Cross border adjustment mechanism: Initial data for the assessment of hydrogen-based steel production.

ABSTRACT: Ambitious climate targets affect the competitiveness of industries in the international market. To prevent such industries from moving to other countries in the wake of increased climate protection efforts, cost adjustments may become necessary. Their design requires knowledge of country-specific production costs. Here, we present country-specific cost figures for different production routes of steel, paying particular attention to transportation costs. The data can be used in floor price models aiming to assess the competitiveness of different steel production routes in different countries [1].

The Role of Hydrogen in Decarbonizing U.S. Iron and Steel Production.

Project description:This study investigates the role of hydrogen as a decarbonization strategy for the iron and steel industry in the United States (U.S.) in the presence of an economy-wide net zero CO2 emissions target. Our analysis shows that hydrogen-based direct reduced iron (H2DRI) provides a cost-effective decarbonization strategy only under a relatively narrow set of conditions. Using today's best estimates of the capital and variable costs of alternative decarbonized iron and steelmaking technologies in a U.S. economy-wide simulation framework, we find that carbon capture technologies can achieve comparable decarbonization levels by 2050 and greater cumulative emissions reductions from iron and steel production at a lower cost. Simulations suggest hydrogen contributes to economy-wide decarbonization, but H2DRI is not the preferred use case for hydrogen in most scenarios. The average abatement cost for U.S. iron and steel production could be as low as $70/tonne CO2 with existing technologies plus carbon capture, while the cost with H2DRI rises to over $500/tonne CO2. We also find that IRA tax credits are insufficient to spur hydrogen use in steelmaking in our model and that a green steel production tax credit would need to be as high as $300/tonne steel to lead to sustained H2DRI use.

Potential Impact of Initial Clinical Data on Adjustment of Pediatric Readmission Rates.

Project description:ObjectiveComparison of readmission rates requires adjustment for case-mix (ie, differences in patient populations), but previously only claims data were available for this purpose. We examined whether incorporation of relatively readily available clinical data improves prediction of pediatric readmissions and thus might enhance case-mix adjustment.MethodsWe examined 30-day readmissions using claims and electronic health record data for patients ≤18 years and 29 days of age who were admitted to 3 children's hospitals from February 2011 to February 2014. Using the Pediatric All-Condition Readmission Measure and starting with a model including age, gender, chronic conditions, and primary diagnosis, we examined whether the addition of initial vital sign and laboratory data improved model performance. We employed machine learning to evaluate the same variables, using the L2-regularized logistic regression with cost-sensitive learning and convolutional neural network.ResultsControlling for the core model variables, low red blood cell count and mean corpuscular hemoglobin concentration and high red cell distribution width were associated with greater readmission risk, as were certain interactions between laboratory and chronic condition variables. However, the C-statistic (0.722 vs 0.713) and McFadden's pseudo R2 (0.085 vs 0.076) for this and the core model were similar, suggesting minimal improvement in performance. In machine learning analyses, the F-measure (harmonic mean of sensitivity and positive predictive value) was similar for the best-performing model (containing all variables) and core model (0.250 vs 0.243).ConclusionsReadily available clinical variables do not meaningfully improve the prediction of pediatric readmissions and would be unlikely to enhance case-mix adjustment unless their distributions varied widely across hospitals.

The carbon border adjustment mechanism is inefficient in addressing carbon leakage and results in unfair welfare losses.

Project description:The European Commission has proposed a Carbon Border Adjustment Mechanism (CBAM) to reduce carbon leakage and create a level playing field for its domestic products and imported goods. Nevertheless, the effectiveness of the proposal remains unclear, especially when it triggers threats of retaliation from trading partners of the European Union. We apply a Computable General Equilibrium model - Global Trade Analysis Project - to assess the economic and environmental impacts of different CBAM schemes. Here we show that the effectiveness of the CBAM to address carbon leakage risks is rather limited, and the CBAM raises concerns over global welfare costs, Correct to Gross Domestic Product (GDP) losses, and violation of equality principles. Trade retaliation leads to multiplied welfare losses, which would mostly be borne by poor countries. Our results question the carbon leakage reduction effect of a unilateral trade policy and suggest that climate change mitigation still needs to be performed within the framework of international cooperation.

Coupling mechanism between wear and oxidation processes of 304 stainless steel in hydrogen peroxide environments.

Project description:Stainless steel is widely used in strongly oxidizing hydrogen peroxide (H2O2) environments. It is crucial to study its wear behaviour and failure mode. The tribological properties and oxidation of 304 stainless steel were investigated using a MMW-1 tribo-tester with a three-electrode setup in H2O2 solutions with different concentrations. Corrosion current densities (CCDs), coefficients of frictions (COFs), wear mass losses, wear surface topographies, and metal oxide films were analysed and compared. The results show that the wear process and oxidation process interacted significantly with each other. Increasing the concentration of H2O2 or the oxidation time was useful to form a layer of integrated, homogeneous, compact and thick metal oxide film. The dense metal oxide films with higher mechanical strengths improved the wear process and also reduced the oxidation reaction. The wear process removed the metal oxide films to increase the oxidation reaction. Theoretical data is provided for the rational design and application of friction pairs in oxidation corrosion conditions.

Data on cross-border exposures of 61 largest European banks.

Project description:This article introduces a unique and hand-collected dataset on cross-border exposures of 61 European banks. Getting a complete overview of the cross-border positions of European banks is challenging, as there are no regular reporting standards for banks' foreign exposures split by country. Most studies therefore rely on data on banks' foreign subsidiaries. This however leads to a significant underestimation of banks' cross-border positions. We collect data from annual reports and other public sources for the period 2010-2017 in order to construct a dataset covering the complete cross-border exposures by banks. The dataset is valuable to academic researchers in finance and economics as well as central banks interested in financial globalization. The data are collected at the individual bank-level, and this provides opportunities for researchers aiming to analyse the impact of banks' strategic decisions [1]. Lastly, since the cross-border exposures are split by host country the data can be used in gravity models, since it provides a measure of connectedness between banks and/or countries.

Contributing to Elimination of Cross-Border Malaria Through a Standardized Solution for Case Surveillance, Data Sharing, and Data Interpretation: Development of a Cross-Border Monitoring System.

Project description:BackgroundCross-border malaria is a significant obstacle to achieving malaria control and elimination worldwide.ObjectiveThis study aimed to build a cross-border surveillance system that can make comparable and qualified data available to all parties involved in malaria control between French Guiana and Brazil.MethodsData reconciliation rules based on expert knowledge were defined and applied to the heterogeneous data provided by the existing malaria surveillance systems of both countries. Visualization dashboards were designed to facilitate progressive data exploration, analysis, and interpretation. Dedicated advanced open source and robust software solutions were chosen to facilitate solution sharing and reuse.ResultsA database gathering the harmonized data on cross-border malaria epidemiology is updated monthly with new individual malaria cases from both countries. Online dashboards permit a progressive and user-friendly visualization of raw data and epidemiological indicators, in the form of time series, maps, and data quality indexes. The monitoring system was shown to be able to identify changes in time series that are related to control actions, as well as differentiated changes according to space and to population subgroups.ConclusionsThis cross-border monitoring tool could help produce new scientific evidence on cross-border malaria dynamics, implementing cross-border cooperation for malaria control and elimination, and can be quickly adapted to other cross-border contexts.

Fundamentals of Green Steel Production: On the Role of Gas Pressure During Hydrogen Reduction of Iron Ores.

Project description:Out of the multitude of researched processing routes for sustainable ironmaking, hydrogen-based direct reduction and hydrogen plasma smelting reduction (HyPSR) are currently the most promising candidates for a successful industrial application. Both processes operate under gaseous atmospheres, which turn the partial and absolute pressure of hydrogen into a relevant process parameter. Here, we present first insights into the influence of total pressure and concentration of hydrogen on the reduction of hematite, focusing on the more pressure-sensitive route (HyPSR). The effect of pressure on the dissociation of H2 molecules into metastable H atoms or H+ ions,- and the overall hydrogen utilization is discussed using a thermodynamic approach. Validation experiments were conducted to testify the practical feasibility of adjusting these parameters. A decrease in the total pressure of the system from 900 mbar to 450 mbar resulted in an improved hydrogen utilization, thus suggesting that a larger population of H atoms can exist in the plasma arcs ignited under 450 mbar. An increase in the hydrogen concentration to 20 vol.% lead to undesired evaporation, likely because of a parallel increase in plasma temperature. Possibilities and challenges for exploiting these pressure-related phenomena for the industrial production of green steel are outlined and discussed.Supplementary informationThe online version contains supplementary material available at 10.1007/s11837-023-05829-z.

Interfacial Chemistry Investigation of Initial Fouling Conditions in Isocyanate Production: The Antifouling Performance of AISI 316L Stainless Steel.

Project description:The fouling of AISI 316L stainless steel during themanufacture of polymeric methylene diphenyl diisocyanate (pMDI) has been investigated. Studies have been carried out using a laboratory-based rig that simulates the process chemistry of the production plant. A variety of solution concentrations and treatment times have been employed to represent different stages in the production process. Following exposure, steel coupons have been removed and studied by X-ray photoelectron spectroscopy (XPS) and time-of-flight secondary ion mass spectrometry (ToF-SIMS). The thickness of the fouling layer, determined by XPS, is found to vary inversely with exposure time and solution concentration. This is a result of the solubility of the different pMDI derivatives that have been formed at different stages, and a reaction scheme is developed to explain these inverse relationships. ToF-SIMS indicates the formation of metal chlorides as a result of the initial treatment of the steel in the reaction vessel with hydrogen chloride. Fragment ions characteristic of reacted and unreacted pMDI (at m/z = 106 and 132 au, respectively) were used as an indicator of the degree of reacted isocyanate groups within the fouling layer and show a decrease with increasing exposure time, as a result of the formation of intermediates such as amines, ureas, carbodiimides, and uretonimines. The ToF-SIMS data was also processed by principal component analysis (PCA). This generally reinforced the conclusions reached by XPS and ToF-SIMS but, in addition, gave confidence in the repeatability of the analyses with the repeat data (of four analyses) clustering very tightly in the PCA score plots.

Risk assessment for cross-border transmission of multi-country Mpox outbreaks in 2022.

Project description:ObjectivesGlobal trade and travel have facilitated infectious disease transmission. In 2022, over a short time, cross-border Mpox (monkeypox) outbreaks were reported. Since, most countries are at risk of cross-border Mpox transmissions, in this study, we developed a real-time risk assessment model for the cross-border transmission of Mpox.MethodsThis model includes priori indicators related to the source area before the Mpox outbreak and posterior indicators derived from the quantitative data evaluation afterward. Based on transportation, this model can also be used to assess the global import risk of Mpox for specific countries and cities.ResultsEuropean risk values displayed high levels between May and July 2022 and gradually decreased after July. After September 2022, risk values elevated in most countries and regions in the Americas. As for China, high importation risk cities were highly exposed to the United States and moderately exposed to Australia and Germany. Some cities were exposed to the potential risks from only one source country.ConclusionsDynamic surveillance of the cross-border spread of infectious diseases is essential. Importation risks vary widely across cities and regions, and developing risk prevention and control strategies specific to the traffic flow, medical care capabilities, and risk levels in the main source countries are essential.
