Project description:Since 2013, Australian aid has been reduced and increasingly focused on delivering benefits to Australia. Motivated by these changes, this paper fills three gaps in the existing literature on public opinion about aid. It provides the only recent detailed study of Australians' opinions about aid. It studies specific policy questions in addition to the broader questions typical of international research. And it studies views on the purpose of aid, an area not previously researched. Although Australians are generally supportive of aid, most backed major aid cuts in 2015. However, most Australians think the purpose of Australian aid should be helping people in poor countries, not bringing benefits to Australia. There is a clear left-right divide in responses to all questions; however, some variables correlated with support for aid fail to explain variation in views about aid's purpose. The paper concludes by discussing ramifications for those who seek to change aid policy.

Project description:Opposition to LGBT rights remains a contemporary fixture within the United States in spite of increasingly liberalizing attitudes toward LGBT individuals. In this paper, I argue that a potentially overlooked factor driving this opposition is rural identity-or an individual's psychological attachment to a rural area. Using data from the 2020 ANES, I find that rural identity predicts less favorable estimations of LGBT individuals. Rural identifiers are also less likely to support pro-LGBT policy measures than nonrural identifiers. Nevertheless, I find the magnitude of the effects of rural identity on anti-LGBT views to be surprisingly small. It is also the case that, on average, rural identifiers exhibit net-positive estimations of LGBT individuals and are broadly supportive of LGBT rights, suggesting that elected officials enacting anti-LGBT legislation in rural areas of the United States are potentially out of step with the preferences of their electorate. These findings also have implications for what it means to hold a rural identity beyond a generalized animosity toward urban areas, and for understanding urban-rural divergences in US public opinion on issues such as LGBT rights.

Project description:We sought to examine support for gun polices by race and ethnicity, and among gun owning subgroups. We combined two waves of the National Survey of Gun Policy (January 2017 and 2019 [N = 3804]). We used chi-square tests to assess whether support for gun policies differed by race or ethnicity overall and among subgroups of gun owners. Most U.S. adults supported 17 of 21 gun-related policies. Among gun owners, Blacks supported six policies at higher levels than whites, including minimum age requirements for gun ownership and assault weapon and ammunition-related restrictions. Hispanic gun owners supported safe storage requirements at higher levels than white gun owners. While support differed by race and ethnicity for some policies, majorities of U.S. adults supported nearly all gun policies examine regardless of race. One notable exception, carrying a concealed gun on K-12 school grounds did not reach majority support among any subgroup. While tailored messaging may be appropriate in certain circumstances, it is important to highlight the similarities in support for evidence-based gun polices across racial and ethnic groups.

Project description:ImportanceDespite broad public support for gun safety policies, minimal policy implementation has occurred.ObjectiveTo investigate factors that encourage greater private support for and public action on gun safety policy.Design, setting, and participantsThree studies were conducted: a public opinion survey (Study 1) was conducted from January 8 to 22, 2019, and 2 experiments (Studies 2 and 3) were conducted from August 27 to October 17, 2019, and April 15 to 21, 2020, respectively. Adults living in the US were eligible to participate in Studies 1 and 3. Students 18 years and older participating in a research experience program were eligible to participate in Study 2. Study 1 was administered online by Ipsos, a market research company. A nationally representative sample of 1000 US adults was obtained from Ipsos' online KnowledgePanel, of whom 508 completed the public opinion survey. For Study 2, which was conducted in a university laboratory, 354 participants were recruited from a university research pool, all of whom completed the study. Study 3 was administered online by the market research company YouGov, which identified 727 US gun owners from its opt-in panel, from which it constructed a census-matched sample of 400 participants.ExposuresParticipants read a statement about the 2018 Marjory Stoneman Douglas High School shooting. Content was manipulated as a 2 (corrective information vs no corrective information) × 2 (system changeable vs system not changeable) between-subjects factorial design with random assignment. The corrective information included polling data highlighting widespread support among gun owners for several gun safety policies. System changeable described gun safety policies passed by Florida's legislature.Main outcomes and measuresMain outcomes were support for gun safety policies and public disclosure of support.ResultsThe 3 studies included a total of 1262 participants (Study 1: 508 participants; weighted mean [SD] age, 47.7 [17.5] years; 261.9 women [51.6%]; 82.5 Hispanic [16.2%] and 60.3 Black [11.9%]; Study 2: 354 participants; mean [SD] age, 20.0 [2.3] years; 232 women [65.9%]; 100 Asian [28.3%] and 37 Black [10.5%]; Study 3: 400 participants; weighted mean [SD] age, 52.1 [16.4] years; 187.3 women [46.8%]; 295.5 White [73.9%], 44.5 Hispanic [11.1%], and 32.4 Black [8.1%]). Study 1 found that 63% to 91% of gun owners and 83% to 93% of non-gun owners supported key gun safety policies, yet both groups significantly underestimated gun owners' support for these policies by between 12% and 31%. Studies 2 and 3 found that exposure to corrective information was associated with a small increase in support for 2 gun safety policies of between 4% and 15%, both in terms of participants' privately held beliefs and the beliefs they would be willing to share publicly.Conclusions and relevanceThis survey study found that many US adults failed to recognize that most gun owners support key gun safety policies. Correcting this misperception was associated with greater private and public support for gun safety policy.

Project description:Democratic responsiveness concerns the degree to which government policies match public preferences. Responsiveness studies typically use national surveys to characterize public opinion, but whether poll questions overlap with the policy agenda is unknown. The first of two empirical analyses presented here, with hundreds of issues on the national agenda in the United States from 1947 to 2000, reveals that public opinion is mostly unrelated to policy outcomes. The picture appears to be even more ominous-that is, opinion and policy are negatively related-on highly salient issues that attract media attention. A second study revisiting published work confirms that responsiveness patterns look different depending upon whether studies of opinion-policy connections (a) begin with survey data and then examine policy developments, or (b) begin with national legislative agenda issues and then examine survey data. Thus, conclusions about democratic responsiveness depend upon the issues that are examined, and often opinion surveys do not include questions about tangible public policy options. In that sense, future changes in democratic responsiveness might go undetected because scholars often lack data on what goes into the denominator of democracy.

Project description:The Russian invasion of Ukraine has pushed the EU into a new phase where both the political elites and the public start to rethink its foreign and security policies. This paper uses a unique survey in seven European countries in the wake of the war to examine European public opinion on how the EU's foreign and security policies should be made and how autonomous they should be. We find that Europeans not only favour increasing military capacity at the national or NATO level but also prefer increasing military capacity at the EU level, though to a lesser degree. We also show that perceptions of both short-term and long-term threats, European identification and mainstream left-wing ideology lead Europeans to favour a more militarily powerful, unified and autonomous EU.

Project description:Research into cyber-conflict, public opinion, and international security is burgeoning, yet the field suffers from an absence of conceptual agreement about key terms. For instance, every time a cyberattack takes place, a public debate erupts as to whether it constitutes cyberterrorism. This debate bears significant consequences, seeing as the ascription of a "terrorism" label enables the application of heavy-handed counterterrorism powers and heightens the level of perceived threat among the public. In light of widespread conceptual disagreement in cyberspace, we assert that public opinion plays a heightened role in understanding the nature of cyber threats. We construct a typological framework to illuminate the attributes that drive the public classification of an attack as cyberterrorism, which we test through a ratings-based conjoint experiment in the United States, the United Kingdom, and Israel (N = 21,238 observations). We find that the public (1) refrains from labeling attacks by unknown actors or hacker collectives as cyberterrorism; and (2) classifies attacks that disseminate sensitive data as terrorism to a greater extent even than physically explosive attacks. Importantly, the uniform public perspectives across the three countries challenge a foundational tenet of public opinion and international relations scholarship that divided views among elites on foreign policy matters will be reflected by a divided public. This study concludes by providing a definitive conceptual baseline to support future research on the topic.

Project description:In many Western societies there are rising concerns about increasing polarization in public debate. However, statistics on private attitudes paint a different picture: the average attitudes in societies are more moderate and remain rather stable over time. The present paper presents an agent-based model of how such discrepancies between public opinion and private attitudes develop at the scale of micro-societies. Based on social psychological theorizing, the model distinguishes between two types of agents: a) those seeking to gain or maintain a good reputation and status, and b) those seeking to promote group harmony by reaching consensus. We characterized these different types of agents by different decision rules for either voicing their opinion or remaining silent, based on the behavior of their proximal network. Results of the model simulations show that even when the private attitudes of the agents are held constant, publicly expressed opinions can oscillate and (depending on the reputational concerns of individual actors) situations can occur in which minorities as well as majorities are silenced. We conclude that the macro-level consequences of micro-level decisions to either voice an opinion or remain silent provide a foundation for better understanding how public opinions are shaped. Moreover, we discuss the conditions under which public opinion could be considered a good representation of private attitudes in a society.

Project description:BackgroundThe non-identity problem arises when our actions in the present could change which people will exist in the future, for better or worse. Is it morally better to improve the lives of specific future people, as compared to changing which people exist for the better? Affecting the timing of fetuses being conceived is one case where present actions change the identity of future people. This is relevant to questions of public health policy, as exemplified in some responses to the Zika epidemic. There is philosophical disagreement about the relevance of non-identity: some hold that non-identity is not relevant, while others think that the only morally relevant actions are those that affect specific people. Given this disagreement, we investigated the intuitions about the moral relevance of non-identity within an educated sample of the public, because there was previously little empirical data on the public's views on the non-identity problem.MethodsWe performed an online survey with a sample of the educated general public. The survey assessed participants' preferences between person-affecting and impersonal interventions for Zika, and their views on other non-identity thought experiments, once the non-identity problem had been explained. It aimed to directly measure the importance of non-identity in participants' moral decision-making.ResultsWe collected 763 valid responses from the survey. Half of the participants (50%) had a graduate degree, 47% had studied philosophy at a university level, and 20% had read about the non-identity problem before. Most participants favoured person-affecting interventions for Zika over impersonal ones, but the majority claimed that non-identity did not influence their decision (66% of those preferring person-affecting interventions, 95% of those preferring impersonal ones). In one non-identity thought experiment participants were divided, but in another they primarily answered that impersonally reducing the quality of life of future people would be wrong, harmful and blameworthy, even though no specific individuals would be worse off.ConclusionsNon-identity appeared to play a minor role in participants' moral decision-making. Moreover, participants seem to either misunderstand the non-identity problem, or hold non-counterfactual views of harm that do not define harm as making someone worse off than they would have been otherwise.

Project description:Background: Suicide and substance use disorder (SUD) pose serious public health challenges among young adults in the United States. Increasing social media use among these populations can be leveraged as an alternative method to detect characteristics of suicide-related topics and behavior among substance users. Objective: To detect and characterize suicide and self-harm related conversations co-occurring with SUD posts and comments on the popular social media platform Instagram. Methods: This study used big data and machine learning approaches to collect and classify Instagram posts containing 632 controlled substance-related hashtags. Posts were first classified for online drug diversion topics and then filtered to detect suicide and mental health discussions. Posts and comments were then manually annotated for SUD and mental health co-occurring themes. Associations between these characteristics were tested using the Chi-square test. Results: We detected 719 Instagram posts/comments that included user-generated discussions about suicide, substance use and/or mental health. Posts self-reporting SUD and mental health topics were also more likely to discuss suicide compared to those that did not discuss SUD and mental health topics, respectively (p < 0.001). Major themes observed included concurrent discussions of suicide ideation and attempts and low self-esteem. Conclusions: Our study results provide preliminary evidence of social media discussions about suicide and mental health among those with SUD. This co-occurrence represents a key health risk factor on a platform heavily utilized by young adults. Further studies are required to analyze specific patterns of suicide and self-harm ideations for the purposes of designing future suicide prevention campaigns through digital channels.
