Do regulatory tools instigate measures to prevent work-related psychosocial and ergonomic risk factors? A process evaluation of a Labour inspection authority trial in the Norwegian home-care services.

ABSTRACT:

Objective

There is a research gap regarding the way managers and employee representatives respond to Labour Authority interventions targeting work-related psychosocial and ergonomic risk factors. The present study aimed to determine if (I) labour inspections and (II) guidance-through-workshops led by inspectors were perceived by the target audience as equally useful and educational; and to determine if utility and enhanced knowledge were associated with the implementation of measures to prevent work-related risk factors. Finally, it aimed to determine if the managers in the intervention groups to a greater extent than the controls reported implementing such measures.

Results

Managers and employee representatives in both intervention groups reported a high level of perceived utility as well as a high level of enhanced knowledge. Both utility (p < 0.05) and enhanced knowledge (p < 0.05) were significantly associated with the implementation of, or plans to soon implement, measures to improve working conditions. When compared to controls, implemented measures, or plans to implement measures, were reported significantly more frequently by managers in the inspection group (p < 0.05). Project description:INTRODUCTION:There is a need to evaluate whether, and to what degree, labour inspections or other regulatory tools have the desired effects on psychosocial, organisational and mechanical work environment, and employee health. The Norwegian Labour Inspection Authority (NLIA) uses different tools and strategies to enforce compliance with occupational safety and health (OSH) legislation. The aim of the present study is to evaluate the effects of labour inspections and other regulatory tools employed by the NLIA. The home-care service is one of the fastest growing occupations and a prioritised area for the NLIA, hence the present study will investigate regulatory tools in this sector. METHODS AND ANALYSIS:The research project has been designed as a longitudinal, cluster-randomised, controlled trial and will be conducted among Norwegian home-care workers. The objective of the research project is to evaluate the effects of the NLIA's regulatory tools (inspection and guidance) on: (1) compliance with OSH legislation and regulation; (2) psychosocial, organisational and mechanical work environment; (3) employee health in terms of musculoskeletal and mental health complaints; and (4) sickness absence. Public home-care services have been randomised to three intervention groups and one control group. Home-care services in the intervention groups will receive one of three intervention activities from the NLIA: (1) inspection from the Labour Inspection Authority; (2) guidance through an online interactive risk-assessment tool; and (3) guidance on psychosocial, organisational and mechanical work environment through workshops. The interventions will be performed at the organisational level (home-care service), and the effects of the interventions on the working environment and health complaints will be measured at the individual level (home-care employees). ETHICS AND DISSEMINATION:This project has been approved by the Regional Committees for Medical and Health Research Ethics (REC) in Norway (REC South East) (2018/2003/REK sør-øst C), the Norwegian Center for Research Data (566128), and will be conducted in accordance with the World Medical Association Declaration of Helsinki. Project description:AimEvaluations of participatory ergonomic interventions are often challenging as these types of interventions are tailored to the context and need of the workplace in which they are implemented. We aimed to describe how time flow analysis can be used to describe changes in work behaviours following a participatory ergonomic intervention.MethodThis study was based on data from a two-arm cluster-randomized controlled trial with 29 childcare institutions and 116 workers (intervention: n = 60, control: n = 56). Physical behaviours at work were technically measured at baseline and 4-month follow-up. Physical behaviours were expressed in terms of relative work time spent forward bending of the back ≥30°, kneeling, active (i.e. walking, stair climbing and running) and sedentary. Average time flow from baseline to follow-up were calculated for both groups to investigate if work time was allocated differently at follow-up.ResultsA total of 116 workers (60 in the intervention and 56 in the control group) had valid accelerometer at baseline and follow-up. The largest group difference in time flowing from baseline to follow-up was observed for forward bending of the back and time spent kneeling. Compared to the control, the intervention group had less time flowing from forward bending of the back to kneeling (intervention: +11 min day, control: +16 min day) and more time flowing from kneeling to sedentary behaviours (intervention: +15 min day, control: +10 min day).ConclusionThe results of this study showed that time flow analysis can be used to reveal changes in work time-use following a participatory ergonomic intervention. For example, the analysis revealed that the intervention group had replaced more work time spent kneeling with sedentary behaviours compared to the control group. This type of information on group differences in time reallocations would not have been possible to obtain by comparing group differences in work time-use following the intervention, supporting the usefulness of time flow analysis as a tool to evaluate complex, context-specific interventions.

Project description:The notion of decent work was developed by the International Labour Organization 20 years ago. The notion is now well known by lawyers, economists, and sociologists, and even if it appears difficult to define it clearly, it constitutes a useful general framework with which to think of the relationships between policy practices, work market globalization, and human rights principles. The fields of career guidance and counseling psychology are highly concerned by questions of social justice and human rights that people experience through work. Career choices being made in a liquid and unstable society, incompatibility between individualist values and collective work issues, increasing psychological health problems at work, work-family balance in precarious job situations, the growing necessity of mobility, adaptability or flexibility… all of these questions are at the heart of current career counseling practices, and concern the decent work debate. Nevertheless, the notion of decent work is not well developed in the field of vocational psychology. Despite its relevance, it is difficult to operationalize the policy and human rights principles during career counseling sessions. The article aims to explore the usefulness of the concept for career counselors, and to propose a psychosocial framework that incorporates decent work in career counseling practices. The first part of this article presents the theoretical bases of the notion of decent work and their possible use in the field of psychology. It deals with the necessity of a multilevel and psychosocial perspective, that takes into account both objective and subjective dimensions of decent work. The second part focuses on a case study illustrating how the notion of decent work emerges during counseling sessions. Four levels of the work experience linked with subjective and objective dimensions of decent work are explored; the personal level, the activity level, the collective level, and the social level. Finally, the third part discusses and proposes a framework based on the analysis of the four dimensions of work (activity, trade, others and society) in order to integrate a psychosocial view of decent work into career counseling.
