitive preferences among the polity more generally.

Who are the "police" in "police violence"? Fatal violence by U.S. law enforcement agencies across levels of government.

Project description:BackgroundPolice violence is increasingly recognized as an urgent public health problem. Basic questions about police violence, however, remain unanswered, including which types of law enforcement agency are responsible for fatal police violence deaths.MethodsWe estimated the proportion of police violence deaths in the U.S. (2013-2022) that were attributable to local, county, state, federal, or tribal police agencies, using mapping police violence data. We examined proportions overall, by decedent race/ethnicity, and by state.ResultsNationally, 60% of decedents were killed by municipal, 29% by county, 8% by state, and 3% by federal, police, with < 1% killed by tribal or other officers. These proportions varied by race/ethnicity, with 56% of Native American decedents killed by municipal police compared to 70-75% among other racially minoritized people. While municipal police were responsible for most deaths in most states, in the Southeast, county police predominated. In some Northeastern states (and Alaska), state police were responsible for > 40% of deaths.ConclusionsWe identify wide geographic & racial/ethnic variation in the agencies responsible for fatal police violence. Findings suggest that the budgetary and infrastructural shifts required to prevent fatal police violence need to occur at multiple levels of government.

Police violence reduces trust in the police among Black residents.

Project description:Recent high-profile incidents involving the shooting or killing of unarmed Black men have intensified the debate about how police violence affects trust in the criminal justice system, particularly among communities of color. In this article, we propose a quasi-experimental design that leverages the timing of the shooting of Jacob Blake by the Kenosha Police Department relative to when a large survey was fielded in the city of Chicago. We demonstrate that individuals interviewed 4 weeks before and 4 weeks after the shooting are comparable across a large set of observed characteristics, thus approximating an experimental setting. We find that Blake's shooting caused substantial reductions in Black respondents' trust in the police, concentrated among younger residents and criminalized residents. These results suggest that police violence against racial minorities may lead to lower civic engagement and cooperation with law enforcement in those communities, exacerbating issues of public safety and community well-being. The pronounced distrust among younger Black residents suggests a generational rift that could risk further entrenching systemic biases and inequalities within the criminal justice system. Additionally, the higher levels of distrust among criminalized respondents could have implications for research detailing this population's decreased willingness to engage with public institutions more broadly.

Access to European Union Agencies: Usual Suspects or Balanced Interest Representation in Open and Closed Consultations?

Project description:To facilitate stakeholder representation, European Union (EU) agencies use a range of procedures, including closed consultation or advisory committees and open or public consultations. For analysing what kind of stakeholders gain access to advisory committees, we compare these two particular procedures. Two theoretical perspectives guide this analysis. The first is a resource-based account, which emphasizes informational needs and leads to the expectation that not only regulated interests but also EU-level associations and European Commission expert group members will gain representation through closed consultations. The second is a norm-based perspective that stresses the importance for agencies to establish a credible reputation, leading them to balance interest representation. A systematic comparison of stakeholders represented in agency committee with those participating in open consultations demonstrates that regulated interests have no systematic advantage in gaining access to closed consultations. Instead, closed consultations may diversify interest representation and facilitate the involvement of non-business interests.

Trends in youth opinions about police agencies in the United States, 2017-2021.

Project description:IntroductionAs civil unrest about policing in the United States (US) continue, research on changing opinions about police agencies is needed, especially among younger populations. These opinions may be associated with distress and other health outcomes that come with public health implications.MethodsWe aggregated and used yearly 2017 to 2021 data on 12th-grade youth living in the US from the Monitoring the Future cross-sectional study (n = 7132). We categorized opinions about police agency job performance into 1) very poor/poor (hereafter: poor), 2) fair/good/very good, and 3) no opinion. To examine trends in policy agency opinions over time, we conducted logistic regression between year and opinions, adjusted for age, sex, and race and ethnicity, and included a two-way interaction between year and race and ethnicity to determine differences across racial and ethnic groups by year.ResultsFrom 2017 to 2020, the proportion of youth who believed police did a poor job remained constant. However, from 2020 to 2021, this proportion increased from 24.4% to 50.0%. Results from regression models showed that year 2021 (vs. 2017) was associated with nearly three times higher odds of perceiving police agencies do a poor job (OR: 2.90, 95% CI: 1.87-4.52). The interaction between year and race and ethnicity indicated that each racial and ethnic group in 2021 had higher odds of perceiving police agencies do a poor job compared to 2017, with associations strongest for non-Hispanic Black (OR: 6.46, 95% CI: 3.74-11.18) and non-Hispanic multiracial (OR: 7.38, 95% CI: 2.99-18.25) youth.ConclusionsNegative opinions about police agencies increased from 2017 to 2021, and differences were observed by race and ethnicity. Shifting youth views about police agencies in the US reflect the greater social context of the period, with potential implications for public health.

Swedish and Norwegian Police Interviewers' Goals, Tactics, and Emotions When Interviewing Suspects of Child Sexual Abuse.

Project description:As the suspect interview is one of the key elements of a police investigation, it has received a great deal of merited attention from the scientific community. However, suspect interviews in child sexual abuse (CSA) investigations is an understudied research area. In the present mixed-methods study, we examine Swedish (n = 126) and Norwegian (n = 52) police interviewers' self-reported goals, tactics, and emotional experiences when conducting interviews with suspected CSA offenders. The quantitative analyses found associations between the interviewers' self-reported goals, tactics, and emotions during these types of suspect interviews. Interviewers who reported experiencing more negative emotions were more likely to employ confrontational tactics. Specifically, anger was positively associated with the goal of obtaining a confession and with aggressive tactics like raising one's voice and emphasizing the seriousness of the crime. Frustration and disgust displayed similar patterns. Somewhat contrasting these quantitative results, the thematic analysis identified a strong consensus that emotions should not and do not affect the police interviewers' work. Furthermore, the police interviewers described a range of strategies for managing emotions during the interview and for processing their emotional reactions afterwards. The present findings highlight the relevance of emotional processes in CSA suspect interviews and provide an initial exploration of the potentially complex relationship between the goals, tactics, and emotional experiences of police interviewers who question CSA suspects.

Police violence and the health of black infants.

Project description:Police use of force is a controversial issue, but the broader consequences and spillover effects are not well understood. This study examines the impact of in utero exposure to police killings of unarmed blacks in the residential environment on black infants' health. Using a preregistered, quasi-experimental design and data from 3.9 million birth records in California from 2007 to 2016, the findings show that police killings of unarmed blacks substantially decrease the birth weight and gestational age of black infants residing nearby. There is no discernible effect on white and Hispanic infants or for police killings of armed blacks and other race victims, suggesting that the effect reflects stress and anxiety related to perceived injustice and discrimination. Police violence thus has spillover effects on the health of newborn infants that contribute to enduring black-white disparities in infant health and the intergenerational transmission of disadvantage at the earliest stages of life.

Police Brutality and Black Health: Setting the Agenda for Public Health Scholars.

Project description:We investigated links between police brutality and poor health outcomes among Blacks and identified five intersecting pathways: (1) fatal injuries that increase population-specific mortality rates; (2) adverse physiological responses that increase morbidity; (3) racist public reactions that cause stress; (4) arrests, incarcerations, and legal, medical, and funeral bills that cause financial strain; and (5) integrated oppressive structures that cause systematic disempowerment. Public health scholars should champion efforts to implement surveillance of police brutality and press funders to support research to understand the experiences of people faced with police brutality. We must ask whether our own research, teaching, and service are intentionally antiracist and challenge the institutions we work in to ask the same. To reduce racial health inequities, public health scholars must rigorously explore the relationship between police brutality and health, and advocate policies that address racist oppression.

Measuring Black men's police-based discrimination experiences: Development and validation of the Police and Law Enforcement (PLE) Scale.

Project description:ObjectivesAlthough social science research has examined police and law enforcement-perpetrated discrimination against Black men using policing statistics and implicit bias studies, there is little quantitative evidence detailing this phenomenon from the perspective of Black men. Consequently, there is a dearth of research detailing how Black men's perspectives on police and law enforcement-related stress predict negative physiological and psychological health outcomes. This study addresses these gaps with the qualitative development and quantitative test of the Police and Law Enforcement (PLE) Scale.MethodIn Study 1, we used thematic analysis on transcripts of individual qualitative interviews with 90 Black men to assess key themes and concepts and develop quantitative items. In Study 2, we used 2 focus groups comprised of 5 Black men each (n = 10), intensive cognitive interviewing with a separate sample of Black men (n = 15), and piloting with another sample of Black men (n = 13) to assess the ecological validity of the quantitative items. For Study 3, we analyzed data from a sample of 633 Black men between the ages of 18 and 65 to test the factor structure of the PLE, as we all as its concurrent validity and convergent/discriminant validity.ResultsQualitative analyses and confirmatory factor analyses suggested that a 5-item, 1-factor measure appropriately represented respondents' experiences of police/law enforcement discrimination. As hypothesized, the PLE was positively associated with measures of racial discrimination and depressive symptoms.ConclusionsPreliminary evidence suggests that the PLE is a reliable and valid measure of Black men's experiences of discrimination with police/law enforcement. Dissonance between posts of health agencies and public comments regarding COVID-19 and vaccination on Facebook in Northern California.

Project description:BackgroundPublic health crises, such as the COVID-19 pandemic, have prompted a need for health agencies to improve their disease preparedness strategies, informing their communities of new information and promoting preventive behaviors to help curb the spread of the virus.MethodsWe ran unsupervised machine learning and emotion analysis, validated with manual coding, on posts of health agencies (N = 1588) and their associated public comments (N = 7813) during a crucial initial period of the COVID-19 pandemic (January 2020 to February 2021) among nine different counties with a higher proportion of vaccine-hesitant communities in Northern California. In addition, we explored differences in concerns and expressed emotions by two key group-level factors, county-level COVID-19 death rate and political party affiliation.ResultsWe consistently find that while health agencies primarily disseminated information about COVID-19 and the vaccine, they failed to address the concerns of their communities as expressed in public comment sections. Topics among public audiences focused on concerns with the COVID-19 vaccine safety and rollout, state mandates, flu vaccination, and frustration with politicians, and they expressed more positive and more negative emotions than health agencies. Further, there were several differences in primary topics and emotions expressed among public audiences by county-level COVID-19 death rate and political party affiliation.ConclusionWhile this research serves as a case study, findings indicate how local health agencies, and their audiences, discuss their perceptions and concerns regarding the COVID-19 pandemic and may inform health communication researchers and practitioners on how to prepare and manage for emerging health crises.

Exceptional mortality risk among police-identified young black male gang members.

Project description:Gang membership is associated with many risky behaviors but is often overlooked as a source of mortality among young Americans. Gang Member-Linked Mortality Files (GM-LMFs) match St. Louis, Missouri gang members listed in a law enforcement gang database to mortality records in the National Death Index. We created three analytic samples composed of black males aged 15-35 years by merging cases of the GM-LMFs with National Vital Statistics System and Census data in years 1993-2016. Mortality rates standardized to the 15-35-year-old 2010 U.S. male population were estimated for all-cause (1477.4, 99% CI = 1451.5-1503.3), homicide (950.1, 99% CI = 932.2-967.9), non-homicide injury (314.0, 99% CI = 308.8-319.2), and non-injury (213.3, 99% CI = 202.3-224.4) deaths in the GM-LMFs. We fitted Poisson rate models to estimate mortality rate ratios (RR) between gang members and demographically-matched comparison groups. Black male gang members in St. Louis were at an elevated mortality risk from all causes of death, and homicides contributed substantially to this risk. Compared to black males in St. Louis, gang members experienced greater relative risk of all-cause (RR = 2.9, 99% CI = 2.4-3.5), homicide (RR = 3.2, 99% CI = 2.5-4.1), and non-homicide injury (RR = 4.0, 99% CI = 2.8-5.8) mortality between 1993 and 2016. Relative risk was greater when compared to black males in St. Louis MSA, Missouri, and the USA. These results identify a key source of excess mortality among young black Americans. Health policies and interventions may be most efficacious when they acknowledge, address, and incorporate information about and target high-risk populations, including gang members, that contribute to relatively high mortality risk in the USA.
