Documentation and Prediction of Increasing Groundwater Chloride in the Twin Cities, Minnesota.

ABSTRACT: We provide a comprehensive overview of historic chloride concentrations in the groundwater of the Twin Cities metropolitan area (TCMA) in Minnesota, in order to define the extent of chloride contamination, due primarily to the seasonal application of deicing salt to roadways. Data collected from 1278 wells between 1965 and 2020 are representative of the major aquifers underlying the TCMA and establish a regional natural background chloride concentration of less than 10 mg/L. However, 55% of all measurements (1616 of 2943) are above 10 mg/L, with the highest concentrations found within the uppermost Quaternary aquifers. Chloride concentrations in underlying bedrock aquifers are negatively correlated with the thickness and clay composition of overlying materials. Most chloride measurements (92%) remain below chronic exposure limits set by state and federal authorities. Historical trends indicate that, if the current imbalance between chloride inputs and outflows persists, chloride concentrations in TCMA aquifers will surpass regulatory thresholds by midcentury as surface waters and Quaternary aquifer waters migrate into underlying bedrock aquifers. Most wells in this study are monitored annually, making it impossible to detect important sub-annual fluctuations of chloride concentration that can exceed 40%.

Project description:Chloride is a key component of salt, used in many activities such as alkali production, water treatment, and de-icing. Chloride entering surface and groundwater is a concern due to its toxicity to aquatic life and potential to degrade drinking water sources. Minnesota being a hard-water state, has a high demand for water softening. Recent research has found that home-based water softeners contribute significantly to chloride loading at municipal wastewater treatment plants (WWTPs). Because of this, many WWTPs would now require water quality based effluent limits (WQBELs) to comply with the state's chloride water quality standards (WQS), unless they install chloride treatment technologies, which are limited and cost-prohibitive to most communities. A potential solution to this problem, is shifting from home-based water softening to a system where water is softened at drinking water plants, before reaching homes, i.e. centralized softening, analyzed in this paper based on its ability to address both chloride pollution and water softening needs, at reasonable cost. We estimate lifetime costs of three alternative solutions: centralized softening, home-based softening, and a Business as Usual (BAU) or baseline alternative, using annualized 20-year loan payments and Net Present Value (NPV), applied to 84 Minnesota cities with matching data on drinking water plants and WWTPs. We find that centralized softening using either Reverse Osmosis (RO) or lime-softening technologies is the more cost-effective solution, compared to the alternative of home-based softening with end-of-pipe chloride treatment, with a cost ratio in the range 1:3-1:4. Between the two centralized softening options, we find RO-softening to be the lower cost option, only slightly more costly (1.1 cost ratio) than the BAU option. Considering additional environmental and public health benefits, and cost savings associated with removal of home-based softeners, our results provide helpful information to multiple stakeholders interested in an effective solution to chloride pollution.

Project description:In 2013 the Minnesota Resuscitation Consortium developed an organized approach for the management of patients resuscitated from shockable rhythms to gain early access to the cardiac catheterization laboratory (CCL) in the metro area of Minneapolis-St. Paul. Eleven hospitals with 24/7 percutaneous coronary intervention capabilities agreed to provide early (within 6 hours of arrival at the Emergency Department) access to the CCL with the intention to perform coronary revascularization for outpatients who were successfully resuscitated from ventricular fibrillation/ventricular tachycardia arrest. Other inclusion criteria were age >18 and <76 and presumed cardiac etiology. Patients with other rhythms, known do not resuscitate/do not intubate, noncardiac etiology, significant bleeding, and terminal disease were excluded. The primary outcome was survival to hospital discharge with favorable neurological outcome. Patients (315 out of 331) who were resuscitated from VT/VF and transferred alive to the Emergency Department had complete medical records. Of those, 231 (73.3%) were taken to the CCL per the Minnesota Resuscitation Consortium protocol while 84 (26.6%) were not taken to the CCL (protocol deviations). Overall, 197 (63%) patients survived to hospital discharge with good neurological outcome (cerebral performance category of 1 or 2). Of the patients who followed the Minnesota Resuscitation Consortium protocol, 121 (52%) underwent percutaneous coronary intervention, and 15 (7%) underwent coronary artery bypass graft. In this group, 151 (65%) survived with good neurological outcome, whereas in the group that did not follow the Minnesota Resuscitation Consortium protocol, 46 (55%) survived with good neurological outcome (adjusted odds ratio: 1.99; [1.07-3.72], P=0.03). Early access to the CCL after cardiac arrest due to a shockable rhythm in a selected group of patients is feasible in a large metropolitan area in the United States and is associated with a 65% survival rate to hospital discharge with a good neurological outcome.
